Malaysian Chinese Tourism Association (MCTA) was initially incorporated by a group of concerned and dedicated Malaysian Chinese travel agents. It was officially registered with the Registrar of Societies (ROS) on 14th Sept. 1992

It the 9 years of existences, MCTA has not had a home to call its own until 23rd Nov 2001. With the supports and contributions of the members, the association managed to purchase its secretariat office which is made up of 1,406 square feet of office space at 2 – 3A, Jalan Pandan 2/1, Pandan Jaya, 55100Kuala Lumpur.

Since then, we had expanded to other states with the formation of our Chapters in Johor, Perak, Sabah and Penang. As today we are one of the top five tourism associations in Malaysia with more than 800 members.

Implementation of visa-free leads to surge in tourists between Malaysia and China

J OHOR BARU: Malaysian Chinese Tourism Association (MCTA) president Paul Paw has highlighted that with the implementation of visa-free between Malaysia and China, there has been an explosive increase in Chinese tourists visiting Malaysia.

In just three months, the number of Malaysians traveling to China has also reached a staggering two million.

He shared that this figure far exceeds the pre-pandemic period, where in 2019, only 1.38 million Malaysians traveled to China. However, he also admitted that the figure is based on industry estimates.

"The association is actively advocating for the visa-free between Malaysia and China to become a permanent measure to continuously stimulate domestic tourism," he said.

He made these remarks at a press conference after officiating the opening ceremony of the MITM Travel Fair 2024, organised by MCTA Johor chapter.

Other attendees included Taiwan Tourism Bureau's Kuala Lumpur Office (Malaysia, Indonesia, Brunei) director Abe Chou, Tourism Malaysia (southern region) deputy director Chresentia F.B Sadatal, Tourism Authority (Thailand, Malaysia and Brunei) deputy director Bulan Duang Van Thong, Tourism Johor director Sharil Nizam Abdul Rahim,and Malaysian Chinese Tourism Association Johor Chapter chairman Edwin Tay.

Paw also revealed that there are tourism operators in the country, adding that with 15 additional chartered flights between Kuala Lumpur and China each week, while each chartered flight carrying 180 to 186 passengers.

"These flights all operate from Kuala Lumpur International Airport, flying to various destinations in China including Chengdu, Nanchang, and Taiyuan; starting from April 24, Senai International Airport in Johor Baru will also have chartered flights to and from Haikou, China every Wednesday and Saturday."

"In 2019, about three million Chinese tourists visited Malaysia. With the implementation of visa-free between Malaysia and China, the number of Chinese tourists visiting Malaysia has surged."

Furthermore, he also disclosed that China Eastern Airlines and China Southern Airlines have increased the number of flights between Kuala Lumpur and China. Some flights, which used to operate four times a month,are now operating four times a day, which is quite astonishing.

He pointed out that currently Malaysia, Singapore, and Thailand have all implemented visa-free policies to attract Chinese tourists, which is expected to further increase the number of tourists traveling between Malaysia,Singapore, and Thailand.

However, he emphasised that local tourism operators are not only striving for a share of the Chinese tourismmarket but are also not giving up on other overseas tourists, such as those from Japan, South Korea, Taiwan,

Hong Kong, Macau, Thailand, and other ASEAN countries.

Currently, Paw pointed out that 90% of chartered tours adopt three traditional forms of guided tours.

"The first traditional itinerary includes visits to Kuala Lumpur, Genting Highlands, Malacca, Johor Baru, and then crossing over to Singapore before returning to China.

"The second involves visits to Kuala Lumpur, Genting Highlands, Ipoh, and Penang before returning to China."

He said the third type is island tourism, which generally involves planning trips to islands like Sipadan in

Sabah or Langkawi, and then returning to China.

"The main reason for tourists choosing guided tours is the inconvenience of transportation in Malaysia, and guided tours allow for better itinerary planning."

He said that the remaining 10% of chartered passengers choose free and easy trips, and some Chinese tourists who have seen many Malaysian attractions through social media platforms like "Xiao Hong Shu" may also attempt to travel to Malaysia.

However, they generally do not specifically choose chartered flights, as chartered flights have specific itineraries, and taking regular flights is usually more cost-effective.

