STATE OF EDUCATION IN ENUGU STATE & WAYS TO IMPROVE IT

One of the primary roles of education is to build and sustain individual and society’s development. It renews and improves the economic, social, political and cultural aspects of any state. Education upgrades the living standard of citizens and enables people to become better and more productive citizens. It is a human right that creates a safe, healthy and prosperous society. It changes the visions and perspectives of individuals, enhances critical decisions and improves democracy. Education in Enugu state is suffering from decades of neglects and abandonment.

Your Excellency, it is on record you mounted the mantle of leadership of Enugu State apparently with good intentions to transform the state far beyond the height achieved by your predecessors. To demonstrate seriousness to this course, your administration started by rolling out massive projects for execution which cut across the length and breadth of this state.

I know a lot of appreciable progress have been made in Education in Enugu State but there are still more to be done so that our people can enjoy the important benefits of Education.

Your Excellency, it is my humble intention therefore to discuss the state of education in Enugu state and ways to improve it. Some of the crucial challenges education in Enugu State is facing that need immediate attention include;

  • Infrastructural deficit and decay: So many class room buildings and staff offices of most primary, secondary schools and high institutions in Enugu State have been dilapidated. They are in deplorable condition thereby affecting the learning process. In some of the schools you see students sitting on the ordinary floor to receive lectures. Some classrooms are not roofed, during the raining season students sit under the rain to learn leading to students getting sick always. Most of these buildings were renovated 10 years ago or thereabout. Unfortunately, no new building has been elected to replace the dilapidated structures.

Most primary and secondary schools lack lavatory and convenience. This has led to students defecating and messing up the school environment. In some schools, students resort to defecating in open class rooms and dilapidated building.

  • Unqualified teachers and lecturers: Most schools in Enugu State are filled up with unqualified teachers and lecturers. How these teachers and lecturers managed to secured their teaching job in our secondary, primary schools and high institutions is a question that will be hard for me to crack. It is a very serious situation, when teachers cannot pass their exams that they are supposed to teach the children to pass. The result of this is the production of half-baked students. Students who will indulge in examination malpractices in other to pass their exam. Graduates who cannot defend themselves in outside world.
  • Inadequate instructional materials: Most of the schools in Enugu State lack instructional materials like white board and markers, ICT centres, sciences books, physic and chemistry laboratory. The general school library is nothing to write home about; they are not well equipped and most are not functional.  These instructional materials are powerful tools that enhances the learning skills of the students. We are in era of internet technology; yet you hardly see school in Enugu State that is computerized. If you visit the staff rooms during computation of students’ results, papers flying everywhere will chase you away. When students are equipped with the necessary materials they need; it helps them meet with up international standard of education.
  • High tuition fee and extortion: The high tuition fees and unsolicited fees collected from students has led to millions of students dropping out of school. The private schools are not helping matters. There is gross extortion of students by teachers in our school. It baffles me how headmaster, principal or whoever that is involve could turn money into hand-work and some of the lecturers has made it mandatory that students must buy their handout or text book before they will pass their course. The side effect of this are high illiteracy level, increase crime, and poverty in our state etc.

On Infrastructural deficit and decay; committee should be set up through Post primary School education board to ascertain the level of infrastructural deficit and decay in our primary and secondary school. Again, committee should be set up through the Board of Senate in universities and high institutions to review the level of infrastructural deficit and decay in our university and high institutions. The outcome of the reviews should be communicated to you through the appropriate channel for immediate action.

On Unqualified teachers and lecturers: Strategies for addressing the challenges of teacher training and professional development; technical and vocational education should be adopted. Again, policies pertaining to recruitment of teachers and lecturers in our states schools should be review.

On Inadequate instructional materials: There is need to examine, review, equip and upgrade by appropriate bodies some of the instructional materials in our schools for quality and continuous improvement of our student.

On High tuition fee and Extortion in our school: Government should review and cut down the tuition fees in our schools. Free education at primary and post-primary school level should be adopted to encourage education in our state.

Serious consideration should be made to our quest to improving the lot of our people through the provision of quality and functional education for all, at all levels. Today, it is those who acquire the most qualitative education, equipped with requisite skills and training, and empowered with practical know how that are leading the rest. We cannot afford to continue lagging behind. Education is our launch-pad to a more successful, more productive and more prosperous future. If the education of our state is weak or dysfunctional, society and its development will also be weak and dysfunctional.

Your Excellency, I thank you for all your good works in Enugu State. Also, I appeal that you use your good office to address this issue confronting education in our state today. I will continue to pray for you and for your vision for our dear State. Enugu State is in hand of God.

