Travel Agent Duties in Florida
As a travel agent, your duties basically include everything from start to finish during the process of planning and actually going on a vacation.

Licensing Requirements to Become a Travel Agent in Florida
There is no specific state license required to work as a travel agent in Florida.
The only thing you will need is a travel agent certificate, which is obtained after you get at least a 70% on the TPA exam.
Most of what you learn about being a travel agent will happen via experience and training on the job.

- Florida State College at Jacksonville – This public school is the only one in the state of Florida that offers a travel agent program in its curriculum. The program has classes focused on every aspect of the industry and can be completed in a year. The goal is to get you ready for the TPA exam. The total cost of the program is $1950 and some payment plans and grants are available to help you with the cost in-state.
- The Travel Institute – If you would rather study online, consider the Travel Institute. The program offers a comprehensive course load that can get anyone prepared for both the TPA exam and a travel career. The total cost for the classes and the materials you will need is $440. Learning online gives you the chance to get ready at your own pace.
- Penn Foster – Penn Foster offers a travel agent training course that is completely online. The total cost for the program is $799 and will have you ready to work in tourism when you are done. The program is self-paced and accredited.

A $1.5 billion ultra-luxury resort in Boca Raton: ‘It better be the best thing that’s ever been done’
The Mandarin Oriental Hotel and Residences in Boca Raton is expected to be completed some time in the first half of next year.
Once open in 2025, the project, at the corner of Federal Highway and Camino Real in downtown Boca Raton, will unveil a 164-room hotel and 85 luxury units, most of which have already sold.
Amenities will include a downtown golf and city club, restaurants and retail spots — the “kind of stores you find in Paris or Milan,” said Albert Piazza, the president of development for Penn-Florida Companies, the developer behind the project.
Piazza said he started designing the project in 2015. He said the project’s primary delay can be attributed to the COVID-19 pandemic and the subsequent supply constraints that followed.
“We’re part of the real world,” he said. “We were interrupted by the pandemic.”
He added: “We have what is going to be one of the most expensive hotels in the United States. We want make sure that when we deliver it, that the designs are in fact current.”
They did not want their designs to be dated, he said, which also spurred delays.
“If we’re going to be putting a billion-dollar project in the middle of Boca Raton, it better be the best thing that’s ever been done,” he said.
Elizabeth Cross, Penn-Florida’s vice president of marketing, emphasized that sentiment, saying they are taking time to ensure quality.
“It’s more important to us than timing,” she said.
The $1.5 billion-project also has been refinanced, which is “extremely complex,” Piazza said. Refinancing is just financing something with a new loan, sometimes with a lower interest rate.
“Because of the long-term nature of it, it’s typical and quite natural that the loan structure changes as the project moves forward,” he said. “The loans typically have a shorter time period than the overall construction of the project may take. So loans in their normal life cycle are modified as you go through or extended.”
Cross said the project is “fully capitalized,” and they “have ample funding” to finish it.
A Mandarin Oriental Hotel exists in Miami, but Piazza said it will be closed down soon for new construction, further placing pressure on the Boca Raton location to open its doors.
“The Mandarin is very anxious for us to get our hotel open because we’ll be opening here just about the time they’re closing the hotel down there,” he said. “So they’re looking at us being their footprint here in South Florida.”
The hotel is designed as a “ultra-luxury resort in of itself,” Piazza said, with features including Michelin-star restaurants, a prohibition-style bar, a ballroom, a “rooftop resort experience” with pools, a children’s activity center and a meditation garden.
The hotel will be one of 36 in 24 different countries, and the residences will be one of 10 worldwide, according to Penn-Florida.
Scott Gerow, the director of luxury sales for the CBG Luxury Team at Compass in Boca Raton, said people are excited to have the Mandarin brand associated with the city.
“I think it’s a great privilege to have them as part of the community,” Gerow said. “So many people in the city are excited to see the finished product.”

