Different Types of Long-Term Visit Passes in Singapore

If you’re planning a long-term stay in Singapore, you may need to apply for a Long-Term Visit Pass (LTVP). There are two types of LTVPs that you can apply for, each issued by a different authority:

This pass is essentially an extension of an existing Short-Term Visit Pass for family members of Singapore citizens and Permanent Residents (PRs). It is suitable for foreign visitors who wish to stay in Singapore for more than the 30 days allowed by a Short-Term Visit Pass.

This pass is intended for the family members of foreign employees who are not eligible for a Dependant’s Pass but want to live with their loved ones in Singapore.

What is LTVP+?

The Long-Term Visit Pass-Plus (LTVP+) scheme was introduced to assist Singaporean families with foreign spouses. This new scheme offers foreign spouses of Singapore citizens who qualify a longer period of residency, providing them with greater certainty of stay. The LTVP+ also offers a range of benefits, including access to healthcare and employment opportunities.

Couples with at least one Singaporean child from their marriage are eligible to apply for the LTVP+. For those without a Singapore Citizen child, the Immigration and Checkpoints Authority (ICA) will consider other factors, such as the duration of marriage, and generally look more favourably upon those who have been married for at least 3 years.

LTVP+ holders will be eligible for a longer period of residency in Singapore, with the LTVP+ being valid for 3 years in the first instance and for up to 5 years for each subsequent renewal. Additionally, LTVP+ holders will receive healthcare subsidies for inpatient services at restructured hospitals, which are set at a level close to that for Permanent Residents.

Furthermore, LTVP+ holders seeking work in Singapore will find it easier to do so. Prospective employers of LTVP+ holders can apply to the Ministry of Manpower (MOM) for a Letter of Consent (LOC) on their behalf, instead of an Employment/S Pass or Work Permit.

Eligibility Criteria for Applying for a Long-Term Visit Pass (ICA) in Singapore

To be eligible for a Long-Term Visit Pass (LTVP) issued by the Singapore Immigration and Checkpoints Authority (ICA) , the requirements vary depending on the type of pass you are applying for. Here are the criteria for applying for an LTVP with ICA:

  • You are the spouse of a Singapore citizen or permanent resident.
  • You are the dependant child of a Singapore citizen or permanent resident and are below the age of 21.
  • You are the parent of a Singapore citizen or permanent resident.
  • You are a graduate from a higher learning institution who intends to be employed in Singapore.
  • You are the mother or grandmother of a young foreigner who is studying in Singapore with a Student’s Pass.
  • You are a foreigner seeking permission to give birth in Singapore.

Applicants who meet the above eligibility requirements may apply for an LTVP with ICA, which allows for an extension of stay beyond the typical short-term visit pass duration.

Eligibility Criteria for Applying for a Long-Term Visit Pass (MOM) in Singapore

To be eligible for a Long-Term Visit Pass (LTVP) issued by the Ministry of Manpower (MOM) , you must meet the requirements that vary depending on the type of work pass you hold. You can apply for an LTVP for your family member if you meet all the following conditions:

  • You must hold an Employment Pass (EP), S Pass, Personalised Employment Pass (PEP), Overseas Networks & Expertise (ONE) Pass or EntrePass.
  • You must earn a minimum fixed monthly salary of $6,000. This is based on your salary and not on your combined household income.
  • You must be sponsored by an established, Singapore-registered company (usually your employer).

You can get a pass for the following family members:

  • Your common-law spouse.
  • Your unmarried handicapped children aged 21 and above.
  • Your unmarried step-children under 21 years old.
  • Your parents – only if you are earning a fixed monthly salary of at least $12,000 .

Here are the steps for applying Long-Term Visit Pass (LTVP) at the Immigration and Checkpoints Authority (ICA) in Singapore:

  • Gather all the required documents for the LTVP application. The Immigration and Checkpoints Authority (ICA) website contains detailed information regarding the specific documents required for each type of application.
  • Go to the ICA website and access the LTVP e-Service. Fill in the application form and upload all the required documents. You will also need to pay the application fee online.

