The Chief Minister of Karnataka is the elected head and the chief executive of the state. The Chief Minister is elected by a majority in the Legislative Assembly of Karnataka. The Governor of Karnataka is the appointing authority for the Chief Minister of the state.

The Chief Minister of Karnataka acts as the leader of the Legislative Assembly, leader of the Council of Ministers, and the chief adviser to the Governor.

The Chief Minister’s term can last for a maximum period of 5 years. But there is no limit to the number of terms that a Chief Minister can serve the state.

At first Cabinet meeting, Congress govt passes orders to implement 5 'guarantees'

The newly elected Karnataka Chief Minister Siddaramaiah on Saturday said that the first Cabinet meeting has issued orders for the implementation of five guarantees which were promised by the party before the elections. The five 'main' guarantees are 200 units of free power to all households (Gruha Jyoti); Rs 2,000 monthly assistance to the woman head of every family (Gruha Lakshmi); 10 kg of rice free to every member of a BPL household (Anna Bhagya); Rs 3,000 every month for unemployed graduate youth and Rs 1,500 for unemployed diploma holders (both in the age group of 18-25) for two years (Yuva Nidhi) and free travel for women in public transport buses (Uchita Prayana).

CM launches ‘Puneeta Yatre’ to promote tourism

Bengaluru: With a view to promote tourism in the State and help people explore Karnataka’s religious heritage and spiritual history, the Department of Tourism, Government of Karnataka has launched Puneeta Yatre, an economic tour package, facilitating visits to places of all religious faiths.

Chief Minister Siddaramaiah on Wednesday launched the Puneeta Yatre at Vidhan Soudha.

Speaking at the launch, Chief Minister lauding the efforts of the Tourism Department remarked that Karnataka is a land of diverse cultures and religions. “People of different faiths undertake tours to numerous destinations to pay homage to their sacred deities. ‘Puneeta Yatre’ will enable our people to visit most incredible religious sites revered for its temples, exquisite churches and mosques, and explore the fascinating architectural brilliance of these places. Today happens to be World Tourism Day, on this auspicious day I am happy to launch Puneetha Yatre programme,’’ the chief minister said.

He said around 1.38 lakh people would make use of this facility. “The tour programme will be organised in two phases. The first phase will begin today and the second phase will commence on October 15. It is a Dasara gift for the people of Karnataka,’’ he said.

Minister for IT BT and Tourism Priyanka Kharge said “The subsidized tour packages will cater to the pilgrims of all religions @ 25% of subsidy over actual fare, which includes transport as well as accommodation”.

Key features of the programme:

1.24 AC deluxe buses of KSTDC and KSRTC are being deployed for operating these tours. 2.The tours shall include special Darshanas at the Temples, wherever possible. 3.The tour packages are made available to the tourists @ 25% of subsidy over actual fare, which includes transport as well as the accommodation. 4.Accommodation arrangements for tourists are being made in good budget-class hotels. 5.Tours are well curated and guided.

The programme will be implemented in two phases.

The first phase will commence on September 27 with the following packages:

1.Visiting Holy places of South Canara. 2.Hoysala and Gomateshwar darshan. 3.North Karnataka Pilgrimage tour 4.Pilgrimage places of South India 5.Special darshan of Thirupati Balaji 6.Thirupati, Kalahasti special 7.Famous temples of South India 8.Mantralaya darshan 9.Shiradi darshan

The second phase will commence on October 15 with the following packages:

Siddaramaiah has been sworn in as Chief Minister of Karnataka for the second term today, along with the Karnataka Congress president DK Shivakumar as the Deputy Chief Minister.

The oath ceremony took place at 12.30 PM at Kanteerava Stadium in Bengaluru, where Mr Siddaramaiah took oath in 2013, when he became Chief Minister for the first time.

Among the opposition leaders invited to the event were Nationalist Congress Party (NCP) chief Sharad Pawar, Tamil Nadu Chief Minister MK Stalin, and Bihar Chief Minister Nitish Kumar.

The Congress named Mr Siddaramaiah, 75, as the next Chief Minister and its state chief DK Shivakumar, a strong contender for the top post, as his only deputy on Thursday, ending the tense deadlock after prolonged parleys involving its central leadership.

Mr Siddaramaiah has become the Chief Minister for the second time after his earlier five-year stint from 2013. While 61-year-old Shivakumar, who had earlier worked as Minister under Mr Siddaramaiah, will also continue as the party's Karnataka state president till Parliamentary elections are over next year.

As many as eight Congress MLAs were sworn in as ministers in the Karnataka Cabinet during the oath-taking ceremony in Bengaluru on Saturday.

