The university has a managed travel program. Travel policy is established to ensure prudent use of university resources while ensuring the safety of travelers and minimizing the administrative burden on travelers and support staff.

  • Organized by others outside the university and paid for by the university
  • Sponsored by the university in the form of name, organization, communication, management, staffing, transportation, or space provision

Applies to faculty, staff, students, and non-employees traveling on or arranging university-sponsored travel.

Policy Summary

The university will pay/reimburse actual lodging costs—within the stated maximum rates for the location—when a business trip requires an overnight stay. Lodging payment/reimbursement is limited to the maximum nightly room rate.

  • NCAA-funded travel has specific requirements, some of which may be less restrictive than university policies or rates. NCAA-funded travel will be governed by NCAA policy.
  • Sponsored projects (e.g. fund 144 or 133) are subject to the terms and conditions of the specific award, as well as applicable program guidelines, which may restrict the use of funds for certain types of expenses. Please contact the Research and Sponsored Programs accountant  for your award with any questions.

Use of internet-based lodging brokers or third party sites (e.g. Expedia, Hotels.com, Kayak, Priceline, Hotwire) is prohibited. See Procedure 3017.1 – Making Lodging Reservations .

  • The traveler stayed at the conference location or a nearby lodging facility identified by the conference organizers. This must be documented on the conference registration materials saved with the payment mechanism.
  • The base hotel rate was within the lodging limits; however, the total including taxes/fees exceeded the maximum nightly rate (domestic travel only).
  • No other lodging facilities were available within the maximum nightly limits. This requires supporting documentation, typically a copy of the Concur search results, to be saved with the payment mechanism.

Note : AirBnB rentals typically include service and cleaning fees which must be considered when determining the nightly lodging limit.

Note : Group reservation deposits or guarantees are contingent upon contractual requirements of the lodging establishment and will be prepaid as required by the contract.

  • Shared Lodging. When sharing a room with another university business traveler, the expense of a double occupancy room may be incurred, but may not exceed the total cost of a single standard room rate for the location for each business traveler.
  • When booking through AirBnB.
  • Staying at a campground, when necessary to meet the traveler’s business needs.
  • Lodging Provided In-Kind. The University will not pay or reimburse any lodging that is furnished in-kind or at no cost, including electing to stay with family or friends during business travel.
  • Local lodging. The university will not pay lodging costs when travelers are within 50 miles of their home or headquarter city unless the travel is for a multi-day event with an evening business-related activity that makes returning to the employee’s home impractical.
  • Terms and Conditions: Travelers are responsible for complying with a lodging facility’s terms and conditions (e.g. cancellation policies, check-in/out hours). The university will not pay/reimburse for charges incurred due to non-compliance with the facility’s terms and conditions.
  • Extended Lodging. Employees are expected to find lodging at reasonable weekly/monthly rates if the university requires they remain in travel status for an extended period of time (30 days or longer). Affordable options may include leasing residential space (e.g., apartments, condos) through a property management company or rental service or utilizing an extended stay hotel. Travelers must ensure appropriate insurance is available. The cost of necessary utilities (e.g. heat, electricity) is reimbursable when leasing accommodations. Required security deposits are the financial responsibility of the traveler and will not be paid or reimbursed with university funds. Payment/reimbursement of lodging for travelers on extended leave (e.g. leave with/without pay, sabbatical, research) is not guaranteed. Approval must be obtained from the division level or higher prior to incurring lodging expenses.

Policies and procedures

The UW Travel Office  maintains detailed and up-to-date policies and procedures related to travel for UW business by UW employees and guests of the University.

Travel-related expenses must never be charged to a UW ProCard. Complete a Travel Approval Form  (pdf) and route it for approval in advance of any travel-related costs or travel outside the State of Washington.

This form should also be used when you plan to purchase an airfare or train fare upgrade costing over $75, and to seek approval of hotel rates that are above the allowable lodging per diem rates for the hotel location. You must provide documentation justifying any exception to the UW lodging per diem policy (i.e. for official conference hotels where the room rate exceeds the UW per diem, you must provide documentation that the conference organizers named the hotel as an official conference hotel).

Booking & paying for your travel

Central travel account (cta): flights and guest lodging.

Kim Dinh administers and authorizes use of the Provost Central Travel Account (CTA) for authorized Executive Office and organization unit administrative staff to purchase airline tickets for UW employees or lodging for guests of the UW. ( Note: All purchases must conform to UW Central Travel Account guidelines  and lodging for UW employees cannot be charged to the Provost CTA.)

