Travel Industry Takes Crucial First Step Toward Combating Climate Change

More than 300 travel companies, tourism boards and countries have signed the Glasgow Declaration on Climate Action in Tourism, the first step for a shared road map to cut carbon emissions.

By Ceylan Yeginsu

The travel industry has reached a turning point.

As thousands of scientists, government officials and business leaders met in Glasgow over the past two weeks for the pivotal United Nations climate conference , hundreds of members of the trillion-dollar tourism industry came together and made the first commitment toward a shared road map to cut carbon emissions in half by 2030 and reach “net zero” by 2050.

More than 300 global travel stakeholders, including tour operators, tourism boards and hotel chains, have signed the Glasgow Declaration on Climate Action in Tourism, requiring them to submit a concrete and transparent plan within 12 months. While the details have yet to be put forward, the companies and countries that signed on, from Germany railway company Deutsche Bahn AG to the country of Panama, will be expected to disclose their carbon emissions and offer clear strategies for how to reduce them. The process is being spearheaded by the U.N. World Tourism Organization and the World Travel & Tourism Council, two industry bodies that have previously sparred on climate matters.

“This is undoubtedly the biggest climate commitment our industry has come together for,” said Jeremy Smith, the co-founder of Tourism Declares a Climate Emergency , an initiative that supports climate action and provided the framework for the Glasgow Declaration.

“Our initiative launched two years ago because the industry had no collective plan, and we did well getting over 400 tourism organizations on board without funding,” he said. “But the Glasgow Declaration builds on our work. It’s the coming together of major players in our sector and it’s owned by everyone who has signed it, establishing collective responsibility.”

The travel industry is a large contributor to global carbon emissions, with a footprint estimated between 8 and 11 percent of total greenhouse gases, according to the World Travel & Tourism Council, or W.T.T.C . Aviation alone represents around 17 percent of total travel carbon emissions. Each year, a growing number of destinations and communities heavily dependent on tourism — countries like Thailand, India and Madagascar — are hit hard by the impacts of climate change, in the form of rising sea levels, drought, wildfires, deforestation and biodiversity loss.

The pandemic spotlighted the adverse impact of industry growth and overtourism on Venice, Bali and other popular destinations, forcing some places to take stock and pivot toward more sustainable and environmentally friendly business models. Yet with most operators and destinations reeling from the industry shutdown last year, it is unclear how many of those plans will be prioritized over the need for fast recovery.

“We need a cultural change and we need to move beyond the traditional growth-oriented mind-sets to see a more sustainable, responsible and climate-neutral tourism ecosystem,” said Patrick Child, deputy director general of environment at the European Commission.

52 Places to Love in 2021

We asked readers to tell us about the spots that have delighted, inspired and comforted them in a dark year. Here, 52 of the more than 2,000 suggestions we received, to remind us that the world still awaits.

‘A lot of apathy’

The declaration has four main targets: measurement, requiring companies to disclose all travel- and tourism-related emissions; decarbonization, by setting targets aligned with climate science; regeneration, to restore and protect natural ecosystems; and collaboration, to ensure best practices are shared and financing is available to follow through.

A recent analysis by the W.T.T.C. of 250 travel businesses found that only 42 percent had publicly announced climate targets and many of them were not based on the latest science. The council last week published a road map for different industries within travel, providing concrete guidance on how to reach “net zero” targets by 2050.

“There has been a lot of apathy, with some people not quite sure about what they need to do and how to do it, or some thinking they are not significant enough, and that’s why it’s really important for larger organizations to show the way,” said Darrell Wade, the co-founder and chairman of Intrepid Travel , the only global tour company with a climate target verified by the Science Based Targets initiative , which promotes best practices in emissions reductions in line with climate science.

Joining Deutsche Bahn and Panama in signing the Glasgow Declaration are big companies like Accor, Skyscanner, The Travel Corporation and Iberostar Group , as well as countries that are already affected by climate change, including Norway and Barbados. Signatories hope that more destinations will participate in the coming weeks.

Throughout his experience in the Tourism Declares a Climate Emergency initiative, Mr. Smith found it easier to get smaller, more agile companies and smaller countries involved. When it came to larger companies, there were more barriers and obstacles, he said.

“When you reach a destination, or even a city, it becomes even harder because there are multiple different players with different interests at the scale of a country,” he said. “It takes time.”

Panama, one of only three carbon-negative countries in the world (meaning that it absorbs more carbon emissions than it emits), has taken a lead role in establishing initiatives for economic growth in tourism, which also benefit and preserve local communities and resources.

