Industry and Experts Deliberate on Implementing Goa Roadmap for Tourism with Focus on SDGs and Travel for LiFE

Niti aayog workshop on “implementing goa roadmap for tourism” leading voices from over twenty private institutions, think tanks and academia participated.

As a part of its ongoing G20 Think Tank Workshop Series, NITI Aayog organized a workshop on “Implementing Goa Roadmap for Tourism” on November 04, 2023, with India Foundation and the Ministry of Tourism, Government of India, as its knowledge partners. 

The G20 meeting on tourism was held in Goa on June 21, 2023, culminating in the Goa Declaration. The Goa Roadmap for tourism as a vehicle for achieving the Sustainable Development Goals is a pioneering effort towards harnessing tourism as a driving force to achieve the SDGs. The G20 New Delhi Leader’s Declaration (NDLD) noted the Goa Roadmap for Tourism and ‘Travel for LiFE’ program as the policy blueprints for nurturing tourism as a means for sustainable socio-economic development.

The workshop aimed at deliberating on the implementation of the Goa Roadmap, and the discussions were conducted over four thematic sessions. In the plenary session, Ms. V. Vidyavathi, Secretary, Ministry of Tourism, Government of India, delivered the thematic address. Shri Suman Bery, Hon’ble Vice Chairman, NITI Aayog, presided over the workshop as the Chief Guest and delivered brief remarks, setting the backdrop for the day-long discussions. He emphasized on the need for developing the tourism sector along the lines of gender led development and reinforcing Nari Shakti. He also highlighted that dispersion of tourism and its management are contemporary challenges to be dealt with, and an act of co-creation between the private and public sector could provide practical solutions.

The thematic sessions witnessed discussions over the following themes – “Green tourism: Greening the tourism sector for a sustainable, responsible, and resilient tourism sector”, “Tourism micro-, small, and medium-sized enterprises (MSMEs): Nurturing tourism MSMEs, startups, and the private sector to unleash innovation and dynamism in the tourism sector”, “Digitalization: Harnessing the power of digitalization to promote competitiveness, inclusion, and sustainability in the tourism sector” and “Strategic management of tourist destinations with focus on Heritage and Religious tourism”. 

Leading voices from over twenty government bodies and private institutions of the likes of Ministry of Environment, Forest, and Climate Change, Trade Promotion Council of India, Confederation of Indian Industry, National Council of Applied Economic Research, Indian Hotels Company Limited, Indian Venture & Alternate Capital Association, Indian School of Business, Indian Institute of Technology,  Kanpur, Small Industries Development Bank of India, United Service Institution of India, Jamia Millia Islamia University, MakeMyTrip, Adventure Tour Operators Association of India, Federation of Association in Indian Tourism & Hospitality, Indian Institute of Tourism & Travel Management, National Maritime Heritage Complex,  and more participated with valuable insights to make this a rich conversation. 

The discussions touched upon various issues, opportunities and challenges posed before a sustainable development of the tourism sector. It was observed that local tourism is a major source of both income and cultural upliftment. The panelists also stated that local tourism would add on to developing the idea of sustainable tourism circuits, ensuring support to the local economy as well as guaranteeing environmental conservation. There was an emphasis on the need to balance a boom in visitor capacity of tourist destinations against our commitment to environment protection, green tourism and sustainability.   

The workshop identified critical issues and action points that have emerged from the Goa Roadmap. It shed light on new challenges and opportunities, such as the digital revolution or the need for greater environmental stewardship, and the urgency with which they need to be addressed. The workshop concluded with the commitment to carry the spirit of Goa Roadmap ahead – a spirit of collective action and shared responsibility for a tourism sector that can sustainably support our planet and its people. 

The workshop will produce an outcome document that discusses the way forward for implementing Goa Roadmap for Tourism in India’s context.

Lakshadweep admin developing high-end tourist facilities: Centre

“Lakshadweep administration has informed that they are engaged in development of sustainable eco-tourism projects at Kadmat, Minicoy and Suheli islands under the aegis of NITI Aayog,” Union tourism and culture minister G Kishan Reddy said in a written reply in the Lok Sabha on August 8.

“They are also developing high-end tourist resort facilities in Kavaratti, Agatti and Bangaram group of islands on priority basis and are intended to strengthen the water sports activities at various tourist islands to meet the requirements of tourists visiting these islands,” the minister added.

The minister was responding to a set of questions from two Janata Dal (United) MPs Kaushalendra Kumar and Rajiv Ranjan Singh, popularly known as Lalan Singh.

“To promote scuba diving and to position Lakshadweep as a prime location for scuba diving on the world map, they (UT administration) are developing scuba diving centres in Kavaratti, Kalpeni, Minicoy, Kadmat and Bangaram islands. The administration of Lakshadweep has taken steps for development of islands through public-private participation,” Reddy said.

On whether the government proposes to develop Cherium Island by giving it the status of tourism industry, the minister said: “Lakshadweep administration has informed that they have initiated process to develop eco-tourism project in various islands having tourism potential in which, Cheriyam Island is also included.”

Emphasising that the country’s coastline, including the region of Lakshadweep, has enormous potential to develop cruise tourism, both international and domestic, the Union minister added: “To harness this, a task force has been constituted with secretary, ministry of tourism as the chairman and secretary, ministry of shipping as the co-chairman.”

The Centre also informed that the UT administration has initiated the process for expansion of Agatti Airport to facilitate operation of bigger aircrafts. At present, only ATR-72 aircrafts can operate from Agatti. “In-principle approval for development of a new civil-military dual purpose airport in Minicoy has been given by the ministry of Defence,” the ministry said in its response.

