Meyrick is 73 and lives in Las Vegas, where he worked at the MGM Grand hotel and casino until his retirement. He recently came into a small fortune—not at the poker table, but after winning a lawsuit against the U.S. military. The Agent Orange that the Army sprayed over Vietnam when he was fighting there caused Meyrick to lose most of his eyesight years after he returned. The newly enriched man has no wife and no kids—“that I know of,” he told me, with a chuckle—so indulging in a decadent vacation was the logical course of action. The question was where to go.

He had recently been on an unremarkable cruise through the Gulf of Mexico when a free trial for Ancestry.com appeared on his screen in spring 2020. He learned that he was ninth in a line of Richard Meyricks. He found his paternal grandfather—who was born in Wales and fought for Canada in World War I—in mustard-gas records that might explain his grandpa’s weird cough. Meyrick had always assumed that his paternal grandmother’s ancestors were also from Wales; actually, they were German, from the medieval city of Heidelberg and the Alpine region of Bavaria.

Soon he got a promotional email from Ancestry: If he wanted to see where his father’s parents came from, the company was there to help. He replied, intrigued. Betit scheduled a video call. He then went to Wales, where another branch of his father’s ancestors worked the mines and steel mills in a village that dates back to the 1600s.

He told me that the deterioration of his eyesight had changed his perception of traveling. He couldn’t see the sites or landscapes very well, but his genealogy helped him feel connected to the places he visited. At the Welsh church where his ancestors had been baptized, married, and buried, Meyrick met a local history buff, who told him a story. In the early 1700s, a villager with a habit of hiding behind stagecoaches to rob the wealthy messed with the wrong rich man, a big landowner, and was hanged. The historian was convinced that the unfortunate thief was among Meyrick’s ancestors. Could this fabulous connection be true? Ancestry’s genealogists weren’t able to confirm it, and Meyrick said that his source had seemed a little senile. Still, he assured me, the $50,000 trip was “money well spent.”

This year, he plans to do his mother’s side.

Heritage tourism may only be catching on among Americans now, but governments have been pushing it for decades.

After World War II, tourism was considered a major component of diplomacy. Marshall Plan funds were earmarked to build not just roads and city centers but also ski slopes and airports. The Eisenhower administration created the People-to-People Program, promoting international pen-pal networks and sporting events in hopes of uniting countries against the Soviet Union.

Europe welcomed America’s tourists, and tried to encourage more to come. Some hosted “homecomings”—festivals meant to lure the children and grandchildren of emigrants back to visit. Greece held one in 1951; Lebanon, in 1955; Sweden, in 1965–66. Ireland hosted annual homecomings starting in 1953. These campaigns were, in the words of the Swedish historian Adam Hjorthén, “the earliest coordinated attempts at adopting ancestry in the promotion of mass tourism.”

They were also a failure, as people didn’t go. The Irish homecoming— called An Tóstal , or “a gathering,” and sponsored by the founder of Pan Am Airways—went on for six years before a tourist-board report admitted that the word fiasco didn’t sufficiently convey how badly the effort had flopped.

For heritage tourism to take off, a few changes had to occur. First, plane tickets needed to get a lot cheaper. As the Pan Am founder, of all people, should have known, transatlantic flights then cost a lot of money—airfare from New York to London in 1950 was about $8,700 in today’s dollars . That year, only about one in 250 Americans went overseas at all. In 2019, at the pre-pandemic peak of traveling, this number was one in three .

Even if they had the money, travelers might not have chosen to spend it on connecting with their homelands. For a long time, genealogy struck many people in the United States as elitist. Most European settlers, the historian Russell Bidlack wrote , “had escaped from a society where the traditions of inheritance and caste had denied them opportunity for a better life.” Genealogy was for people obsessed with nobility, or for WASPs living off borrowed glory.

This began to change in the 1970s and ’80s, when genealogy became cool. The publication of Roots , Alex Haley’s 1976 novel about a seven-generation lineage, starting with a man sold into slavery in Gambia and ending with an American descendant not unlike the author, was a turning point. The book topped the New York Times best-seller list for more than five months and inspired two TV adaptations and eventually a whole genre of trace-your-ancestry reality shows. Genealogy was no longer just a hobby for pedigree-loving Europeans but became a tool for everyone, including marginalized groups, to understand their past.

Still, genealogy was hard work, at least until the advent of the internet in the 1990s made public records accessible and searchable. Infobases, a seller of floppy disks with genealogy databases catering to Mormons, who have a particular interest in the subject for theological reasons, purchased Ancestry, then a local publisher and magazine specializing in genealogy. Ancestry.com went online in 1996. By the mid-2010s, DNA testing was mainstream—packaged, commoditized. The tests convinced people that the connection they felt to the place of their ancestors was “really real,” as Naomi Leite, an anthropologist at SOAS University of London, put it to me. An American could now possess hard evidence that he was 12.5 percent Greek.

Heritage is the name Americans give to the past when they realize they’ve already lost it. They want to claim it back. And when they finally go to these places where they had never been, travelers say they are “returning.”

This mode of traveling across space and time is ultimately a journey into the self—the reconstruction of a grand story that started long ago and ends with you. It provides order and meaning to travel that might otherwise seem arbitrary, while still providing plenty of choices: After all, the further you go into your family tree, the more branches you may have to pick from. Solène Prince, who studies heritage travel in Sweden, told me that people tend to focus on the lineage that they view as most “socially desirable”: “Americans and Canadians like to be Swedish,” she said. “It’s progressive.”

A segment of this industry targets Black Americans. Ghana, from which many enslaved Africans were sent to the New World, had its own homecoming— a “Year of Return”— for Africans in the diaspora in 2019. One and a half million people visited the continent that year, Ghana’s tourism department reported. But most heritage tourism tacitly serves white Americans. But even if white Americans think they want to be something other than white, when it comes time to travel, they mostly want to go to Europe. Fielding, of the Conte Club, told me that the top destinations for its DNA trips were all in Europe. Even when a DNA test uncovers ancestry outside this part of the world, clients tend to ignore it and “put their money where their comfort zone is”—meaning travel to the places they might have gone to anyway.

Reading testimonials from Ancestry travelers online, I got the impression that a big appeal of a heritage trip is marveling at how bad struggles were in remote places compared with the safety and comfort of present-day America. “I am grateful for them leaving and everything they went through, so we could have the life we have,” one traveler said after visiting the Italian sulfur mines where their grandparents once worked. “I think it made me appreciate not only them, but the sacrifices they had to go through so I could live comfortably here in the United States,” said another one who went to Ireland. There’s a hint of smug pride behind this gratitude exercise.

But at least one traveler came away with a more disquieting narrative, according to Joe Buggy, one of Ancestry’s genealogists. He had an American client who learned, while visiting his ancestors’ quaint little village, that everyone in town believed his grandfather had committed a murder there. They all thought he’d fled to Australia. Maybe that’s why Grandpa never talked about Ireland.

People have long traveled to discover and visit places of historical significance or spiritual meaning, to experience different cultures, as well as to learn about, exchange and consume a range of cultural goods and services. Cultural tourism as a concept gained traction during the 1990s when certain sub-sectors emerged, including heritage tourism, arts tourism, gastronomic tourism, film tourism and creative tourism. This took place amidst the rising tide of globalization and technological advances that spurred greater mobility through cheaper air travel, increased accessibility to diverse locations and cultural assets, media proliferation, and the rise of independent travel. Around this time, tourism policy was also undergoing a shift that was marked by several trends. These included a sharper focus on regional development, environmental issues, public-private partnerships, industry self-regulation and a reduction in direct government involvement in the supply of tourism infrastructure. As more cultural tourists have sought to explore the cultures of the destinations, greater emphasis has been placed on the importance of intercultural dialogue to promote understanding and tolerance. Likewise, in the face of globalization, countries have looked for ways to strengthen local identity, and cultural tourism has also been engaged as a strategy to achieve this purpose. Being essentially place-based, cultural tourism is driven by an interest to experience and engage with culture first-hand. It is backed by a desire to discover, learn about and enjoy the tangible and intangible cultural assets offered in a tourism destination, ranging from heritage, performing arts, handicrafts, rituals and gastronomy, among others.

While cultural tourism features prominently in policies for economic growth, it has diverse benefits that cut across the development spectrum – economic, social and environmental. Cultural tourism expands businesses and job opportunities by drawing on cultural resources as a competitive advantage in tourism markets. Cultural tourism is increasingly engaged as a strategy for countries and regions to safeguard traditional cultures, attract talent, develop new cultural resources and products, create creative clusters, and boost the cultural and creative industries. Cultural tourism, particularly through museums, can support education about culture. Tourist interest can also help ensure the transmission of intangible cultural heritage practices to younger generations.

Rapid and unplanned tourism growth can trigger a range of negative impacts, including pressure on local communities and infrastructure from overtourism during peak periods, gentrification of urban areas, waste problems and global greenhouse gas emissions. High visitor numbers to heritage sites can override their natural carrying capacity, thus undermining conservation efforts and affecting both the integrity and authenticity of heritage sites. Over-commercialization and folklorization of intangible heritage practices – including taking these practices out of context for tourism purposes - can risk inadvertently changing the practice over time. Large commercial interests can monopolize the benefits of tourism, preventing these benefits from reaching local communities. An excessive dependency on tourism can also create localized monoeconomies at the expense of diversification and alternative economic models. From a policy perspective, countries around the world have employed cultural tourism as a vehicle to achieve a range of strategic aims. In Panama, cultural tourism is a key component of the country’s recently adopted Master Plan for Sustainable Tourism 2020-2025 that seeks to position Panama as a worldwide benchmark for sustainable tourism through the development of unique heritage routes. Cultural tourism can be leveraged for cultural diplomacy as a form of ‘soft power’ to build dialogue between peoples and bolster foreign policy. For instance, enhancing regional cooperation between 16 countries has been at the heart of UNESCO’s transnational Silk Roads Programme, which reflects the importance of culture and heritage as part of foreign policy. UNESCO has also partnered with the EU and National Geographic to develop World Heritage Journeys, a unique travel platform that deepens the tourism experience through four selected cultural routes covering 34 World Heritage sites. Also in Europe, cultural tourism has been stimulated through the development of cultural routes linked to food and wine , as well as actions to protect local food products, such as through labels and certificates of origin. The Emilia-Romagna region in Italy, for example, produces more origin-protected food and drink than any other region in the country. Countries are increasingly seeking alliances with international bodies to advance tourism. National and local governments are working together with international entities, such as UNESCO, UNWTO and OECD in the area of sustainable tourism. In 2012, UNESCO’s Sustainable Tourism Programme was adopted, thereby breaking new ground to promote tourism a driver for the conservation of cultural and natural heritage and a vehicle for sustainable development. In 2020, UNESCO formed the Task Force on Culture and Resilient Tourism with the Advisory Bodies to the 1972 World Heritage Convention (ICOMOS, IUCN, ICCROM) as a global dialogue platform on key issues relating to tourism and heritage management during and beyond the crisis. UNESCO has also collaborated with the UNWTO on a set of recommendations for inclusive cultural tourism recovery from the COVID-19 crisis. In response to the crisis, the Namibian Government, UNESCO and UNDP are working together on a tourism impact study and development strategy to restore the tourism sector, especially cultural tourism.

UNESCO has scaled up work in cultural tourism in its work at field level, supporting its Member States and strengthening regional initiatives. In the Africa region, enhancing cultural tourism has been reported as a policy priority across the region. In the Pacific, a Common Country Assessment (CCA) has been carried out for 14 SIDS countries, with joint interagency programmes to be created building on the results. Across the Arab States, trends in tourism after COVID, decent jobs and cultural and creative industries are emerging as entry points for different projects throughout the region. In Europe, UNESCO has continued its interdisciplinary work on visitor centres in UNESCO designated sites, building on a series of workshops to strengthen tourism sustainability, community engagement and education through heritage interpretation. In the Latin America and the Caribbean region, UNESCO is working closely with Member States, regional bodies and the UN system building on the momentum on the International Year of Creative Economy for Sustainable Development, including through Creative Cities, and the sustainable recovery of the orange economy, among others.