Governor Thaawarchand Gehlot administered the oath of office and secrecy to the MLAs at the swearing-in ceremony held at the jam-packed Kanteerava Stadium in Bengaluru.

Congress president Mallikarjun Kharge's son Priyank Kharge, party's MLAs G Parameshwara and MB Patil are among the eight MLAs who will be sworn in as ministers in the state Cabinet during the oath-taking ceremony in Karnataka on Saturday.

According to a letter to the Governor by the Karnataka Congress Legislative Party dated May 20, the other MLAs who will be sworn in today include 7-time MP KH Muniyappa, KJ George, Satish Jarkiholi, Ramalinga Reddy and BZ Zameer Ahmed Khan.

The oath-taking ceremony of Siddharamaiah as Chief Minister, DK Shivakumar as Deputy Chief Minister, and eight MLAs as ministers will be held today at Bengaluru's Kanteerava Stadium at around 12:30 pm.

Prime Minister Shri Narendra Modi will visit Karnataka on 27th February, 2023. At around 11:45 AM, Prime Minister will undertake a walkthrough and inspect Shivamogga Airport, after which, he will inaugurate and lay the foundation stone of multiple projects at Shivamogga. Thereafter, at around 3:15 PM, Prime Minister will lay the foundation stone and dedicate multiple development initiatives at Belagavi and also release the 13th instalment of PM-KISAN.

Prime Minister emphasis on improving air connectivity all across the country will get yet another boost with the inauguration of Shivamogga Airport. The new airport is developed at a cost of around Rs 450 crore. The Passenger Terminal Building of the airport can handle 300 Passengers per hour. The airport will improve connectivity and accessibility of Shivamogga and other neighbouring areas in the Malnad region.

Prime Minister will lay the foundation stone for two railway projects in Shivamogga. This includes Shivamogga – Shikaripura – Ranebennur new Railway line and Koteganguru Railway coaching depot. The Shivamogga – Shikaripura – Ranebennur new Railway line, will be developed at a cost of Rs. 990 Crore and will provide enhanced connectivity of Malnad region with Bengaluru-Mumbai mainline. Koteganguru Railway coaching depot at Shivamogga city will be developed at a cost of more than Rs 100 crores to help start new trains from Shivamogga and decongest maintenance facilities at Bengaluru and Mysuru.

Prime Minister will lay the foundation stone for multiple road development projects. The projects, which will be developed at a cumulative cost of more than Rs 215 crore, include construction of new Bypass road for Shikaripura Town on NH 766C connecting Byndur – Ranibennur; widening of NH-169A from Megaravalli to Agumbe; and construction of new bridge at Bharathipura in Thirthahally Taluk on NH 169.

During the programme, Prime Minister will inaugurate and lay the foundation stone of multi-village schemes worth more than Rs 950 crore under the Jal Jeevan Mission. This includes inauguration of one multi-village scheme for Gowthamapura and 127 other villages and laying the foundation stone for three other multi-village schemes to be developed at a total cost of more than Rs 860 crore. The four schemes will provide functional household piped water connections and are expected to benefit a total of more than 4.4 lakh people.

Prime Minister will also inaugurate 44 Smart City Projects worth more than Rs 895 Crores in Shivamogga city. The projects include 8 smart road packages of 110 km length; integrated command & control centre and multi-level car parking; smart bus shelter projects; intelligent solid waste management system; development of heritage projects like Shivappa Naik Palace into an interactive museum, 90 conservancy lanes, creation of parks and riverfront development projects, among others.

In a step that will showcase yet another example of commitment of the Prime Minister towards welfare of farmers, the 13th instalment amount of about Rs. 16,000 crores under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), will be released through direct benefits transfer to more than 8 crore beneficiaries. Under the scheme, eligible farmer families are provided a benefit of Rs. 6000 per year in three equal instalments of Rs. 2000 each.

During the Programme, Prime Minister will dedicate the redeveloped Belagavi Railway Station building to the nation. This Railway Station is redeveloped at an approximate cost of about Rs 190 Crore to provide world-class amenities to the passengers. Another railway project that will be dedicated to the nation by the Prime Minister is the rail line doubling project between Londa-Belagavi-Ghataprabha section at Belagavi. This project, developed at a cost of about Rs 930 Crores, will enhance line capacity along the busy Mumbai – Pune – Hubballi – Bengaluru railway line, leading to promotion of trade, commerce and economic activities in the region.

