This Heritage Tour Shows Tuguegarao City’s Must-Visit Places

Filipinos likely know Tuguegarao as one of the cities in the Cagayan Valley region that has a record-setting heat index during the summer, with temperatures going as high as 42 degrees Celsius. 

But there’s more to Cagayan province’s capital. In fact, it is rich with historic churches, sights to see, and food to eat. All of these are exactly what’s shown in the city’s heritage tour.

Experienced partly by foot and on board a kalesa , the day tour takes guests to all of the city’s must-visit places. 

“The heritage tour is within four of the city’s 49 barangays, particularly  Barangays Centro 6, 8, 9, and 10,” a video on Tuguegarao City Tourism Office details. “Tour guides within what we call the heritage zone were trained by the Department of Tourism and the Provincial Government of Cagayan – Cagayan Tourism Office.”

For Php550, here are what’s included in the tour:

Cagayan Museum and Historical Research Center 

The tour begins at the Cagayan Museum and Historical Research Center in Barangay Centro 10. Here, guests will be oriented about house rules and general facts about the attraction before going on an hour-long tour of the center.  

The museum is located inside what used to be the Tribunal de Tuguegarao that once housed key Spanish colonial era offices. 

It now features a collection of artifacts, antiques, ethnography, trade wares, heirloom pieces, and liturgical works of the province as well as fossils of animals endemic to the region that are now extinct. Extensive data on the discovery of Callao Man by the National Museum of the Philippines can also be found here. 

The next stop, Rizal Park, is just in front of the museum. 

The Rizal Park was formerly the site of a monument in honor of Fr. Antonio Lobato de Santo Tomás, the man behind the present town plan of Tuguegarao.  The Rizal statue in this park stands at the center of what used to be the old plaza. 

It was in 1918 when the then Cagayan Governor Honorio Lasam, a contemporary of Rizal at the Ateneo Municipal, inaugurated the monument dedicated to the hero.

The Cagayan provincial government-managed monument features a column made of tobacco leaves, the produce of Cagayan during the Spanish regime. There is also a statue of four women, which represent the four cardinal virtues.

Tuguegarao East Central School

The current Tuguegarao East Central School, just in front of the Rizal Park monument, was the former seat of the city government during the Spanish colonial era. In 1960, it was officially converted to a school. 

The former municipal hall of Tuguegarao got its current look from a 1909 reconstruction and multiple renovations throughout the years. Many of its original features remain: the facade of the main building, the wooden staircase, window grills, and the Spanish-era brick fences. 

Longganisa – making Industry

The next part of the tour takes the visitors to Barangay Centro 9, specifically at Cadatal’s Meat Products. Here, guests can watch and take part in the making of Tuguegarao longganisa or pork sausage, from mixing the coarsely-ground pork, black pepper, garlic, coarse salt, and cane vinegar, to putting the mixture in hog casings.

Aptly called Ybanag longganisa, Tuguegarao is known for this take on the ‘national’ pork sausage. It originated from the Ybanag locals, the language of which is the standard dialect of the city. This partly explains why the city’s version of the longganisa is part of the heritage tour. 

The Tuguegarao Longanisa however, has been made famous by the Department of Tourism, promoting the delicacy as breakfast fare and snack with local pandesal in their travel and tourism fares.

Visitors can try the longganisa on the spot and buy a few packs to take home. 

Horno Ruins

Still in Barangay Centro 9, is the ruins of one of the three Spanish-era horno , a brick kiln. During the Spanish era, the Horno was used to bake the bricks used in building the Spanish colonial churches in Cagayan and Southern parts of the Province of Isabela.

“In the 16th century, the horno significantly marked the transfer of brick-making technology to the local residents of the then-municipality of Tuguegarao,” a marker installed in the area states. “Conspicuously constructed at the southern portion of Tuguegarao with a panoramic view of the Cagayan River, this is where the clayish soil along the banks of the river was used as a primary material for the bricks before oven-baking.”

The marker adds that the said horno supplied bricks to structures built in the adjacent municipality of San Pablo, Isabela. 

In the city stands two Spanish era churches: the St. Peter Metropolitan Cathedral and the St. Hyacinth Church.