In the context of the 2030 Agenda for Sustainable Development, tourism has the potential to contribute, directly or indirectly, to all of the 17 Sustainable Development Goals (SDGs). The Plan Abu Dhabi 2030 includes the creation of a US$27 billion cultural district on Saadiyat Island, comprising a cluster of world-renowned museums, and cultural and educational institutions designed by international star architects to attract tourism and talent to the city. Since 2016, Saudi Arabia has taken decisive action to invest in tourism, culture and entertainment to reduce the country’s oil dependency, while also positioning the country as a global cultural destination. Under the 2020 G20 Saudi Presidency, the UNWTO and the G20 Tourism Working Group launched the AlUla Framework for Inclusive Community Development through Tourism to better support inclusive community development and the SDGs. The site has benefited from a partnership with the private sector company Green Dream 2020, which only allows the “greenest” operators to access the site, and a percentage of the profits from tours is reinjected into the long-term conservation of the site. In iSimangaliso in South Africa, a national law that established the World Heritage site’s management system was accompanied by the obligation to combine the property’s conservation with sustainable economic development activities that created jobs for local people. iSimangaliso Wetland Park supports 12,000 jobs and hosts an environmental education programme with 150 schools. At the Great Barrier Reef in Australia, where 91% of all local jobs are linked to the Reef, the Coral Nurture Programme undertakes conservation through planting coral, and promotes local stewardship and adaptation involving the whole community and local tourist businesses.

With borders continuing to be closed and changeable regulations, many countries have placed a focus on domestic tourism and markets to stimulate economic recovery. According to the UNWTO, domestic tourism is expected to pick up faster than international travel, making it a viable springboard for economic and social recovery from the pandemic. In doing so it will serve to better connect populations to their heritage and offer new avenues for cultural access and participation. In China, for example, the demand for domestic travel is already approaching pre-pandemic levels. In Russian Federation, the Government has backed a programme to promote domestic tourism and support small and medium-sized enterprises, as well as a cashback scheme for domestic trips, which entitles tourists to a 20% refund for their trip. While supporting domestic tourism activities, the Government of Palau is injecting funds into local businesses working in reforestation and fishing in the spirit of building new sustainable models. The measures put in place today will shape the tourism to come, therefore the pandemic presents an opportunity to build back a stronger, more agile and sustainable tourism sector.

Local solutions at the helm of cultural tourism

While state-led policy interventions in cultural tourism remain crucial, local authorities are increasingly vital stakeholders in the design and implementation of cultural tourism policies. Being close to the people, local actors are aware of the needs of local populations, and can respond quickly and provide innovative ideas and avenues for policy experimentation. As cultural tourism is strongly rooted to place, cooperating with local decision-makers and stakeholders can bring added value to advancing mutual objectives. Meanwhile, the current health crisis has severely shaken cities that are struggling due to diminished State support, and whose economic basis strongly relies on tourism. Local authorities have been compelled to innovate to support local economies and seek viable alternatives, thus reaffirming their instrumental role in cultural policy-making.

Cultural tourism can be a powerful catalyst for urban regeneration and renaissance, although tourism pressure can also trigger complex processes of gentrification. Cultural heritage safeguarding enhances the social value of a place by boosting the well-being of individuals and communities, reducing social inequalities and nurturing social inclusion. Over the past decade, the Malaysian city of George Town – a World Heritage site – has implemented several innovative projects to foster tourism and attract the population back to the city centre by engaging the city’s cultural assets in urban revitalization strategies. Part of the income generated from tourism revenues contributes to conserving and revitalizing the built environment, as well as supporting housing for local populations, including lower-income communities. In the city of Bordeaux in France , the city has worked with the public-private company InCité to introduce a system of public subsidies and tax exemption to encourage the restoration of privately-owned historical buildings, which has generated other rehabilitation works in the historic centre. The city of Kyoto in Japan targets a long-term vision of sustainability by enabling local households to play an active role in safeguarding heritage by incrementally updating their own houses, thus making the city more resilient to gentrification. The city also actively supports the promotion of its intangible heritage, such as tea ceremonies, flower arrangement, seasonal festivals, Noh theatre and dance. This year marks the ten-year anniversary of the adoption of the UNESCO Recommendation on the Historic Urban Landscape (HUL). The results of a UNESCO survey carried out among Member States in 2019 on its implementation show that 89% of respondents have innovative services or tourism activities in place for historic areas, which demonstrates a precedence for countries to capitalize on urban cultural heritage for tourism purposes.

Cultural tourism has been harnessed to address rural-urban migration and to strengthen rural and peripheral sub-regions. The city of Suzhou – a World Heritage property and UNESCO Creative City (Crafts and Folk Art) - has leveraged its silk embroidery industry to strengthen the local rural economy through job creation in the villages of Wujiang, located in a district of Suzhou. Tourists can visit the ateliers and local museums to learn about the textile production. In northern Viet Nam, the cultural heritage of the Quan họ Bắc Ninh folk songs, part of the Representative List of the Intangible Cultural Heritage of Humanity, is firmly rooted in place and underlined in its safeguarding strategies in 49 ancient villages, which have further inspired the establishment of some hundreds of new Quan họ villages in the Bắc Ninh and Bắc Giang provinces.

Many top destination cities are known for their iconic cultural landmarks. Others create a cultural drawcard to attract visitors to the city. France, the world's number one tourist destination , attracts 89 million visitors every year who travel to experience its cultural assets, including its extensive cultural landmarks. In the context of industrial decline, several national and local governments have looked to diversify infrastructure by harnessing culture as a new economic engine. The Guggenheim museum in Bilbao in Spain is one such example, where economic diversification and unemployment was addressed through building a modern art museum as a magnet for tourism. The museum attracts an average of 900,000 visitors annually, which has strengthened the local economy of the city. A similar approach is the Museum of Old and New Art (MONA), established in 2011 by a private entrepreneur in the city of Hobart in Australia, which has catalysed a massive increase of visitors to the city. With events such as MONA FOMA in summer and Dark MOFO in winter, the museum staggers visitor volumes to the small city to avoid placing considerable strain on the local environment and communities. Within the tourism sector, cultural tourism is also well-positioned to offer a tailored approach to tourism products, services and experiences. Such models have also supported the wider ecosystems around the iconic cultural landmarks, as part of “destination tourism” strategies.

Destination tourism encompasses festivals, live performance, film and festive celebrations as drawcards for international tourists and an economic driver of the local economy. Over the past three decades, the number of art biennials has proliferated. Today there are more than 300 biennials around the world , whose genesis can be based both on artistic ambitions and place-making strategies to revive specific destinations. As a result of COVID-19, many major biennials and arts festivals have been cancelled or postponed. Both the Venice Architecture and Art Biennales have been postponed to 2022 due to COVID-19. The Berlin International Film Festival will hold its 2021 edition online and in selected cinemas. Film-induced tourism - motivated by a combination of media expansion, entertainment industry growth and international travel - has also been used for strategic regional development, infrastructure development and job creation, as well to market destinations to tourists. China's highest-grossing film of 2012 “Lost in Thailand”, for example, resulted in a tourist boom to Chiang Mai in Thailand, with daily flights to 17 Chinese cities to accommodate the daily influx of thousands of tourists who came to visit the film’s location. Since March 2020, tourism-related industries in New York City in the United States have gone into freefall, with revenue from the performing arts alone plunging by almost 70%. As the city is reliant on its tourism sector, the collapse of tourism explains why New York’s economy has been harder hit than other major cities in the country. Meanwhile in South Africa, when the first ever digital iteration of the country’s annual National Arts Festival took place last June, it also meant an estimated US$25.7 million (R377 million) and US$6.4 million (R94 million) loss to the Eastern Cape province and city of Makhanda (based on 2018 figures), in addition to the US$1.4 million (R20 million) that reaches the pockets of the artists and supporting industries. The United Kingdom's largest music festival, Glastonbury, held annually in Somerset, recently cancelled for the second year running due to the pandemic, which will have ripple effects on local businesses and the charities that receive funding from ticket sales.

Similarly, cancellations of carnivals from Santa Cruz de Tenerife in the Canary Islands to Binche in Belgium has spurred massive losses for local tourism providers, hotels, restaurants, costume-makers and dance schools. In the case of the Rio de Janeiro Carnival in Brazil, for instance, the city has amassed significant losses for the unstaged event, which in 2019 attracted 1.5 million tourists from Brazil and abroad and generated revenues in the range of US$700 million (BRL 3.78 billion). The knock-on effect on the wider economy due to supply chains often points to an estimated total loss that is far greater than those experienced solely by the cultural tourism sector.

Every year, roughly 600 million national and international religious and spiritual trips take place , generating US$18 billion in tourism revenue. Pilgrimages, a fundamental precursor to modern tourism, motivate tourists solely through religious practices. Religious tourism is particularly popular in France, India, Italy and Saudi Arabia. For instance, the Hindu pilgrimage and festival Kumbh Mela in India, inscribed in 2017 on the UNESCO Representative List of the Intangible Cultural Heritage of Humanity, attracts over 120 million pilgrims of all castes, creeds and genders. The festival is held in the cities of Allahabad, Haridwar, Ujjain and Nasik every four years by rotation. Sacred and ceremonial sites have unique significance for peoples and communities, and are often integral to journeys that promote spiritual well-being. Mongolia, for example, has around 800 sacred sites including 10 mountains protected by Presidential Decree, and lakes and ovoos, many of which have their own sutras. In the case of Mongolia, the environmental stewardship and rituals and practices connected with these sacred places also intersects with longstanding political traditions and State leadership.

Cities with a vibrant cultural scene and assets are not only more likely to attract tourists, but also the skilled talent who can advance the city’s long-term prospects. Several cities are also focusing on developing their night-time economies through the promotion of theatre, concerts, festivals, light shows and use of public spaces that increasingly making use of audio-visual technologies. Situated on Chile’s Pacific coast, the city of Valparaíso, a World Heritage site, is taking steps to transform the city’s night scene into a safe and inclusive tourist destination through revitalizing public spaces. While the economies of many cities have been weakened during the pandemic, the night-time economy of the city of Chengdu in China, a UNESCO Creative City for Gastronomy, has flourished and has made a significant contribution to generating revenue for the city, accounting for 45% of citizen’s daily expenditure.

The pandemic has generated the public’s re-appropriation of the urban space. People have sought open-air sites and experiences in nature. In many countries that are experiencing lockdowns, public spaces, including parks and city squares, have proven essential for socialization and strengthening resilience. People have also reconnected with the heritage assets in their urban environments. Local governments, organizations and civil society have introduced innovative ways to connect people and encourage creative expression. Cork City Council Arts Office and Creative Ireland, for example, jointly supported the art initiative Ardú- Irish for ‘Rise’ – involving seven renowned Irish street artists who produced art in the streets and alleyways of Cork.

Environment-based solutions support integrated approaches to deliver across the urban-rural continuum, and enhance visitor experiences by drawing on the existing features of a city. In the city of Bamberg, a World Heritage site in Germany, gardens are a key asset of the city and contribute to its livability and the well-being of its local population and visitors. More than 12,000 tourists enjoy this tangible testimony to the local history and environment on an annual basis. Eighteen agricultural businesses produce local vegetables, herbs, flowers and shrubs, and farm the inner-city gardens and surrounding agricultural fields. The museum also organizes gastronomic events and cooking classes to promote local products and recipes.

In rural areas, crafts can support strategies for cultural and community-based tourism. This is particularly the case in Asia, where craft industries are often found in rural environments and can be an engine for generating employment and curbing rural-urban migration. Craft villages have been established in Viet Nam since the 11th century, constituting an integral part of the cultural resources of the country, and whose tourism profits are often re-invested into the sustainability of the villages. The craft tradition is not affected by heavy tourist seasons and tourists can visit all year round.

Indigenous tourism can help promote and maintain indigenous arts, handicrafts, and culture, including indigenous culture and traditions, which are often major attractions for visitors. Through tourism, indigenous values and food systems can also promote a less carbon-intensive industry. During COVID-19, the Government of Canada has given a series of grants to indigenous tourism businesses to help maintain livelihoods. UNESCO’s Intergovernmental Committee for the Protection and Promotion of the Diversity of Cultural Expressions announced that it will grant, through the International Fund for Creative Diversity (IFCD), US$70,000 dollars to Mexican indigenous cultural enterprises, which will support indigenous enterprises through training programmes, seed funding, a pre-incubation process and the creation of an e-commerce website.

Tourism has boosted community pride in living heritage and the active involvement of local communities in its safeguarding. Local authorities, cultural associations, bearers and practitioners have made efforts to safeguard and promote elements as they have understood that not only can these elements strengthen their cultural identity but that they can also contribute to tourism and economic development. In recent years, there has been a growing interest in the role of intellectual property and in the regulation of heritage. In the field of gastronomy, a lot of work has been done in protecting local food products, including the development of labels and certification of origin. Member States are exploring the possibilities of geographical indication (GI) for cultural products as a way of reducing the risk of heritage exploitation in connection to, for example, crafts, textiles and food products, and favouring its sustainable development.