Former fdle official accuses gov. desantis’ staff of delaying public records, ex-chief of staff for fdle willing to testify in lawsuit against state over governor’s travel records.

TALLAHASSEE, Fla. – A former official with the Florida Department of Law Enforcement claims the state agency has been unable to produce public records in a timely manner because the office of Gov. Ron DeSantis insists on conducting “reviews” of certain records before releasing them.
Army veteran and former sheriff’s deputy Shane Desguin spent more than half of his 30-year career at FDLE, most recently serving as the agency’s Chief of Staff, until he claims he was suspended in November and forced to resign following a dispute over public records.
“One cause of FDLE’s delay in timely compliance with public record requests was a requirement by the Executive Office of Governor (EOG) that it review and decide FDLE’s response to certain public record requests made to FDLE,” Desguin wrote in a sworn declaration filed as part of lawsuit over the release of the governor’s travel records.
Last year, News 6 uncovered internal government documents that revealed DeSantis’ office was delaying the release of certain public records, sometimes for weeks or months, while his legal team conducted a secondary review of the materials before releasing them under Florida’s Government-in-the-Sunshine and public record laws.
DeSantis’s office stopped generating those internal documents in 2022 on the very same week News 6 requested copies of the handwritten logs, which detailed the governor’s intervention in public record requests.
State law does not require government agencies to produce public records within a specific time limit. However, the Florida Supreme Court has ruled the “only delay” permitted in producing public records is the time it takes for a record custodian to retrieve the record and delete any information exempt from release.
Record custodians employed by state agencies typically release requested public records directly to citizens after they are compiled and redacted, sometimes within days or weeks, although certain requests can take longer.
In most cases, state agencies do not seek a secondary review from the governor’s office prior to distributing public records.
But more than 280 batches of public records were sent to DeSantis’ office by various state agencies in 2021 for secondary review, documents obtained by News 6 revealed. Most of those public records were originally requested by news organizations.
“This extra layer of review often unquestionably delayed FDLE’s ability to timely respond to public record requests,” Desguin wrote. “The EOG’s review of FDLE records would regularly take weeks or longer, and because FDLE had been directed not to release records under EOG’s review unless and until that review was complete, FDLE was often delayed from producing public records for the sole reason that they were under review at EOG.”
Desguin’s statements about the governor’s role in public record delays were first reported by The Washington Post.
The Washington Post is suing the FDLE and the governor’s office over the failure to release records related to DeSantis’ travel while campaigning for president last year.
The newspaper is seeking records documenting DeSantis’ airplane trips and the FDLE personnel who accompanied him.
FDLE has refused to release those travel records, citing a new state law passed last year that shields some of the governor’s travel records from public disclosure.
Desguin claims he was involved in efforts to draft that legislation, which he understood would prohibit the release of travel records that could threaten the safety of the governor or others if revealed.
As part of its lawsuit, the Washington Post obtained a sworn statement from Desguin about his firsthand experience supervising public record processing at FDLE.
“EOG would regularly insist that FDLE inform it of public record requests relating to state-funded travel for Governor Ron DeSantis, requests that were submitted by press outlets including the Washington Post, and requests otherwise involving the Governor that staff at EOG would deem to be of interest,” Desguin wrote.
DeSantis’ office claims that the governor has the authority to review public records compiled by subordinate state agencies if the governor “may have an equity” in the record “because the record includes communications with the Executive Office of the Governor, because the record concerns the Governor, or because there is reason to believe that the Governor may be asked about information in the record.”
“In accordance with the Governor’s duty to take care that the laws be faithfully executed, the Executive Office of the Governor may review the record to ensure the accuracy and correctness of the record production,” a DeSantis spokesperson told News 6 in 2022.
Desguin said he and other FDLE officials originally agreed to give the Washington Post 600 “Aircraft Mission Print” records that revealed historical information about DeSantis’s travel by taxpayer-funded aircraft that includes travel dates, destinations, and passenger lists.
“In my view, and based on my experience helping draft Senate Bill 1616 and the intent of the legislation, and on my experience in more than 30 years as a certified law enforcement officer, disclosure of those public records to the Post, or anyone else, would not have threatened the safety of the Governor, his family, other to whom FDLE provides transportation or security services, or FDLE personnel who provide those services,” Desguin wrote. “Instead, disclosure of those records, in my view, would allow the public to understand how their tax dollars are used in the provision of important public services.”
But Desguin claims the governor’s office overruled FDLE’s decision and ordered the agency to withhold the airplane records from The Washington Post.
Janine Robinson, an FDLE attorney who was involved in the public record dispute with the governor’s office, was later denied a promotion and pay raise at the request of a DeSantis aide, according to Desguin.
FDLE Deputy Chief of Staff Patricia Carpenter was fired after she sought whistleblower protection to report the alleged retaliation against Robinson.
“The governor’s office has received multiple complaints of [Carpenter] creating a hostile work environment,” a DeSantis spokesperson said in December.
Desguin claims he was placed on administrative leave in November and given a choice to “retire or be terminated” after discussing Robinson’s promotion denial with Carpenter.
“Mr. Desguin was placed on leave for insubordination, mismanagement of state funds, agency policy violations, creating a hostile work environment and unethical behavior,” an FDLE spokesperson told News 6. “FDLE does not comment on pending litigation.”
Desguin is willing to testify about what he witnessed, according to his sworn declaration.
Last week, while DeSantis was in Orlando speaking about an unrelated matter, a News 6 reporter asked the governor whether his staff is still delaying the release of public records while conducting secondary reviews of those documents.
“I don’t get involved in that, so I’ll just refer you to [my staff],” DeSantis said. “As you know this is all legal. There are different general counsels in each agency, they usually interact with the chief of staff and the general counsel, the head of the executive branch. So I don’t know. I can tell you since I’ve been governor that just not something I’ve gotten involved in. I’ve got to focus at the task at hand and you’ve got good people working for you that can sort out all that other stuff.”
DeSantis’s staff did not respond to News 6’s follow-up questions about the governor’s review of public records and the delays described by Desguin.
The governor’s office is asking a judge to dismiss the Washington Post’s lawsuit against DeSantis arguing, in part, that it is not in possession of the travel records generated by FDLE.
FDLE lawyers have accused The Washington Post of using its lawsuit “to generate headlines and stories to smear FDLE” and other DeSantis administration officials while misunderstanding the relationship between the governor’s office and executive branch agencies.
“Regardless of differences of opinion between lawyers, EOG has a constitutional duty to ensure [Florida law related to the release of the governor’s travel records] is properly and uniformly interpreted among agencies of the executive branch,” FDLE lawyers wrote in response to the Washington Post’s lawsuit. “That is exactly the legal advice that EOG provided to FDLE.”