Administrative staff given access to use the Provost CTA must forward all receipts and itineraries to Executive Office Shared Services at [email protected] once the transaction is completed (do not wait for the end of the month). For each transaction, a business purpose must be provided that answers the following questions: WHO is the purchase for; WHAT was purchased; WHERE (from which vendor) was the purchase made; WHEN was the purchase made; and WHY was the purchase made.

If airfare or guest lodging is to be charged to the Provost CTA, Executive Office Shared Services will need to give the travel agent authorization to charge the CTA (in these cases, please tell the agent to contact EOSS for CTA billing authorization).

Lodging and meals per diem

Lodging and meals expenses incurred by UW employees in travel status as well as guests of the University must adhere to UW-approved per diem rates .

Reporting your foreign travel

Email  [email protected] with your travel itinerary prior to embarking on your trip. (This can be as simple as forwarding on your flight confirmation and other travel details along with your employee information.)

This is critical to the Office of Global Affairs (OGA) ability to manage the health and safety of UW employees and students traveling abroad. Visit OGA’s  International Travel Registry site for more detailed information.

Do not make purchases on your ProCard. Use your UW Travel Card (if you were provided with one) or your personal card. Keep your itemized receipts.

As women's hoops grows, scrutiny increases on NCAA hosts to manage hotel offerings, travel times

Eastern Washington savored the thrill of claiming a Big Sky Conference Tournament title that secured its second trip to the NCAA women's basketball tournament.

Yet, with the Eagles part of March Madness for the first time since 1987, there was at least one damper on that buzz: having to stay in a hotel 40 miles out due to limited availability near Oregon State's arena, leading to a gameday trip that took an hour.

"To be an hour away, we were pretty bummed," Eastern Washington athletic director Tim Collins told The Associated Press.

It's an example of the logistical headaches that are part of the equation for a tournament that has long relied on host schools for opening-round games and the better attendance that comes with it. Yet with those sites not determined until days ahead of time compared to years on the men's side, there are more variables such as limited hotel availability displacing teams from the local scene — an issue highlighted by Utah reporting that it experienced a series of hate crimes in Idaho while staying 30 miles from its games in Spokane, Washington, before changing hotels.

"Seeing packed venues at first- and second-round games was incredible, and it is certainly an important aspect of our student-athletes' NCAA Tournament experience," Texas A&M deputy athletic director and senior woman administrator Kristen Brown said in an email to the AP.

"However, there also needs to be a certain standard and consistency across all host sites when it comes to areas like hotel accommodations, nutrition, and the competition facility that are prioritized as part of the student-athlete experience as well."

That's a balance facing the NCAA as it evaluates the next steps for the tournament at a time of unprecedented growth and popularity for the sport.

Lynn Holzman, NCAA vice president for women's basketball, told the AP this week that the selection committee was scheduled to review its championship format after the 2025 tournament, though she is pushing for that to begin this year. That would include the advancement from the First Four through the early round hosts and then to the two-regional format introduced last season.

As far as host sites, it's a tricky balance, starting with the boost of stronger attendance for home-standing teams compared to playing at neutral sites to start the tournament. This year, the opening two rounds drew a record 292,456 fans, surpassing last year's previous high by more than 60,000.

"If the NCAA can come up with a well-designed plan for (neutral-site hosts), it would definite be better from a competitive standpoint," said Nebraska spokesman Jeff Griesch, whose Cornhuskers traveled to the Oregon State site for the NCAAs. "Not sure it will be better for fans, the atmosphere in the buildings or the presentation on television."

And there's another matter: Being picked as a host has become a standing reward for top teams based on their season success. It matters, too, such as Tennessee coach Kellie Harper noting North Carolina State's loud home crowd made it difficult for her team to communicate in a second-round loss at the Wolfpack.

"That's why all year long I'm so stressed out because I know every game matters so much if you're trying to get a top-16 and get to host," Wolfpack coach Wes Moore said. "They've worked their tails off all year to get that little advantage, and just proud of them for cashing in on it."

N.C. State offers an example of how it's easier to manage the logistics in some locations than others.

The school is located in the capital city of the country's ninth-most populous state, and the area frequently hosts men's opening-round games featuring eight teams, as well as previously hosting NHL events such as the entry draft (2004), All-Star Game (2011) and a Stadium Series outdoor game (2023).