“Our main plan for our sustainable tourism market is to empower local communities, particularly Indigenous people, so that they can generate an income through tourism that allows them to preserve their ancestral way of life, allowing them to sustainably manage their natural resources like forests and coral reefs,” said Ivan Eskildsen, Panama’s tourism minister.

He pointed to an example of a trail that was built in a national park that was designed to involve local communities in the active management of the area. “Over 30 percent of our land and sea are preserved national parks, so it’s humanly impossible to supervise all these areas,” he said. “The community can benefit economically from these areas and will also be prone to stay and take care of it instead of only coming there for short-term income.”

Visit Scotland, that country’s national tourism organization, which helped draft the declaration, has also taken a lead role. The organization has reduced its own carbon emission by 74 percent since 2008, and more than 850 local businesses have been given green tourism awards for their sustainability efforts.

Challenges persist

While the Glasgow Declaration has garnered great momentum and established common objectives, challenges lie ahead, especially when it comes to setting a global standard for reporting emissions figures for such a wide range of sectors within the industry, from tour operators to destinations, and airlines to cruise ships.

Signatories are expected to hold each other accountable and set common standards throughout international supply chains. Once action plans have been submitted within the next year, a reporting framework will be necessary. Anyone who fails to submit a road map within that time frame will be removed from the declaration.

“It is really important to bring value chains together,” said Catherine Dolton, the chief sustainability officer at IHG Hotels and Resorts. “Hotel developers, hotel owners, investors, franchisees, as well as the operators, are all impacting sustainability at different stages of the hotel life cycle.”

Visibly absent from the list of signatories were members of the cruise industry. The sector made a separate pledge to pursue carbon-neutral cruising by 2050 and reduce emissions 40 percent by 2030 in an annual environmental report, published last week by the industry trade group, Cruise Line International Association. While the report makes detailed commitments to reducing the cruise industry’s carbon footprint using new technology and alternative fuels, it does not address other environmental issues such as discharge of waste.

“Despite technical advances and some surveillance programs, cruising remains a major source of air, water (fresh and marine) and land pollution affecting fragile habitats, areas and species, and a potential source of physical and mental human health risks,” according to a recent report by the Marine Pollution Bulletin Journal.

Though there was some disappointment about the limited participation of some industries in the pledge, the overall sentiment was one of optimism and a belief that the declaration would lead to real change and less “greenwashing,” a term used to describe companies that try to portray themselves as more environmentally minded than they actually are.

“I’ve long been quite pessimistic about travel and tourism’s approach toward climate change,” said Mr. Wade of Intrepid Travel, which recently published a tool kit, available online, to help travel businesses measure and reduce their carbon emissions. “But now I’m really very optimistic because there is broad-level support from the industry to actually reduce emissions, and it’s the first time I’ve seen real concrete commitments from industry and governments.”

Byway Travel

1.  Byway Travel

In an ambitious mission statement, UK travel platform Byway declares that its goal is to make flight-free holidays a mainstream holiday choice. Their way of doing so? By helping people discover the beauty of slow, overland travel across the British Isles and Europe . Founder and CEO Cat Jones launched the now B Corporation-certified company during the first Covid lockdown, determined to find a way to reduce flight emissions. Her explanation was simple: If we continue on the current trajectory, emissions from flying are due to triple by 2050.

2.  Gondwana Ecotours

Named after the ancient supercontinent that gradually split to become the land masses we recognize today, Gondwana Ecotours says its mission is to bring people from different continents closer together, one trip at a time. The New Orleans -based company specializes in small group and private tours that take on exhilarating experiences around the globe, such as gorilla trekking in Rwanda and eco-adventures in Patagonia and Mendoza.

A key component of Gondwana is its network of guides who live in the communities visited, adding personal knowledge, depth and authenticity to the experience while providing tourism-generated income. The company is also committed to limiting its carbon footprint through sustainable travel practices and is recognized for offsetting more than 580 tons of carbon emissions. Since 2021, its tours have been 100-percent carbon-neutral, as certified by the Cooler emissions tracking organization.

Intrepid Travel

3.  Intrepid Travel

Australian-owned Intrepid has always been forthright in declaring its commitment to ethical and responsible practices. In 2018, it became one of the first global travel operators to be B Corporation-certified. Since 2010, it has been operating as the world’s largest carbon-neutral company, carefully measuring and offsetting all unavoidable carbon emissions for 13 years.

