City of Buffalo to move from travel ban to travel advisory Thursday

The City of Buffalo announced Wednesday that the city will move from a travel ban to a travel advisory starting at 12:01 a.m. on Thursday.

"We're always concerned about the needs of the public. We feel that roads are passable enough and [in] good enough condition that the travel ban can be lifted," said Mayor Byron Brown. "If we didn't feel that things were in [a] condition where people could operate motor vehicles safety, we would not lift the travel ban."

The city says City Hall will reopen, and the travel advisory will remain until further notice due to snow removal and snow hauling efforts.

Garbage, recycling, and alternate parking have also been suspended indefinitely.

New York State also announced that Routes 5, 33, and 198, as well as the Erie County portion of Interstate 190, will fully reopen at 12 a.m. Thursday. New York State Thruway (I-90), I-290, I-990, State Routes 400 and 219; and portions of I-190 in Niagara County and north of I-290 in Erie County have already reopened.

Please be aware that the Western Hemisphere Travel Initiative, which governs land and marine travel into the United States, went into force on June 1, 2009.

When entering the United States, passengers from the United States and Canada must provide a passport or other proof proving their identity and citizenship, according to the WHTI. Beginning January 31, 2008, U.S. and Canadian citizens aged 19 and up who enter the United States through land or sea ports of entry from the Western Hemisphere must present government-issued photo identification, such as a driver’s license, as well as proof of citizenship, such as a birth certificate or naturalization certificate, or a passport. With proof of citizenship, children under the age of 18 will be entitled to enter. For entrance into the United States, verbal claims of citizenship and identification will not be adequate to establish identity and citizenship.

What if someone send me a pet?

Obtain clear information from the shipper, including the carrier’s contact information, the flight number, departure city, and arrival time. Animals on commercial flights will be picked up in the baggage claim office on the Arrivals Level; I.D. will be required. Animals delivered as cargo will be picked up at the airport’s cargo facility on Cayuga Road; the shipper must give contact and pick-up information.

That decision will be made by your airline. Non-travelers must present government-issued photo identification, and the airline may issue a temporary gate pass. At the checkpoint, the non-traveler will be screened and must exit the guarded area as soon as the plane is boarded.

U.S. tourist faces 12 years in prison after taking ammunition to Turks and Caicos

An Oklahoma man faces up to 12 years in prison on a Caribbean island after customs officials found ammunition in his luggage.

Ryan Watson traveled to Turks and Caicos with his wife, Valerie, to celebrate his 40th birthday on April 7. They went with two friends who had also turned 40.

The vacation came to an abrupt end when airport staff members found a zip-close bag containing bullets in the couple's carry-on luggage. Watson said it was hunting ammunition he had accidentally brought with him — but under a strict law in Turks and Caicos, a court may still impose a mandatory 12-year sentence.

"They were hunting ammunition rounds that I use for whitetail deer," Watson told NBC Boston in an interview conducted last week that aired after their first court appearance Tuesday.

"I recognized them, and I thought, 'Oh, man, what a bonehead mistake that I had no idea that those were in there,'" he said.

The couple were arrested and charged with possession of ammunition. Authorities seized their passports and explained the penalties they faced.

Valerie Watson said in the interview: "When I heard that, I immediately was terrified, because I was like we can't both be in prison for 12 years. We have kids at home, and this is such an innocent mistake."

The charges against her were dropped, and she returned home to Oklahoma City on Tuesday after the court hearing to be reunited with her two young children.

"Our goal is to get Ryan home, because we can’t be a family without Dad," she said.

The couple also spoke about the financial burden of a much longer-than-planned trip. "This is something that we may never recover from," Ryan Watson said.

The U.S. Embassy in the Bahamas issued a warning to travelers in September about a law that strongly prohibits possession of firearms or ammunition in Turks and Caicos, an overseas British territory southeast of the Bahamas that is a popular vacation spot.

It said: "We wish to remind all travelers that declaring a weapon in your luggage with an airline carrier does not grant permission to bring the weapon into TCI [Turks and Caicos Islands] and will result in your arrest."

The embassy added: "If you bring a firearm or ammunition into TCI, we will not be able to secure your release from custody."

The embassy and the government in Turks and Caicos did not immediately respond to requests for comment.