So finding nearby hotels capable of offering meeting space or nutritional support wasn't difficult. The three teams — Chattanooga and Green Bay joined the Lady Vols — playing at the Wolfpack's Reynolds Coliseum ended up staying at hotels within roughly 6 miles and 20 minutes of travel time from the venue.

Yet Raleigh is roughly seven times more populated than Corvallis, Oregon, where Eastern Washington, Nebraska, Texas A&M opened tournament play.

"In our case, Corvallis didn't have enough hotels," Collins said. "The NCAA has three-star requirements. What kind of catering can you do? In a smaller town, you don't have many three-star hotels."

The Eagles ended up staying in Salem, drawing the furthest travel time as the lowest-seeded team among the four in Oregon State's pod.

"Oregon State, their team gave us incredible hospitality," Collins said. "We asked for a police escort. Unfortunately, there was miscommunication and they gave us an escort but no traffic control."

There also can be additional complications, such as the men's tournament holding games in Spokane the same week as the women's tournament along with a large youth volleyball tournament in the area that contributed to a pinch on hotel availability.

That illustrates Brown's point about pushing for more consistency in hosting requirements and offerings, particularly in evaluating the future in a sport of rising popularity.

"I have talked to some of my colleagues around the country," Brown said. "Locker rooms at the competition facility should have bathrooms inside of them. Host hotels should be full service and have the ability to provide proper nutrition for teams, and if they are unable to do so, it should be required to allow outside catering in order to properly nourish your team. Hotel accommodations should be within a reasonable distance from the competition venue."

Brown went on to call those "minimum expectations" that schools have during regular-season competition.

If those expectations couldn't be reached in the current model, she said alternatives "should be explored, whether that is competing at neutral sites, going back to predetermined campus sites or some other setup that allows for our student-athletes to have the overall experience they deserve."

Wisconsin is an outdoors destination, and it keeps getting the accolades to prove it.

Last week, The Dyrt named Bayfield's Sailr Springs Glamping to its top 10 glampgrounds in the U.S. This week, Women's Health declared Nekoosa's Sand Valley Resort the best hotel for outdoor activities in its annual Health Travel Awards .

Sand Valley Resort is known for year-round offerings, most notably its four golf courses. A fifth is expected to open in Summer 2024, but the resort also offers tennis courts, nine miles of hiking trails, biking, kayaking, pond hockey and more.

"Whether you go with a partner and stay in a suite overlooking one of the golf courses or book a four-bedroom cottage for up to eight people, there’s no shortage of ways to enjoy the pristine landscape," the magazine wrote .

Located in central Wisconsin, rates for lodges currently range from as low as $275 for a single room with a king bed to as high as $3,000 for a suite with four king bedrooms.

Sand Valley Resort will host four amateur United States Golf Association tournaments in the coming years.  Sand Valley  will host the U.S. Mid-Amateur in 2026. That tournament will be held on the newly constructed Lido, a private course on the resort. It opened for play in 2023.

The resort will then host the 2029 U.S. Junior Amateur, the 2030 U.S. Women’s Mid-Amateur and the 2034 U.S. Girls’ Junior.

Princess makeovers and $18K dinners: How to spend a fortune at Disney

For a cool $500,000, you too can have an ultra luxury disney honeymoon, complete with a custom gown and carriage.

For some Disney fans, waiting in ride lines and dining with the masses at the theme parks just won’t do.

Those seeking a lifestyles-of-the-rich-and-famous experience can be ushered through lines by a dedicated guide for as much as $900 an hour; watch fireworks from a private boat for $450; or spend three hours sampling food and wine in the kitchen of a fine-dining restaurant for $635 a person. Not pricey enough? There’s always the $18,000 private dinner experience.

Plenty of people are paying for these experiences; in some cases, demand is so high that there’s a waiting list.

“There are a number of people out there where money is no object,” said Greg Antonelle, co-owner of the travel agency MickeyTravels . “I’m a little jealous.”

He said a five-day trip with VIP access, fancy food and luxury accommodations could easily add up to $30,000 to $40,000.

The Walt Disney Company has made headlines for exorbitant prices, including the now-closed $5,000 Star Wars: Galactic Starcruiser hotel and role-playing experience and $115,000 private jet excursion to every global Disney park. Even entry-level visitors complain about ticket prices, food costs and the relatively new expense of skipping lines .

The company offers more budget-friendly options, with the cheapest ticket priced at $104 or $109 in California and Florida respectively. In low season, a value-priced hotel room at Disney World runs for about $155 a night.