Their trips are just as impressive. From 15-day expeditions traversing the extraordinary gorges and remote villages of northern Pakistan’s Hunza Valley to nine-day itineraries centred around baby gorilla naming ceremonies in Rwanda’s spectacular Volcanoes National Park, Intrepid offer true bucket list travel adventures suited to guests of all interests and abilities. In 2020, as a part of the Tourism Declares A Climate Emergency initiative, the company published a seven-point climate commitment plan – revealing its intention to transition to 100% renewable energy use in offices by 2025 and on all trips by 2030.

Experience Travel Group

4.  Experience Travel Group

Operating on the belief that ‘travel should be about reciprocation’, Asia travel specialist Experience Travel Group holds responsible travel at its core, enabling guests to interact with the community and experience real cultural immersion on every trip. Another B Corporation-certified company, the team is dedicated to creating experiences that divert away from trendy hubs and big hotels. Instead, they build personalised itineraries with initiatives to give back to the community included in the package.

On adventures in Indonesia , Laos, Cambodia , Myanmar, Thailand and Vietnam , for example, guests can enjoy delicious local dishes at ‘social enterprise’ restaurants that support vulnerable young people through job training and employment. In Cambodia, a trip to the Phare Circus in Siem Reap sends funds directly to a performing arts school for underprivileged children in nearby Battambang. A three-day hike along sections of Sri Lanka ’s Pekoe Trail follows the old horse and cart routes that carried tea to the ports, bringing vital income to little-visited communities.

Seacology

5.  Seacology

In 1990, American ethnobotanist Dr Paul Cox was conducting forest research in Samoa when village leaders told him 30,000 acres of pristine rainforest were about to be logged due to a government decree to fund a school. Cox was horrified and quickly devised a proposal to raise the needed money to conserve the forest in perpetuity. His plan worked and has come to define the Seacology model: Provide material benefits to villages that pledge to protect their natural resources.

Today, Seacology offers unique ecotourism adventures throughout the world’s islands, where travelers visit active projects, interact with local people and are part of the formula that helps conserve both habitats and communities. Seacology guests also explore intriguing island environments, from the coral reefs of  Fiji to the rainforests of Borneo, while staying at well-appointed resorts and visiting important cultural sites. With all this tropical splendour, expect plenty of opportunities to scuba dive, snorkel, hike and kayak.

6.  Discover Corps

Discover Corps is the leader in the rapidly growing field of 'volunteer vacations' focusing on children, schools, animals and wildlife conservation. Yes, 'voluntourism' has often become a buzzword to cash in on thinly veiled claims, earning criticism and scrutiny over the years. However, Discover Corps operates with complete transparency and has become something of a gold standard for the model.

Trip itineraries are designed to connect travellers to local communities and provide a deeper understanding of the culture, issues, and ways of life in locations around the world. Many projects are in Africa , Asia , and Latin America and can range from caring for elephants in Thailand to helping to protect the animals in South Africa's Greater Kruger National Park region.

ROW Adventures

7.  ROW Adventures

From its beginnings as a whitewater rafting company in the US's Pacific Northwest, ROW Adventures has evolved into an adventure travel company that advocates the transformative nature of human-powered experiences. According to ROW, connecting people with nature results in positive impacts, and the company adheres to conducting business in an inclusive and sustainable way while promoting social equity, environmental stewardship and accountability. Human-powered activities allow participants to fully observe the surroundings, whether white water rafting in Idaho's Salmon River, sea kayaking the orcas in Canada, or trekking across Machu Picchu.

ROW also recognizes that travel is a large contributor to the world’s carbon footprint and subsequently mitigates the impact by offsetting carbon-producing activities whenever possible. At the same time, trips also educate guests to be advocates for locations visited, with special recognition given to the awareness of Indigenous communities and honouring their legacies, lives and connections to the land.

Natural Habitat Adventures

8.  Natural Habitat Adventures

Conservation through exploration is the credo of Natural Habitat Adventures , the official travel partner of the World Wildlife Fund. Nat Hab, as it’s called, is committed to environmentally friendly nature travel, stressing that its travellers become a force for change in addressing the planet's most pressing conservation challenges. Polar bear tours in the Canadian Arctic , African safaris and South American nature tours are examples of the company’s itineraries where tourism dollars become an influential incentive for communities to protect their natural resources.

Nat Hab also acknowledges that its 8,000 annual travellers on all seven continents expend plenty of CO2. To mitigate travel’s carbon output, the company leans into offsetting measures. From 2007 to 2019, Nat Hab offset 49,418 tons of carbon dioxide and has become the world's first 100-percent carbon-neutral travel company. They’ve also provided more than $4.5 million to support WWF’s global conservation efforts and continue to give one-percent of gross sales plus $150,000 annually in support of WWF’s global mission.