Travel industry expects boom after visa exemption for china visitors.

VICE president of the Malaysian Chinese Tourism Association (MCTA) Cooper Huang said the relaxation of visa requirements between China and Malaysia is expected to trigger a travel and business boom.

Huang said prior to the announcement, many Malaysians were already mulling traveling to China.

The visa-free policy, he said, will not only attract Chinese tourists but also businesses seeking expansion here.

“Chinese businessmen could also be encouraged by the hassle free travel to seek opportunities and tie-ups with their Malaysian counterparts.”

That, Huang added, will further strengthen the economic ties between the two countries.

On November 24, the Chinese Foreign Ministry announced the unilateral visa-free policy for holders of ordinary passports from France, Germany, Italy, the Netherlands, Spain, and Malaysia.

This policy will be in effect from December 1 to November 30, next year, allowing citizens from these countries to enter China for business, tourism, family visits, or transit for up to 15 days.

Prime Minister Anwar Ibrahim last Sunday announced a 30-day visa-free entry into Malaysia for visitors from China and India from today.

However, the exemption is still subject to security screenings for past records of crime or violence, Anwar said.

Angie Ng, president of the Malaysia-China Tourism and Culture Promotion Chamber, said it would be an understatement if the new arrangement will boost tourism.

Ng, praising the visa-free travel, said the arrangement is providing a boost to the tourism industry, which is emerging from the Covid-19 slowdown.

“It enhances convenience by eliminating the need for visas.”

Like Huang, Ng said the removal of visas will attract many for business purposes.

On the lopsided arrangement where Chinese visitors get 30 days visa free stay while Malaysians only get 15 days, Ng believed 15 days are enough for the average tourist.

Asked if Malaysians could apply for an extension of stay, Ng said it’s too early to say since the arrangement was only just implemented and the shortcomings have not shown up yet.

Patrick Law, director of Confidence Travel & Tour Sdn Bhd, is among those who said the visa-free travel arrangement bodes well for tourism.

Law cautioned travel agencies that neglect to familiarise themselves with the new arrangement may face challenges. He emphasised the need for the agencies to swiftly adapt.

Wayne Law, chairman of the Perak exco of the Malaysian Chinese Tourism Association, said the visa-free news “signifies progress in coming out of the pandemic”.

He anticipates a significant increase in the number of Malaysians visiting China and Chinese tourists coming to Malaysia during the upcoming year-end festive holidays and the Chinese lunar New Year next year.

As the travel to China is expected to hike steeply, Law warned the cost would similarly increase.

He said the hike would depend on flight frequencies and that probably would not happen until after April.

“If more flights are added, ticket prices may decrease and vice versa.”

Law also disclosed a discussion is ongoing between travel agencies and local service providers to determine what sort of impact the visa free travel will have on the industry.

“We’re assessing what the impact would be on the hotels, the transportation sector.

“So for the moment, everything is still status quo – no changes in travel prices.” – December 1, 2023

Malaysian Chinese Tourism Association (MCTA) was initially incorporated by a group of concerned and dedicated Malaysian Chinese travel agents. It was officially registered with the Registrar of Societies (ROS) on 14 th  Sept 1992.

The association thanked Dr Ng Yen Yen, who was the Deputy Minister of Culture, Arts & Tourism, for being the VIP of the MCTA Building Opening Ceremony on 1 st  Feb 2002.

These days, the association has grown up and become a “teenager”, where the secretariat team has expanded from 1 staff to 5 staff (full & part time), from less than 50 to nearly 300 members nationwide and from none to affiliated with 3 national tourism bodies, i.e. National Tourism Council Malaysia (NTCM), The Chinese Chamber of Commerce & Industry of Kuala Lumpur & Selangor (KLSCCCI) &The Selangor Chinese Assembly Hall.

The Malaysian tourism industry achieved a significant milestone on 10 July 2023.

The official formation of the Malaysian Tourism Federation (MTF) will be providing a unified voice and representation for the entire tourism industry.

The newly established federation aims to unite individual independent National Tourism Associations under one umbrella.