Prime Minister will also lay the foundation stone of six multi village scheme projects under Jal Jeevan Mission in Belagavi, which will be developed at a cumulative cost of about Rs 1585 crore and will benefit about 8.8 lakh population of more than 315 villages.

In other news, Basavaraj Horatti, who contested on a  BJP  ticket, won the election to the Legislative Council from Karnataka West Teachers’ constituency Wednesday for a record eighth time. Horatti, who had recently joined BJP from JD(S), got 9,266 first preferential votes in his favour, while Congress candidate Basavaraj Gurikar bagged 4,597 votes, and S N Gidadinni of the JD(S) got just 273 votes, according to the Election Commission. Of the 14,360 votes polled, 1,223 were rejected.

The state government is open to any suggestions to correct the mistakes in revision of the textbooks, Chief Minister Basavaraj Bommai said in Davangere. 

Speaking to media persons in Davanagere, Bommai said, corrections are already being made in consultation with the Education minister. "We are open for suggestions. The details have been uploaded in the department website for the purpose. There were objections against previous textbooks too. The State government is open to correcting the mistakes."

It is a tragedy of Congress that the party is agitating against a probe into an anti-corruption case, Chief Minister Basavaraj Bommai said Thursday. Speaking to media persons in Davanagere, Bommai said, people would send them on a 'Ghar Chalo' movement if they continue to do this.

The Karnataka High Court has dismissed the appeal of seven Kollegal City Municipal Council members, who were elected on BSP ticket but defied the party's whip.

Under Sections 3 and 4 of the Karnataka Local Authorities (Prohibition of Defection) Act, they were disqualified as councillors by the Deputy Commissioner of the Chamarajanagar district. They had challenged their removal in a writ petition before a single judge bench in 2021 but their dismissal was upheld. They had then filed an appeal before the division bench.

Pavithra, L Nagamani, Gangamma, Naseer Shariff, Prakash, Ramakrishna N and Nagadundaramma were elected as councillors in 2018 on BSP party ticket. In 2020, when the election to the post of president and vice president of the CMC was held, they defied the party's whip to vote for the official candidate G Jayamari. Instead, Gangamma, the rebel candidate, was elected as president with the help of BJP.

Vishwa Hindu Parishad (VHP) and Bajrang Dal (BD) have been denied permission to hold a protest rally against the violence amid protests in many parts of the country over the controversial remarks made on the Prophet.

The two outfits had planned a rally in the city to register their protest against people who indulge in violence in the pretext of protesting against certain remarks made by BJP leaders against the Prophet. The rally was scheduled to be held near the PVS circle and VHP and BD leaders had announced the decision through social media.

However, city police commissioner N Shashi Kumar said no permission was given to hold such a rally in the city. (PTI)

A 32-year-old doctor from Kadapa in Andhra Pradesh, who was working at the Victoria Government Hospital, died after falling from his 11th floor apartment at Amruthahalli in the city on Wednesday, police said.

The Air Officer Commanding in Chief (AOC-in-C), HQ Training Command, Indian Air Force (IAF), Air Marshal Manavendra Singh Wednesday said the  ‘ Agnipath’ scheme  has been designed to provide an opportunity to the youths who may be keen to don the uniform and are ready to experience the military life without having to make a long-term commitment.

The union government Tuesday announced the Agnipath scheme under which soldiers will be recruited for a four-year stint in the tri services — Indian Army, Indian Navy and IAF. The eligibility criteria will be 17.6 years to 21 years. There will be a distinctive insignia for ‘Agniveers’ on their uniforms. (Read More)

The Congress' Karnataka unit will lay siege to Raj Bhavan on Thursday in protest against the "torture" meted out to its national leader Rahul Gandhi by the Enforcement Directorate, which is questioning him in the National Herald money laundering case, the party announced today.

It also accused the BJP government at the Centre of indulging in "vendetta politics." Congress stands behind the Gandhi family and will not fear jail, the KPCC leadership said, as it hit out at the central government and Delhi police for alleged atrocities against its workers and leaders in the national capital and not allowing them to go to the AICC office.

Further, on Friday morning in all districts a protest will be held in front of central government's offices there. (PTI)

The Karnataka High Court has upheld a police probe which did not press criminal charges under the Indian Penal Code (IPC) and the Protection of Children from Sexual Offences (POCSO) Act against a bishop of the Church of South India (CSI) in a case registered in the year 2015 in Bengaluru.

A single judge of the high court has quashed a summons issued by a trial court in Bengaluru to bishop Prasanna Kumar Samuel in 2017.

In a fallout of a police raid on a club at a five-star hotel in Bengaluru early on Monday that led to the  arrest of Bollywood actor Siddhanth Kapoor and four others , clarity has emerged on the deadline for closure of hotels in Bengaluru.