Pancit Batil Patung

Just outside the Spanish horno is a panciteria. It’s one of the many in the city serving pancit batil patung , a noodle dish that Tuguegarao locals consume as a daily staple, much like rice.

At the Horno panciteria, guests can see how a local spin on a Filipino food favorite is done. This includes the making of the miki noodles, as well as the preparation of cara-beef, poached egg, and other toppings, and the  beaten egg drop soup called kaldo  that comes with it. The word Kaldo i s an Ibanag term for the soup which is made of cara-beef broth with beaten egg.

Having both the noodle dish and the soup, along with a side of chopped onions, soy sauce, chili, and vinegar sauce  or calamansi to taste, makes the experience authentic.

“You’ve never really traveled to Tuguegarao if you’ve never had pancit batil patung ,” says Eric Lim, owner of another restaurant in the city, Lokal Kanan + Pasalubong. “It’s easily the most iconic food of the city.”

With the plethora of panciterias in the city, what separates one from the other’s pancit batil patung is the topping. Some put carajay or deep-fried pork belly slices, chicharon bulaklak or crispy pork intestine, and even—get this— balut or fertilized duck egg.

The panciteria and choice of toppings determine the price at which each serving comes, which typically range from Php60 to Php150. For heritage tour participants, however, a serving of pancit batil patung will be readily given. 

Today, the local folks are encouraging the use of local dialect in naming the dish as Pansit Batil Potun.

Ermita de San Jacinto Church

A kalesa or horse-drawn rig ride, at the city’s Barangay Centro 8, is a four century-old church—the Ermita de San Jacinto Church or the St. Hyacinth Church

Built in 1604 with the Dominican friars at the helm, the structure was initially a stone chapel and the first parochial building of the said missionaries. It was later reconstructed with the bricks from the horno in 1724 through Fr. Bernabe dela Magdalena. 

In 1739, the church was where Don Joseph Arzadun de Rebolledo of the Audiencia Real de Manila established the community fund and mandated policies for the residents of Cagayan. During the Filipino-American War, the church became the barracks of Filipino fighters and a shelter for American soldiers. 

The church, dedicated to San Jacinto de Polonia, also did not suffer major damages during the Second World War. This is why the original 18th-century wooden retablo or altarpiece is still inside the church. 

The Sisters of St. Paul of Chartres currently manage the church. It is home to the city’s patron saint, St. Hyacinth of Poland. 

Beside the church is the St. Paul University Philippines campus. It houses a beautiful 20th century  church called the St. Paul University Chapel,  which looks like the Chartres Cathedral in  Chartres, France.

St. Peter Metropolitan Cathedral

The tour ends where it began—Barangay Centro 10—with a tour at the St. Peter Metropolitan Cathedral. Also known as the Tuguegarao Cathedral, the church is an 18th-century Baroque structure.

The church was built for six years, from 1761 to 1767, with Fr. Antonio Lobato, a Spanish Dominican missionary, at the helm. The 17-meter wide, 50-meter long, and 50-meter high cathedral comes with a 40-meter belfry. 

“It was built with bricks prepared in a horno or a brick oven,” says  Rev. Bernard Corpuz, director and parish priest of the St. Peter’s Metropolitan Cathedral. “According to witness accounts, people lined up and passed each brick from the kiln or horno until it reached the cathedral for easier construction work.” 

Parts of the cathedral were damaged during World War II, including the facade and the belfry, but restoration work soon started after the war. Corpuz says “the picture of the cathedral when it was originally built looked the same after.”

St. Peter’s Metropolitan Cathedral is currently the mother church of the archdiocese of Tuguegarao. A notable feature inside it is a cathedra, a raised throne placed behind the altar. It’s often called the bishop’s throne, too, as it symbolizes his teaching authority. 

Upon arriving at the area, the visitors will be given a tour of the church and the compound where it is located. Features include the bishop’s house and a small brick courtyard. 

Buntun Bridge 

Though technically not part of the heritage tour, when in the city of Tuguegarao, any tourist must visit the Buntun Bridge.