Note: LTVP application by foreign spouse of Singapore citizen who did not complete the Pre-Marriage Long-Term Visit Pass Assessment (PMLA) will take longer, up to 6 months to be processed.

  • If your LTVP application is approved, you will receive the email notification.
  • Upon in-principle approval of the Long-Term Visit Pass (LTVP) application, you can enquire the application status and download the term and conditions for issuance of LTVP and medical report form (for those who are required to undergo a medical check-up). The applicant must upload the completed forms within 30 days from the in-principle approval date. Otherwise, the application will be considered withdrawn.
  • Once the uploaded document(s) are verified by ICA, the applicant will be notified via email to make payment using the  e-Service . Payment of S$60 for applicant’s LTVP and S$30 for a Multiple Journey Visa (if applicable) must be made within 30 days upon receiving the email notification, otherwise the approval will be withdrawn.
  • Once the payment has been made, the applicant will be informed if he/she is required to visit ICA Building physically for the issuance of LTVP. If applicant is required to visit ICA Building, the applicant can download the In-Principle Approval (IPA) letter which is valid for three months from date of issue. With effect from 27 February 2023, a digital Long-Term Visit Pass (LTVP) will be issued in place of a physical LTVP card.

Here are the steps for applying Long-Term Visit Pass (LTVP) at the Ministry of Manpower (MOM) in Singapore:

  • Gather the necessary documents for the application. Depending on the family member you are applying for, you may also be required to submit additional documents. The Ministry of Manpower (MOM) website contains detailed information regarding the specific documents required for each type of application.
  • Your Long-Term Visit Pass (LTVP) application can be submitted online via myMOM portal by your employer or Employment Agency (EA). It is essential to complete all mandatory fields and provide the relevant supporting documents. Additionally, an application fee of S$105 must be paid before submitting the application.
  • The processing time for Long-Term Visit Pass (LTVP) application varies and can take up to 8 weeks. You can check the status of your application on the MOM website.
  • If your application is approved, you will receive the in-principle approval (IPA) letter via email. The applicant must enter to Singapore within 6 months (for EP holder) or 2 months (for S Pass holder) from the date of approval.
  • An email notification letter will be sent to you, which will remain valid for 1 month. This notification will contain instructions on completing the card registration process, which includes paying the approval fees of S$225 for each pass, and S$30 for a multiple journey visa (if applicable). The card registration formalities comprise undergoing a medical check-up, registering fingerprints, and having your photo taken.
  • After completing the registration process and your documents are verified, the Ministry of Manpower (MOM) will dispatch the card to the provided address within 5 working days.

Long-Term Visit Pass (LTVP) Renewal

To renew an LTVP issued by the ICA , you need to apply at least 2 months before your current LTVP expires. This is to ensure that your application can be processed and approved before your current pass expires. You can apply for renewal online through the ICA’s e-Service portal.

If your LTVP is issued by the MOM , you can apply for renewal up to 6 months before it expires. It is recommended that you start the renewal process early to allow for any delays in processing. Your employer or EA can apply for renewal through the EP Online.

It is important to note that renewals are not guaranteed. You will still need to meet the eligibility criteria and provide all the necessary documents for evaluation.

DP

Relocating to foreign countries is something families do because of work circumstances, opportunities for a better life, or joining others in their family that has already migrated. In Singapore, if you are an S Pass holder or an Employment Pass (EP), earning at least $6,000 a month, you can relocate with your family with you or bring them over to join you later on either a Dependant’s Pass (DP) or a Long-Term Visitors Pass (LTVP) .

For a smooth transition for you and your loved ones, you would do well to understand what is required for entry and for everyone to remain in the country. So, let’s delve deeper into the differences between the various passes and what eligibility is required.

Dependant’s Pass

Applying for a Dependant’s Pass (DP), essentially a relocation visa, will allow your spouse and children to join you in Singapore, though you do need to be an EP or S Pass holder. This pass is not to be confused with a work visa since it is a mandatory residence visa. Family members who can apply include:

  • Children under the age of 21 years who are unmarried, including legally adopted children
  • Legally married spouse

The Dependant’s Pass is valid for up to 2 years, as long as the main work pass is still valid. After that, it can be renewed but must be applied for by the employer or their appointed agent.