What travelers should know about FAA advisory on total solar eclipse before April 8
The total solar eclipse is nearing, so the Federal Aviation Administration (FAA) is offering guidance to commercial planes and private aircraft ahead of the phenomenon .
The "Great North American Eclipse" will occur on April 8 . During this cosmic event, the Moon will pass between the Earth and the Sun and travel " a narrow path of totality from southwest to northeast across thirteen U.S. states," the government agency said.
Millions of people will want to view it from the ground . But what about those who are airborne?
For many passengers, the impact should be limited to the types of delays associated with high-travel days.
"Due to the high volume of traffic along the eclipse path, (airport) arrivals can expect lengthy delays during peak traffic periods," the FAA said.
The eclipse will begin over the South Pacific Ocean and cross North America, passing over Mexico, the U.S. and Canada, according to the FAA. The eclipse's path will affect the U.S. from 2:30 p.m. EST to 3:40 p.m. EST, the agency said.
Airports in Texas, Vermont, Maine, Canada, New Hampshire, Indiana, Ohio, Pennsylvania, Oklahoma, Arkansas, Illinois, Kentucky and Missouri will be primarily affected by the eclipse , the FAA said.
"The purpose of this notice is to inform airmen of the possible impacts to air traffic and airports along the eclipse path during the period April 7, 2024, (6 a.m. EST) through April 10, 2024, (midnight EST)," the FAA said.