The same thing happened to another American, Bryan Hagerich, of Pennsylvania, who was arrested after ammunition was found in his luggage before he tried to board a flight out of Turks and Caicos in February. He said he accidentally left it in his bag.

Hagerich was on a family vacation with his wife and two young children but has now been in the country for 70 days. He spent eight days in prison before he posted bail.

"It’s incredibly scary. You know, you just don’t know what the next day may bring — you know, what path this may take," Hagerich told NBC Boston.

"You know, it’s certainly a lot different than packing your bags and going away with your family for a few days. It’s been the worst 70 days of my life," he said.

Hagerich, once a professional baseball player, was drafted by the Florida Marlins in the MLB 2007 June amateur draft from the University of Delaware.

His case goes to trial May 3.

New Gateway Expressway now open in Pinellas County

PINELLAS COUNTY, Fla. — The new Gateway Expressway opened in Pinellas County on Friday afternoon, according to the Florida Department of Transportation (FDOT).

For the first time, drivers have new connections between U.S. 19, the Bayside Bridge and Interstate 275.

The long-awaited gateway expressway opened on friday afternoon two new elevated, four-lane toll roads connect drivers to i-275 — one from u.s. 19 and the other from the bayside bridge the project also includes new tolled express lanes along i-275, from just south of gandy boulevard to 4th street north, one in each direction below: more about the new road names, toll pricing.

The $600 million project opened after more than six years of construction and several delays that included the pandemic but also the large scale of the work.

The biggest change drivers should see is less congestion and easier access to and from I-275.

Greg Deese, an FDOT engineer, has worked on the project since the beginning.

"Really going to become a highly used facility. You have a lot of regional traffic between U.S. 19 and I-275," he said. "It really was about five projects in one. So a project that complex inevitably runs into delays."

The Gateway Expressway is part of several state projects to help ease traffic congestion in the area as the population grows.

What are the new roads?

State Road 690: A new elevated four-lane tolled expressway from U.S. 19 to I-275. The road is built in the median of 118th Avenue North.

State Road 686A: A new elevated four-lane tolled expressway from the Bayside Bridge to I-275. The road is built in the median of Roosevelt Boulevard between the Bayside Bridge and Ulmerton Road.

I-275 Express Lanes: I-275 has been widened to add tolled express lanes, one in each direction from south of Gandy Boulevard to 4th Street North.

Impact on St. Pete-Clearwater Airport:

As part of the project, FDOT rebuilt Roosevelt Boulevard near the airport from the Bayside Bridge to Ulmerton Road as two one-way roads.

Crews also built a new airport access road that runs parallel to Roosevelt Boulevard. There's also a new traffic light at the intersection at Terminal Boulevard.

The new configuration is expected to ease traffic congestion by the airport.

FDOT also repaved 118th Avenue North from U.S. 19 to 31st Court North as part of the project. Existing sections of U.S. 19 and 118th Avenue North were rebuilt, including new ramps and bridges.

DUBAI, United Arab Emirates (AP) — The United Arab Emirates tried to wring itself out Thursday after the heaviest recorded rainfall ever to hit the desert nation , with its main airport allowing more flights even as floodwater still covered portions of major highways and communities.

Dubai International Airport, the world’s busiest for international travel , allowed global carriers on Thursday morning to again fly into Terminal 1 at the airfield. And long-haul carrier Emirates, crucial to East-West travel, began allowing local passengers to arrive at Terminal 3, their base of operations.

However, Dubai Airports CEO Paul Griffiths said in an interview with The Associated Press that the airfield needed at least another 24 hours to resume operations close to its usual schedule. Meanwhile, one desert community in Dubai saw floodwaters continue to rise Thursday to as much as 1 meter (3 feet) as civil defense officials struggled to pump out the water.

“We were looking at the radar thinking, ‘Goodness, if this hits, then it’s going to be cataclysmic,’” Griffiths said of the storm. “And indeed it was.”

The airport ended up needing 22 tankers with vacuum pumps to get water off its grounds. Griffiths acknowledged that taxiways flooded during the rains, though the airport’s runways remained free of water to safely operate. Online videos of a FlyDubai flight landing with its reverse thrust spraying out water caught the world’s attention.