Long-Term Visit Pass

A long-term visit pass is a residence visa allowing your family to accompany you in Singapore while you are holding an EP or S Pass for work. Eligible pass holders who fall under the following may apply:

  • To be considered a spouse by common law, you will have had to live together for a minimum of 2 years in a marriage-like relationship. This also qualifies you to divide debts or assets equally.
  • Unmarried disabled children over the age of 21 years.
  • Unmarried step-children under 21 years of age.
  • Earning a minimum of S$12,000 per month

Eligibility

While eligibility resides on the main factor that the family member applying holds either an EP or S Pass, other requirements need to be met for your family to come to Singapore to join you using a Dependant’s Pass.

  • You need to earn a minimum fixed monthly salary of S$6,000 independently.
  • You are sponsored by an established Singapore-registered company.
  • Earn a minimum of S$6,000 salary per month.
  • Are sponsored, usually by your employer, and work for a Singapore-registered company.

Required Documents

Additional documents may be requested from you at the time of application and upon review. However, take note that any non-English documents must be submitted as one file containing the original document and the certified English translation.

When submitting your Dependant’s Pass application form, you will need the following documents with additional or different paperwork required of the family member being applied on behalf of.

  • A copy of the candidate’s passport stating their particulars.
  • Copy of marriage certificate for the spouse
  • For children registered on their parent’s passport, a copy of the parent’s personal particulars needs to be attached.
  • Copy of birth certificate for unmarried children under 21 years
  • Copy of the adoption order or other relevant documents for legally adopted, unmarried children under 21 years
  • The candidate’s passport with up-to-date personal particulars.
  • A copy of a common-law marriage certificate or an affidavit notarized in the applicant’s home country/region declaring that the work pass holder and their spouse are in a common-law relationship recognised under the laws. They can also submit a letter from the home country/region’s embassy of the work pass holder or spouse stating that they are in a common-law relationship recognised under the laws of their country/region.
  • For children with disability above the age of 21 need to submit a letter or report from a medical practitioner about the child’s condition. A copy of the court order on the child’s custody, along with a letter from the other biological parent stating there is no objection to bringing the child to Singapore, must be submitted for unmarried stepchildren under the age of 21 years.
  • A copy of the work pass holder’s birth certificate with both parents’ names must be submitted when applying for the work pass holder’s parents.

Where To Apply

To fill in and submit your application, once you have all the documentation needed ready, you can apply on the myMOM portal (Ministry of Manpower). This centralised eServices business portal allows employers to easily access workforce information and also perform transactions with just one login.

Once you log in, you fill out the application form, upload your documents, and pay S$105 for each application. You can also log on to the EP Online portal once the application has been approved for printing the in-principle approval letter (IPA).

The Application Process

Dependents applying for either pass (DP or LTVP) will need to be fully vaccinated against COVID-19 with certified WHO EUL vaccines (including boosters where eligible) for their passes to be issued. A separate application form needs to be filled out for each family member. A foreigner residing in Singapore with a pass that is soon to expire at the time of application may find his visit pass from being rejected for an extension.

Be sure to bring your family over only once the pass has been approved to reduce any risks, and this is easy to do, considering you can apply on their behalf before they ever enter the country.

Only an employment agent (EA) or employer can submit an application, which costs S$105 per pass on submission. Once the pass has been issued, a final payment of S$225 per pass is required, with an additional S$30 if you need a multiple-journey visa.

Once you have submitted all the paperwork and paid the initial fee, an average waiting period of around three weeks is to be expected for EP and S Pass holders. You can check the status of your application online, and once approved, an email will be sent to the address given on the application form.

In special cases where a baby is born in Singapore, the Immigration and Checkpoints Authority (ICA) will issue the parent a Special Pass valid for six weeks. During this time, the parent must apply for their Dependant’s Pass.