Built in 1969, it is the second longest bridge in the country, just after San Juanico Bridge. But it is also the longest river bridge in the country spanning a river. It stretches from Tuguegarao to the municipality of Solana and over Cagayan River, the country’s longest , widest and largest river by volume. 

The 1,369-meter bridge’s most notable features is its Japanese steel spanning 14 inches total, giving it a distinct look from afar. The bridge is more than 50 years old and used Japanese technology during its construction.

The best part of this structure, though, is not so much the bridge itself but the panoramic view of the Cagayan River it provides. It’s one way to end the day touring around Tuguegarao as it offers a stunning sunset view. 

Motorists can safely stop at one end of the approaches to walk towards it for a closer look. It will be lit at nighttime. 

Chicharabao

For souvenirs to give to family and friends back home, or for personal consumption, guests can buy packs of carabao chicharon. Tuguegarao locals love their carabao beef that they fry its skin until it turns into crisp and airy balls.

Much like chicharon or fried pork skin, it’s typically enjoyed simply seasoned with salt and pepper. 

A local maker and seller of the snack, Lighthouse Cooperative, had better ideas. It offered it in three flavors: garlic, onion and vinegar, and hot and spicy. The same maker of the popular pasalubong even gave it the name it’s now known as, which is chicharabao, a portmanteau of chicharon and carabao. 

Seeing the process of and participating in chicharabao-making are also not part of the heritage tour, but 80-gram packs of any flavor retailing for Php40 are readily available around the city.

Tuguegarao is a city located on the northeastern side of mainland Luzon. It is about 485 kilometers away from Metro Manila and is part of Cagayan Province in the Cagayan Valley Region . The province is bordered by Ilocos Norte, Apayao, Kalinga, and Isabela. Tuguegarao’s main claim to fame is the record temperature it set for the Philippines at 42.2°Celsius in 1912 and 1969. But temperature aside, Tuguegarao has a few tourist spots up its sleeve that might surprise travelers who usually just pass through it on their way to the nearby town of Penablanca for spelunking, or Palaui Island and Claveria. It has a couple of historical churches, one of the longest bridges in the country, and a delectable noodle dish— pancit batil patong —that can rival the best of what the Philippines has to offer. Before taking that bus ride up north once again, think about dropping by Tuguegarao City and let this travel guide and trip itinerary open your maps towards the hottest city this side of the Philippines.

HOW TO GET TO TUGUEGARAO

The hurdle of conquering the numbing twelve-hour bus ride from Manila to Tuguegarao has been given solution by two major airlines in the country, Cebu Pacific Air and Philippine Airlines. While the prices of bus and plane tickets are quite wide, try to book during seat sales and you just might chance on a flight fare that’s much cheaper than those of buses. If you’re set on doing the bus route, I suggest you book a night trip, that way, you can sleep off the hours and arrive at Tuguegarao by sunrise. Or better yet, get a sleeper bus, which is only more expensive by a few hundred pesos.

The main mode of transportation in Tuguegarao is the tricycle which locals refer to as tricy . The minimum fare is at ₱15.00 per head , with higher fares for farther destinations. Note that with this price, the driver has a right to scoot in a few more passengers with you as he goes along. Another popular mode of going about the city is the kalesa , a horse-drawn transport with a boxy carriage at the back. Fare is similar with the tricy at ₱15.00 minimum , but most of these are limited within the downtown area.

During my visits to Tuguegarao City, I’ve never encountered a group selling packaged tours. The place itself is quite easy to explore; tourist sites within the city are mostly walking distances from each other, while the farther places are readily accessible by tricycles. Going to the town of Penablanca is another matter though, you either rent a van / tricycle or commute, both of which takes about an hour or two.

The locals of Tuguegarao call themselves Tuguegarenos . They speak Ibanag , Itawes , Ilokano, as well as Tagalog and English. The most common tongue within Tuguegarao though is Itawes , a language close to the Ibanag and is used by the earliest people of Cagayan Valley.

Surprisingly, Tuguegarao City is replete with accommodations that range from inns to high end hotels. Prices are quite affordable too—even with the posh ones—so choosing a place to stay for the night isn’t really a problem. A little tip for those wanting to stay overnight, a few hotels are on the outskirts of the city, so makes sure that the ones you would book are located along the downtown area (Centro).