“Like other vacation destinations, we give our guests lots of options to customize their Disney experience,” Disney spokesperson Avery Maehrer said in a statement.

Still, some fans complain that a Disney vacation has become so costly that it’s out of reach for the middle class, even without luxury upgrades. Between tickets, hotel, food and souvenirs, even a penny-pinching trip can set a family of four back more than $3,000.

For those who have never pinched a penny in their lives — or just saved for a special-occasion splurge — Disney provides a host of options . The extras range from pricey add-ons to truly aspirational indulgence.

$450-an-hour VIP tour

Consider some of the most annoying aspects of a Disney trip — parking, hiking to the gate, queuing to get in, then standing in, line for rides all day. Now imagine avoiding all of that. That’s the promise of a VIP guide who will pick you up, sweep you through backstage entrances and usher you onto rides with minimal or no waits.

The convenience doesn’t come cheap. At Walt Disney World, the tour costs between $450 and $900 an hour, depending on the time of year, with a minimum of seven hours and maximum of 10. Ten people can be part of the group. Park admission is not included — and neither is a tip.

Antonelle said his company has clients who will book 10 days at Disney World and opt for VIP tours for seven of those days. He said it’s not uncommon to see a plaid-wearing VIP tour guide carry a family’s food trays at restaurants or push strollers with the group.

Cara Goldsbury, president and founder of the luxury Disney travel agency Glass Slipper Concierge , said the guides also share stories, trivia and history, and provide access to special viewing areas for parades and nighttime shows.

“That’s the only way to do it as far as most of our clients are concerned,” she said.

$185 photo package

Photographers are stationed all over Disney World parks to take photos of guests, but those snapshots aren’t free. To get downloads of all the pictures from an entire trip, including from rides, the “Memory Maker” package costs $185 if purchased in advance, or $210 during the vacation.

For those who want more time with a photographer, or don’t want to wait for six other families to get that shot in front of the castle, Disney offers private 20-minute photo sessions for $99.

Staci Kimball, a travel adviser and vice president of GSC World Travel , a sister company to Glass Slipper Concierge, said clients care more about memories and experiences than merchandise.

“We really do always recommend either a private photo session or certainly buying the Memory Maker photo package so they can capture all of those memories,” she said.

$250 custom lightsaber

Mickey Mouse ears, popcorn buckets and bubble wands are always in demand, but some travelers want to have a role in making their souvenirs.

Kimball said she helps clients book the Savi’s Workshop experience, where Star Wars-loving visitors can custom-build their own lightsaber. It costs about $250 at Hollywood Studio s in Florida and $220 at Disneyland in California .

“That is a really popular, popular activity,” she said. “That can also be hard to get.”

Another in-demand interactive gadget: a build-your-own droid for about $120 in Florida and $100 in California .

$449 fireworks cruise

Don’t want to brave crowds for fireworks? There are a number of ways to get a better view — including from the water.

Starting at $449, a private fireworks cruise at Disney World can seat up to 10 people and includes snacks and drinks. Chartered boats set sail from several hotels to view the fireworks show at Epcot and Magic Kingdom.

“What we’ve learned is people that are spending exorbitant amounts of money on their vacation, they don’t like waiting in lines, number one, and they don’t like being 20 rows of people back for fireworks,” Antonelle said. Sure, fireworks are overhead, but who really wants to camp out for a good spot and look at hundreds of other necks craning if they can avoid it?

$450 princess makeover

Kids who dream of being royalty, or just looking like the product of a fairy godmother’s magic wand, can visit Bibbidi Bobbidi Boutique at Magic Kingdom or Disneyland Park .

Packages start at $99.95 for the princess treatment in both locations or $19.95 for a knight’s look in Florida and $49.95 in California. The most expensive option, starting at $450, includes a “signature Disney Princess gown,” crystal tiara, garment bag, hairstyling, makeup, sash, face gem and nail polish.

“I just did Bibbidi Bobbidi Boutique with my 5-year-old granddaughter,” said Goldsbury, who wrote “ The Luxury Guide to Walt Disney World Resort .” “It was the most darling experience.”

$7,900-plus a night hotel

Goldsbury said her company prefers to book clients at Disney World’s priciest, most conveniently located — or “deluxe” — resorts, especially those connected by monorail to the Magic Kingdom. Some rooms have “club level” designation with lounges and free food, she said.

A search of available inventory shows a club-level two-bedroom suite at the Grand Floridian for $3,597 a night in early April of 2025. The Polynesian’s King Kamehameha suite is listed for $3,320 in late August of 2025, a typical slow season.

