Radiators fail once more: Moscow suburbs residents appeal to Putin

R esidents across the Moscow suburbs are besieged by a heating problem, for which they plead direct intervention from President Vladimir Putin. These individuals have yet to experience any semblance of home heating since winter started due to a dwindling supply of heating oil. The issue, one largely avoided by local authority communication, has left residents desperate to the point of directly appealing to the president.

While plots have been uncovered to disrupt Ukraine's infrastructure for a second consecutive winter, thus depriving civilians of heating, it seems Russians are now mired in their crisis. Irony drips from the fact that those under Putin's leadership are looking to cause turmoil in Ukraine, yet at home, they face a similar predicament.

Many dwellings within the Moscow agglomeration are presently without heat. The capital's residents are desperate, directly appealing to President Putin due to a perceived lack of alternate avenues for assistance. The absence of suitable heating functionality since winter commenced pushes them towards desperation with no relief in sight.

This seems improbable, but in Russia, it appears that anything can happen.

It remains uncertain if Vladimir Putin is actively addressing the heating crisis. Some experts suggest that Russia's heating oil reserves are depleting, which negatively affects residents' quality of life. Plagued by cold radiators and plummeting winter temperatures, these citizens have directly addressed their pleas to their head of state.

This heating crisis is happening in Elektrostal, a town approximately 71 miles from Moscow.

Ironically, Russia has constantly aimed to destroy the Ukrainian infrastructure since war broke out, deliberately trying to leave Ukrainians without heating during the harsh winters, aiming to break their strong will. It's an irony they now struggle with a domestic heating crisis, particularly near Moscow, their largest and most pivotal city.

Desperate individuals are reaching out to Vladimir Putin. They question his knowledge of the heating infrastructure conditions in the Moscow suburbs and the dire situations residents face there. Sundown brings no relief from the harsh Russian winter and without heating, their houses turn cold. With elections nearing, more and more residents find themselves reaching out directly to their president.

"Since winter's start, we've been without heating. This has been a yearly occurrence for the past three years. Despite paying for heating, we don't have enough. We implore you, help us!" - these are the desperate pleas from the heavily dressed populace dealing with the Russian winter conditions.

Experts attribute the heating oil shortage to international sanctions and surging demands for diesel fuel, pivotal to military operations. Russia now grapples with a dearth of raw materials essential for boiler and heating plant operation. As supplies dwindle, houses grow cold with little hope of any immediate corrective intervention.

It would be adequate if the war ceased, residents were prioritized, and attention accorded to their welfare.

How to book travel (and save points) with Chase Travel

Chase Ultimate Rewards is one of the best flexible rewards currencies available, and you can get some incredible value from your Ultimate Rewards points .

Generally, we recommend transferring Chase points to the program's airline and hotel partners for award bookings. However, sometimes redeeming Ultimate Rewards points for paid travel through Chase Travel℠ is more advantageous. This option can save you money, particularly when traditional award space is unavailable, as you can book almost any available flight or hotel through Chase Travel.

Here's what you need to know about Chase Travel.

What is Chase Travel

To maximize your Ultimate Rewards points, it's often best to transfer them to partner programs like United MileagePlus , World of Hyatt or British Airways Executive Club for award reservations. However, it's important to compare the points needed for a direct booking through Chase Travel to those required for an award booking. Sometimes, booking through the portal can be beneficial, as the points price is tied to the cash cost of the flight or hotel stay, potentially resulting in lower point requirements.

However, you need to have some Chase points before using Chase Travel. If you're unfamiliar with Chase's most popular cards and welcome offers, here are a few current ones to be aware of.

Ink Business Preferred® Credit Card

The Ink Business Preferred® Credit Card is a TPG favorite. It currently comes with one of the highest sign-up bonuses from Chase — 100,000 bonus points after you spend $8,000 on purchases in the first three months of account opening.

Based on our valuations , the bonus points alone are worth $2,050. However, you can redeem these points through Chase Travel for a fixed value of 1.25 cents apiece.