The initiative was started in February 2020 and has garnered strong support from key stakeholders. The then Minister of Tourism, Arts & Culture of Malaysia, YB Dato’ Sri Hajah Nancy Binti Shukri are among the stakeholders.

Leading the federation as its first President is veteran tourism leader Datuk Tan Kok Liang, who was nominated by the Malaysian Association of Tour and Travel Agents ( MATTA ).

Joining him are representatives from various associations, including the Malaysian Association of Hotels (MAH), Malaysia Budget & Business Hotel Association (MyBHA), Malaysian Inbound Chinese Association (MICA), Persatuan Syarikat Pengendalian Pelancongan Bumiputera (BUMITRA), Malaysian Association Of Theme Park And Family Attractions (MATFA), Malaysian Chinese Tourism Association (MCTA), Malaysia Cruise Industry Association (MCIA), Malaysia Scuba Diving Association (MSDA), Association of Malaysian Spas (AMSPA) & Malaysian Indian Tour & Travel Association (MITTA), The federation is an all inclusive federation and will be inviting other tourism organizations to be members in the coming months.

The Malaysian Tourism Federation (MTF) fulfils a crucial role in the tourism industry by providing a platform for all member associations to come together and speak with a unified voice. When addressing government bodies, policymakers, and other stakeholders, this unified representation ensures greater impact and effectiveness.

By pooling resources and expertise, the federation can tackle common challenges and issues facing the tourism industry, ultimately leading to the development of comprehensive solutions.

The main roles and responsibilities of the Malaysian Tourism Federation (MTF) includes:

Realignment and Unified Representation: The federation is to consolidate the voice and representation of the tourism industry, ensuring that the diverse interests and priorities of individual associations are balanced for the greater benefit of the entire tourism industry.

Collaborative Problem-Solving: By leveraging the combined resources and expertise of its member associations, the federation can address common challenges and find innovative solutions to maximize the growth and development of the tourism industry.

Policy Advocacy: The federation to advocate for policies that contribute to the overall development of the tourism industry. This includes lobbying for favourable regulations, incentives, and infrastructure development that enhance the tourism environment and attract more visitors.

Sharing Best Practices: The federation serves as a platform for member associations to exchange knowledge and best practices. This collaborative approach leads to improved operations and the overall growth of the industry.

Marketing and Promotion: The federation will coordinate collective marketing and promotional campaigns to attract tourists, both domestically and internationally, and enhance the destination’s image. By pooling resources, marketing efforts become more impactful and effective.

Crisis Management: During times of crisis, such as natural disasters or health emergencies, the federation will coordinate efforts to manage the impact on tourism and works towards a collective recovery strategy.

Research and Data Sharing: The federation collects and disseminates industry data, fosters research collaborations, and provides valuable insights to inform decision-making processes.

Stakeholder Engagement: The federation to collaborate with local communities, environmental organizations, and other industries to ensure sustainable tourism development that benefits all parties involved.

The Malaysian Tourism Federation (MTF) recognizes the need to balance the diverse interests and priorities of individual associations to truly serve as a unifying body for the betterment of the entire tourism industry. Additionally, the federation’s policy advocacy will focus on holistic approaches and frameworks on various crucial aspects, including visa requirements, air connectivity, funding for tourism players, illegal tourism operators, sales and services tax (SST) threshold, manpower requirements, luxury tourism vehicles, Umrah travel packages, tourism infrastructure development, regulations of short-term rental accommodations (STRA), reduction of hotel utility costs, modernisation of the Tourism Industry Act 1992 amongst others.

“The formation of the MTF marks a significant step forward for the Malaysian tourism industry. We believe that by coming together as a unified body, we can effectively address the challenges and opportunities facing our industry. We are committed to promoting sustainable tourism practices, advocating for policies that benefit the entire industry, and working towards the continuous growth and development of tourism in Malaysia.”

The Malaysian Tourism Federation (MTF) looks forward to work closely with stakeholders, including the government, policymakers, and industry players, to nurture a thriving and sustainable tourism industry in Malaysia.

Together, they aim to elevate Malaysia as a premier tourism destination globally, offering unique experiences and warm hospitality to visitors from around the world towards visit Malaysia Year 2026.