A speech by the Apostolic Administrator of Jos Archdiocese and Coadjutor Archbishop of Abuja, Most Rev. Ignatius A. Kaigama, during the courtesy visit to His Excellency, Governor Simon Bako Lalong and the blessing of his office at the Government House, Little Rayfield, Jos, on Monday, June 3, 2019

In the days preceding Pentecost Sunday,  i.e the celebration of the coming of the Holy Spirit on  the Apostles (cf. Acts 2), we of the family of  God in the Catholic Archdiocese of Jos represented here this morning by the children, the teenagers, the youth, the men and women and key leaders of our Archdiocese have come to express our spiritual and moral support and our prayerful solidarity as you begin your second tenure as the Executive Governor of Plateau State.  

Accept please, our hearty felicitations on your electoral victory. It is yet another opportunity you have been offered by the people of Plateau State to lead them to greater peace, prosperity and progress. We know that this can only be possible by the special grace of God and so we pledge our fervent prayers to God and our loyalty to you and your administration and we assure you that we will always cooperate with you in whatever is  beneficial to our people as you try to provide effective and good governance to the people of Plateau State. Your choice as Governor is the Lord’s doing and it is marvellous in our sight. Equally, your election as the Chairman of the Northern Governor’ Forum is a wonderful testimony of your political progress and an opportunity for you to contribute in tackling the worrisome issues of poverty, violence, illiteracy, youth idleness and their  involvement in crime and violence – factors which  have greatly retarded our progress especially in Northern Nigeria.

It is our earnest prayer that the Lord will increase your capacity as an instrument of peace and social transformation in a way that these last four years of your administration will be characterized by remarkably improved good governance with attendant positive fruits seen in interpersonal harmony among the people, infrastructural development, social cohesion and security.

We wish you and your collaborators the grace of office and so we call on everyone you will invite to join your administration to give you very honest support and to always remain faithful and reliable as you try your best to implement your policies and plans so that people will feel even a greater impact of your administration than in your first tenure.

We have come in compliance with the scriptural injunction that we should pray for our leaders, since all authority comes from God. We are called to recognize, respect and obey constituted authority (cf. Romans 13:1, 1 Peter 2:13-14, Titus 3:1). In an electoral contest there will be winners and those who don’t win. Once the constitutional requirements have been met and winners are officially declared, it is our individual and collective civic responsibility to give unalloyed and unconditional support to whoever leads the administration that is in place.  Politicians in Plateau State whether in the ruling party or in the opposition, should avoid the temptation to antagonism, bitterness, hostility or engineering divisive tendencies. Instead,  they should give one another the right hand of fellowship so that together, we can climb the highest height. 

We have come here to pray with you, to bless and to entrust you and your team of collaborators to God Almighty to guide your affairs to the greater glory of God and the common good of the people on the Plateau. We encourage you to be spiritually fortified in Christ, find strength and grace through prayer and the sacraments for good stewardship from God whom it has pleased to choose you to serve as Governor of our dear State. In a dream at Gibeon, Yahweh asked King Solomon to request whatever he wanted and Solomon chose the virtue of wisdom to govern his people and that saw him blessed beyond measure (cf. 1 Kings 3:5ff). We assure you that as you submit your choices to God, you will always get the best and enduring results.

We humbly ask you to be proactive and to  sustain honest efforts in tackling the socio-economic challenges on the Plateau and those divisive factors that breed mistrust, hatred, violence, insecurity, polarization and tension as you strive to deliver on your electoral mandate. We encourage you to be relentless in building a formidable Plateau State where violence is subdued by forgiveness, hatred is replaced with love and compassion, foes become friends, and the spirit of dialogue, peace and harmony permeates everything we do.

All of us on the Plateau have a moral responsibility in building an inclusive, tranquil and true home for ourselves and for future generations. The elections have come and gone but we hope that our politicians will grow from political opponents to political collaborators and see to the consolidation of the structures and institutions needed to respond to the legitimate aspirations of the citizens in order to realize our full potentials. As alluded to during your inaugural address, we affirm that we should all think Plateau, build Plateau, and defend Plateau.

It is difficult to think of the future of Plateau State without the active participation of her citizens in such a way that their dignity and integrity is acknowledged and guaranteed through access to quality education, jobs and social amenities. We wish to reiterate our call for the return of and support to missionary, private and other voluntary agency schools as promised by past administrations so that we could train our children according to the much desired moral, social  and intellectual standards in order to meet the present multidimensional challenges of our contemporary society.

Your Excellency, I thank you very sincerely for welcoming us to your office, and I express to you and to all those government officials here present, and those you will appoint soon, our prayerful and best wishes for a purposeful service of the common good for the progress of the entire people of Plateau State. We entrust you, your family and your administration to our Lady, Queen and Patroness of Nigeria, for her fervent intercession. May the face of God shine on you as you lead an inclusive and united Plateau State to greater heights.