What the FAA is saying about aircraft ahead of the eclipse
In preparation for the eclipse, aircraft should be ready for potential airborne holding (circling in the air to delay landing), rerouting and FAA-indicated take-off times for all domestic arrivals and departures that abide by instrument flight rules, according to the agency.
Traffic management initiatives , including alternative routing, parking guidance strategies and the slowing down and speeding up of air traffic could be implemented during the total eclipse, according to the FAA.
"There may be a higher traffic volume than normal anticipated at airports along the path of the eclipse," the government agency said. "Traffic should anticipate delays during peak traffic periods."
Parking for aircraft could be limited, particularly at the smaller and uncontrolled airports, the FAA said. Departures could be a challenge for certain aircraft depending on their level of clearance, the agency said.

Pilots could find some restrictions at airports on April 8, FAA says
Pilot training operations at airports will be "extremely limited" and "possibly prohibited" as the eclipse passes, according to the FAA.
Pilots are advised to "carefully" check the Notice to Airmen (NOTAMs), a notice to help prepare for changes in procedure and service and against hazards, the FAA said.
"Specific NOTAM procedures may be revised, and arrivals to some airports possibly restricted so please review NOTAMs frequently to verify you have the current information," according to the agency.
Special security provisions may be in effect during the eclipse, including temporary flight restrictions (TFRs), two-way radio communications and discrete transponder requirements , the FAA said.
TFRs are normally announced through NOTAM about three to five days before the event, the agency said.

A super-charged hurricane season could spawn a near-record number of storms in the Atlantic this year, and forecasters may even run out of names for storms amid a frenzy of tropical systems.

The scene is being set for a turbulent year in the tropics, one that could approach a record-setting pace that may exhaust the entire list of names for tropical storms and hurricanes -- and then some.
The Atlantic hurricane season officially gets underway on June 1 and runs through the end of November, and AccuWeather's team of long-range forecasters say now is the time to prepare for a frenzy of tropical systems. There are signs that the first named system could spin up before the season kicks off as the calendar flips to June, a precursor of what's to come.
"The 2024 Atlantic hurricane season is forecast to feature well above the historical average number of tropical storms, hurricanes, major hurricanes and direct U.S. impacts," AccuWeather Lead Hurricane Forecaster Alex DaSilva said. This echoes the early warning AccuWeather issued in late February , ringing the alarm bells about the potential for a surge in tropical activity.

Last hurricane season featured 19 named storms, but there were only four direct U.S. impacts. Hurricane Idalia was the storm of the year, which slammed into Florida as a powerful Category 3 hurricane in late August. Additionally, Tropical Storm Harold drenched southern Texas, and Tropical Storm Ophelia made landfall in North Carolina. Lee also swiped the New England coast as a tropical rainstorm before making landfall in Nova Scotia, Canada.
All signs continue to point toward the upcoming season being worse than the last, with the potential for the 2024 Atlantic hurricane season to rank as one of the most active in history.
Driving factors for a hyperactive hurricane season
Warm water is fuel for tropical systems, and there will be plenty of warm water for fledgling systems to tap into and strengthen.
"Sea-surface temperatures are well above historical average across much of the Atlantic basin, especially across the Gulf of Mexico, Caribbean and the Main Development Region [for hurricanes]," DaSilva explained. The Atlantic water temperatures observed in March were around or even warmer than they were in March ahead of the blockbuster 2005 and 2020 hurricane seasons.
Not only will this promote frequent development, but it will increase the potential for systems to undergo rapid intensification, a phenomenon that has occurred in recent years with historic hurricanes.
In 2020, Hurricane Laura was in the Gulf of Mexico and was making a beeline toward southwestern Louisiana. In just 24 hours, it rapidly intensified from a Category 1 hurricane with winds of 85 mph to a menacing Category 4 storm with winds of 150 mph -- 7 mph shy of Category 5 status.
Unusually warm water could also help to spawn tropical systems in November when the Atlantic hurricane season is winding down.