  • After you receive the IPA, you have the following period to bring the foreigner to Singapore and get the pass issued: Long Term Visit Pass of EP holder 6 months: Dependant of S Pass holder 2 months
  • Has a pre-approved single-entry visa for the candidate to enter Singapore.

Request for issuance of pass

When: Employment Pass (EP) holders, within 6 months of in-principle approval (IPA). S Pass holders, within 2 months of IPA.

The candidates must be in Singapore when ‘WORKPASS’ carry out these steps to get the pass issued: 

  • We’ll issue the pass upon receiving the required information and documents from you
  • Once the long-term visit pass is issued, We will email you the notification letter. The notification letter is valid for 1 month  from the date of issue and:
  • Allows the foreigner to travel in and out of Singapore while waiting for the long-term visit pass card.
  • We will book an appointment for card registration of fingerprints and photo taking. (if required)

NOTE: If the candidate needs more time to complete the card registration procedures, we can assist in requesting to extend the validity of the notification letter.

Documents Required

We will need the following information to get the pass issued: 

  • Foreigner’s passport details
  • Foreigner’s Singapore contact details 
  • Foreigner’s current Short-Term Visit Pass ( STVP ) or immigration pass details
  • Foreigner’s Singapore residential address
  • Singapore residential or office address to receive the foreigner’s card
  • Details of up to 3 authorised recipients to receive the card (their mobile number, email address and NRIC number/FIN/passport number) 

We may also need to upload PDF copies of these documents:

  • Foreigner’s passport page showing the date of arrival in Singapore 
  • Completed medical examination form or medical declaration form
  • Completed declaration form (attached to the foreigner’s IPA letter)

NOTE: If you need more time to get the pass issued as the foreigners are waiting for their medical results, we can assist in extending their STVP within 1 week before the STVP expires and upload the doctor’s memo stating the medical results collection date.

Example: If the STVP expires on 10 February, please only submit the request from 3 February.

Card Registration

Thumbprint and photo taking for Long Term Visit Pass card

We’ll make an appointment for the candidates to register. (If applicable)

Dependants of Employment Pass holders:

  • Place: Employment Pass Services Centre ( EPSC )
  • When: Within 2 week after pass is issued

Dependants of S Pass holders:

  • Place: MOM Services Centre – Hall C
  • When: Within 1 week after pass is issued

For the appointment, the candidate should bring:

  • Original passport
  • Appointment letter
  • Notification letter

Receiving Card

Long Term Visit Pass card delivery 

When: Within 5 working days after registration or document verification

MOM will deliver the card to the given address within 5 working days  after the candidate registers and gets the documents verified.

If the candidate does not need to register, MOM will deliver the card within 5 working days after checking the documents.

The authorised recipients will get an SMS or email with the delivery details at least 1 working day before the delivery.

If card delivery fails

After two unsuccessful deliveries, you’ll have to collect the card at the relevant services center which they visited for the card registration.

The foreigner or an authorised person can collect it  3 working days  after the second attempted delivery. They don’t need an appointment.

Bring along these documents for card collection:

  • Candidate’s original passport

If you authorise someone to collect it on your behalf, make sure they bring these along:

  • An authorisation letter from the employer
  • NRIC or passport for verification

The Long-Term Visit Pass (LTVP) is a visa issued to the Common-law spouse, step-child or handicapped child of an eligible Employment Pass or S Pass holders. Those earning over $12,000 can also bring in their parents in Singapore. It allows them to stay in Singapore for an extended period.

Eligible applicants include the Common-law spouse, step-child or handicapped child and Parents of an Employment Pass or S Pass holder in Singapore.

If you are holding a Long-Term Visit Pass issued by the Ministry of Manpower, you will need to get a work pass to work in Singapore.

 The LTVP is valid for up to two years and is tied to the validity of the main work pass.

If your LTVP application is rejected, you may consider making an appeal, reapplying with additional supporting documents or seek further clarification from the Ministry of Manpower on the reasons for the rejection.