In June last year, a group of 60 scientists and researchers requested then President Ram Nath Kovind to withdraw the draft Lakshadweep Development Authority Regulation (LDAR) 2021, underlining that the region’s unique geography, ecology, and long human history place natural limits on the kind of development the archipelago can support.

Some of the measures under LDAR 2021 proposed for the removal or relocation of islanders from their property for town planning. Researchers had said that the draft regulation designed to boost tourism, was in direct conflict with the rights of local people to land, livelihood and healthy ecosystems.

“The LDAR 2021 hasn’t been approved yet. But we do have a proper policy for development of tourism in the islands. Recently, we have given work orders to one of the biggest hospitality companies for development of Kadmat and Suheli islands,” said S Asker Ali, secretary, department of sports and youth Affairs, who is presently on a leave from his position and will be joining the Daman administration next month.

“We have a concept of carrying capacity for each island. We are not going to dump tourists there. That is why we are promoting high-end tourism here. Moreover, we have to take coastal regulation zone (CRZ) clearance from the environment ministry, which will put a lot of conditions on these projects.”

The development of tourism will help generate funds for coral regeneration and create awareness on coral protection, Ali said. “There is no study so far to say we cannot do tourism here. We are also very concerned about the ecology here and the environment of Lakshadweep is the face of tourism for these islands.”

Nature Conservation Foundation’s Oceans and Coasts Programme reports in 2018 on two decades of monitoring the coral reefs of the Lakshadweep Archipelago showed the UT’s reefs have been damaged on a largescale due to climate change in the past 20 years.

“Lakshadweep’s principle fragility is climate change, which is currently threatening the resilience of its coral reefs, the structural integrity of the atoll itself, and therefore the habitability of the islands and her people. Our team has been tracking these changes over the last 25 years and documented a systematic decline of reef function over these decades as a result of climate change,” said Rohan Arthur, scientist, Oceans and Coasts with NCF. “Our more recent work has shown dramatic consequences on the accretion potential of these reefs — something that could have dire consequences for the future of these islands.”

Any development in Lakshadweep needs to work within the safe operating space determined by the declining reef and future climate change, the scientist further said. “Any development that threatens this fragile resilience will further add to the grave danger these islands are already in. Unbridled tourism places burdens on the Lakshadweep system in terms of fresh water consumption, energy, habitat destruction (to build tourism infrastructure, etc) that the islands cannot sustain…The current plans represent a failure of the imagination that could prove reckless for the future of the island and her citizens,” he added.

Lakshadweep has witnessed an influx of tourists ever since Prime Minister Narendra Modi visited the island, tourism officer Imthias Mohammed told news agency ANI. Further, the island region is receiving inquiries both from the national tourism arena and the international tourism market, he said.

"Prime Minister (Narendra Modi) is an influential leader in the country. He visited the Lakshadweep Islands in December 2023. The kind of impact he has had during his visit is huge," the tourism officer said, when asked about the impact of PM Modi's visit.

"We have been streamlining various tourism activities in the islands. Scuba diving and water sports are the major revenue-generating segments of Lakshadweep tourism," the tourism officer said.

Talking about future initiatives of the tourism department, he said, "Lakshadweep seeks to promote more cruise ship companies."

About the connectivity issue with mainland India, as few airlines operate in Lakshadweep, he hopes that when air connectivity is streamlined, it will boost the influx of tourists.

Prime Minister Modi visited Lakshadweep in January this year and shared his pictures of the islands on X.

He also interacted with locals, enjoyed magnificent views from the pristine coastline and went snorkelling.

The batting for Lakshadweep as a tourist destination is in line with the Prime Minister's pitch for choosing Indian destinations for weddings and tourism.

New Delhi [India], April 7 (ANI): India must go 100 per cent electric in 2 wheeler and 3 wheeler by 2030 and become a global EV manufacturing champion, the G20 Sherpa and former CEO NITI Aayog, Amitabh Kant, said on Saturday.

Kant emphasized the urgency for India to transition its automotive sector towards electric mobility, declaring the era of fossil fuel-based combustion engines as "dead," "Combustion engine technology based on fossil fuels is "dead" and the future is electric," he said.

"Transformation of India's automotive sectors is key; it contributes 7% to its GDP, 35% to manufacturing GDP and 8% to total exports. India has the third-largest global auto market," Kant said in a post on X.

With the automotive sector contributing significantly to India's GDP, manufacturing output, and exports, the country recognizes the imperative to adapt to the evolving global landscape. Currently ranking as the third-largest auto market globally, India boasts the title of the largest producer of three-wheelers, the second-largest manufacturer of two-wheelers and buses, and the fourth-largest producer of passenger cars.

Governments Vahan portal dashboard shows an uptrend of EV registrations especially of 2-wheelers, although 3 and 4 wheelers have shown a marginal decline. In January 2024, EVs registration in India was 1,44,877, in Feb it declined a little bit at 1,41,382 but as on 30th March the figure for the month showed an uptrend of 32 per cent at 1,86,143 vehicles.

Kant further stressed on the necessity for India to lead the charge towards electric mobility, proposing an ambitious goal of achieving 100 per cent electrification in two-wheelers and three-wheelers by 2030. "We need at least one million fast chargers in India to adopt EVs by 2030," Amitabh Kant said.

He also pushed for the domestic manufacturing of these units instead of importing. "We need to push localization content in manufacturing, with megawatt-hour charging for buses and commercial vehicles All EV playersStart-ups instead of creating tech silos must work together to build an interoperable fast-charging network. This is critical for providing impetus to EV movement in India," the G20 Sherpa said.