The pandemic has brought to the forefront the evolving role of museums and their crucial importance to the life of societies in terms of health and well-being, education and the economy. A 2019 report by the World Health Organization (WHO) examined 3,000 studies on the role of the arts in improving health and well-being, which indicated that the arts play a major role in preventing, managing and treating illness. Over the past decade the number of museums has increased by 60%, demonstrating the important role that museums have in national cultural policy. Museums are not static but are rather dynamic spaces of education and dialogue, with the potential to boost public awareness about the value of cultural and natural heritage, and the responsibility to contribute to its safeguarding.

Data presented in UNESCO's report "Museums Around the World in the Face of COVID-19" in May 2020 show that 90% of institutions were forced to close, whereas the situation in September-October 2020 was much more variable depending on their location in the world. Large museums have consistently been the most heavily impacted by the drop in international tourism – notably in Europe and North America. Larger museums, such as Amsterdam’s Rijksmuseum and Vienna’s Kunsthistorisches Museum have reported losses between €100,000 and €600,000 a week. Smaller museums have been relatively stable, as they are not as reliant on international tourism and have maintained a closer connection to local communities. In November, the Network of European Museum Organisations (NEMO) released the results of a survey of 6,000 museums from 48 countries. Of the responding museums, 93% have increased or started online services during the pandemic. Most larger museums (81%) have increased their digital capacities, while only 47% of smaller museums indicated that they did. An overwhelming majority of respondents (92.9%) confirm that the public is safe at their museum. As reported in the Tracker last October, the world’s most visited museum, the Louvre in France (9.3 million visitors annually) witnessed a ten-fold increase in traffic to its website. Yet while digital technologies have provided options for museums to remain operational, not all have the necessary infrastructure, which is the case for many museums in Africa and SIDS.

New technologies have enabled several new innovations that can better support cultural tourism and digital technologies in visitor management, access and site interpretation. Cultural tourists visiting cultural heritage sites, for example, can enjoy educational tools that raise awareness of a site and its history. Determining carrying capacity through algorithms has helped monitor tourist numbers, such as in Hạ Long Bay in Viet Nam. In response to the pandemic, Singapore’s Asian Civilizations Museum is one of many museums that has harnessed digital technologies to provide virtual tours of its collections, thus allowing viewers to learn more about Asian cultures and histories. The pandemic has enhanced the need for technology solutions to better manage tourism flows at destinations and encourage tourism development in alternative areas.

Shaping a post-pandemic vision : regenerative and inclusive cultural tourism

As tourism is inherently dependent on the movement and interaction of people, it has been one of the hardest-hit sectors by the pandemic and may be one of the last to recover. Travel and international border restrictions have led to the massive decline in tourism in 2020, spurring many countries to implement strategies for domestic tourism to keep economies afloat. Many cultural institutions and built and natural heritage sites have established strict systems of physical distancing and hygiene measures, enabling them to open once regulations allow. Once travel restrictions have been lifted, it will enable the recovery of the tourism sector and for the wider economy and community at large.

While the pandemic has dramatically shifted the policy context for cultural tourism, it has also provided the opportunity to experiment with integrated models that can be taken forward in the post-pandemic context. While destinations are adopting a multiplicity of approaches to better position sustainability in their plans for tourism development, there is no one-size-fits-all solution.

A comprehensive, integrated approach to the cultural sector is needed to ensure more sustainable cultural tourism patterns. Efforts aimed at promoting cultural tourism destinations should build on the diversity of cultural sub-sectors, including cultural and heritage sites, museums, but also the creative economy and living heritage, notably local practices, food and crafts production. Beyond cultural landmarks, which act as a hotspot to drive the attractiveness of tourism destinations, and particularly cities, cultural tourism should also encompass other aspects of the cultural value chain as well as more local, community-based cultural expressions. Such an integrated approach is likely to support a more equitable distribution of cultural tourism revenues, also spreading tourism flows over larger areas, thus curbing the negative impacts of over-tourism on renowned cultural sites, including UNESCO World Heritage sites. This comprehensive vision also echoes the growing aspiration of visitors around the world for more inclusive and sustainable tourism practices, engaging with local communities and broadening the understanding of cultural diversity.

As a result of the crisis, the transversal component of cultural tourism has been brought to the fore, demonstrating its cross-cutting nature and alliance with other development areas. Cultural tourism – and tourism more broadly – is highly relevant to the 2030 for Sustainable Development and its 17 SDGs, however, the full potential of cultural tourism for advancing development – economic, social and environmental - remains untapped. This is even though cultural tourism is included in a third of all countries’ VNRs, thus demonstrating its priority for governments. Due the transversal nature of cultural tourism, there is scope to build on these synergies and strengthen cooperation between ministries to advance cooperation for a stronger and more resilient sector. This plays an integral role in ensuring a regenerative and inclusive cultural tourism sector. Similarly, tourism can feature as criteria for certain funding initiatives, or as a decisive component for financing cultural projects, such as in heritage or the cultural and creative industries.

Several countries have harnessed the crisis to step up actions towards more sustainable models of cultural tourism development by ensuring that recovery planning is aligned with key sustainability principles and the SDGs. Tourism both impacts and is impacted by climate change. There is scant evidence of integration of climate strategies in tourism policies, as well as countries’ efforts to develop solid crisis preparedness and response strategies for the tourism sector. The magnitude and regional variation of climate change in the coming decades will continue to affect cultural tourism, therefore, recovery planning should factor in climate change concerns. Accelerating climate action is of utmost importance for the resilience of the sector.

The key role of local actors in cultural tourism should be supported and developed. States have the opportunity to build on local knowledge, networks and models to forge a stronger and more sustainable cultural tourism sector. This includes streamlining cooperation between different levels of governance in the cultural tourism sector and in concert with civil society and private sector. Particularly during the pandemic, many cities and municipalities have not received adequate State support and have instead introduced measures and initiatives using local resources. In parallel, such actions can spur new opportunities for employment and training that respond to local needs.

Greater diversification in cultural tourism models is needed, backed by a stronger integration of the sector within broader economic and regional planning. An overdependence of the cultural sector on the tourism sector became clear for some countries when the pandemic hit, which saw their economies come to a staggering halt. This has been further weakened by pre-existing gaps in government and industry preparedness and response capacity. The cultural tourism sector is highly fragmented and interdependent, and relies heavily on micro and small enterprises. Developing a more in-depth understanding of tourism value chains can help identify pathways for incremental progress. Similarly, more integrated – and balanced – models can shape a more resilient sector that is less vulnerable to future crises. Several countries are benefiting from such approaches by factoring in a consideration of the environmental and socio-cultural pillars of sustainability, which is supported across all levels of government and in concert with all stakeholders.

Inclusion must be at the heart of building back better the cultural tourism sector. Stakeholders at different levels should participate in planning and management, and local communities cannot be excluded from benefitting from the opportunities and economic benefits of cultural tourism. Moreover, they should be supported and empowered to create solutions from the outset, thus forging more sustainable and scalable options in the long-term. Policy-makers need to ensure that cultural tourism development is pursued within a wider context of city and regional strategies in close co-operation with local communities and industry. Businesses are instrumental in adopting eco-responsible practices for transport, accommodation and food. A balance between public/ private investment should also be planned to support an integrated approach post-crisis, which ensures input and support from industry and civil society.

The COVID-19 crisis has highlighted the essential role of museums as an integral component of societies in terms of well-being, health, education and the economy. Digitalization has been a game-changer for many cultural institutions to remain operational to the greatest extent possible. Yet there are significant disparities in terms of infrastructure and resources, which was underscored when the world shifted online. Museums in SIDS have faced particular difficulties with lack of access to digitalization. These imbalances should be considered in post-crisis strategies.

The pandemic presents an occasion to deeply rethink tourism for the future, and what constitutes the markers and benchmarks of “success”. High-quality cultural tourism is increasingly gaining traction in new strategies for recovery and revival, in view of contributing to the long-term health and resilience of the sector and local communities. Similarly, many countries are exploring ways to fast track towards greener, more sustainable tourism development. As such, the pandemic presents an opportunity for a paradigm shift - the transformation of the culture and tourism sectors to become more inclusive and sustainable. Moreover, this includes incorporating tourism approaches that not only avoid damage but have a positive impact on the environment of tourism destinations and local communities. This emphasis on regenerative tourism has a holistic approach that measures tourism beyond its financial return, and shifts the pendulum towards focusing on the concerns of local communities, and the wellbeing of people and planet.

Advisory Council on Historic Preservation

Each year, millions of travelers visit America’s historic places. The National Trust for Historic Preservation defines heritage tourism as “traveling to experience the places, artifacts, and activities that authentically represent the stories and people of the past and present.”  A high percentage of domestic and international travelers participate in cultural and/or heritage activities while traveling, and those that do stay longer, spend more, and travel more often. Heritage tourism creates jobs and business opportunities, helps protect resources, and often improves the quality of life for local residents.

The ACHP has encouraged national travel and tourism policies that promote the international marketing of America’s historic sites as tourism destinations. The ACHP also engages in ongoing efforts to build a more inclusive preservation program, reaching out to diverse communities and groups and engaging them in dialogue about what parts of our national legacy should be more fully recognized, preserved, and shared. 

The ACHP developed Preserve America , a national initiative to encourage and support community efforts for the preservation and enjoyment of America’s cultural and natural heritage. In partnership with other federal agencies, the initiative has encouraged the use of historic assets for economic development and community revitalization, as well as enabling people to experience and appreciate local historic resources through heritage tourism and education programs. These goals have been advanced by an Executive Order directing federal agencies to support such efforts, a community designation program, and a recognition program for outstanding stewardship of historic resources by volunteers.

From 2004-2016, over 900 Preserve America Communities   were designated in all 50 states, the District of Columbia, and two territories, as well as nearly 60 Preserve America Stewards . Many Preserve America Communities are featured in “Discover Our Shared Heritage” National Register on-line travel itineraries . From 2006 through 2010, the National Park Service (in partnership with the ACHP) awarded more than $21 million in Preserve America Grants   to support sustainable historic resource management strategies, with a focus on heritage tourism.

The conservation of heritage and heritage-based tourism are interrelated activities in which the development in one can lead to the growth of the other and vice versa. In recent years, people have become increasingly aware of the importance of heritage and the necessity of its conservation. People’s knowledge and preservation of their roots and emotional attachments to traditions and places are beneficial for heritage conservation activities. Heritage places are also considered a growth point for the tourism industry that supports small- and medium-scale industries as well as numerous cottage industries. However, with the development of tourism and related industries in heritage areas, the local community may face difficulties in performing their day-to-day activities in the area. In many cases, local communities need to relocate and people must leave their residences due to the demand for tourism development. A case study of Varanasi City was conducted to obtain a detailed understanding of the impact of a recent tourism development programme (the Kashi Vishwanath Corridor Project) and people’s perception of it through a review of newspaper articles. It was found that people had mixed reactions regarding the development programme. The immediate residents of the area who were directly affected by the process in terms of emotional, economic and social loss were opposed to the project, while tourists and other residents of the city were pleased with the development activities. This paper attempts to identify the changes that occurred in the area due to the project and to capture people’s perspectives regarding the corridor project of Varanasi.

1 Introduction

The heritage of a country is a symbol of its national pride and produces cohesiveness and unity among the people. The importance of heritage and culture has increased significantly in recent years, particularly in the tourism sector. According to the United Nations Educational, Scientific and Cultural Organisation (UNESCO), ‘Cultural heritage is, in its broadest sense, both a product and a process, which provides societies with a wealth of resources that are inherited from the past, created in the present and bestowed for the benefit of future generations’ (UNESCO 2014 ). Most importantly, it includes not only tangible but also natural and intangible heritage. As Our Creative Diversity notes, however, these resources are a ‘fragile wealth’. As such, they require policies and development models that preserve and respect their diversity and uniqueness since they are ‘nonrenewable’ once lost. Modernisation and urbanisation spread rapidly worldwide during the past century, but people are now leaning towards their heritage to maintain the individuality and uniqueness of their communities and to present this uniqueness to the otherwise modern and developed world (Napravishta 2018 ). People have recognised the enormous potential of heritage and culture in the tourism industry and for economic and social development. Numerous industries consider heritage and culture to be a significant growth point for development and economic benefits (Xing et al. 2013 ). Although the growth of tourism may be considered beneficial for selected groups, in many cases, development and changes made with the goal of tourism development create significant negative effects on the host community, its culture and the heritage itself (Erbas  2018 ). The concept of heritage is based on its historical architecture and monuments, but it is also the heritage values and culture of the residents that have become part of their daily life. This combination of tangible and intangible heritage, called ‘fields of heritage’, is considered a capital stock worthy of conservation (Al-hagla 2010 ). In several cases, excessive tourist influx forces the local community to change its way of life and disrupts the day-to-day activities of the community. In other cases, a complete change of landscape due tourism development creates environmental and cultural degradation. One of the problems of tourism development is that it fails to maintain a balance between the goal of achieving an increased number of tourists and its impact on the existing heritage and the community (Erbas  2018 ). In planning for heritage cities, urban development dynamics and tourism development are equally important factors. In areas with historical backgrounds, the conservation of the existing environment must be the primary concern (Erbas  2018 ).