Born in the Nigerian State of Taraba on the 31st July, 1958, Archbishop Ignatius Ayau Kaigama was ordained a Catholic priest in 1981. In 1995, he became the first Bishop of the Diocese of Jalingo, the capital city of his home State of Taraba. In 2000, he was installed as the Archbishop of Jos, capital of Plateau State and on 11th March 2019, the Holy Father Pope Francis appointed him Coadjutor Archbishop of the Catholic Archdiocese of Abuja and he took full possession as Archbishop of Abuja in December 2019.                                                                       Archbishop Kaigama is the founder of the Dialogue, Reconciliation, and Peace Centre, Jos (2011). He was elected President of the Regional Episcopal Conference of West Africa (RECOWA) in 2015 and also served as the President of the Catholic Bishops’ Conference of Nigeria (CBCN) for six years. 

He has held positions as Chair of the Plateau State Inter-Religious Council for Peace and Harmony and Chair of the Christian Association of Nigeria (CAN), in Plateau State for years. He was also a member of the Solomon Lar Presidential Committee mandated by the Federal Government to look into the causes of the Plateau ethno-religious crises and to proffer ways of bringing them to an end. He travels all around the world to speak about peace and share his experience of dialogue/interfaith collaboration and peace-building efforts. 

His Grace holds a PhD in spiritual theology from the Pontifical Gregorian University in Rome, Italy and two honourary doctorate degrees in Public Administration and Human Resource Management by Godfrey Okoye University, Enugu (2015) and Madonna University (2016) respectively.

Your Excellency, The Distinguished Senate President of the Federal Republic of Nigeria, Senator Abubakar Bukola Saraki, Distinguished Senators and all other Key Officers of the National Assembly here present, our Honorable Business and Professional Women, the Media Group, Ladies and Gentlemen, Good Afternoon!

We express our profound gratitude to H.E., the Senate President for deeming it important granting us this audience. We are most grateful for this reception, and pray that the outcome will be far-reaching and beneficial to not just Women, but the generality of the Nigerian People.

Our Association which is known as the Association of Nigerian Women Business Network is a coalition of 18 Women Business and Professional Associations in Nigeria housing over 920, 000 entrepreneurs who had come together with the common goal of encouraging and improving sustainable entrepreneurial development among women through research, advocacy and policy directional reports. The Association was born in February 2013 through a program organized by the Centre for International Private Enterprise in Lagos, on the theme, “Enhancing the Participation of Nigerian Women in Decision Making”. ANWBN serves as a unifying voice to address effectively, issues affecting business and professional women across the thirty-six states of Nigeria, including Abuja. A few weeks ago, we had our first Annual General Meeting in Lagos, and a new Executive Board to steer the affairs of the Association for the next two years was elected. We are glad you have accorded us this audience. ANWBN has in its short span of existence, done a huge lot on issues bothering on the challenges women in business face.

Your Excellency, there is no doubt that the economic situation in Nigeria today is very worrisome. Poverty still remains a real problem and unemployment is ravaging the talents of our youths. The fact that Nigeria is not a magnet for international investment despite the abundance of natural resources in it remains a thing of immense concern. The Global Economic Forum found in its study in 2014, that Africa leads the world in the number of women starting businesses. It was also shown that in Nigeria and Zambia, 40.7% of adult women are the owners and managers of their own businesses. Among the committee of nations, Nigeria undoubtedly has abundant human and natural resources which are under-utilized or untapped at all. Yet, it is unfortunate, that despite its huge population, even with women constituting over 50%of it, the 2015 UN Human Development Index ranked Nigeria no.  152 nd  out of 188 Countries  in its report, and 46 percent of the population are still below the national poverty line. Then again, in 2016, the report from World Bank shows that Nigeria ranked 169th out of 189 countries in the World Bank’s Ease of Doing Business Report.

It is true that while many women are becoming entrepreneurs, and venturing into diverse economic activities, they seem not to be catching up with their male counterparts. This is because, Women-owned businesses still face a set of challenges which hamper their growth. Yet, there is no doubt that when women are legally and economically empowered, they bring their families and communities along with them

ANWBN’s has in its capacity, and with the support of CIPE tried to identify some of these major impediments and seek for credible ways of ameliorating them. In 2014,  ANWBN conducted an advocacy project on access to credit for women entrepreneurs after a national survey carried out by us through a Consultant. With the adequate data collected from the survey,  ANWBN developed policy recommendations to overcome these challenges. We subsequently approached the Central Bank of Nigeria, commercial and development banks as well as all the relevant government agencies in Lagos and Abuja to discuss the findings and seek support to improve women’s access to finance. We are glad the efforts yielded positive results as there are some changes made; like the Central Bank of Nigeria directing financial institutions to increase credit services to women, by simplifying its loan application process for women SME operators. Yet, a lot still needs to be done.

