Same day bookings introduced for MK tips

Milton Keynes Council has made it even easier for MK residents to book a trip to the tip with the launch of same-day appointment booking.

Since the booking system was introduced in May 2020 to help protect local people during the pandemic, more than 300,000 visits have been made to MK’s household waste recycling centres. Until now, bookings could only be made more than a day in advance.

The Council has listened to customer feedback and introduced new and flexible options to book same-day slots as well as to cancel and reschedule bookings online. Also changing is the need to provide a registration number in advance if you’re using a hire car to visit a tip.

It’s quick and easy to book a slot at www.milton-keynes.gov.uk/hwrc although residents can always call if they need extra help. MK’s tips are open seven days a week.

Managing the flow of visitors to the tips has stopped historic traffic queues that would occasionally reach a main grid road – causing potential safety issues for motorists. It’s also meant the Council can crack down on people from outside MK, including businesses, using the borough’s tips. The Council estimates that as many as one in five people using the tips before the booking system lived outside MK, which was a significant drain on resources. Around £220,000 has been saved as a result of introducing the system and stopping misuse.

Cllr Lauren Townsend, Cabinet Member for the Public Realm, said: “We’re pleased to be able to add extra flexibility to the booking system as we know some residents aren’t in a position to know exactly when they’ll be ready to take their waste and recycling to the tip, and for them a same-day option is especially helpful. We want everyone to have a safer and better experience using the tips in Milton Keynes, and that includes no queues and no worries when they get to the site.”

MK tip booking system given 5 out 5 star rating

Milton Keynes residents have judged MK Council’s tip booking system to be a resounding success, with 85% of people using the quick and easy system giving it a 5-star rating.

Since August, around 20,000 local people booking a slot rated the system and 91% chose to give it at least 4 stars.

MK’s tips are used by hundreds of thousands of residents annually, and bookings were introduced in May 2020 to help protect local people during COVID-19.

Following their feedback, the Council launched same day booking slots last month as well as new options to cancel and reschedule bookings online. Early figures show customer satisfaction is rising even further as a result.

Cllr Lauren Townsend, Cabinet Member for the Public Realm said, “I’m delighted that so many local people are happy with the system. We introduced bookings to keep people safer during the pandemic, but this isn’t the only advantage.

“We used to see queues of cars on busy roads nearby, and that’s a thing of the past. It’s also stopped people from outside MK using our tips instead of their own, which puts less strain on resources and means we’ve saved around £220,000. Before the booking system, one in five people using our tips weren’t local.”

Recycling centre and rubbish tip information for Milton Keynes residents

If you are looking for info on your nearest Milton Keynes recycling centre, we’ve got you covered. Here are details about each site, including a map of where they are, their opening hours, who can use them, and which items are and are not accepted. Plus plenty of other questions answered too!

There are 3 council tips in Milton Keynes:

  • Bleak Hall recycling centre : Chesney Wold, Bleak Hall MK6 1NE
  • New Bradwell recycling centre : Newport Road, New Bradwell MK13 0AH
  • Newport Pagnell recycling centre : North Crawley Road, Newport Pagnell MK16 9H

Opening Hours

Each recycling centre is open 7 days a week. Opening hours vary throughout the year:

1st October - 31st March: Monday - Sunday 8am - 5pm 

1st April - 30th September: Monday - Sunday 7am - 7pm

Booking is required

To use any of the sites you must first reserve a slot by booking online or telephone. This can be done up to 7 days in advance and new booking slots are released every day on a rolling basis. 1 booking is a 15 minute slot and if you can’t make your time, the council advises that you simply rebook as they can’t change existing bookings.  When making your booking, confirm the registration number of the vehicle you plan to use.

To enter the site, you’ll need:

  • Confirmation email
  • Same vehicle registered upon booking (if you are hiring a car, bring the hire documents)
  • Proof of address in Milton Keynes (e.g. driving licence, a recent bill with your address on it, mortgage statement or tenancy agreement, NHS card)

Site rules for every Milton Keynes recycling centre

  • No mobile phones on site
  • Wear gloves when unloading waste
  • Sensible footwear only (no flip-flops or sandals)
  • Wear trousers, not shorts
  • No smoking on site
  • Do not bring pets or children

Vehicle access and restrictions

Each recycling site has its own rules about which vehicles are permitted entry:

Bleak Hall:

  • Cars under 2 metres high only
  • Maximum vehicle weight 3.5 tonnes

New Bradwell:

  • Cars under 2 metres high
  • Car plus trailer under 2 metres high
  • Van under 2 metres high

Newport Pagnell 

Via Main Entrance

Via Trade Entrance only

  • Cars over 2 metres high
  • Trade and commercial vehicles
  • Maximum weight 3.5 tonnes for all vehicleS
  • Car plus trailer over 2 meters high
  • Van over 2 metres high

  • Asbestos at New Bradwell site only . 
  • Batteries and car batteries
  • Cooking oil and used engine oil
  • Electronic and electrical items, e.g. computers, laptops, mobile phones, lamps
  • Fire extinguishers - contents must be identifiable
  • Furniture e.g. tables, beds, mattresses, etc
  • Gas bottles (contents must be identifiable)
  • Hardcore and rubble