The police informed hoteliers in the city at a meeting held on Tuesday that all hotels are authorised to remain open till 1 am every day, a senior police officer said. “We have issued strict orders that hotels cannot remain open beyond 1 am,” the officer said.

“There was already an order saying that the closing time for hotels is 1 am. Still, the police department was asking us to close at 11 pm in many places. This was our first request. They have readily agreed and said that all departments will be instructed that hotels can remain open till 1 am without any hurdles,” said P C Rao, the head of the hoteliers’ association in Bengaluru. Karnataka Primary and Secondary Education Minister B C Nagesh on Wednesday clarified that neither the state nor the central government has issued any directions regarding selecting Hindi-speaking students for the 'Azadi Ka Amrut Mahotsav' tour programme.

The Minister's clarification came following controversy over a circular issued by the Deputy Director for Pre-University Education Department (Bengaluru South) instructing colleges to choose students who can speak Hindi for the tour.

The circular has elicited sharp reactions alleging "Hindi imposition". (PTI)

  Karnataka Higher Education Minister C N Ashwath Narayan on Wednesday said examination centres will be videographed during the Common Entrance Test (CET) for professional courses in the state this year, aimed at curbing exam malpractices.

These exams are for admissions to engineering, agriculture, veterinary, pharmacy, and other courses from June 16-18.

A total of 2,16,525 candidates have registered for CET-2022, and the examination will be conducted in 486 examination centres across the state, out of which 87 are located in Bengaluru and 399 are in the rest of the state, the minister's office said in a release. (PTI)

With  31 students testing positive for Covid-19  at two schools in Dasarahalli zone, the Bengaluru civic body Bruhat Bengaluru Mahanagara Palike (BBMP) Tuesday evening issued a set of advisories for schools and parents.

The advisory directs schools to mandatorily conduct thermal screening for all students, teachers and non-teaching staff at the entrance. “Anybody with Covid symptoms should be tested and isolated till the result comes in. Wearing of masks and  social distancing should be maintained by all in school premises. Sanitisers have to be kept at key locations in the school. The school should make sure that all its staff are vaccinated and if there is any eligible member who is not vaccinated, arrange for them to be vaccinated,” the advisory reads. Read More

Former Karnataka high court judge Justice B S Patil has been appointed as the new Lokayukta of Karnataka on a recommendation by Karnataka Chief Minister Basavaraj Bommai. Justice Patil had been serving as the Upa Lokayukta in the office of the Karnataka Lokayukta.

The move to appoint Justice Patil as the Lokayukta comes nearly six months after the tenure of the previous Lokayukta, Justice Vishwanath Shetty, ended in January.

The Karnataka High Court has quashed the criminal proceedings against Reverend Prasanna Kumar Samuel in a case under the Protection of Children from Sexual Offences (POCSO) Act.

Prasanna Kumar Samuel is a Bishop of Church of South India (CSI) Karnataka Central Diocese, Bengaluru.

The case was registered against five people, including Prasanna Kumar Samuel under the Indian Penal Code (IPC) and POCSO in 2015 in relation to alleged sexual assault on some girls at the premises of a school in the the city.

After University College of Mangalore, Government First Grade College, Uppinangady, it is now the Government First Grade College in Haleyangadi where 19 Muslim girls are facing loss of education due to the ban on hijabs.

Following the Karnataka High Court order of March 15 that upheld the recommendations of the College Development Committee (CDC) that made uniforms compulsory, the Government First Grade College in Haleyangadi strictly prohibited Muslim girls from attending classes wearing hijabs.

Counting of votes for the biennial election to the Karnataka Legislative Council from two graduates' and an equal number of teachers' constituencies got underway.

North-West Graduates', South Graduates', North-West Teachers', and West Teachers' constituencies went for polls on Monday, witnessing an overall voter turnout of 71.01 per cent. A total of 49 candidates were in the fray for the polls, including four women.

The ruling BJP and the principal opposition Congress had fielded one candidate each in all the four constituencies, while the JD(S) had candidates in the fray in three constituencies other than the North-West Graduates' constituency, the remaining candidates were all either independents or from unrecognised parties.

The elections to the four seats of the Upper House of Karnataka Legislature were necessitated as the term of BJP's Nirani Hanamant Rudrappa (N-W Graduates') and JD(S)' K T Srikante Gowda (S-Graduates'), BJP's Arun Shahpur (N-W Teachers') and JD(S)' Basavaraj Horatti (W-Teachers') are coming to an end on July 4.