This year, however, ANWBN with the support of CIPE again, took time to examine the Business Environment under which Nigerian Women operate. We also engaged a Consultant to help gather data on the challenges and possible ways of overcoming these challenges. This we did with the aim of improving the business environment for women entrepreneurs across the whole states of the nation. Some of these environmental factors of constraints are internal, and inherent in the manner of management and operations of the businesses. However, the rest are largely external and beyond the control of the individual women and their enterprises. We on our own are doing the much we could to build the capacities of our members and other women in business on manners of tacking internal environmental factors towards business growth. Then on the external factors, the major identified issues are:

  • Lack of adequate Infrastructure – patchy energy supplies, transportation logistics;
  • Security, Health and Natural Disaster concerns;
  • Lack of Government Priority Patronage for Made-In-Nigeria Goods;
  • New Technologies/ ICT Networks,
  • Lack of Access to Finance and Financial Incentives; According to the International

Finance Corporation, almost 70% of female-owned small and medium businesses in the developing world are reported to be unserved or underserved by financial institutions.

  • Legal and Regulatory Frameworks;
  • Business Registration Costs and Bureaucratic bottlenecks from Government Agencies (such as NAFDAC, SON, Ministries, etc), lack of ease in securing business permits in relevant areas of enterprise;
  • Understanding and Building domestic expertise and knowledge,
  • Multiple taxation.
  • Inadequate Consultation and Inclusion of Women Business and Professional Associations in Politics, Economic and Socio-Cultural Matters at all Tiers of Government.
  • Critical Cultural Values

On these, factors, therefore, Sir, we have picked out four major issues to concentrate on. These are:

  • Lack of Government Priority Patronage For Made-In-Nigeria Goods;
  • Poor Access To Finance For Women-Owned Businesses
  • Inadequate Consultation and Inclusion of Women Business and Professional Associations in Politics, Economic and Socio-Cultural Matters at all Tiers of Government
  • Illegal, Arbitrary and Multiple Taxation of Businesses by Government Institutions in Nigeria

These four issues have come to form part of our Business Agenda.  We are glad the Government is taking some proactive steps towards addressing some of these issues, particularly issues Number 1 and 2. Yet, a huge lot needs to be done on all the issues particularly Issue No.3, because women find it difficult to project their opinions and get their voices heard due to poor representations in government.

We are doing a lot on our individual organizations to educate women on the need for standardization and quality control. It is always a huge embarrassment to the Nation each time any of our products is rejected on the international market due to poor quality or lack of standard. It even takes a greater effort regaining such lost confidence on the international market.

In all, we have tried to proffer suggestions on the solutions that will speedily aid in addressing these issues. These solutions are well detailed on the Policy documents which we shall here be handing over to the Senate for proper examination and possible implementation. We have admitted that it is not just the duty of government to create enabling environment for businesses to thrive, it is also the responsibility of the business owner/operator, as well as that of groups like ours, to ensure that their staff and members are performing within the required local and international standards. So for us to achieve a lot in reviving our economy, all hands must be on deck. We are ready to do our bits, but we seek your constant support to ensure are bits go far.

In any case, Your Excellency, based on the four major issues identified above, we have developed a National Business Agenda for Nigerian Women in Business. The National Business Agenda for Women-Owned Businesses is a tool that educates the private sectors on the public policies that affect them. It identifies the regulations or bureaucratic measures that hinder business activities in the nation, and proffers solutions for reforms, and equally stipulate measures that will stimulate economic growth as well as credible job creation. It is designed to serve as a collective identification of challenges to business growth and sustainability, be a channel through which their voices are heard, as well as an avenue towards addressing these challenges. This document has been formulated as a Policy Direction Document and we are here to present it to you.

We have slated the 23 rd  day November to 2016 to have the official Lunch of the National Business Agenda. Our intention is to present the agenda before the Government on that day. We shall, therefore, be asking you to please, set aside that day for Nigerian Business and Professional Women and be in attendance on that day as our Special Guest of Honour, and Keynote Presenter. We shall be expecting you to be in attendance with other Distinguished Senators.

Anne-Marie Slaughter of the U.S. Department of State had once said,

“Conditions that allow for creativity and entrepreneurship, which make markets work, are also conditions for vibrant civil society that makes democratic institutions work”.

This we agree to because market economies and democratic governance go together to improve the quality of life of citizens of a nation.

On this not, therefore, we know we all have a common goal, that is, to have a great nation Nigeria, where democratic governance delivers to the needs of its people. We advocate for a business environment where women should have equal access with their male counterparts. We seek for a market economy which would provide efficient and sustainable systems.Thus, we are clamouring for continued partnership between the Senate and Women in Business here represented by ANWBN for us to move positively towards the actualization of this common economic growth and sustainability agenda, as well as be one of the first nations in the actualization of the Agenda 2030 – Sustainable Development Goals.