The other major factor in AccuWeather's Atlantic hurricane forecast is hitched to the Pacific Ocean.
Water near the equator of the eastern Pacific is in the process of quickly flipping from El Niño, when temperatures in this area are higher than historical averages, to La Niña, when temperatures in this zone are lower than long-term normals. This swift transition may have significant implications across the Atlantic Ocean.
La Niña results in less disruptive winds, known as wind shear , over most of the Atlantic basin.
"It can be helpful to visualize a stack of pancakes," DaSilva explained. When there is a high amount of wind shear, the top of a tropical system can be pushed and tilted away from its base, causing it to become lopsided. If a mature hurricane is in place, it may weaken but will not necessarily dissipate. "A tall, neat stack is what a tropical system wants to be, but wind shear can cause some pancakes to be displaced and the stack could fall over," said DaSilva.
The faster the transition to La Niña occurs, the more active the hurricane season is likely to be.
La Niña was present during the 2020, 2021 and 2022 Atlantic hurricane seasons, all of which featured near or well above the historical average of 14 named storms. The 2020 season is tied with the historic 2005 season for the highest number of named storms, with 30.
How many tropical storms and hurricanes are predicted in 2024?
AccuWeather meteorologists are forecasting 20-25 named storms across the Atlantic basin in 2024, including 8-12 hurricanes, four to seven major hurricanes and four to six direct U.S. impacts. This is all above the 30-year historical average of 14 named storms, seven hurricanes, three major hurricanes and four direct U.S. impacts.
With so many factors that could bolster development, there is the potential that there could be even more than 25 named storms in 2024.
"There is a 10-15% chance of 30 or more named storms this year," DaSilva said.
In addition to the number of storms and hurricanes, AccuWeather is predicting an Accumulated Cyclone Energy (ACE) of 175-225, above the historical average of 123.
ACE measures the intensity and longevity of tropical systems throughout the year, making it a reliable way to quantify the true strength of a hurricane season. A powerful, long-lived hurricane will generate a large amount of ACE, while a short-lived tropical storm will only generate a small amount of ACE.
What areas of the US have the highest hurricane risk in 2024?
"The Texas coast, Florida Panhandle, South Florida and the Carolinas are at a higher-than-average risk of direct impacts this season," DaSilva said.
While these four areas are at an elevated risk for a direct strike from a tropical system, residents near other coastal locations should remain vigilant.
"All residents and interests along the U.S. coast, including Puerto Rico and the Virgin Islands, should have a hurricane plan in place and always be fully prepared for a direct impact.," DaSilva added.
One tool meteorologists use to create long-range forecasts is analyzing analog years, or past years when the weather patterns were similar to current conditions.
An analog year for this season is 2016 -- a year when Hurricane Matthew barreled over Hispaniola and eastern Cuba before taking a swipe at Florida's Atlantic coast. The Category 5 hurricane was the most powerful storm of that season, which took place during La Niña, similar to what is predicted to happen this year.
What happens if there are more than 21 storms and we run out of names?
With AccuWeather experts predicting 20-25 named storms, meteorologists could run out of names to use for tropical storms and hurricanes.
Although the alphabet has 26 letters, Q, U, X, Y and Z are skipped, leaving 21 names. So what happens when we run out?
The Greek alphabet was used in the past to name storms, starting with Alpha, but that rule was changed by the World Meteorological Organization (WMO) in 2021.
"The use of the Greek alphabet was not expected to be frequent enough to warrant any change in the existing naming procedure," the WMO said on its website. If there are at least 22 named storms in the Atlantic this season, 2024 will be the first time the supplemental list is used.