Chase Sapphire Preferred® Card

The Chase Sapphire Preferred® Card is another fantastic addition to your wallet. For a limited time, you'll earn an elevated 75,000 bonus points after you spend $4,000 on purchases in the first three months from account opening. The bonus is worth $1,538 based on TPG valuations .

Like the Ink Business Preferred, you'll get a value of 1.25 cents per point when booking directly through Chase Travel with the Sapphire Preferred. Chase Sapphire Reserve®

This card includes additional perks, like a PreCheck or Global Entry credit , Priority Pass lounge access and a $300 annual travel credit . This card also boosts your portal redemption rate to 1.5 cents per point, giving you 0.25 cents per point in additional purchase power over the Sapphire Preferred. When you book travel through Chase with the Sapphire Reserve, you'll earn 10 points per dollar on hotels and car rentals and 5 points per dollar on flights (excluding purchases that qualify for the $300 travel credit).

Cash-back cards

Chase also issues a number of cash-back credit cards — including the Chase Freedom Unlimited® , Ink Business Cash® Credit Card and Ink Business Unlimited® Credit Card . The rewards you earn on these cards are worth 1 cent apiece toward travel in Chase Travel. However, Chase allows you to combine your earnings into a single account . This means that you can effectively convert these cash-back rewards into fully transferable Ultimate Rewards points if you also have the Sapphire Preferred, Sapphire Reserve or Ink Business Preferred.

How to use Chase Travel

You can book flights, hotels, car rentals, cruises and other travel through Chase Travel, and it's relatively simple to access. First, you'll need to log into your Chase account, then navigate to the right side of the page, where you'll see a little box with your total Ultimate Rewards balance.

Click the box and it will bring you to the Ultimate Rewards dashboard, which looks like this:

Click "Travel" to access the travel homepage and search for airfare, hotels or vacation rentals.

Remember that when you book hotels through the portal with Ultimate Rewards points, you typically will not earn hotel points and elite credits and may not receive elite status perks because it's considered a third-party booking.

However, flights booked through the portal will typically earn frequent flyer miles and qualify for elite status.

How to book flights using Chase Travel

Booking your flights is a straightforward process once you've navigated to the portal's travel page. Type in your arrival and departure airports and travel dates, then hit the search button. For this search, I looked for a one-way flight from San Francisco International Airport (SFO) to Newark Liberty International Airport (EWR).

You'll then see the available flight options. When you find a flight you like, select the fare type you want to book and click the blue "Choose flight" button.

Once you've selected your preferred flights, you'll be taken to the next page to review your flight information and look over any upgrades you'd like to make.

Then, you'll be directed to the checkout page, where you can pay with cash, points or a combination of the two. Again, points linked to a Chase Sapphire Reserve account are worth 1.5 cents each. If you have a Chase Sapphire Preferred Card or Ink Business Preferred Credit Card , points are worth 1.25 cents each.

Finally, you'll be directed to a page where you will enter the traveler's information and finalize your flights.

How to book hotels using Chase Travel

Booking hotels is similar to booking flights on the travel portal. This can be advantageous if you're looking at hotels outside of major chains that partner with Ultimate Rewards ( Hyatt , IHG and Marriott ). Regardless of how you book your hotel, compare the award rates required by these hotel loyalty programs to ensure you're getting the best deal.

Also, if you have an eligible card, you can access the Chase Luxury Hotel & Resort Collection , which gives you perks at around 1,000 luxury properties worldwide. Participating cards include the Chase Sapphire Reserve , United℠ Explorer Card , United Club℠ Infinite Card , United Quest℠ Card and United℠ Business Card .

Here's a sample search for hotels in Olso, Norway, which hosts mostly boutique hotels.

Once you've selected your desired property, room and rate, you can specify how many points you want to use on the checkout page.

Then, run through the on-screen prompts to finalize your booking, and you'll get an email confirmation.

Remember, you'll receive up to $50 in statement credits yearly for hotel reservations made through Chase Travel as a Sapphire Preferred cardholder.

How to book car rentals, cruises and other travel using Chase Travel

Using Chase Travel, you can rent cars, pay with points and still receive the excellent primary car rental insurance offered by the Chase Sapphire Reserve and Chase Sapphire Preferred Card .