We thank you once more for this great opportunity to address our issues, we are optimistic you will handle our requests positively. We look forward to inclusive governance, and equally ask the Almighty to direct your paths.

CRH paid a courtesy visit to Medical and Dental Council of Nigeria (MDCN) on the 11th of May 2016 at 10am. The CRH team consisting of Executive Director, Dr Stella Iwuagwu (Executive Director for Centre for the Right Health), Mr Bede Eziefule (Director for programmes for Centre for the Right to Health), Vanessa Nwanguma-Anugwa (Human resource manager for Centre for the Right to Health) and Adeyemo Bolanle A (Program Officer for Centre for the Right to Health) were well received by Dr. A. A. Ibrahim (Registrar for MDCN), Mr.G.O. Oladokun (Ag. Head Admin), T.B Shaba (Legal adviser) and Dr. E.D Abdu (Assistant Registrar {P.D}) OBJECTIVE OF THE MEETING

The objective of the visit is for CRH to explain further on the project’s objectives, to know the functions of MDCN in regards to patients’ right violation in public hospital settings, cases they have handled in the past, to know the redress pathways and guidelines in place to seek redress in case of violation and disciplinary action taken against careless or negligent health workers and requesting the registrar to grant an interview in which he will give broad explanation of the responsibilities of the council in regulating the activities of medical practitioner in Nigeria.

Highlights of the meeting

Dr. Stella Iwuagwu gave background of the organization and the mission and vision of CRH. She also discussed about the project “accountability for patients’ rights and respectful maternity care in Nigeria”. She talked about patients’ right violation is taking place in almost all the hospitals in Nigeria and how a lot of Nigerians have lost faith in the system. She gave instances of different violation people have suffered in the hand of health workers and even her ordeal too when she had an accident. Also, she suggested that all stakeholders need to change the status quo and make provision for management numbers or hotline that people can call or report cases of violations. There should be a process of developing complaints procedures among the medical regulatory bodies that people will be aware of. The registrar addressed the CRH team by appreciating their effort in ensuring accountability for patients’ rights in our hospital settings in Nigeria. He said the council is ready to work with CRH and are ready give free information especially in the era of freedom of information. Dr Abdu who is medical doctor and very versed in medical law also talked how patients’ rights are being violated in the hospital setting. He acknowledged the fact that there are so many unreported cases of violations perpetrated by health workers in our hospitals in Nigeria. Also, he said patient’s right is stated in the Nigerian constitutions and there is stipulated punishment for erring health workers. In furtherance, he said a person who feels his rights have been deprived in the hospital can go to the professional regulatory body of the health worker to complain like: Medical and Dental Council of Nigeria, Nursing and Midwives council of Nigeria, Pharmacy Council of Nigeria and Medical Laboratory Science Council of Nigeria. Unfortunately, a lot of Nigerians are not aware of their rights and Nigeria is a country in which doctors are not accountable to their patients as against what is obtainable in America. He highlighted process of complaints if a patient’s right is violated:

 Administrative process which involve complaining to the management of the hospital.  Civil case in which you get a lawyer to litigate on the person’s behalf.  Criminal Law: When there is evidence of criminal negligence by the health worker, unfortunately nobody has ever been persecuted in the past in Nigeria.  Professional discipline: the case of violation can be reported to the council and if the disciplinary unit of the council feels the doctor act is so bad that has spoilt the reputation of the profession then necessary action might be taken against such person. The highest punishment that can be meted against a member is to remove the name of the person from the list of her members which would be publicized on the national newspapers.

He also pinpointed the major shortcoming to why there are still a lot of patients’ right violations in the hospital which are:

 People don’t report when their right has been violated.  People that report it is always difficult to reach the conclusion of the case because the government changes every four years. These make the cases to linger on for a long time. There are cases that are pending because of the change of administration which affects the process of punishing erring health workers. Awareness level is very low among the populace despite the concerted effort by the council to always educate doctors during their induction on ethics and best practice. However, we still have dearth of information among the masses. Outcomes of the meeting The council is ready to participate in the interview and a date has been schedule for the meeting. The legal adviser is ready to join the Legal team a project advisory board sub-committee member. The legal adviser is also ready to give technical assistance to legal consultant on getting materials and past cases that have been handled by council. Dr. Abdu is ready to support the legal team to provide legal framework on the project and to give technical insight on how lawyers can handle cases of patients’ right violation. The council is ready to support the organization in achieving accountability for patients’ right. CRH can refer any cases of violation perpetrated by medical practitioner to the council for disciplinary action.

The meeting ended at 2.20PM and there was a little chitchat after the meeting.

Have you ever been to the Nigerian embassy or high commission in your country of residence for visa application? You must have been told that one of the mandatory requirements to be granted a Nigerian visa is a letter of invitation from a host in Nigeria .