1.1 Aim and objective

This paper conducts a study of the Kashi Vishwanath Temple Corridor project using an analysis of culture-led tourism and heritage conservation. The Kashi Vishwanath temple corridor project is considered a perfect case study to analyse conflicts between the host community (local dwellers) of the city and the development programme aimed towards the betterment of the pilgrims and tourists who come to the heritage city. The main objective of the study is to assess the perspective of the local community on tourism-led development. A second objective is to understand the pros and cons of tourism-led developments in a heritage city.

While the case study in this paper is based on a recent occurrence, there has been little research on the effects of the Kashi Vishwanath Corridor Project. Although this development project affects only a small portion of the city, the area is heavily populated; therefore, the effects on the locals are significant. This situation must be addressed from the perspectives of the diverse groups who benefited or were harmed by the development initiative.

1.2 The project details

The project of the Kashi Vishwanath temple corridor aimed to connect the Vishwanath Temple with the Ghats of Ganges. The pathway would connect the Manikarnika and Lalita ghat to the temple (Fig.  1 ), and the temple would be visible from the river front (Singh 2018 ). The temple, which is located 400 m from the ghats, was accessible to visitors only by narrow lanes (gali) through a crowded neighbourhood. The project mainly focused on building a wider and cleaner road and stairs with bright lights from the ghats to the temple. Because tourists and pilgrims come to Varanasi mainly to visit the older part of the city (i.e., the ghats of Ganges and the Vishwanath Temple), a connecting corridor would be of great use to them. By making the temple accessible to pilgrims and tourists through waterways, tourists could reach the temple ghat from the Khidkiya ghat and Raj ghat via a boat ride. The project also aimed to build stairways and escalators to reach the temple (Pandey and Jain 2021 ). This major makeover of the Vishwanath temple was the first since 1780. The Maratha queen of Indore, Ahilyabai Holker, renovated the Vishwanath temple and its surroundings, but no major changes have occurred in this area since then.

The project was launched in 2018, and the work was initiated in March 2019. The project known as Kashi Vishwanath Mandir Vistarikaran-Sundarayakaran Yojana (Kashi Vishwanath Temple extension and beautification plan) was estimated at Rs. 400 crore. According to the plan for redevelopment, an area of 43,636 sq. m was cleared by demolishing all the construction between the river and the ancient shrine (Ghosh 2018 ). A development board was created to accomplish the plan. To create this huge space, 314 properties were bought and demolished by the board. A total of Rs. 390 crore was spent to acquire the properties that were selected for the project in the area. Of this Rs. 390 crore, a sum of Rs. 70 crore was allotted for the rehabilitation of the 1,400 people living in this area, who were mainly encroachers, vendors and shopkeepers (Tiwari 2021 ).

The narrow lanes and the surroundings that were demolished for the project were known as Lahoritola, Neelkanth and Brahamanal (Singh 2018 ). The neighbourhood of Lahoritola is one of the oldest parts of Varanasi City. The first settlers migrated to this place from Lahore during the reign of Maharaja Ranjit Singh. Currently, the sixth generation of the original settlers are living in this area, but as the area was cleared for the project, they had no other option but to settle somewhere else (Ghosh 2018 ). The project has specific planning for people affected by it. According to the authorities, rehabilitation houses are to be built at Ramnagar on eight acres of government land. Shopkeepers affected by the process are to be allotted shops near the temple after the completion of the project (Singh 2018 ).

The project aims not only to create a wide corridor connecting the temple to the ghat but also to develop several buildings for various tourism purposes. The Kashi Vishwanath temple complex will have 23 new structures after the completion of the plan. Along with the construction of a new temple chowk, these structures will include a tourist information centre, salvation house, city gallery, guest house, multipurpose hall, locker room, bhog shala, tourist facilitation centre, Mumukshu Bhaban, vedic kendra, city museum, food court, viewing gallery, and restroom (Tiwari 2021 ). The Ganga View gallery will provide a clear panoramic view for tourists. According to officials, the Mandir Chawk will be a place for pilgrims to relax and meditate (Pandey and Jain 2021 ). After the completion of the corridor and other proposed buildings, the temple complex will have 50,000 sq. ft. of space, which is approximately 200 times larger than the previous area of the temple complex. According to authorities, the space of the entire temple complex will be able to manage 50,000 to 75,000 pilgrims at a time, compared to a few hundred previously. The project has also considered the importance of green cover, and it was decided that 70% of the total 5.50 lakh sq. ft. will be green (Tiwari 2021 ). With the completion of the project, it is believed that there will be a boost in tourism, and the attraction of the heritage of the city will increase substantially.

2 Literature review

Since the 1980s, sustainable development has become an important concept worldwide. In the case of heritage tourism, Sustainable Tourism Development (STD) has become an important issue. STD includes developmental policies and the protection of the local environment. The common dilemma faced by all interested parties in tourism development is finding a sustainable tourism development plan that will conserve heritage while influencing the positive growth of tourism and tourism-related economic activities (Xing et al. 2013 ). When discussing sustainable tourism, the main focus is economic and environmental sustainability. The issue of social sustainability is overlooked, although it should be considered with equal importance. Exponential growth in a tourism location does not ensure the betterment of the local community, the prevention of community migration, or tangible benefits from tourism (Sirima and Backman 2013 ).

The tourism development process has both negative and positive impacts on heritage cities. While the negative impacts regarding the conservation of the area are concerning, the positive impacts of tourism cannot be ignored. The present-day commodification of heritage assets poses a serious question regarding the extent to which the development and modification of heritage areas is sustainable. Increased tourism activities and an influx of national and international tourists may expand the economy of the area and create job opportunities, but in the commodification of tourism, the heritage site may lose its aesthetic value and become artificial, and its originality may fade (Al-hagla 2010 ). In many cases, the benefits received by heritage locations through increased tourism activities may eventually be overshadowed by the negative long-term effects of the process (Benur and Bramwell 2015 ). To ensure that future generations inherit a resource base that is sufficient to fulfil their needs and wants, sustainability necessitates that such assets be prudently managed. The goal of this paper is to investigate how sustainability principles might be used most effectively in the context of heritage tourism with a focus on the administration of historic homes and gardens (Fyall and Garrod 1998 ).

‘Over tourism’ is defined as ‘destinations where hosts or guests, locals or visitors, feel that there are too many visitors and that the quality of life in the area or the quality of the experience has deteriorated unacceptably’. The condition of ‘over tourism’ is the opposite of the expected condition of ‘responsible tourism’. Responsible tourism is a tourism practice by which the tourism destination ascends to a better condition that benefits both the host and the tourists (Goodwin 2017 ). When tourism-related changes are introduced by persons external to the local community, the possibility of social conflict arises because of the fluctuating relationship between the stakeholder authorities and the host community (Yang et al. 2013 ).

Studies on the entangled relationships between stakeholders are just as important as studies ofthe growth of historic tourism, which have also been the subject of research. Conflicts of interest arise when the local community participates in the tourism development process without being guaranteed equitable involvement by the stakeholders. These complex scenarios must be studied to fully comprehend the implications of heritage site development initiatives (Li et al. 2020 ). The aim of using a cultural heritage space in a consumer-dominant space may lead to the complete commercialisation or ‘touristification’ of the area (Nasser 2003 ). This term is used to describe the particular forms and functions that take place due to the increased growth of tourism activity. The effect of ‘touristification’ is particularly prominent in the parts of historical cities that tourists use most (historic tourist cities) (Hernández et al. 2017 ). Developmental activities in heritage cities may lead to conflicts regarding land acquisition if the local community does not participate in planning (Porter and Salazar 2005 ). To prevent potential conflicts, it is imperative to focus on the interests, needs, and concerns of the local community at all phases of decision-making (Erbas  2018 ). The host community of the location must be included in planning for tourism development; otherwise, it will lead to ‘zoo syndrome’, where the local community is negatively affected by the development plans (De Ascaniis et al. 2018 ). Bill Bramwell and Bernard Lane ( 1993 ) attempted to explain the connection between the interpretation and sustainable development of natural and heritage sites of the world. According to these authors, the host community’s involvement in interpreting and promoting cultural heritage is beneficial for sustainable tourism development. The paper also suggests that ‘historic and natural features [are] to be retained wherever possible, not swept away by new developments’. Tourism in urban areas has started to create different types of problems in local communities (Hernández et al. 2017 ).

The influx of tourists has recently increased at a spectacular rate, particularly in urban tourist destinations. A study by María García-Hernández noted that historic urban landscapes are more affected by being tourism destinations (García-Hernández et al. 2017 ). Tourism development in these places is only sustainable when socioeconomic, physical and cultural characteristics are unharmed in the tourism process. The tourism development planning of a historic city must be based on the ‘historic urban landscape approach’. To address community aspects, the development needs to be comprehensive and must address different perspectives with sincerity and humanity. In addition to the physical conservation and protection of the heritage, the social and economic aspects of the preservation and conservation area are equally important (Al-hagla 2010 ). An essential component of the growth of the tourism industry is the preservation of a heritage site's aesthetic value. A site's high aesthetic value may be a major factor in the growth of the tourism business, particularly in developing nations, and the tourism sector can convert this aesthetic value into economic benefit. In contrast, a site's deteriorating aesthetic value will worsen the quality of life for the people who live there. At the Rio meeting, more than 20 nations agreed that maintaining heritage sites’ aesthetic value is crucial for sustainable development (Zhang et al. 2023 ). Because the locations were regarded as the core or centre of the cultural area, contemporary developments were prevented in several areas of the old heritage towns. For millennia, the unique social structures, customary pastimes, and street layouts of these areas remained unaltered. The heart of the cultural areas consists of a uniform collection of tangible and intangible assets. Several cities throughout North Africa and the Middle East have such examples. These ancient cities have not changed since the Arab civilisation's Middle Ages. These cultural centres, which include religious structures, paths, and gathering places, frequently serve as a main attraction for tourists, gathering places for pilgrims, and a source of revenue for nearby businesses (Bigio and Licciardi 2010 ).

At the UNESCO world heritage site Hampi in India, conflicts between the local community and the authorities pose challenges to the overall growth of the tourist site. A lack of communication between the government and locals, negligence in community involvement and participation and inequality in power distribution hinder the social sustainability of the heritage site (Nair et al. 2022 ). Similar features can be found in the older parts of Varanasi, where the ghat area, narrow alleys and surroundings of the Kashi Vishwanath Temple have remained unchanged for centuries. Thus, sudden reconstruction in the long-unchanged part of the city will have a significant impact on the neighbourhood.

Several regions of the world have conducted heritage reconstruction projects similar to the corridor project. The ancient town of Skopje in Macedonia, also known as the Old Bazaar, which consists of small stores, streets, independent businesses, and historic cultural establishments, has descended into social instability and dire economic conditions. To improve the condition of the area, a project was started in 2010. The project's primary goal was to implement better amenities and commercial development, which would in turn contribute to improved citizen livelihoods and improved tourism activity. According to the study, since the beginning of the project, the number of business establishments in the Old Bazaar has increased by 50% and its daily revenue has grown by 80%. Furthermore, the daily number of tourists increased by approximately 90% in the city. Jordan offers another illustration of this sort. The artistic mosaic creations have made Madaba, an ancient city with a rich heritage and culture, particularly well known. To address the city’s physical deterioration, population growth and encroachment, and poor maintenance, the World Bank launched a redevelopment project in the city of Madaba. After the project was finished, the city saw a significant rise in tourists within a period of two to three years (Throsby 2015 ).

The physical and socioeconomic regeneration of urban areas is prominent after tourism development. The assimilation of the local community in the process, as a source of heritage value and the inheritors of the heritage space, can result in sustainable tourism development.

2.1 Methodology

Each historically significant building has value or cultural heritage significance, and different stakeholders have varied perspectives on what those values are. Currently, determining the historical relevance of a site depends not only on professionals but also on the public at large. The need for public participation in cultural conservation initiatives is widely acknowledged in the literature (Bakri et al. 2015 ). The information for this study was gathered from newspaper articles published between 2018 and 2022 during the demolition of houses and the construction of new structures according to the Kashi Vishwanath Temple Corridor Project plans. The newspapers used for this study were in English and were published in digital media. The source of the newspapers was reliable national news agencies. Thirteen such articles were used for this study, and nine of them are cited in this article.