The process of renting cars is similar to booking flights and hotels. Navigate to the "Cars" header from the main landing page and type in your itinerary, even if it's a one-way rental. Then, select "Search," and the results page will pop up. Once you choose your car, you'll be prompted to select add-ons.

When you've finished selecting, you'll head to the booking page, where you'll input your personal information and choose how many points you'd like to spend. Remember that to qualify for rental car insurance, you must decline the car rental company's collision damage waiver and ensure that anyone driving the car is on the rental agreement.

You can also book activities and cruises through Chase. Regarding activities, you can use your points to book fantastic tours like a Washington, D.C., night monument tour or Singapore heritage food tour at 1.25 or 1.5 cents each. This can be an excellent way to make a vacation free, instead of just your hotels and flights.

Cruises are also available, though you'll have to call to book those.

More things to consider about Chase Travel

Below is some general guidance to maximize your experience with the portal.

We recommend comparing the points needed through Chase Travel with those required for partner transfers, factoring in taxes and fees. If you have or want hotel elite status, avoid booking hotels through the portal. These stays generally won't count toward status or qualify for hotel elite status benefits.

Booking through Chase Travel with cash can earn you extra points; Ink Business Preferred and Sapphire Preferred cardholders earn 5 points per dollar on all travel and Sapphire Reserve cardholders earn 5 points per dollar on flights and 10 points per dollar on hotels and rental cars. You might find better rates by booking directly with the travel provider; however, if your plans are firm and rates are comparable, booking through the portal can be worthwhile for earning extra points.

Remember that booking through third-party sites may result in issues if you change your plans, though. Travel providers are more likely to assist you if you've booked directly with them.

Bottom line

Chase Travel lets you use your points to book flights, hotels, rental cars, cruises and activities. If award flights aren't available or you find a cheap fare that requires fewer points, booking through the portal can be a good option.

With the Chase Sapphire Preferred and Chase Sapphire Reserve cards offering elevated welcome bonuses of 75,000 Ultimate Rewards points, now is a great time to look at Chase Travel.

Similarly, for hotels, it can be a good deal if you find a cheap rate or book a boutique property, but keep in mind that you may not earn hotel points or receive elite benefits. Whether booking rental cars, activities or cruises, always compare the options to see if using the portal or transferring to partners for an award is more advantageous.

Politics latest: Labour and Tory MPs alike share shock over latest defection

Right-wing Tory MP Natalie Elphicke has defected to Labour, hitting out at the "broken promises of Rishi Sunak's tired and chaotic government". The move has raised eyebrows across Westminster given some of her previous comments.

There has been a variety of reaction to Natalie Elphicke's defection to the Labour Party on both sides of the political spectrum.

Sitting government minister Steve Baker tweeted that he has been "searching in vain for a Conservative MP who thinks themselves to the right of Natalie Elphicke".

He said another MP quipped: "I didn't realise there was any room to her right."

More seriously, the Northern Ireland minister said he hopes Labour's newest MP "rules out accepting a peerage in all circumstances". (She has said she has not been offered anything by Labour in return for her defection.)

One of the Tory party's most right-wing MPs, Andrea Jenkyns, tweeted a graphic of previous comments by "Labour's newest recruit" - you can read that below…

'She has nothing in common with Labour'

The veteran Tory MP, Sir Roger Gale, expressed personal sadness at Ms Elphicke's defection, writing: "Having given Mrs Elphicke considerable personal support at the time when she most needed it I think it is fair to say that her monumental demonstration of disloyalty to her former friends warrants mild disappointment!"

He added she has "absolutely nothing in common" with Starmer's Labour, nor any previous version, and added that he "would like to think that she will not be dishonourable enough to accept a peerage" from the Labour leader.

'I prefer not to speak...'

On the Labour side, reactions have been somewhat more muted - although we understand that there is some discontent in the parliamentary party.

Florence Eshalomi, MP for Vauxhall, tweeted eyes and confused face emojis, along with a GIF of legendary football manager Jose Mourinho's famous quote: "I prefer not to speak. If I speak I am in big trouble."

Not exactly a ringing endorsement…

But on a more celebratory note, Labour's Rosie Duffield excitedly tweeted: "Am no longer the only Labour MP in Kent!!!"