Tuguegarao City is a culinary delight when it comes to noodles or pancit . It is the birthplace of pancit batil patong , a stir-fried noodle dish topped with carabeef, crushed pork, liver, veggies, and poached egg—with a side dish of garnished garlic and egg-drop soup. There are numerous panciteria that line the streets of Tuguegarao’s downtown area, it’s actually quite hard to find other carinderia offerings. For those not into noodles, there are some restaurants in the city that offers regular Filipino and Western cuisines.

WHAT TO SEE AND DO IN TUGUEGARAO

Honestly, there’s really not much to see in Tuguegarao City—tourist spots in the area are quite sparse. But what it lacks in places to visit, it makes for by its cuisine—spell pancit batil patong . The city is also a good place to stay in if one is planning to visit the Callao Caves in the town of Penablanca along with the other cave systems in the area. If you’re planning to go to Palaui Island, Tuguegarao is a good city for a side trip to cut the long bus ride from Manila.

It is possible to cover all the tourist spots—including the famous Callao Caves—in Tuguegarao City in a single day or a day trip. But if you’re planning to do a leisurely visit of the celebrated Callao Caves in Penablanca, you would at least need two full days of touring. But there's the diamond resort nearby the place, good only if you got your rides as it is not always accessible... But I suggest u stay within the city for accessibility... Csu hostel is so cheap u can avail their dorm type room for as low as 350/pax for an overnight. Am not sure of the rate :.)

Tuguegarao is the provincial capital of Cagayan , and the regional center of Cagayan Valley , with a reputation for hot weather.

Understand [ edit ]

Lying at a plain surrounding the meandering Cagayan River, Tuguegarao is the most populated and the only city in Cagayan province, and is the transportation hub for the region. The population is around 154,000 in 2015.

Tuguegarao is at the homeland of the Ibanag and the Itawis , both living along the banks of the Cagayan River. Those ethnic groups, along with their native languages, continue to exist today, despite the Ilocano migration from the 1900s displacing them.

History [ edit ]

Tuguegarao's name is shrouded in legend and historical debate, and there is little information about Tuguegarao before the Spaniards arrived, but some land documents specify that it was called Tubigarao , an Ibanag settlement. The most accepted origin of the name "Tuguegarao" is the Ibanag phrase tuggi gari yaw , which means "this was cleared by fire", a reference to slash-and-burn agriculture the Ibanag practiced.

The American colonial era brought changes to Tuguegarao, becoming the provincial capital in 1909 with the construction of a new provincial capitol. It was then a town, with a traditional public market, a high school, and a trade school. The Japanese captured Tuguegarao during an invasion from Aparri in 1941, but the Philippine army and constabulary, and an American are able to secure a foothold on the town and establish a headquarters there. Further changes happened in 1975, when Tuguegarao became the regional capital of the new Cagayan Valley region, and in 1999, gained city status.

Climate [ edit ]

With its inland location, nestled between the Cordilleras to the west and the Philippine Sea to the east, Tuguegarao has a fair reputation for extremes, with a record high of 42 °C (108 °F), and a record low of 12 °C (54 °F). Tuguegarao is the hottest city in the Philippines, with Cabanatuan far south at second. The climate somewhat combines savanna, rainforest, and subtropical climates, with highs hovering around 27–36 °C (81–97 °F) and lows around 19–23 °C (66–73 °F), so dry season is brutal, rainy season have hot mornings followed by rainy afternoons or unpredictable rainfall, and the cool season can be as cold as Baguio due to the northeast monsoon.

Cool season runs from December to February, when the northeast monsoon ( amihan ) is at full blast. The cool, dry wind from Siberia directly hits the city, so the nighttime low can drop below 20 °C (68 °F), or even below 15 °C (59 °F).

Hot season spans the months of March and April, and is brutal, with the heat index around the 40s or even extreme, the 50 °C (122 °F) range.

Rainy season covers much of the year from May to November. Rainy weather on the early part is due to moist Pacific air, which gives way to the dry northeast monsoon by November. October is the rainiest month, and typhoons pass through Tuguegarao between August and October.