In California, the two-bedroom Mickey Mouse suite at the Disneyland Hotel is going for about $5,025 in June of this year, and the two-bedroom Mount Whitney suite at the Grand Californian is listed for a whopping $7,984 a night in June.

For some travelers, deluxe hotel prices pose zero problems. Antonelle said he books a “royal family from overseas” at a Disney World deluxe resort.

“They’ll book out literally dozens of rooms because they’re bringing their nannies, they’re bringing their security,” he said.

$18,000 private dining experience

Disney parks are full of budget-stretching drinking and dining options. But three-course dinner inspired by “Beauty and the Beast?” Get ready to shell out $70 per adult. A tequila tasting with a “certified Tequila Ambassador” costs $180 per person. The Chef’s Table at Victoria & Albert’s, a restaurant at the Grand Floridian Resort, is a hot ticket at $635 a person for wine and food.

21 Royal, a private dining experience situated atop Pirates of the Caribbean in California, may take the cake. It costs $18,000 for a group as large as 12 and promises transportation, a reception, opportunity to explore the apartment-type surroundings, a meal on gold-plated dinnerware and balcony dessert with a view of evening entertainment.

AJ Wolfe, owner of the Disney Food Blog , has eaten at 21 Royal twice.

“It was luxurious for sure — the food was wonderful, and I felt like a VIP,” she wrote in an email. “Also, for a Disney history nerd it’s amazing because you know that Walt was integral in thinking about that space — maybe not the decor necessarily, but the layout.”

$95,000 top-floor hotel buyout

The Four Seasons Resort Orlando, near the theme parks, allows guests to rent out its entire 16th floor , which includes balconies with a view of fireworks at Epcot and Magic Kingdom. While the hotel isn’t operated by Disney, advisers say it’s a good fit for luxury travelers who are used to five-star service.

According to the resort, the cost for the top floor is $95,000 a night, plus tax. On a smaller but still extremely expensive scale, prices for the Presidential Suite start at $19,000 a night and $22,000 a night for the Royal Suite.

$500,000 honeymoon

Jennifer Kozlow, a travel adviser and vice president of Glass Slipper Concierge, said she had clients who spent their five-week honeymoon at Disney World. The trip included transportation to a special event in a carriage, a custom gown, private dining as the characters from “Beauty and the Beast” danced, a special fireworks viewing and VIP tours every other day for the five-week stretch. The couple stayed in presidential suites at four different hotels.

Another client managed to spend the same amount of money in a much shorter stretch: four days. Kozlow said the group — a family of 37 — bought out the top floor of the Four Seasons to celebrate the matriarch’s 80th birthday. The family had private meals delivered to their suites so relatives could come and go. The group did daily VIP tours using four guides.

“They flew in on a private plane just to see the resort,” Kozlow said.

There is one thing money can’t buy, she said.

“People do ask: Can they get a character to come to their suite? That you definitely can’t do,” Kozlow said. “They don’t tuck you in at night.”

FY 2024 per diem highlights

We establish the per diem rates for the continental United States (CONUS), which includes the 48 contiguous states and the District of Columbia. Federal agencies use the per diem rates to reimburse their employees for subsistence expenses incurred while on official travel.

Federal per diem rates consist of a maximum lodging allowance component and a meals and incidental expenses (M&IE) component. Most of CONUS (approximately 2,600 counties) is covered by the standard rate of $166 ($107 lodging, $59 M&IE). In fiscal year (FY) 2024, there are 302 non-standard areas (NSAs) that have per diem rates higher than the standard rate.

Since FY 2005, we have based the maximum lodging allowances on average daily rate (ADR) data. ADR is a widely accepted lodging industry measure derived from a property's room rental revenue divided by the number of rooms rented. This calculation provides us with the average rate in an area. For more information about how lodging per diem rates are determined, visit Factors Influencing Lodging Rates .

We remind agencies that the Federal Travel Regulation (FTR) allows for actual expense reimbursement when per diem rates are insufficient to meet necessary expenses. Please see FTR § § 301-11.300 through 11.306 for more information.

FY 2024 results

The standard CONUS lodging rate will increase from $98 to $107. All current NSAs will have lodging rates at or above FY 2023 rates. The M&IE per diem tiers for FY 2024 are unchanged at $59-$79, with the standard M&IE rate unchanged at $59.

Per diem localities with county definitions shall include "all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