Typically, that is how an invitation letter to Nigeria looks like. It contains the necessary information, as required by the Immigration and/or embassy of Nigeria/consulate/high commission.

A letter of invitation for visa application is usually from a host in Nigeria and addressed to the High Commission or Nigerian Embassy in the country where the applicant is applying for a visa.

In the case of a visa on arrival (VoA) , the letter is addressed to the Comptroller General of Nigeria Immigration Service (NIS).

Why Must You Get a Letter of Invitation?

Well, the Immigration expect that an intending visitor should have a ‘host’ in Nigeria who will accept to bear full responsibility for the immigration rules and regulations on behalf of the visitor.

The host must state this clearly in the letter of invitation that he will take responsibility for the immigration rules and regulations throughout the visitor’s period of stay.

Additionally, the host is required to state in the letter the purpose of visit and stay duration. It is also required that the host states the visitor’s passport details and in some cases, the relationship between the host and visitor.

An invitation letter to Nigeria could be from an individual or a company/organization.

What Documents Must Accompany a Letter of Invitation?

A letter of invitation on its own is not valid or accepted for visa purposes, unless it is accompanied by other required documents.

Two of these such vital documents are:

  • International passport copy of the host
  • CAC certificate (Certificate of Incorporation) of the host.

When the host is an individual, only the passport data page is required with the letter of invitation. The passport must however have six months validity left.

In the case of a company invitation, the CAC document (certificate of incorporation) is also required.

These are the required documents that validate a letter of invitation. Without these, the embassy/consulate will not honour the invitation letter, and will not grant you a visa.

The need to massively sensitize the good people of Lagos State about the Continuous Voter’s Registration Exercise, the Management Team of National Orientation Agency (NOA), Lagos State on Thursday 15 th March, 2018 paid a working visit to the Executive Chairman of Lagos Island Local Government (West), Prince (Hon.) Adetoyese Tijani Olusi to get his buying in on the activities of the Agency.  The team was led by the Director, Mr. Waheed Ishola; Deputy Director, Planning, Research and Strategy, Mr. John Emah; Deputy Director, Human Resources, Mrs. Aderonke Jacobs and Assistant Director, Alhaji Aliu Fashola.

Welcoming the NOA Management Team, the chairman noted that the Local Council appreciates the activities of the Agency within the local council area. He commended the goodwill the Agency’s staff has brought to the council. He made a passionate appeal to NOA and other Federal Agencies to always carry them along in the scheme of things. He urged the Federal Government through the Agency to grant the Local Government the status of a “mini-state” with all accolades of state, backed with funds, because infrastructures are over stretched due to over population and lots of daylight tight activities. He promised his administration’s commitment to collaborate, synergise and fully support the National Orientation Agency (NOA), towards carrying out its programmes and activities in the Local Council Area.

Earlier, the NOA State Director, Mr. Waheed Ishola, commended the management of the Local Government for their warm reception and level of work done so far in their first 200 days in office, especially the recent empowering of over 450 aged within the area. He stressed NOA’s preparedness to assist the Council in propagating its programmes and activites in the grassroot area, because, NOA’s primary duty is citizen’s engagement.

In attendance were: Executive Chairman of Lagos Island Local Government (West), Prince (Hon.) Adetoyese Tijani Olusi; Vice Chairman, Hon. Babatunde W. Bashorun; Head of Administration, Mr. Babatunde Akeem Disu; Body of HODs; Councillors and Principal Officers of the council amongst others.

THE ADDRESS OF CHRISTIAN ASSOCIATION OF NIGERIA PRESENTED BY THE PRESIDENT OF THE ASSOCIATION, HIS EMINENCE, REV. DR. SAMSON OLASUPO A. AYOKUNLE AT THE OCCASION OF COURTESY VISIT TO HIS EXCELLENCY, THE PRESIDENT OF THE FEDERAL REPUBLIC OF NIGERIA AND COMMANDER IN-CHIEF OF THE ARMED FORCES, MUHAMMADU BUHARI (GCFR) ON 10TH OF NOVEMBER, 2017.

Your Excellency Sir, it was about two and a half years ago, precisely, July 2015 that we had the intention of paying this courtesy visit to you to congratulate you for becoming the President of our great country Nigeria. We however thank God that as Christian body in Nigeria, we are able to meet with you at last. So, what we intended to do then when we wrote to pay you courtesy visit, we are doing now by congratulating you for winning the election and for you to count on the Association to continue to pray for you for the Spirit of wisdom and understanding to be able to lead this country in the right direction until we get to our Promised land.