  • Household and garden chemicals
  • Light bulbs, low energy bulbs and fluorescent tubes
  • Mixed textiles and clothes
  • Tyres (either New Bradwell or Newport Pagnell and NOT Bleak Hall site)
  • Videos, vinyl records, CDs and DVDs
  • White goods e.g. fridges, freezers, washing machines, cookers, etc  
  • Wood and timber
  • Other household waste

Prohibited Items

  • Commercially sourced asbestos waste
  • Hot ashes or disposable BBQs

Trade waste

You can only dispose of commercial and industrial waste at the Newport Pagnell site. Vehicles must carry a valid Waste Carriers License and will be charged commercial rates. Only vehicles weighing 3.5 tonnes and under can enter the site. A weighbridge is installed so that business vehicles can be charged according to the type of waste and by weight – green waste is less expensive to dispose of so this is reflected in the price. Materials which are more expensive to dispose of, such as plasterboard, are charged at a higher rate.

Payments are only accepted by credit card. Credit accounts available to high frequency users. Pre-sort your waste before arrival. Mixed loads will be charged at the highest rate

Community Skips

MK Council currently provides three local Household Waste Recycling Centres , sometimes known as 'tips', to dispose of large household items free of charge. MK Council also provides a chargeable bulky waste collection  service. 

In addition to this, Parish and Town Councils may consider organising a Community Skip to provide a local opportunity for people to dispose of waste safely and lawfully.

Key considerations - hints and tips

Below are some tips for a successful Community Skip where this has been done in other areas:

  • consider limiting to one skip visit per household or up to three bulky household items
  • prenotification / reservation of time slots to avoid everyone turning up at once
  • proof of local residency should be provided on the day of visiting the Community Skip
  • encourage swapping / takeaway items to reduce waste and put items to better use
  • manage expectations – those who use the Community Skip are unlikely to be the people who otherwise would consider fly tipping
  • promote the bulky waste collection and free tips in MK
  • consider working together on community tip bookings or communal bulky waste collections for those who struggle to access these services.
  • Encourage the community to  report fly tips  along with supporting evidence to the council.

Community Skips should be monitored constantly to ensure that the waste is stored and segregated carefully and to enable the waste to be described accurately. This is a legal requirement of the Community Skip organiser under their Duty of Care.

Key considerations - types of waste

Ideal waste to target for Community Skips would be:

  • furniture e.g. mattresses, bed frames
  • large garden items e.g. large branches, fence posts, broken play equipment
  • DIY type wastes e.g. rubble, hardcore, soil, doors, skirting boards, timber

It is recommended that the Community Skips are used for bulky household waste only and not for general waste such as black sacks and garden waste, which should be put out for the weekly refuse, recycling and food & garden waste collections.

The Community Skips should not be used for waste electrical and electronic items which require specialist treatment prior to recycling. This includes large items such as fridges and freezers and small items such as toasters and kettles.

We would suggest that batteries are not accepted in the Community Skips as they can lead to fires.

We would strongly recommend that the Community Skips are not used for Hazardous Waste e.g. asbestos, gas bottles or household chemicals e.g. paints (unless hardened), thinners and weed killer.

Tyres and plasterboard should not be allowed in the Community Skips as they require specialist treatment and disposal (speak to your skip hire company for advice).

Avoid commercial and industrial (business) waste as this should be disposed of responsibly by the producer / business owner and not met by the local community.

Skip permits

Skip companies are usually responsible for getting skip licences, also sometimes called skip permits. A Community Skip organiser will need to contact MKC if they want to put a skip on a public road (this is a chargeable service).

The organiser may need to ensure that the skip includes appropriate safety lights and markings on or around the skip. This could include:

  • reflective markings
  • traffic cones
  • night-time safety lamps
  • the name and telephone number of the skip hire company.

Duty of care

The Community Skip organiser will have a legal responsibility to ensure that they produce, store, transport and dispose of the waste without harming the environment. This is known as “duty of care”.

The duty of care applies to anyone who imports, produces, carries, keeps, treats, disposes or brokers the removal of waste. A Community Skip organiser is likely to be considered as the Waste Producer and/or a Waste Broker.

The duty of care has no time limit. You are legally responsible for your waste from when you produce it until you have transferred it to an authorised person. However, the duty does not end when you hand over the waste to the next holder. It extends along the entire chain of management of your waste. If you think that your waste is not being managed correctly you must take action to check and prevent this. You must:

  • segregate, store and transport  your waste appropriately and securely, making sure that you do not cause any pollution or harm to human health.
  • check that your waste is  transported and handled  by people or businesses that are authorised to do so.
  • ensure that  waste transfer notes  are completed, including a full, accurate description of the waste, to document all waste transferred and keep it for your records.

    Milton Keynes Council have removed the option to book a slot at a tip in Milton Keynes online, just hours after it was launched. MKFM reported earlier this afternoon that residents could now book a slot at the tip via the Council website..