In addition to news articles, Google Earth Pro software was used to evaluate change detection within the study area. Google Earth Pro software has very fine resolution and is regularly used in research papers on urban development. To show the urban sprawl and changes over time, Google Earth Time Series Images were used, and area delineation was performed using the polygon tool in ArcMap software (Boussema et al. 2020 ).

In this paper, the polygon creation method was used to demarcate the study area within which the demolition of old structures and development of new structures have occurred. A landscape change analysis was performed using Google Earth images from three different years. The Google Earth images of different stages of the project provide a visual understanding of the changes that occurred in only 5 years. This paper includes images of the area before the commencement of the project (2018), during the project (2019) and after the completion of the project (2022). Following flow chart explains the various materials and methodology used in the present study (Fig.  2 ).

2.2 The heritage of Varanasi

The city of Varanasi, popularly known as Varanasi or Kashi, is situated on the left bank of the mighty Ganges in the district of Uttar Pradesh. The city has been a centre of religious practices and devotion and a pilgrimage site. Varanasi or Kashi is one of the oldest living cities in the world. Varanasi recorded its first human settlement in approximately 1000 BCE (before the Christian Era), although the city mainly developed during the 18th century. Other ancient cities worldwide have hardly survived after imperial and colonial forays, whereas the city of Varanasi continued to thrive through the ages. The city has successfully retained its ancient charms and rich culture even in the era of modernisation. During the 8th century, Adi Shankara started the worship of Shiva in this place. Later, in 1780, the temple of Kashi Vishwanath was built by queen Ahilyabai Holkar of Indore. This is also known as the golden temple and is one of the most famous temples of Varanasi.

The main iconic attraction of Varanasi City is its riverbanks and ghats with stairways. The riverfront heritage area spreads approximately 200 m inwards from the river and 6.8 km along the Ganges River. This heritage part of the Ganges Riverbank has a crescent shape and is located between the confluence of Ashi Nala in the south and Varana River in the north. A total of 84 ghats are located within this inherited river front. The ghats are overlooked by enormous old buildings, shrines and temples built mainly under the patronage of kings and lords between the 18th and 20th centuries. The ghats of Varanasi hold a special significance as they connect heritage with everyday life. Centuries-old ghats and neighbouring monuments are part of the everyday life of local residents as well as tourists and pilgrims. The river front also serves as an intangible part of cultural heritage as it is a necessary part of every ritual and festival of the city. All rituals start at the ghats with a sacred bath in the Ganges River. Although the city of Varanasi is not yet inscribed as a world heritage site, ‘ The Riverfront and Old City Heritage Zone of Varanasi ’ is being presented to UNESCO as a potential world heritage site (Singh and Rana 2015 ). Another creative proposal has recently been revealed for the renovation and rebuilding of the Kashi ghats, known as the River Front Development Project. The riverfronts and ghat areas are projected to undergo significant modification as a result of this project. On the other side of the river from the ghats, the project includes a four-lane elevated road that will be eight kilometres long. According to the project, three additional bridges will be constructed. It is anticipated that after this project is finished, tourism will flourish (Seth 2022 ).

2.3 The landscape change

As discussed earlier, an area of 43,636 sq. m. was selected, and the existing properties were demolished. The clearance of the area was planned to make space for building up the new structures decided according to the project. This particular area has experienced a significant change in landscape within a couple of years. From being a congested agglomeration of houses, shops and unplanned built-ups to narrow lanes filled with tourists, pilgrims and locals, it turned into a clean modern wide-spaced corridor. Modern construction also contains new buildings to facilitate tourists.

Google Earth images were taken in different years to compare the landscape changes that took place in the area of the project. Three images were selected: November 2018 (Fig.  3 ), November 2019 (Fig.  4 ), and January 2022 (Fig.  5 ).

The first figure (Fig.  3 ) was selected from the time when the area was unchanged, and all the existing built-ups were intact. It is clear from the image that the Kashi Vishwanath Temple was surrounded by closely spaced compact settlements, and the only way to access the temple was through narrow alleys. Varanasi is particularly famous for these old narrow alleys, through which one could reach the ghats of Ganges and the Vishwanath Temple. Some of these alleyways were also market areas with numerous shops. The range of goods sold in those areas ranges from religious goods and decorative items to food stalls. This area, known as Lahori Tola, is a residential area with numerous shops and businesses.

The figure (Fig.  4 ) was selected from 2019, when the whole area under project was cleared by demolishing the properties. The barren land in the image clearly shows the parts where complete demolition has been done. The space between the Vishwanath Temple and the Ghat of Ganges appeared to be unhindered and waiting to be transformed into a tourism-based landscape.

In the third and final figure of 2022 (Fig.  5 ), the new constructions are visible, which were built according to the Kashi Vishwanath Temple extension and beautification plan. The whole area has changed from a compact residential space to a space for tourists and pilgrims within a couple of years. The existing properties were mostly private properties, temples, and shops. Although the private properties were demolished, the temples remained unharmed.

2.4 People’s perspectives

2.4.1 perspective of the residents.

The opinion of the public regarding the project is divided. Despite the restoration of religious glory and decongestion of the surroundings of the Kashi Vishwanath Temple, the situation of the locals who have lost their homes is painful and devastating. The locals of the area have discussed their loss and destruction with news reporters (Press Trust of India- PTI 2021 ). The people who were living in the area have clearly expressed their anguish about losing their homes and businesses. People have voiced their disagreement regarding the amount of compensation paid to them and have stated that the close proximity of their homes to the temple was an additional advantage that they lost due to this project. The locals stated that this tourism project has significantly affected them, not only economically but also emotionally (Ghosh 2018 ). Many people who had homes in the area selected for the corridor project recalled memories of their homes and the old neighbourhood. While many of the residents of Varanasi were enthusiastic about the ambitious project of redevelopment, many others grieved the loss of their family homes, where their families had lived for more than a hundred years. Many stated that extended families living in these old houses were broken up after the property was demolished. Family members became segregated and began living separately in different places in Varanasi (PTI 2021 ).

2.4.2 Perspective of shop owners

All the businesses operating in the area have been closed (Ghosh 2018 ). Many people who had shops in the area face the loss of their businesses due to complete demolition and relocation as shifting shops does not shift customers to new locations (PTI 2021 ). Several residents of the area had shops on the ground floor of the houses, and they lost their shops along with their residential properties during the demolition.

2.4.3 Perspective of the authorities

In an interview with the chief executive officer (CEO) of Shri Kashi Viswanath Temple Trust, Vishal Singh, who was in charge of implementing the project on the ground, the perspective of the stockholders was showcased more clearly. When he was asked about the disruption caused by the corridor project and how the people’s displeasure was handled, he replied that the clearance of the temple area was envisaged for 10 − 15 years, but the plan was implemented very recently. The problems faced by pilgrims were the key consideration in planning. Providing ‘Suraksha aur Suvidha’ (security and facilities) to pilgrims is the main focus of the corridor project. When asked about the residents of the area who had to leave due to the project and how they were compensated, he said, ‘We have paid every family, every household living here, including tenants. We have paid every single person who has been shifted out of this place’ (Basu 2019 ).

According to the authorities, the main reason behind the planning of the expansion of the temple complex was to provide facilities to tourists and pilgrims. On special occasions, the temple expects 4–5 lakh visitors in a day, and pilgrims must wait in a long queue, sometimes for more than a day. The aim of developing an extended temple complex was to provide basic amenities such as toilets, drinking water, first aid and medical care to visitors in need (Basu 2019 ). The authorities of the project applied a positive perspective to the situation and confirmed that every problem associated with the evacuation of the area was treated with a humanitarian approach (Basu 2019 ). According to the authorities, rehabilitation and compensation were not only for real owners of the area; other permanent settlers, such as tenants and people living illegally, were also included in the planning (Tiwari 2021 ).

Many people stated their opinions in support of the development project. Many supported the decision to remove the temple area encroachment. In some people’s opinions, most of the rightful owners of the neighbourhood in question did not live there. The people who were displaced due to the project were mostly tenants or had unauthorised occupancy (Ghosh 2018 ). According to the authorities, the process of purchasing property from the owners was the most difficult task. The real owners of the area were descendants of the kings or wealthy people of the past. Most of the properties were given to the shebait or caretakers, who looked after the property and temples. The shebait of the properties started to expand the buildings using every kind of construction, some of which were illegal and unsafe. Shebait began renting the rooms to tenants. Finally, when the properties were bought and vacated, the authorities had to compensate the real owners of the property, the shebait who looked after the property, the tenants and some illegal encroachers (Basu 2019 ).

Despite all the disputes regarding the acquisition of the properties, there is no pending case in the court (Tiwari 2021 ). The CEO of Shri Kashi Vishwanath Temple Trust has confirmed that Rs. 262 crore was paid to the owners of the property, and another Rs. 16.54 crore was paid to the tenants, including illegal encroachers (Basu 2019 ).

2.4.4 Perspective of the Tourists

The experiences of the tourists and pilgrims who visited Vishwanath Temple in its previous condition were not very positive. Slow-moving traffic around the temple and a long queue to enter the temple were regular affairs. Due to overcrowding, people could obtain only a glimpse of the deity before being forced to move ahead even after waiting in the queue for hours or days. It is expected that after the completion of the project, this situation will improve (Pandey and Jain 2021 ). Tourists visiting Kashi again after several years are surprised by the changed landscape of the temple. A visitor from Kolkata who was visiting Kashi after seven years was astonished by the wide space at the entrance of the temple instead of narrow and cramped lanes. The visitor shared his experience from his last visit when he had a ‘tough time’ reaching the temple through a narrow, crowded lane (Pandey 2019 ). The tour companies shared great joy in the news reports about the completion of the corridor project as they predicted an enormous increase in tourism business in Kashi. According to the president of a tour company, they had already witnessed a 10% increase in travellers interested in travelling Kashi. According to another president of a renowned tour company, along with the increased interest in visiting the Kashi temple, tourists show interest in visiting Sarnath Temple and river cruises (Bhuniya 2022 ). It can be inferred that with the rejuvenation of the Vishwanath temple, other surrounding attractions of Kashi will also benefit from the tourism business.

2.4.5 Other perspectives

According to historians, some parts of the neighbouring area of the temple that were demolished for the new construction were as old as the temple itself (Ghosh 2018 ). Families have stated that they had their own temples at their family homes that were also old and had beautiful carvings, but those too were demolished along with the remaining property. Structures that were demolished for the project, such as old family temples, houses and dharamshalas, were 250–300 years old. The locals stated that these structures were equally important parts of the heritage of the old city, but they are now lost due to the tourism development project. A police officer who chose to remain anonymous shared his grief regarding the destruction of heritage buildings for the project. According to this officer, some of the iconic buildings of the area were destroyed in the process. Although he admitted that the new structure looked beautiful, the loss of old stone carvings and structures was absolutely tragic. He stated that development at the cost of heritage is never acceptable (PTI 2021 ). Demolition for the Kashi Vishwanath corridor has disrupted the balanced harmony that existed between the Vishwanath Temple and the Gayan Vapi Mosque: ‘Such exposure, and particularly the haunting sight of the object remains – detritus, scraps of the city’s fabric and broken deities – led to protest and debates…’. The residents of the area have also stated their powerlessness in fighting the government project and saving the neighbourhood from destruction (Lazzaretti 2021 ) .

3 Implication: rediscovering the ancient temples

Conservation of the ancient temples can be considered one of the positive aspects of the corridor project (Singh 2018 ). While clearing the settlements for the projected corridor, more than 40 ancient temples were rediscovered. These temples were surrounded by dense settlements; in some cases, they were completely engulfed and new settlements were built around them, covering the ancient temples. The Archaeological Survey of India has confirmed that none of the temples that were found during the destruction of personal and commercial properties along the project site were older than the 17th century (PTI 2021 ). According to the architect of the project, the goal was to increase facilities for tourists by connecting the temple with the ghat of Ganges without changing the existing formation of the temple. The architect also stated that the aim was not to tamper with the original structure of the temple and to maintain it as it was. According to Atul Tripathi of Banaras Hindu University, ‘The corridor will give glimpses of the sculptural art and architectural history of temples over 300 years because the 41 temples, which were found among the buildings purchased and demolished, have been preserved’ (Indo-Asian News Service—(IANS), 2023 ).

Rediscovering the ancient temples on which illegal construction was performed has become one of the important reasons for many people to support the project (Ghosh 2018 ). During the demolition of houses in the area, numerous old temples were found inside the properties. Religious sentiment was given priority in this case, and the temples were not demolished. The plan of the project was revised due to the discovery of the old temples. The location of the guest house and the Vedic centre were changed to accommodate these temples within the temple complex. All the temples were incorporated into the plan and restored to their former glory (Tiwari 2021 ).