We wish to seize this opportunity as well to very much congratulate you for the miraculous recovery from sickness which took you away from the shores of Nigeria for many days. We as an Association took time to pray for you like other religious groups in this nation and we thank God that you are back alive. It was the love of Nigerians for you that kept all things intact while you were away and the able lieutenants that God gave to you who held the fort in your absence. May the affliction never arise again in the name of Jesus Christ our Lord and Saviour.

We want to advise you to manage your recovery well and take one step at a time. Delegation would be of help for you to totally recover and deliver the dividends of democracy to Nigerians.

Please allow us in this visit to pray for you because that is the major reason we are here today.

Recognition of Achievements

We want to appreciate you in the areas in which your administration is making giant strides since you came on board. The first of these is the recognition of corruption as a virus which has the potential of killing the nation if not stopped. Much more we salute your courage to confront it headlong as never done by any government in this nation before to the best of our knowledge and judgement. We do not want you to relent in doing this. The setbacks not withstanding, accomplishing the goal is the ultimate. However, we want you to fight corruption without fear or favour including those around you who may be like the ‘mixed multitude’ who went out of Egypt with the Israelites but were not Israelis. They caused harm along the way. Therefore, let there be no untouchable, hand those close to you that may be corrupt over to law enforcement agents as you have done to others for proper prosecution.

Secondly we want to commend you for your commitment to the flushing out of Boko Haram Islamic Fundamentalists from Nigeria. They had caused deep sorrow and damage to the nation especially many Christians, churches and facilities in the north—east in particular and the North in general.

We praise you for the empowerment of the military to do their work and the courage of the military and dedication to duty.

We on the other hand observe that the murderous Fulani Herdsmen who were previously allowed to ply their trade in many communities in Nigeria have become a menace to many communities. The Christian communities of Benue State, Southern Kaduna, Enugu and a host of others have been on the receiving side on this. Recently I went to a village called Ancha in Bassa Local Government of Plateau State where 21  Christians in a village were killed overnight by Fulani Herdsmen. My church in that village lost 20 members out of the 21 and we gave them mass burial. It was a gory sight to behold. The most painful and baffling thing about it was that after that attack, they came to the same area again and killed another 24 people with none of them arrested by the enforcement agents. What a complicity! Why are the Fulani herdsmen devastating communities without being arrested? Why are they not prosecuted? Why was the source of their ammunition not investigated? Why do they roam about with guns without being arrested? All these are begging for the quick attention of the President so that the people they are attacking also might not seek self defence which may lead to the breakdown of law and order in the nation.

Thirdly, we want to commend your administration for the recovery of some of the kidnapped Chibok girls after some years of incarceration by the insurgents in the north—east. We are pleading with you to intensify more efforts to recover the rest who may still be alive before their lives are completely messed up. Equally, we sent a special appeal to the government and the Inspector General of Police in particular to help us recover twenty Borno women that were kidnapped by Boko Haram while going to bury their relative who died outside Maiduguri. Up till now, we did not hear anything over the matter from the government neither was our letter acknowledged. We are renewing our appeal again for the recovery of those women who were all Christians.

In a nutshell, the following are the issues the Christian Association of Nigeria wants  Mr. President to address without delay.

1. Withdrawal of Nigeria from Religious Organizations.

We call on the Executive and Legislative arms of government  to withdraw Nigeria from the Organisation of Islamic Cooperation and from other international religious bodies and treaties Nigeria signed with such religious organizations because it violates the secular state of the nation as enshrined in the constitution of Nigeria and further violates government's non-partisanship in religious matters as enshrined in the same constitution. The sanctity of the constitution must be kept for Nigeria to survive as one nation.

2. Issuance of Certificate of Occupancy to Churches in the North.

We call on the Executive and the National Assembly to prevail on States in the North to issue Certificate of Occupancy to churches in the region. Many excuses are presently being given by State Governments in the North to deny Christians the right of building their own places of worship. Recently, Jigawa State Government pulled down some church structures under the guise that they did not have building permit. The truth of the matter as obtained from the chairman of CAN in the State was that the churches had applied for permission to build for not less than a year or more without any response. Do the Christians in the North not have the right to build their houses of worship and serve God without fear or favour? If Nigeria is one country, this type of religious discrimination must come to an end.

3. Lopsidedness in Appointments.

CAN equally calls on this administration to address the lopsidedness in appointments done by this administration for both ethnic and religious balance for all of us to be able to do pilgrimage together as a nation. For example, the defence apparatus in this nation is skewed in favour of one religion. In the recently released statistics of appointments made by this administration so far by the Media Adviser to the President, there was apparent lopsidedness because while some States have over thirty people appointed, others do not have more than three. How can people from such States with three have the sense of belonging to this nation and this administration?

4. Unpaid Salaries and Allowances

and We declare the inability of the State Governments to pay workers’ salaries and allowances as at when due as unacceptable and call on the Federal and State Governments to work together to address this as quick as possible. This would step the tide of crimes and suicide that are increasing all over the nation.