She also couldn't resist a dig at Sir Keir Starmer, who she's accused of ignoring her concerns about women's and trans rights.

The Canterbury MP has said she's been a victim of threats over her opposition to transgender women being able to access single-sex spaces such as domestic violence refuges, school toilets and prisons.

In 2021, Sir Keir said she was wrong to say "only women have a cervix" - but earlier this year he reversed his position on that.

"At least one woman from Kent got a meeting," Ms Duffield tweeted today, with a picture of Sir Keir chatting with Ms Elphicke in his office.

And as we reported earlier, the SNP's Westminster leader Stephen Flynn has today criticised Sir Keir for welcoming "one of the most right-wing politicians in parliament" ( see 15.15 post ).

Reaction to Natalie Elphicke's decision to defect from the Tory party to Labour continues to swirl, and it's fair to say it is mixed.

Labour's former shadow chancellor, John McDonnell, has said he is "surprised and shocked", adding: "I'm a great believer in the powers of conversion, but I think even this one would have strained the generosity of spirit of John the Baptist."

Speaking to LBC, the veteran left-winger said it "certainly is a stunt that damages the Tories", but added that Ms Elphicke has expressed views in the past that "I don't think the party should be associated with".

He cited views including attacking migrants, condemning Marcus Rashford when he missed a penalty at the Euros, suggesting he was too focused on his free school meals campaign, and more.

Asked if he believes there is no Conservative that Labour wouldn't accept, he replied: "It looks that way, yeah."

'Bring back Corbyn and Abbott'

But the key point for him is that Sir Keir Starmer needs to "sort out the position with regard to Diane Abbott", who was suspended after she suggested Jewish people do not face racism, but instead suffer prejudice similar to "redheads". 

She apologised as soon as her comments were published in a newspaper, but was quickly suspended by Labour.

Mr McDonnell called for the whip to be restored to Ms Abbott "instantly", and also called for former leader Jeremy Corbyn - who was suspended after saying antisemitism in the party under his leadership was exaggerated for political reasons - to be readmitted as well.

Labour should be more 'choosy'

Meanwhile, former Labour leader Lord Neil Kinnock has said Labour should be more "choosy" about who it admits.

He told BBC Radio 4: "I think we have got to be choosy to a degree about who we allow to join our party because it’s a very broad church, but churches have walls and there are limits."

He said that the new MP "has got to decide whether she is committed to the programme and principles of the Labour Party".

"We are a political party and not a debating club," he added.

The defection of Natalie Elphicke from the Tories to Labour today was a "complete surprise", says our deputy political editor Sam Coates .

She was a Tory MP on the right of the party, and backed Liz Truss at the last leadership election over Rishi Sunak.

With such a hardline Brexiteer willing to switch sides, Sam says Conservative Party HQ is "bracing for others" to potentially go.

Tory MPs are "wounded" and also fearing more defections, he says.

Controversial defection 'ultimately good' for Labour

Sam says it's notable that Labour has attracted a right-wing Brexit backer from the Tory party just days after local election results showed the opposition making gains in areas that voted Leave.

There is "some nervousness" in Labour at the reaction to the defection, but "despite her politics, being able to demonstrate you can appeal to large swathes of the electorate ultimately is a good thing in politics".

"The big picture here is Labour celebrating - and there's no respite for the prime minister."

After being sworn in this morning and spending the day appointing his cabinet, Scotland's new first minister John Swinney spoke on the phone with the prime minister.

Rishi Sunak is on his third Scottish first minister, with Nicola Sturgeon and Humza Yousaf both quitting the post since he became PM.

A Scottish government spokesperson said in a statement the first minister "confirmed that the Scottish government stands ready to work constructively with the UK government in a good-faith effort to deliver for the people of Scotland and reduce polarisation in politics".

The spokesperson went on to say Mr Swinney set out his key priority of eliminating child poverty, and urged Mr Sunak to change policies, such as removing the two-child benefit cap which is "causing misery for many families in Scotland".

The new first minister also appealed to the PM to end austerity to "allow the Scottish economy to reach its full potential" and tackle the cost of living crisis.