4 Discussion and conclusion

A limitation of this study is that a field survey would have enhanced the quality of the work. Unfortunately, when the project was in progress, there were several restrictions due to the COVID-19 pandemic, and the chance of possible health risks from a field survey were also considered. There is future potential to continue this work by interviewing the affected residents and obtaining a broader perspective of how their lives changed after the completion of the project.

The case study of Varanasi City with regard to the newly developed Kashi Vishwanath Corridor Project provides a clear view of the existing conflicts between heritage conservation planning and the affected community. The opinions of the people are clearly divided based on their gains or losses from the development project. Temple-centric tourism development, increased facilities and amenities for tourists and pilgrims have pleased a great number of devotees. Larger space around the temple, less congestion, and the elimination of long queues to visit the deity have created a positive effect, especially for pilgrims and tourists as well as many other residents of Varanasi. For visitors, this development project will help to provide a better experience while visiting the holy temple, but outsiders will not realise the actual effect resulting from the redevelopment of the area. The complete demolition of private properties and the loss of businesses and means of income will no doubt cause socioeconomic damage to the people of the area. Although the people received compensation for their loss, several reports have confirmed the locals’ disappointment as the sum was not sufficient to compensate what they lost. In addition to the socioeconomic damage, the loss of heritage that took place in the process is undeniable. The area was one of the oldest parts of Varanasi and was part and parcel of the Kashi Vishwanath Temple. The locals, along with many others around the country, have revealed their anguish about losing heritage in the name of tourism development. Some damages are measurable in terms of economic value, whereas some damages are completely unfathomable. The emotional and sentimental loss suffered by the residents due to their attachment to this area cannot be compensated.

Varanasi, now known as Kashi, is a city of incredible heritage value and is one of the oldest living cities in the world. The importance of heritage in Kashi cannot be confined to heritage structures; it spreads to the people, culture, and values of the place. The area that was demolished was considered a residential area, and the properties were not declared heritage buildings or may not have contained significant heritage monuments or architecture, but the heritage value of the space was undeniable. Areas with various historical, architectural, local, artistic and aesthetic characteristics incorporated into natural urban landscapes, when taken collectively, are more valuable than their individual values. The clustering of various aspects of tangible and intangible heritage value existing in the area that was lost in the process of tourism development is the only drawback for the otherwise ambitious project.

Embracing ‘virtual dark tourism’ could help heritage sites at risk of degradation – expert explains

Do you believe in ghosts? If so, there is a whole genre of digital storytelling to explore on YouTube. My recent research (which identified more than 60 dedicated channels) has shown that there is a fast-growing audience on YouTube for paranormal investigations that are filmed like a virtual tour of a range of “dark” heritage sites – places with rumoured hauntings or a tragic history.

Dark tourism allows people to understand tragic events, and potentially experience a catharsis of emotions related to the deaths at a site or even help people respond to collective trauma. For example, memorials dedicated to COVID deaths have become a place for people to reflect.

The COVID lockdowns brought travel to a standstill. During this period, many museums around the world took the opportunity to create virtual tours, and many would-be tourists explored 360-degree street views that served as silent “virtual tours” .

Outside of museums, visitors also have an interest in learning about the history and stories at heritage sites which are places that contain cultural, historical or even natural significance. Commonly known heritage sites include the Unesco world heritage sites – and many nations have their own lists of heritage sites such as archaeological ruins, cathedrals or monasteries and national parks.

Dark tourism is considered a subset of heritage tourism, because many dark tourism sites are also heritage sites. For example, Leap Castle in Ireland is a heritage site with history dating back to the 1500s while also being renowned as one of the most haunted castles in Europe.

Many heritage sites are also currently at risk for a variety of reasons, including climate change, a lack of funding to maintain their infrastructural integrity, vandalism, or the impacts of mass tourism.

My paper argues that using the interest in virtual dark tourism could be one way for these heritage sites to mitigate some of these challenges.

Some people view this interest in dark sites as a kind of voyeurism and the ethics of monetising entry or tours at sites of death and tragedy have been questioned. Despite the controversies, dark tourism has a long history of attracting public interest and there are other benefits, too.

My primary case study, the YouTube channel Sam and Colby , has amassed more than 10 million subscribers and over 1 billion views.

These two US-based content creators have published hundreds of YouTube videos exploring haunted places, including infamous private homes. This includes locations such as The Conjuring House in the US which dates to circa 1736 (famous for its paranormal activity), multiple castles associated with dark stories like Bran Castle in Romania (the home of Dracula in Bram Stoker’s 1897 novel) and many hotels including the Grade II listed building, The Ancient Ram Inn in England, known as the most haunted building in England.

This style of digital storytelling combines typical YouTube content creation techniques, such as breaking the fourth wall (talking directly to the camera), handheld-style filming and comedic interludes to break the tension with conventions seen more in documentary films, such as b-roll (supplemental or alternative footage intercut with the main action) animations, dark lighting and music and a tour-guide style narrative arc .

Why take virtual dark tours?

Not all tourists interested in dark sites are willing to take the associated risks to their health and safety associated with exploring old buildings or to experience the potentially high levels of fear of physically visiting these haunted locations. Therein lies the appeal of a virtual dark tourism experience on YouTube.

For example, while the Museum of Partisan Glory in Odesa – an underground museum in Ukraine – is safe for visitors, paranormal YouTubers ventured deep into the former mining tunnels in 2021 escorted by a local guide despite the risks involved. The catacombs are largely unmapped and could result in explorers getting lost and there are precarious underground conditions.

Similarly, the Saratoga County Homestead (a former hospital opened in 1913 as a tuberculosis sanitarium that is now privately owned and attracts those who believe its haunted), was abandoned during the YouTubers’ 2021 paranormal investigation of the property. It was in a state of disrepair and could pose physical risks to visitor safety as well as charges of antisocial behaviour or illegal trespassing.

Most paranormal investigation teams on YouTube gain access to private properties with permission from the owners. Some explore abandoned buildings after dark without conducting paranormal investigations (this sub-genre of urban exploration is called urbex). Some paranormal investigation YouTube channels even have disclaimer statements noting that they do not illegally trespass and they advise viewers not to visit some of the more dangerous locations.

YouTubers are continuing to conduct paranormal investigations to challenge their own belief systems and fears, to better understand the history and happenings at dark sites (including heritage-listed places) and to share this with others through digital storytelling.

This genre has expanded to a network of at five to six paranormal investigation teams who are collaborating and producing similar virtual dark tours at a variety of locations across the globe. As the audience for this virtual dark tourism content continues to grow, heritage sites at risk may benefit from developing narrative-focused virtual tours or by partnering with influential YouTubers.

Heritage tourism generates nearly $7.7 billion per year in Virginia, Wilder School study finds

Heritage tourism is an important driver of Virginia’s economy, generating almost $7.7 billion a year, according to a study commissioned by  Preservation Virginia  and conducted by the  L. Douglas Wilder School of Government and Public Affairs  at  Virginia Commonwealth University .

“ The Economic Impact of Heritage Tourism in Virginia ,” the third in a trilogy of studies Preservation Virginia commissioned from the Wilder School’s  Center for Urban and Regional Analysis , documents the impact of historic preservation-related activities on the state’s economy.

The Virginia Tourism Corporation and the Virginia Association of Museums helped with parts of the study. It was made possible with support from Nancy Voorhees and The Alan M. and Nathalie P. Voorhees Fund of the Community Foundation serving Richmond and Central Virginia.

The National Trust for Historic Preservation defines heritage tourism as “traveling to experience the places and activities that authentically represent the stories and people of the past and present.” Heritage tourism, especially in Virginia, has become a major economic driver, generating jobs and tax revenues.

The nearly $7.7 billion spent annually by heritage tourists, plus more than $430 million spent by heritage tourism sites for operational expenditures, ripple throughout the economy, giving an additional boost of $6.5 billion to the economy and generating $1.3 billion in taxes.

“The Preservation Trilogy, as we have come to call this series of studies on the economic impact of historic preservation, has uncovered the deep and strong relationship among history, placemaking and economic development in our commonwealth,” said John Accordino, Ph.D., dean of the Wilder School.

“Americans are strongly attached to their history, especially their national and regional history,” he said. “The continued popularity of historic sites and the rapid growth of heritage tourism bear witness to this. And Americans increasingly support the preservation of the historic built environment, not just monuments, but vernacular buildings, streets, commercial districts and neighborhoods, for their intrinsic charm and beauty and as a visible manifestation of the character and history that give our towns and cities a unique sense of place.”

Tourists who come to Virginia buy goods and services, such as food, lodging, gasoline and gifts. On average, tourists who stay overnight spend $458 per household per trip, while day-trip tourists spend about $380. International travelers spend approximately $1,134 per person.

This is after accounting for spending “leakages,” or spending happening outside Virginia, as goods and services suppliers make purchases from businesses located outside the commonwealth. Thus, the total impact of heritage tourism spending comes to:

  • $6.5 billion of additional economic activity, including more than $3.3 billion in employee paychecks for all affected industries (not just tourism).
  • More than 105,000 jobs supported by the direct and indirect impacts of heritage tourism spending in Virginia.
  • More than $640 million in state and local taxes, and more than $700 million in federal taxes.

“Virginia is a state that is steeped in such rich history, which makes heritage tourism a critical sector of the travel industry in the commonwealth,” said Rita McClenny, president and CEO of Virginia Tourism Corporation.

“There are so many ways for travelers to experience Virginia’s expansive historical and cultural attractions, dating as far back as our nation’s very beginnings at Jamestown,” McClenny said. “From the church where Patrick Henry proclaimed ‘Give me liberty or give me death,’ to museums honoring the Civil Rights movement, from presidential homes to the state Capitol that [Thomas] Jefferson designed himself, it’s easy to see why Virginia is for history lovers.”

The study found that an estimated 50 million people visit Virginia annually. Of this number, 42,887,000 people visit Virginia heritage sites annually. Virginia residents make up the largest group of domestic visitors (29 percent), followed by residents of North Carolina (10 percent), Pennsylvania (8 percent) and Maryland (7 percent).

The report’s case studies focus on the attractions, businesses, organizations, and local leaders in three geographically diverse regions of the state: museums and historic sites in Alexandria and Northern Virginia, the Eastern Shore, and along the Crooked Road Music Trail in Southwest Virginia.

The case studies are the result of visits and focus group discussions with stakeholders from each region and provide snapshots of how civic, governmental and private-sector entities can collaborate and link together their resources to create vibrant heritage tourism centers.

Cheryl Hargrove, president of HTC Partners, the consulting division of Hargrove International Inc., said, “The anecdotal information included in the case studies is quite interesting and important — perhaps the most informative read for me. It’s very exciting to see the collaborations and creative efforts at work.”

Mills Wehner, owner of Chatham Vineyards on Church Creek in Machipongo, said, “Like the rest of Virginia, the Eastern Shore is steeped in history and benefits from a wealth of preserved historic sites and properties, virtually untouched as the last undeveloped stretch of land on the East Coast.

“Our wine-growing endeavors are a part of nearly four centuries of farming at historic Chatham farm. This and the Federal-period home on the property are a huge attraction for our visitors. Chatham Vineyards is a member of both the Eastern Shore Artisan’s Trail and the Virginia Oyster Trail, and this cross-layering of products and offerings certainly enriches the heritage tourism experience on the Shore.”

Ghana’s Path to Heritage Tourism

In a series of interviews, the late president of Ghana describes how his country developed tourism to remember the slave trade.

In the 1980s, Flight Lieutenant Jerry John Rawlings launched heritage tourism as a means to economic development in Ghana. Under his initiative, Ghana's forts and castles – where enslaved Africans were forcibly put on slave ships to cross the Atlantic Ocean into slavery in the Americas – were turned into heritage sites for tourism. It united Africans and African descendant people living in the disapora.

Rawlings was Ghana's youngest and longest-serving post-independence leader. He led military uprisings in 1979 and 1981 and served as elected president from 1992 to 2000. When Rawlings came to power in 1981, Ghana faced numerous challenges . Food was scarce, medicines unavailable, over a million Ghanaians were deported from Nigeria, and the economy was almost bankrupt. Rawlings understood the capital investment necessary to rebuild the economy.

However, Ghana's 1979 revolution had criticised the former regime's ties to the West and Western imperialism, so private investment dried up. Eastern bloc nations gave minimal support. Rawlings was compelled to secure World Bank and International Monetary Fund assistance, a tactical acquiescence that proved pivotal for heritage.

Rawlings rarely gave interviews. This abbreviated interview with him was the first time he spoke publicly on heritage tourism and development. It comprises several conversations in 2018 and 2019.