You need to submit documents such as copies of passport details and birth or marriage certificates along with the Long-Term Visit Pass application.

LTVP holders are generally allowed to travel in and out of Singapore freely, but they should ensure that their LTVP remains valid throughout their travels and comply with immigration regulations of other countries they intend to visit.

COVID-19 Vaccination to be a condition for Long-Term Passes, Work Passes and Permanent Residence from 1 February 2022

From 1 February 2022, COVID-19 vaccination will be a condition for the approval or grant of new long-term passes, work passes, as well as permanent residence. Additionally, vaccination will be required for the renewal of existing work passes. These measures will help sustain our high vaccination rates and facilitate the safe reopening of our society and economy.

Verification of Vaccination Status

Work pass holders and dependants

  • Pass holders with digitally verifiable certificates will have to verify their certificates by uploading them to ICA’s Vaccination Check Portal system.
  • Pass holders without digitally verifiable certificates will have to present their vaccination certificates to the airlines, ferry operators or at the checkpoint before boarding.

a.       Individuals below 12 years old;

b.       Individuals aged 12 to below 18 years old - they can continue to make a declaration to complete the full vaccination regimen after arriving in Singapore;

c.        Pass holders who are medically ineligible for vaccination, provided they submit a doctor’s memo at the point of application, and undergo a medical review upon arrival in Singapore.

New Permanent Residence, Long-Term Visit Pass, and Student’s Pass applications

  • Vaccination status of applicants will be verified during the pass issuance process. Their vaccination records will have to be updated in the NIR (i.e. vaccinated in Singapore or receive a positive serology test result). If applicants are not registered in the NIR (e.g. unvaccinated or vaccinated overseas but tested serology negative), they will have to complete the full vaccination regimen in Singapore to fulfil the vaccination condition before they can be granted PR or long-term passes. The vaccination condition will not apply to PR, LTVP and STP applicants who are aged below 12 years old, as well as those who are medically ineligible for vaccination.

Parent of a Singapore Citizen or Singapore Permanent Resident (PR)

You will need to provide original documents and official translations (for documents in languages other than English), as well as copies of the documents for ICA to retain.

ICA accepts:

  • Translations provided by the embassy of the country that issued the document
  • Translations produced by a notary public in Singapore or the country that issued the document
  • Privately created translations attested by the embassy of the country that issued the document, or notarised by a notary public in Singapore or the country that issued the document.

ICA does not endorse any private translation companies or entities. Insufficient documentation may result in non-acceptance of your application. You may be required to provide additional documents to support your application.

Please refer to the checklist on the documents required for your application. You will need to provide original documents and official translations (for documents in languages other than English).

  • Parent of a Singapore citizen or Singapore Permanent Resident (PR)
  • Parent of a minor (under the age of 21) Singapore citizen or Singapore Permanent Resident (PR)
  • If your Singapore citizen/PR child is aged 21 and above, he/she will need to log in to ICA e-Service using Singpass to sponsor your application.
  • If your Singapore citizen/PR child is aged below 21, a local sponsor who is a Singapore citizen or PR aged 21 and above is required. He/She can log in to ICA e-Service using Singpass to sponsor the application.

Note : Applicants who are eligible to apply multiple products (for e.g. Long-Term Visit Pass and Permanent Residence) within a single application will pay an application fee of S$130. This option (if applicable) will be made known to the applicant at the start of the application.

All fees are non-refundable. Payment has to be made online using:

  • Visa or MasterCard credit/debit card,
  • American Express (AMEX) credit card,
  • Internet Direct Debit (DBS/POSB, OCBC, UOB and Standard Chartered Bank internet banking accounts in Singapore), or

Successful applicants will be notified of other applicable fees subsequently.

Applications will be processed within 6 weeks , provided all the required documents are submitted and in order. For multiple products applied for within a single application, the processing time will be based on the product with the longer processing time. Some applications may take longer to process.

You will be informed of the outcome of the LTVP application via email. You may also check the LTVP application status online at  MyICA or the e-Service .