Tuguegarao is the destination for most buses from Manila, but some continue north to Aparri and Santa Ana . Onward to Ilocos Norte , a transfer is required at Tuguegarao.

Many tricycles ply around the city which transports passengers to different points within the city. Fee costs around ₱10 per person per ride. The calesa (horse-drawn carriage) is also an available mode of transport in the city.

The Diocese of Tuguegarao was erected on April 10, 1910. Pope Paul VI elevated the Diocese of Tuguegarao into an Archdiocese on September 21, 1974. The church with the belfry is the biggest Spanish colonial church in Cagayan Valley built by the Dominicans who came to evangelize Cagayan Valley. It was constructed from January 17, 1761 to 1767 under the supervision of Fr. Antonio Lobato, OP. The cathedral suffered massive destruction in World War II losing its pipe organ, three wooden retablos, pulpit, wooden choir loft and the painted wooden ceiling all of which were from the early 18th century. The old convent adjacent to the cathedral church was also razed to the ground during the war and was demolished to make way for a new one. The complex was rebuilt by Msgr. Bishop Constance Jurgens who is now entombed inside the church. The Cathedral is also said to be one of the beautiful structures that stood in the land and because of that impression, its portrait can also be seen in Vatican City. The traditional ringing of the cathedral bells for the Angelus and during Mass is still being practiced today. ( updated May 2016 )

Peter and Paul Cathedral. American soldiers during the Philippine-American War used it as headquarters in 1899. St Hyacinth is the patron saint of the city whose feast is celebrated every August 15 coinciding with the Pav-vurulun Festival. The oldest brick structure in the city is the first parochial building built by the Dominican fathers in Tuguegarao. The current structure is the latest in a process of rebuilding beginning in 1724, in 1892 after it was destroyed by an earthquake and reconstruction after World War II. The chapel was not heavily damaged during the war and as a result retains its original wooden retablo which dates to the 18th century. ( updated May 2016 )

It is a general museum that houses an extensive collection of artifacts, antiques, ethnography, trade wares, heirloom pieces and liturgical works of the province and fossils of animals that once roamed the valley. The museum houses extensive data on the discovery of Callao Man by the National Museum of the Philippines. The center is 5 km (3.1 mi) from Tuguegarao. ( updated May 2016 )

It was founded by the Sisters of St. Paul of Chartres in 1907, who came to Cagayan upon the invitation of Bishop Dennis Dougherty. The school had its operation in a Spanish Convento, adjoining the Cathedral of Tuguegarao. The institution transferred to its present location in 1934 after it was acquired from the Dominican Order. The entire building complex became hospital and garrison of the Japanese forces during World War II and was bombed by the combined American and Filipino ground troops during the liberation in 1945. The institution became the first Catholic University in Region II in 1982 and the first private Catholic University in Asia and the Philippines to be granted ISO 9001 Certification by TUV Rheinland in 2000.   • Pav-vurulun Festival : - week-long, ends in 16 August (annually). Pav-vurulun is an Ibanag word which means get-together or a sense of belonging. It is in this context that the city annually celebrates its patronal fiesta in honor of St. Hyacinth, the patron saint of the city. It gathers Tuguegaraoeños to a week-long festivities culminating with a mass and procession of the patron saint on August 16. The week-long celebration is a festival of activities marked by parades, beauty contests, Pancit Batil-Patung eating contest, street dancing competition, music festival, sports fest, and trade fairs among others.

Tuguegarao was founded on May 9, 1604. In 1909, the first provincial capitol was erected. It was made the regional center of Cagayan Valley Region in 1975. On December 18, 1999, its cityhood was approved with Randolph Sera Ting becoming the first mayor of the new city.

Economy, Business and Investment

Aside from being the main provincial government center, it is also the chief commercial center, being the largest urban area in the province. There are several malls and hotels in the city as well as office buildings and apartments.

Although many residents are still engaged in agriculture producing rice, vegetables, root crops and fish, majority of the people are now gainfully employed as office workers or having businesses such as trading, furniture and automotive shops, hollow block making, bakeries, rice mills, dressmaking, and food processing.