The spokesperson concluded: "The first minister made clear that the Scottish government will continue to respectfully persuade people in Scotland of the case for independence, and that the decision on Scotland's future should be for the people of Scotland to make."

We have not yet had a readout of the call from Downing Street, but we will bring you that when we have it.

At Westminster today, we've seen Sir Keir Starmer accused of taking Labour rightwards after welcoming former Tory MP Natalie Elphicke, who defected just before PMQs.

Up in Scotland, are the SNP going in a similar direction?

New party leader and first minister John Swinney has just been speaking about his cabinet, which notably includes former leadership candidate Kate Forbes as his deputy.

Our Scotland correspondent Connor Gillies says "she was promised a significant and senior role", having chosen not to run for the leadership again after her failed attempt last year.

She got almost half the vote but lost to Humza Yousaf.

The progressive Scottish Greens, who were in coalition with Mr Yousaf's SNP until they were turfed out last month, sparking his downfall, are "not particularly pleased" with Ms Forbes's appointment.

There's "a sense the SNP is taking a lurch to the right", says Connor, given her more socially conservative views.

That charge has been denied by Mr Swinney, who has vowed "to be a first minister for everyone, whether you're in the LGBT community or not".

Ms Forbes has previously said she would have voted against gay marriage and the government's gender reform laws, and that her faith means she thinks having children outside marriage is "wrong".

Connor says the disquiet her appointment will cause among some in the Scottish parliament is a sign of how tough a job Mr Swinney has to improve the sense of unity among MSPs, something he has to do to govern effectively with a minority administration.

One of Mr Swinney's first moves was appointing former SNP leadership contender Kate Forbes - who decided against standing against him following Humza Yousaf's resignation - and the pair spoke outside Bute House a few minutes ago.

Mr Swinney said he is "delighted that Kate Forbes is joining the government as deputy first minister and cabinet [minister] for the economy and the Gaelic language".

He went on: "We have assembled a team which brings together the strength of the Scottish National Party to focus on the policy programme that I set out in my leadership proposal."

The new first minister added: "I look forward to working with all of my colleagues in taking forward that agenda."

New government not a 'lurch to the right'

Asked how he would respond to accusations that his government is simply more of the same, but with Ms Forbes in office, he replied they have "assembled the team to focus on the priorities of the people of Scotland, and I think we'll be very successful".

He also rejected accusations from the Scottish Greens that this is a "lurch to the right", saying they will govern from the centre-left.

The new deputy first minister, Ms Forbes said she is "absolutely delighted" to be back in government, adding: "I look forward to supporting the first minister as he pursues the priorities of the Scottish people."

After the Board of Deputies of British Jews released a statement expressing their displeasure at Kate Osamor's readmission to Labour's parliamentary party, the Jewish Labour Movement (JLM) has released a furious one.

For context, the Edmonton MP was suspended in January pending an investigation for saying on Holocaust Memorial Day that Gaza should be remembered as a genocide.

A short while ago, the party said the whip was restored following "a full investigation", and Ms Osamor said she wanted to "unreservedly apologise again for my comments" ( see post at 15.34 ).

A JLM spokesperson said Ms Osamor's "original actions and non-apology were disgraceful and smeared the memory of all those who died in the Holocaust and subsequent genocides".

They said they understand she has "received a formal written warning" from the party - a move they endorse.

But they go on: "The onus is now on her to engage with her local Jewish community in Enfield and the wider community, properly.

"Given her previous record and comments in this area, this will require a sincere and honest approach. Until and unless this happens, the jury is still out."

We've just had some reaction to the news of MP Kate Osamor being readmitted into the parliamentary Labour Party ( see post at 15.34 ).

But a spokesperson for the Board of Deputies of British Jews said in a statement: "Many in the Jewish community will be understandably reluctant to welcome the news of Labour's readmission of Kate Osamor, unless they see evidence to show that her apology is a sincere one."

They went on to say that if her remorse is "genuine", she will "now seek to work with mainstream Jewish groups, as well as key Holocaust charities, to understand why what she said was profoundly offensive to so many of us."