How did you arrive at this innovative idea – using cultural heritage tourism for development?

I was always interested in culture and art. (He shows me his childhood artwork.) As a child, I was an artist.

At that time (in the 1980s), Ghana was politically stable. Cocoa, gold and timber were our major commodities. The tourism idea was unplanned. But I worked with many progressive-minded people. For instance, Valerie Sackey (Ministry of Communications) and Dr Ben Abdallah (Minister of Culture and Tourism) who approached me with the idea. They targeted cultural heritage, such as the forts and castles, natural heritage, performance and arts – for example Panafest .

Quite frankly, I was surprised by the response. I remember, when I was young, (Kwame) Nkrumah was the star of Africa, and black Africa at that. I was acquainted with African Americans coming to Ghana. We had personalities such as George Padmore and W.E.B. Du Bois . I was familiar with Malcolm X and Martin Luther King . I expected those who visited would want to know Africa better. After all, I was a young student when Muhammad Ali came to my school. Consequently, I saw all of this as part of a natural flow of events – even if it also brought some resentment. Many had a complex relationship with Ghana. After I left school, I observed this first-hand, when I used to 'be-bop' around town. African Americans struggled to come to terms with the fact that Africans participated in the transatlantic slave trade and sold their ancestors into slavery. It was a very mixed response.

So, when I was in office, I did not think African Americans travelling to Ghana was something to be revived. I left the matter to those who championed heritage tourism and the various ministries.

Is it possible to describe you as a pragmatist, for trying to reconcile the revolution with 'real world' demands?

We had little money to invest in what was important to provide stability – a stable climate, water, roads. But we did well, as tourism became our third largest foreign exchange earner – though we didn't invest in tourism per se. Ghana was seen as a place where the black man had reason to feel proud and was not exploited by neocolonialism , so that was something in and of itself. The 1979 revolution also restored justice and respect… In our case, this pilgrimage … was a connection to blackness, to 'Africanness'.

Were there any challenges?

Sure. The African diasporan presence raised the subject of citizenship and nationality. This created issues, including reparations for the transatlantic slave trade and slavery, which also created a polarisation between our own people and African descendants. Still, I would like to mention something interesting. Gradually, African Americans won recognition in various arenas, for example, sports and entertainment. But in the late 1970s and early 1980s, several were so disgusted at their treatment by the United States government that they offered to participate in the Olympics on Ghana's 'ticket.'

Unfortunately, soon after, African American perceptions of Africa altered with the Ethiopian famine . Whereas previously, they sympathised with Africa's struggles and, in a defiant move, wanted to identify with the continent, that sentiment suddenly collapsed. Horrible scenes on the television – overwhelming images of Ethiopians covered in flies, with bloated stomachs, dissuaded lots of African Americans from identifying with Africa.

As head of state, you worked and lived at Osu Castle. What was that like?

Often, I was too busy to give thought to the (slave trade and colonial) past. I saw my fellow black man suffering. When I travelled up north, I saw my people did not have water to flush their toilets and Guinea worm was everywhere. The pressure of economic and social injustice was on me! Don't forget that I was not always at the castle. I was always on the move. So was (my wife) Nana Konadu Agyeman-Rawlings. I had water, electricity and a bed to sleep on. What more could I have asked for? Why would I spend money on renovating the castle? Many Ghanaians did not have basic necessities. I did not even have the money to buy bullets for my soldiers in Liberia, or to protect people during the violence in the north.

How do you see the heritage tourism and development initiative today?

As for Ghana, we receive people well. Over the years, the 'return' has become increasingly known. Ghana has enjoyed a unique position because of our history, independence, Nkrumah, the assertion of black people in Africa's liberation struggle and black people generally.

We are aware of our responsibilities to ourselves, our fellow Africans, and those in the diaspora. I am not enthusiastic about (financial) reparations. Those taken during the transatlantic slave trade must decide. If they return, we should offer them land and dual citizenship as restorative and social justice … As for diasporans and development … they do not have the money to develop us in Africa. Let us give them the respect that they want, that is due. That is the beginning of it all. Then other things will follow. This way, they can also fight for the continent … help us gain access to what the continent deserves. You see? This is how it should be.

Visit Guernsey launches new history and heritage routes

Visit Guernsey has launched five new history and heritage themed routes ahead of Liberation Day and for the anniversary of D-Day.

The tourism organisation said the routes were themed around subjects such as invasion, occupation, coastal memories, and liberation.

It said the latest routes were part of a two-year-focus on its World War Two heritage, culminating in the 80-year anniversary of Liberation Day next year.

App users can access five routes which include three walking itineraries, a cycling itinerary, and driving itinerary, Visit Guernsey said.

'Truly immersed'

"App users will be able to explore some of the most historically significant spots on the island, brought to life with video content from local residents recalling their war-time experiences," Visit Guernsey said.

It said images from World War Two and present day, which shows the dramatic contrast, would also be available.

New information boards have been installed along each route, with QR codes linking to more content on its website.

The organisation said users would be able to be "truly immersed" in the site they are visiting.

New N.S. tourism company that would highlight Black cultural sites faces pushback

Operator has been unable to get licence for ayomikun bus charters, but uarb hearing monday could change that.

A new tourism company that wants to offer tours of Black heritage sites around Nova Scotia is facing pushback from competitors who say the market is already saturated.

Kevin Brooks started Ayomikun Bus Charters with two friends, Peter Field and Dalton Cain, last December. Their goal is to make Black history more accessible in the region by offering bus tours to locations like Birchtown and Shelburne.

Brooks, who previously worked at the provincial Department of Justice and for several years in the tourism sector, is a seventh-generation African Nova Scotian. He said his passion for history inspired him to start the company.

"I want to promote, not only the history, but the culture, the art, the music and [if] we have this tourism company, we can showcase a lot of talent in Nova Scotia," he said.

In January, Brooks applied to the Nova Scotia Utility and Review Board for a Motor Carrier Licence, which allows companies to operate vehicles that hold nine or more people.

But Brooks said his application wasn't granted by the review board after three local tour companies objected. The UARB allows other operators to weigh in on the issue by submitting a letter.

If the UARB acknowledges the objection, the person applying for the licence must provide evidence to support their position, while those opposed must provide evidence to the contrary.

The UARB can decide to go ahead with a preliminary hearing and then a formal hearing.

Other tour companies object

Brooks's preliminary hearing happened on March 1 . Two of the three companies that submitted objection letters were in attendance. 

Titanic Historical Tours and Anchor Tours said they opposed the new company because there's no market for African Nova Scotian cultural tours, and they're worried Brooks's company could use the licence to move into their service areas if it doesn't work out.

One local company, Aberdeen Bus Tours, does offer tours of Black cultural sites , while the three opposing companies do not.

"I'm not opposing him doing just the Black tours — I have no issue with that whatsoever — I'm worried about the 'charter' part of it, and the company name does have 'charter' in there," Paul McNeil with Titanic Historical Tours said at the hearing.

"If this whole thing doesn't fly, then what's he planning on doing with the van — open-ended charters?"

Jeff Babineau with Anchor Tours also spoke out during the hearing.

"I think it's a very worthwhile endeavour that they're attempting to do, as with other cultural groups within the province," Babineau said.

"I do have some concerns here and I would say this with anyone looking to set up niche market tours, regardless of what the content is in itself … I have legitimate concerns in terms of overcapacity within the industry for existing operators."

Formal hearing happening Monday

CBC News contacted Titanic Historical Tours and Anchors Tours about interviews, but was denied by both companies. Prestige Limousine, the third company who submitted an objection letter, did not respond to requests. 

Following the preliminary hearing, the UARB decided to go ahead with a formal hearing, which is set for Monday.

While Brooks has recieved nearly a dozen letters of support from the Black Cultural Centre and people like Minister of African Nova Scotian Affairs Twila Grosse and Halifax Coun. Trish Purdy, who represents Cole Harbour Westphal-Lake Loon Cherrybrook, he's said the situation has been upsetting.

"I thought it was a simple process," he said. "We go ahead, we incorporate, spent thousands of dollars and then we go and apply for the licence and we would get the licence and we'd meet all the requirements.

"So when we applied for the licence, then the UARB puts it up for anybody who opposes, like, why would you do that? That's the process, but it's not right."

Darlene Grant Fiander, the president of the Tourism Industry Association of Nova Scotia, said this isn't the first time her organization has heard complaints about the UARB's process.

She said the tourism industry association has given feedback to the review board about improving the process.

Grant Fiander said while some of the information Brooks wants to share during his tour is already being done by others, there's always room for more.

"We know people are interested in places that have a good sense of themselves," Grant Fiander said. 

"We need to help develop our cultural tourism product in many different areas, and so that's what we're hearing out there. And we believe that's critically important."

Peter Mombourquette, a professor with the business and tourism and hospitality management department at Mount Saint Vincent University, also takes issue with the UARB's process. 

'Market should dictate whether someone's successful'

He said it's a free market and allowing competitors to oppose is over-regulation.

"I don't think [other operators] should get to dictate or influence who's a competitor in that market, in particular a market that's trying to be served by a visible minority to promote his heritage and promote his culture," Mombourquette said.

"These are not essential services and ultimately the market should dictate whether someone's successful or not."

CBC News contacted the UARB for an interview, but was denied since the matter is ongoing.

Brooks said he remains optimistic. He said he's hopeful he'll be granted the licence and has already started talking with community groups to brainstorm touring ideas.

Underwater cultural heritage: Studying 'orphaned objects' to work out which shipwrecks they came from

A lot of the recent talk about maritime issues in Southeast Asia has focused on issues such as security, the Blue Economy, law enforcement and climate change. But there's one maritime challenge that's gone underdiscussed: underwater heritage.

We are co-investigators on a research project called Reuniting Cargoes: Underwater Cultural Heritage of the Maritime Silk Route .

Since the 1960s, Southeast Asia has seen a big rise in both commercial and illicit salvage of underwater cultural heritage . These items are often taken from unprotected sites and sold through middlemen and auction houses to collectors and museums. In this process, the connection to their original locations is lost or obscured, diminishing their cultural and historical significance.

This project aims to address that challenge by working out which object came from what shipwreck , and how it came to be out of the water and in collections.

To do this, we need to figure out where an item originally came from by applying the latest methods of archaeological science. Talking with local communities and authorities is another important way of gathering information about which shipwreck a particular object might have come from.

Learning more about and reconnecting items like this can change how communities relate to them. It can enhance everyone's understanding of these artifacts beyond their commercial value.

What we are doing

We are studying two ceramic collections.

The first is in Australia, consisting of about 2,300 objects purchased from antique markets across Indonesia by a private collector over many decades.

The second is in Indonesia, consisting of about 230,000 objects. This collection was amassed by the Indonesian government and is now at a shipwreck artifact warehouse in Jakarta.

Our goal is to work out which shipwrecks the items came from.

Ancient shipwrecks, sunken cargoes and the submerged past are underwater cultural heritage.

A 2001 UNESCO convention prioritizes protection and preservation of these sites, and international cooperation to achieve those goals. The central idea is that cultural heritage (including the kind found underwater) can help foster local, national and regional identity.

We see taking these "orphaned objects" languishing in private or institutional collections and reconnecting them with their original countries and communities as an important part of that broader goal.

Shipwrecks and their cargo can be sites of conflict

From South America to the South China Sea, state and non-state actors (such as curious tourists or people seeking to profit from shipwrecks) are making various claims on ancient shipwrecks. Some are motivated by nationalism, others by money.

It's also important to remember local communities engage with heritage in unique ways. What makes sense to policy makers , scientists or communities in one place won't always make sense to those in another place.

Our project seeks to reconnect "orphaned" objects—cultural objects that have been recovered unethically, illegally or in some other problematic way. One example is underwater sites that have been commercially salvaged (meaning items that were recovered and then sold for profit) rather than scientifically excavated.

Identifying the original find-spots for these orphaned objects won't be without its scientific, political and legal challenges.

But challenges can also represent opportunities. This project requires collaboration between Indonesian and Australian project partners. That builds capacity on both sides. Along the way, we're helping develop mechanisms that could guide the return of other heritage items more broadly to their places of origin.

Maritime heritage tourism and sustainable development

Shipwrecks are fascinating scientifically and historically. But they can also reveal local, national and international tensions.

Take, for example, the 9th century shipwreck discovered in 1998 in waters near Belitung Island, Indonesia. Indonesian laws at the time clearly allowed commercial operators to salvage shipwrecks in its territorial waters, even if this went against international standards established by UNESCO.

Then there's the 18th century Spanish ship, the San José , which lies in the waters of the Caribbean and is the subject of a multi-country legal fight over who should get the treasure it carried.