“It looks dramatic, but it actually isn’t that dramatic,” Griffiths said.

Emirates, whose operations had been struggling since the storm Tuesday, had stopped travelers flying out of the UAE from checking into their flights as they tried to move out connecting passengers. Pilots and flight crews also had a hard time reaching the airport given the water on roadways.

But on Thursday, Emirates lifted that order to allow customers into the airport. That saw some 2,000 people come into Terminal 3, again sparking long lines, Griffiths said.

Others who arrived at the airport described hourslong waits to get their baggage, with some just giving up to head home or to whatever hotel would have them.

The UAE, a hereditarily ruled, autocratic nation on the Arabian Peninsula, typically sees little rainfall in its arid desert climate. However, a massive storm forecasters had been warning about for days blew through the country’s seven sheikhdoms.

By the end of Tuesday, more than 142 millimeters (5.59 inches) of rainfall had soaked Dubai over 24 hours. An average year sees 94.7 millimeters (3.73 inches) of rain at Dubai International Airport. Other areas of the country saw even more precipitation.

Meanwhile, intense floods also have struck neighboring Oman in recent days. Authorities on Thursday raised the death toll from those storms to at least 21 killed.

The UAE’s drainage systems quickly became overwhelmed Tuesday, flooding out neighborhoods, business districts and even portions of the 12-lane Sheikh Zayed Road highway running through Dubai.

The state-run WAM news agency called the rain “a historic weather event” that surpassed “anything documented since the start of data collection in 1949.”

In a message to the nation late Wednesday, Emirati leader Sheikh Mohammed bin Zayed Al Nahyan, the ruler of Abu Dhabi, said authorities would “quickly work on studying the condition of infrastructure throughout the UAE and to limit the damage caused.”

On Thursday, people waded through oil-slicked floodwater to reach cars earlier abandoned, checking to see if their engines still ran. Tanker trucks with vacuums began reaching some areas outside of Dubai’s downtown core for the first time as well. Schools remain closed until next week.

Authorities have offered no overall damage or injury information from the floods, which killed at least one person.

However, at least one community saw the effects of the rainfall only get worse Thursday. Mudon, a development by the state-owned Dubai Properties, saw flooding in one neighborhood reach as much as 1 meter. Civil defense workers tried to pump the water out, but it was a struggle as people waded through the floodwater.

Residents of Mudon, who spoke to the AP on condition of anonymity given the UAE’s strict laws governing speech, described putting together the equivalent of nearly $2,000 to get a tanker to the community Wednesday. They alleged the developers did nothing to help prior to that, even as they called and emailed. They also said a nearby sewage processing facility failed, bringing more water into their homes.

“A lot of people were in denial of how bad it was,” one homeowner said as civil defense officials waded through the water, bringing bottled water on a raft.

Dubai Holding, a state-owned company that has Dubai Properties as an arm, did not respond to questions. It’s part of a wider nexus that U.S. diplomats have called “Dubai Inc.” — all properties overseen by the city-state’s ruling family.

The flooding sparked speculation that the UAE’s aggressive campaign of cloud seeding — flying small planes through clouds dispersing chemicals aimed at getting rain to fall — may have contributed to the deluge. But experts said the storm systems that produced the rain were forecast well in advance and that cloud seeding alone would not have caused such flooding.

Scientists also say climate change is responsible for more intense and more frequent extreme storms, droughts, floods and wildfires around the world. Dubai hosted the United Nations’ COP28 climate talks just last year.

Abu Dhabi’s state-linked newspaper The National in an editorial Thursday described the heavy rains as a warning to countries in the wider Persian Gulf region to “climate-proof their futures.”

“The scale of this task is more daunting than it appears even at first glance, because such changes involve changing the urban environment of a region that for as long as it has been inhabited, has experienced little but heat and sand,” the newspaper said.

    Vnukovo, formally Vnukovo Andrei Tupolev International Airport (named after Andrei Tupolev) (Russian: Внуково, IPA: [ˈvnukəvə]) (IATA: VKO, ICAO: UUWW), is a dual-runway international airport located in Vnukovo District, 28 km (17 mi) southwest of the centre of Moscow, Russia.It is one of the four major airports that serve Moscow, along with Domodedovo, Sheremetyevo, and Zhukovsky.