5. Breakdown of Infrastructure in the nation

We further urge your administration to address the breakdown of infrastructure in the nation such as road construction, provision of uninterrupted power supply and adequate funding of health facilities so as to stop the untimely death of our people and medical tourism abroad.

6. Unemployment Problem

We call on the Federal Government to declare a state of emergency on unemployment in the nation and to set up a machinery towards the provision of employment for graduates. It is a time bomb that could be devastating if not quickly attended to.

7. Criminal Activities and the need for more police

We observe that the criminal activities that are on the increase in the land should be addressed more squarely. The police should be more adequately equipped in policing the nation. More policemen at the same time should be recruited as the present number is too low to cope with the large population of the country.

8. Revival of NIREC

Finally, we request for the  revival of the Nigerian Inter-religious Council, (NIREC) which in the past had fostered interaction and promoted religious harmony between Christian and Muslim leaders in the country whose meeting logistics were to be provided by the government. Government's position that there is no money to facilitate the convening of the meeting is not good enough. If there is no money to build peace, we believe that it would be more costly  to prosecute war.

We thank Mr. President for creating time to listen to us and we hope that this type of parley would be taking place more regularly for the general good of our nation. We believe in one united Nigeria where there is justice, fairplay and mutual respect.

Let me thank the ladies and gentlemen of the FILMIC Group for this courtesy visit, and for appreciating our efforts at reforming the broadcast industry for the benefit of all stakeholders. I want to also say that I am impressed with the constant intervention of your group on behalf of the industry. This is what patriotism is all about.

2. As you may recollect, the reform of the broadcast industry was kick-started about a year ago, specifically on the 27 of March 2019, when the Federal Executive Council (FEC) deliberated on the unprofessional and unethical conduct of some broadcast stations, especially before and during the last general elections, Following the deliberations, Mr. President directed me to institute an inquiry into the conduct of the stations and report back to the Council.

3. Consequently, I inaugurated a five-member committee on Wednesday, 10 April 2019 with the following terms of reference: – Find out to what extent the National Broadcasting Commission (NBC) was able to effectively carry out its regulatory role before and during the 2019 general elections. – Recommend measures that could strengthen the NBC’s regulatory role and make it more effective.

4. The committee submitted its report on 24 April 2019, with 26 recommendations, and I subsequently forwarded to Mr. President, who has since approved all the recommendations. Following the approval by Mr. President, I inaugurated the NBC Reform Implementation Committee on 9 Oct. 2019 to work out the modalities for the implementation. The committee submitted its report on 19 Nov. 2019.

5. Consequent to my satisfaction with the report which was very professional and detailed, I directed the Commission to take the necessary measures to effect the full implementation of the recommendations

6. Highlights of the recommendations include:

a) Independence of the NBC from political interference in the exercise of its regulatory powers, particularly with respect to the issuance and withdrawal of broadcasting license.

b) A review of the National Broadcasting Code and extant broadcasting laws to reflect the following amendments – Upward review of fines from N500,000 to N5,000,000 for breaches relating to hate speeches, inciting comments and indecency – Willful repeat of infractions on three occasions after levying fine on a station to attract suspension of license. – Upgrade of breach of political comments relating to hate speeches and divisive comments to ”Class A” offence in the Broadcasting Code – Amendment of the NBC Act to enable NBC license WebTV and radio stations, including foreign broadcasters beaming signals into Nigeria. ⁃ Provisions to control monopoly and anti-competitive practices. – Recruitment of more monitoring staff for the NBC. – Deployment of adequate monitoring equipment and technologies for the NBC – Enhancement of welfare packages of NBC staff to avoid their compromise in the line of duty.

7. I can confirm to you that the current NBC Management and Board have begun the actual implementation process. I am reliably informed by the Acting Director General of the NBC, who is here with us, that in the next two weeks, there will be a stakeholder Validation Conference to endorse the new initiatives in the industry, after which the necessary amendments to the Broadcasting Code on Monopoly and Anti-Competition, unwholesome content on social media and other amendments will be published for the public and the industry.

8. The process for the amendment of the NBC Act has begun and soon we shall be forwarding an Executive Bill to the National Assembly for further action. And on staff welfare, the Board has received the approved recommendations and is in the process of implementation.

9. You can now see that this reform is not a fluke. I therefore want to challenge your group, and other stakeholders, to continue to cooperate with the industry regulator in order to ensure a faithful implementation of the recommendations. The government has shown good faith on the reform of the broadcast industry in order to place it a good stead to achieve its full potentials. I urge the stakeholders to follow suit so that, together, we can have a broadcast industry that everyone will be proud of, a broadcast industry that will continue to create jobs and reward talents. This is achievable, if all hands are on deck.