9.  Cheeseman's Ecological Safaris

Ecology safaris catering to wildlife enthusiasts looking for an in-depth nature experience is what husband-and-wife founders Doug and Gail Cheeseman envisioned when they started their namesake company in 1980. Doug, a college zoology and ecology professor, and Gail, a naturalist, turned their passion for nature into a travel company focusing on comprehensive wildlife tours all over the globe. Working with local guides and wildlife researchers, tours are designed for hardcore animal lovers who are obsessed with travel and enjoy learning about the animals they encounter.

For example, Cheeseman’s  Palau National Marine Reserve diving trip in the western Pacific Ocean offers 12 days of snorkelling, paddling, sailing and diving among the awe-inspiring tropical islands in the region.

Quark Expeditions

10.  Quark Expeditions

Quark Expeditions co-founders Lars Wikander and Mike McDowell took the first group of commercial travellers to the North Pole in 1991, completing the first-ever tourism transit of the Northeast Passage. That inaugural expedition proved a game-changer and positioned the company at the forefront of polar explorations. In the three decades since, its polar travellers have visited remote parts of the Arctic and Antarctic.

With the Earth’s polar regions threatened by climate change, Quark is committed to raising awareness of these delicate ecosystems through environmentally responsible tourism. A facet of that commitment is the company’s Polar Promise to reduce its footprint and work with other industry leaders, as well as guests, to address the complex and challenging issues facing the regions. Coordinating with a global network of scientists, community leaders and sustainability innovators, the company plans to contribute a minimum of $500,000 each year in support of key environmental initiatives and sustainable development projects.

Could 'carbon passports' that limit how much we travel be in our future?

  • A recent report on the future of travel includes the concept of a "carbon passport."
  • In theory, a carbon passport would limit travelers' greenhouse-gas emissions each year.
  • But travel-sustainability experts say there are more effective ways to support eco-friendly travel.

The climate has a tourism problem .

One tour company has an idea that could address that: a "carbon passport" that would limit how much carbon travelers could emit each year.

An October report written by the consultancy The Future Laboratory and released by the travel company Intrepid suggested the idea as a way to regulate travelers' annual emissions.

Figures from the Environmental Protection Agency show that 29% of global greenhouse-gas emissions in 2021 came from transportation, including flights, trains, and cars.

According to Paloma Zapata — the CEO of Sustainable Travel International , an organization that develops strategies with governments and businesses — flights typically produce at least half of a trip's overall carbon footprint.

"We are in the biggest race of our time — race to net-zero carbon emissions," Zapata told Business Insider. "And when we travel, we consume a lot of resources."

A carbon passport would regulate travelers' emissions

Alex Hawkins, the strategic-foresight editor at The Future Laboratory who spearheaded the report, told BI that the concept might be necessary eventually if we didn't work toward a more sustainable world.

"The idea of carbon passports is based on the idea of personal carbon allowances," Hawkins said, adding that it would "impose a cap on how much carbon people are allowed to emit over a certain period of time."

Hawkins acknowledged that this wasn't a new concept. The UK Parliament outlined a similar idea in a 2008 report called "Personal Carbon Trading." "Carbon passports have taken that idea one step further" because they would involve tracking and limiting travel carbon emissions , specifically, Hawkins added.

The report said individuals needed to limit their carbon use to 2.3 tons a year to mitigate the climate crisis. The average US citizen emits 16 tons annually, the report added.

In reality, a carbon passport would be challenging to implement

Hawkins and Matt Berna, the president of Intrepid in the Americas, said they didn't see a carbon passport as a quick fix, though.

"This is the future we don't want," Hawkins told BI. "We mapped out the concept as a provocation to say that if we aren't taking decisive action against the climate crisis, we are going to potentially see our freedoms curbed in different ways."

Berna said it's just one idea that could raise awareness of sustainable travel .

To work, such a passport would need to be created alongside new legislation and technological innovations, Berna and Hawkins said.

Related stories

Experts agreed making the concept a reality posed challenges.

"The idea is good in theory, but in terms of logistics, I don't see how it could come together," Anna Abelson , an adjunct professor of the Jonathan M. Tisch Center of Hospitality at New York University, told BI, speaking about how tracking would work.

It would be tough to get enough people on board, Hawkins added, and "for it to work internationally, it would require collaboration from a lot of different stakeholders."