On the other hand, shipwrecks have political value. They can bring people together around shared goals or identities. They can be better integrated into sustainable development strategies, including through community-based marine tourism.

Marine heritage tourism initiatives will enable local communities to benefit financially from heritage. Adopting environmentally sustainable practices can also help protect marine ecosystems and ensure the long-term viability of underwater cultural heritage.

This will help to grow local economies by offering different kinds of jobs, not just fishing, while also minimizing underwater cultural heritage looting and illicit trafficking.

Successful initiatives along these lines are already underway in Indonesia, in places such as Karawang, Abang Island and Tidore.

Reconnecting orphaned objects

Orphaned objects have not received the attention they deserve.

Such objects are generally anathema to scholars, because of concerns that to study them is to legitimize them.

We agree there are important ethical considerations at play. But we also recognize these orphaned objects are a crucial part of broader geopolitical and maritime security debates.

To exclude them from scholarly study, as has largely been the case to date, is to risk missing an essential piece of the maritime puzzle.

Heritage Trail Rubberneck Tour Brings Hundreds to Belmont County

BELLAIRE — Union Square Park in Bellaire was the place to be on April 27, when it proved to be the most popular stop on the Belmont County Heritage Trail Rubberneck Tour.

The entire event was deemed a success by Jackee Pugh, executive director of the Belmont County Tourism Council. She said more than 120 people visited each of the seven designated stops on the self-guided driving tour. This year’s trip focused on the eastern part of Belmont County, traveling to communities such as Bellaire, Bridgeport and Martins Ferry, all situated along the Ohio River.

“The Belmont County Heritage Trail is not only an opportunity for our visitors to learn about the important history and heritage in Belmont County, but it also allows our residents to become tourists in their own backyard,” Pugh pointed out. “I overheard many locals say they had never been to some of the stops along this year’s route.”

For the second year in a row, the tour featured a “passport” that participants could carry with them from stop to stop. Anyone who received a stamp on their passport at each location and turned it in at the end off their trip was eligible for a prize drawing.

Pugh reported that from the data collected on the passports, the sign-in log at the Imperial Glass Museum and the people counters at each stop, the council was able to determine the following:

Attendees came from four states — Ohio, West Virginia, Pennsylvania and Kentucky; 19 counties; and 40 cities, villages and towns — 26 of which are outside of Belmont County

– Union Square Park, Bellaire — 310

– Imperial Glass Museum, Bellaire — 168

– Great Stone Viaduct, Bellaire — 157

– Walnut Grove Cemetery, Martins Ferry — 153

– Willow Grove Mine Memorial, Neffs — 138

– Blaine Hill S Bridge, Blaine/Bridgeport — 135

– Sedgwick House Museum, Martins Ferry — 121

Pugh added that 84 completed passports were turned in.

“I heard lots of positive and kind feedback from attendees as well as volunteers,” said Pugh, who spent the day “bouncing around from one stop to another” while tourism council employees were stationed at the Blaine Bridge, Walnut Grove Cemetery and at Sedgwick House Museum.

“Events like this are successful due to the support and help from our community partners,” she added. “The volunteers that assisted in welcoming attendees and sharing history about our county, were instrumental in making the event run smoothly and creating a memorable experience for all that attended.”

Unwto 2021: a year in review, 2021: tourism united, resilient and determined.

2021 has been a year of learning and adapting for tourism. It has proven that only by working together can the sector overcome challenges and embrace opportunities.

Gathering the global tourism community and developing concrete actions, UNWTO has led tourism’s response with the vision of not only restarting, but doing so in a more inclusive, innovative and sustainable way.

January - March

As global tourism faced up to a second year of unprecedented crisis , UNWTO began 2021 by counting the cost so far . At the same time, however, the emergence of vaccines brought hope . The Global Tourism Crisis Committee met to explore what this meant for safe travel and the restart of tourism, while the announcement of the winners of the UNWTO Global Start-up Competition recognized the role culture and creativity will play in tourism’s restart and recovery .

April - June

Collaboration and innovation were the focusat the start of the second quarter. UNWTO partnered with IATA on a new Destination Tracker to give both tourists and destinations clear, impartial and trusted advice. And a new Start-up Competition was launched to find the best ideas for accelerating rural development through tourism. In May, the launch of the Best Tourism Villages by UNWTO generated significant interest from Members in every global region.

July - September

As destinations in Europe welcomed tourists back for the peak summer season, UNWTO highlighted the role of  digital solutions for the safe restart of the sector. But UNWTO also looked ahead, to a more sustainable future , working with key partners to  reduce plastic waste and consumption across every part of the sector. Together, we celebrated World Tourism Day around the theme of Tourism for Inclusive Growth, a message of solidarity and determination that was echoed on a global scale.

October - December

The final quarter of 2021 began with cautious optimism as UNWTO’s Barometer showed signs of improvement in tourist arrival numbers during the summer season in the northern hemisphere. A new partnership with Netflix will bring the message of tourism as a driver of opportunity to a massive global audience, while in November, UNWTO was tourism’s voice at COP26 and signatories to the landmark Glasgow Declaration keep growing. Finally, against the backdrop of the UNWTO General Assembly , the programme of work for the coming biennium was approved and 77% of Members voted to secure a second mandate for the Secretary-General from 2022-2025.

Growing and Moving Forward

UNWTO brings together political leaders from across the globe to deliver a strong, coordinated response. Governments, destinations, fellow UN agencies and international organizations met at key international events joining efforts to rethink tourism. Institutional coordination has proven crucial to find the solutions that build a smarter, greener and safer tourism.

Leaving Nobody Behind

The pledge to ‘ leave nobody behind ’ means nobody should miss out : Not now as we support the sector in the face of crisis, and not in the future as tourism starts again. Tourism is a proven driver of equality and opportunity. And that’s why we turn words into actions, delivering guidelines and action plans , to ensure everyone can enjoy the opportunities tourism brings.

Advancing the transformation of the tourism sector , partnerships are the only way forward. In 2021, UNWTO signed agreements with international organizations and the private sector to step our vision for the future of tourism: innovation , education , sustainability , green investment , rural development.

World Tourism Barometer: September 2022

UNWTO updates World Tourism Barometer and reports international tourism back to 60% of pre-pandemic levels from January to July 2022

Below are excerpts from the September 2022 release of the UNWTO Tourism Barometer :

  • The steady recovery reflects strong pent-up demand for international travel, especially in the months of June and July which are part of the Northern Hemisphere summer season. The easing or lifting of travel restrictions in an increasing number of countries also contributed to boost results.
  • International tourist arrivals almost tripled (+172%) in January-July 2022 compared to the same period of 2021. Numbers climbed from -64% in January 2022 (versus 2019) to -28% in July, the strongest month since the start of the pandemic.
  • Asia and the Pacific (+165%) saw arrivals more than double in the first seven months of 2022, though they remained 86% below 2019 levels.
  • The ongoing recovery can also be seen in outbound tourism spending from major source markets. Expenditure from France was at -12% in January-July 2022 compared to 2019 while spending from Germany stood at -14%. International tourism spending remained at -10% in Belgium, -23% in Italy and -26% in the United States.
  • The uncertain economic environment seems to have reversed prospects for a return to pre-pandemic levels in the near term. 61% of UNWTO Panel of Experts now see a potential return of international arrivals to 2019 levels in 2024 or later while those indicating a return to pre-pandemic levels in 2023 has diminished (27%) compared to the May survey (48%).

The situation for tourism remains rather unusual as a result of the ongoing COVID-19 pandemic.

The crisis has marked a significant change for everyone, and above all for tourism, one of sectors hit hardest by the virus. 2020 was the year in which international tourism came to a near-complete standstill, and the only alternatives were domestic and local tourism.

2021 has seen some improvements, but only in a very subtle way as restrictions are still in place and many countries keep their borders fully or partially closed.

It is difficult to make an estimate for 2022 as it is not known how the pandemic will evolve. However, it is possible to talk about the new tourism trends that are likely to emerge over the coming year: – International travel with restrictions still maintained by both destinations and airlines in order to offer 100% security to the consumer.

– Reinforcement of COVID-19 testing; two years after the pandemic, COVID testing will still be in place as a preventive measure. – Conscious travel will be advocated. Travel to more distant destinations, but with prolonged durations of stay, as consumers look to enjoy as much of each place they visit as possible. – Green travel. Climate change is a problem that is present and growing. Consumers now are much more responsible and aware of the reality they live in on daily basis.

– A new trend is the “ed-ventures”. It is about combining education and holidays for the youngest members of the family. While adults may need to telework or attend meetings, their children can be doing workshops and learning in a playful way.

2022 has been the year to rethink tourism. Countries around the world turned UNWTO's vision for a greener, smarter and more inclusive sector into real action. 2020 showed the relevance of tourism for sustainable development. 2021 laid the foundations for the transformation of the sector. In 2022, we made it happen. 2022 began on a positive note.

According to the latest UNWTO World Tourism Barometer, international tourism saw a strong rebound in the first five months of 2022, with almost 250 million international arrivals recorded. This compares to 77 million arrivals from January to May 2021 and means that the sector has recovered almost half (46%) of pre-pandemic 2019 levels. UN ...

International Tourism and COVID-19. Export revenues from international tourism dropped 62% in 2020 and 59% in 2021, versus 2019 (real terms) and then rebounded in 2022, remaining 34% below pre-pandemic levels. Below are excerpts from the latest World Tourism Barometer May 2022 issue: According to the latest UNWTO World Tourism Barometer, international tourism saw a 182% year-on-year increase in January-March 2022, with destinations worldwide welcoming an estimated 117 million international arrivals compared to 41 million in Q1 2021.

The 7th UNWTO World Forum on Gastronomy Tourism will be held from Monday, December 12 to Thursday, December 15, 2022 (4 days).

The economic contribution of tourism (tourism direct gross domestic product) is estimated at US$1.9 trillion in 2021, above the US$1.6 trillion in 2020, but still well below the pre-pandemic value of US$ 3.5 trillion. The latest UNWTO Panel of Experts survey indicates that 61% of tourism professionals expect better performance in 2022 than in 2021.

Below are relevant points to the July 2022 World Tourism Barometer: Nearly 250 million international trips were recorded worldwide in the first five months of the year, more than three times the number of arrivals recorded in the same period of 2021 (77 million). Robust performance is also reflected in hotel occupancy rates.

California remains the #1 state for tourism

WHAT YOU NEED TO KNOW : New data released today shows that California continues to have the largest market share of tourism in the nation, with travel spending in the state reaching an all-time record high of $150.4 billion last year.

SAN FRANCISCO – Governor Gavin Newsom and Visit California CEO Caroline Beteta today announced that travel spending in the state reached an all-time high of $150.4 billion last year, surpassing the record $144.9 billion spent in 2019. This comes after the state retained its title as the  world’s 5th largest economy  and had a  population increase , both of which are directly tied to California’s nation-leading tourism and entertainment industries.

WHAT GOVERNOR NEWSOM SAID : “From our world-renowned coastline, to the world’s tallest trees, to our iconic cities and theme parks, California is the nation’s coming attraction. Visitors from all over the world are coming here to experience the wonder of the Golden State, boosting our economy and creating good-paying jobs for years to come.”

BY THE NUMBERS : The Economic Impact of Travel in California, prepared by Dean Runyan Associates and released by Visit California, detailed spending that is 3.8% higher than 2019 and 5.6% higher than 2022.  Spending exceeded 2019 levels in a majority of counties.

WHAT VISIT CALIFORNIA CEO BETETA SAID : “California tourism is back where it belongs – setting records and providing for the workers, business owners and all Californians who depend on the travel industry as a cornerstone of our state’s economy. The industry has once again proved its ability to recover from any challenge, whether it be economic or environmental. California continues to be the largest, most diverse and most resilient tourism economy in the United States.”

WHAT THIS MEANS : California has the largest market share of tourism in the nation. The new travel-spending record generated $12.7 billion in state and local tax revenue by visitors in 2023, marking a 3% increase over 2019. Tourism created 64,900 new jobs in 2023, bringing total industry employment to 1,155,000.

California remains the  5th largest economy in the world  for the seventh consecutive year, with a nominal GDP of nearly $3.9 trillion in 2023 and a growth rate of 6.1% since the year prior, according to the U.S. Bureau of Economic Analysis. California’s per capita GDP is the second largest among large economies.

In addition to visiting the state, more people are moving to California. Earlier this week, Governor Newsom  announced  the state’s population is increasing for the first time since the pandemic.

The Golden State, which has the most equitable tax system in the  entire country , is #1 in the nation for new  business starts , #1 for access to venture capital  funding , and the #1 state for tourism  spending ,  manufacturing ,  high-tech , and  agriculture .