Labour gains another MP today, with Kate Osamor having just had the party whip restored.

The Edmonton MP was suspended in January pending an investigation for saying on Holocaust Memorial Day that Gaza should be remembered as a genocide.

She sent the message to her party members, saying Holocaust Memorial Day should be observed, but other genocides should also be remembered - and list Gaza as one of them.

But a Labour spokesperson said the whip being restored "follows a full investigation".

MP offers 'unreserved' apology

Ms Osamor said in a statement: "I am grateful to the Labour Party for their investigation into my conduct and I accept the outcome in full.

"I want to unreservedly apologise again for my comments. I made remarks which were insensitive, inappropriate, and which I apologise for and regret.

"I will continue to reach out to Jewish stakeholders and the community. I am committed to ensuring that I don't fall short of the highest standards.

"I look forward to continuing to represent my constituents of Edmonton in Westminster as a Labour MP."

Touring the Top 10 Moscow Metro Stations

Komsomolskaya metro station looks like a museum. It has vaulted ceilings and baroque decor.

Hidden underground, in the heart of Moscow, are historical and architectural treasures of Russia. These are Soviet-era creations – the metro stations of Moscow.

Our guide Maria introduced these elaborate metro stations as “the palaces for the people.” Built between 1937 and 1955, each station holds its own history and stories. Stalin had the idea of building beautiful underground spaces that the masses could enjoy. They would look like museums, art centers, concert halls, palaces and churches. Each would have a different theme. None would be alike.

The two-hour private tour was with a former Intourist tour guide named Maria. Maria lived in Moscow all her life and through the communist era of 60s to 90s. She has been a tour guide for more than 30 years. Being in her 60s, she moved rather quickly for her age. We traveled and crammed with Maria and other Muscovites on the metro to visit 10 different metro stations.

To Maria, every street, metro and building told a story. I couldn’t keep up with her stories. I don’t remember most of what she said because I was just thrilled being in Moscow.   Added to that, she spilled out so many Russian words and names, which to one who can’t read Cyrillic, sounded so foreign and could be easily forgotten.

The metro tour was the first part of our all day tour of Moscow with Maria. Here are the stations we visited:

1. Komsomolskaya Metro Station  is the most beautiful of them all. Painted yellow and decorated with chandeliers, gold leaves and semi precious stones, the station looks like a stately museum. And possibly decorated like a palace. I saw Komsomolskaya first, before the rest of the stations upon arrival in Moscow by train from St. Petersburg.

2. Revolution Square Metro Station (Ploshchad Revolyutsii) has marble arches and 72 bronze sculptures designed by Alexey Dushkin. The marble arches are flanked by the bronze sculptures. If you look closely you will see passersby touching the bronze dog's nose. Legend has it that good luck comes to those who touch the dog's nose.

3. Arbatskaya Metro Station served as a shelter during the Soviet-era. It is one of the largest and the deepest metro stations in Moscow.

4. Biblioteka Imeni Lenina Metro Station was built in 1935 and named after the Russian State Library. It is located near the library and has a big mosaic portrait of Lenin and yellow ceramic tiles on the track walls.

5. Kievskaya Metro Station was one of the first to be completed in Moscow. Named after the capital city of Ukraine by Kiev-born, Nikita Khruschev, Stalin's successor.

6. Novoslobodskaya Metro Station  was built in 1952. It has 32 stained glass murals with brass borders.

7. Kurskaya Metro Station was one of the first few to be built in Moscow in 1938. It has ceiling panels and artwork showing Soviet leadership, Soviet lifestyle and political power. It has a dome with patriotic slogans decorated with red stars representing the Soviet's World War II Hall of Fame. Kurskaya Metro Station is a must-visit station in Moscow.

8. Mayakovskaya Metro Station built in 1938. It was named after Russian poet Vladmir Mayakovsky. This is one of the most beautiful metro stations in the world with 34 mosaics painted by Alexander Deyneka.

9. Belorusskaya Metro Station is named after the people of Belarus. In the picture below, there are statues of 3 members of the Partisan Resistance in Belarus during World War II. The statues were sculpted by Sergei Orlov, S. Rabinovich and I. Slonim.