"If we were to put certain limits on our individual carbon emissions, that would have different ramifications for all of us," he said.

Zapata said the restriction could be alienating and ineffective.

"We should be inspiring people to make changes and creating an environment for those changes to happen organically" by providing more sustainable options and raising awareness about eco-friendly travel, she said.

Abelson, Berna, and Zapata suggested a few strategies for solving tourism's climate problem, such as airlines using alternative fuel sources and governments regulating carbon emissions in the aviation industry.

The eco-friendly transportation mentioned in the report would be more effective to push toward, Hawkins said.

"There's a lot of innovation happening in sustainable aviation," he told BI.

Airlines are starting to use sustainable aviation fuel made of resources such as trash and vegetable oil. Data from the International Air Transport Association showed sustainable aviation fuel emitted up to 80% less carbon dioxide than typical jet fuel.

The US isn't making enough of the alternative fuel source, but the federal government is working to ramp up production, BI reported in January.

Carbon passports wouldn't address other emissions from travel

Berna said there's another issue with the carbon-passport concept — not all emissions from traveling come from transportation.

"The next piece we have to solve is how we travel when we get to the location, how we're spending your money, and where you're staying," he said.

Berna and Zapata shared a few tips for limiting carbon emissions as a traveler , such as eating locally sourced food, staying in sustainable accommodations that use renewable energy, and opting for fewer, longer trips over several shorter ones.

Hawkins added that visiting off-the-beaten-path destinations could help mitigate overtourism, while spreading the benefits of travel to other places.

"For example, Greece and Italy are massively oversubscribed to," he said. "So now we're starting to see destinations like Albania enter the conversation."

To track your flight's carbon emissions, Berna suggests booking through Google Flights , which has included emissions levels since 2021. The Google Flights site says its carbon emissions are based on the European Environment Agency's estimates.

Another useful tool is Native , an online emissions calculator where you can plug in your travel plans and get an estimate of your trip's carbon footprint.

Premier Inn

Premier Inn owner Whitbread to cut 1,500 jobs and shut 100-plus restaurants

Moves come despite hospitality group reporting record profits and increasing returns to shareholders

  • Business live – latest coverage

The Premier Inn owner Whitbread is to cut 1,500 jobs in the UK and shut more than 100 struggling restaurants despite announcing a significant rise in returns to shareholders.

Whitbread, which runs 850 hotels in the UK and has the sector’s biggest brand, Premier Inn, said it was starting a consultation on the cuts on Tuesday and that it would seek to find alternative jobs for those affected.

The move is part of a £150m three-year cost-cutting drive that will slim down its 37,000-member workforce. It has also begun a process to sell 126 restaurants.

The job cuts are in stark contrast to buoyant figures delivered to the City on Tuesday. The company’s sales rose 13% to nearly £3bn in the year to 29 February, and adjusted profit before tax climbed 36% to £561m.

Whitbread raised its final dividend for each share by 26% to 62.9p and was planning a further £150m share buyback. Its shares rose 0.5% on the news.

Dominic Paul, the chief executive, said demand had been slower in the seven weeks to 18 April, partly because of the earlier timing of Easter.

He added that midweek room bookings by business travellers had been “really resilient” while weekend demand had not been as strong, which meant total hotel revenues were 1% behind the full-year results.

Paul said there was still strong demand for rooms this summer from those attending events such as Taylor Swift concerts and the Goodwood motor sports festival in July.

The company’s summer holiday bookings are also ahead of last year and some coastal towns, such as Newquay, have sold out early.

The company has embarked on a £500m investment plan that includes adding 3,500 new hotel rooms at Premier Inn in the UK to its current 80,000, and building more restaurants inside its hotels. It said 387 of its hotels had integrated restaurants while others had a restaurant next door, run either by Whitbread or another operator.

after newsletter promotion

As part of the plan, Whitbread plans to sell 126 unprofitable Beefeater and Brewers Fayre restaurants, with 21 sales already agreed, but intends to keep 196 mainly larger restaurants adjacent to hotels. It will close 112 restaurants and convert the space into new hotel rooms.

“We are materially bigger than we were pre-pandemic,” said Paul, while other smaller hotel operators had to shut permanently because of the impact of Covid-19 lockdowns.

“With interest rates still pretty high, developers are struggling to develop sites and our competitors are struggling to get new sites. We will have more rooms in our future pipeline in the UK than all of our key competitors put together.”

In Germany, where Premier Inn has 59 hotels, the company wants to become the biggest hotel brand and is on track to break even this year, after a loss of £36m for last year despite sales growth of 62%.
