Travelling To Malaysia? You Can Stay There Up To 90 Days Without Visa Now

Hongkongers can now visit and stay in Malaysia for 90 days without a visa as the country has modified its policy for Hong Kong passport holders.

They can be in the country for 90 days as opposed to the current 30 days, allowing for a relaxed travel for those who want to spend more time in the Southeast Asian nation.

Everything to know about the longer visa-free stay in Malaysia

According to a Bloomberg report, the government of Hong Kong reached out to the Malaysian government for the change. Officials familiar with the development have informed that a formal announcement will be made on July 27, adds the report.

The move is a reciprocation of the 90-day visa-free travel that Malaysians currently enjoy in Hong Kong and is aimed at establishing a closer bond between the two places. Hong Kong’s Chief Executive John Lee will arrive in Malaysia on July 27 for a week-long tour. Other than strengthening the bond between Hong Kong and Malaysia, his agenda includes discussing investment opportunities for the financial hub.

Entry, Exit and Visa Requirements

To enter Malaysia, your passport must be valid for at least six months beyond the date of your arrival in Malaysia.  You must have at least one blank page for the entry stamp.  Permission to enter and remain in Malaysia is under the authority of the Malaysian Immigration Department.  Visit the websites of the Embassy of Malaysia in Washington D.C . and the  Malaysian Immigration Department for more information.

Effective January 1, 2024, the Malaysian Immigration Department requires all travelers to complete the Malaysian Digital Arrival Card (MDAC) .  Permanent residents of Malaysia, long term-pass holders, and diplomatic and official passport holders are exempt from this requirement.

For the latest information, travelers should review the Malaysian Immigration website .  You can submit an online inquiry form or contact the Malaysian Government call center (MyGCC) at +60 3-8000-8000.  If you are outside of Malaysia, you should contact the nearest Malaysian embassy or consulate if you have questions about Malaysian entry and exit requirements.

If you are planning onward travel after departing Malaysia, please note that many other countries in the region require at least six months’ remaining validity on your passport to enter.

You do not need a visa if you are coming for business or tourism for 90 days or less.

Immigration officials will place an entry stamp, known as a social visit pass (visa), in your passport authorizing a stay of up to 90 days.  Travelers may apply to the Malaysian Immigration Department for extensions, which may or may not be granted.  You must exit Malaysia using the same passport that you used to enter.  If this passport is replaced for any reason before you depart Malaysia, you must apply with Immigration to obtain a “special pass” (exit permit) in your new passport prior to departing.

Neither the U.S. Government nor the U.S. Embassy in Kuala Lumpur can intervene on your behalf when you apply for a Malaysian visa, nor can we advocate for your admission into Malaysia if you are denied entry.

Travel Document : Persons traveling on a USCIS-issued Refugee Travel Document issued by the United States Citizenship and Immigration Services (USCIS) must apply for a visa prior to traveling to Malaysia.

Border Crossings:  Follow all entry instructions, present your passports only to immigration officials, and be sure immigration officials stamp your passport with the correct date upon entering and exiting Malaysia.  Lack of correct documentation or proof of entry into Malaysia may result in high fines and/or detention.

Sabah and Sarawak:  The eastern states of Sabah and Sarawak (on the island of Borneo) maintain semi-autonomous immigration controls and may have additional have special entry requirements.  You must have your passport to enter or exit Sabah or Sarawak, even when arriving from peninsular Malaysia on domestic flights.

Dual Nationality:  Malaysia does not recognize or permit dual nationality.  If Malaysian authorities learn that you are a U.S.-Malaysian dual national, they may require you to immediately forfeit your U.S. passport or your Malaysian citizenship.  U.S.-Malaysian dual nationals should consider this issue seriously before traveling to Malaysia.  See our  dual nationality page  for more information.

U.S.-Israeli Dual Nationals:  The Malaysian government does not maintain diplomatic relations with Israel, and Immigration officials have denied entry to U.S.-Israeli dual nationals who have presented their Israeli passports to show exit stamps from their last destination point of departure.  U.S.-Israeli dual nationals should use their U.S. passports to depart the last country on their itinerary prior to arriving in Malaysia.

Visa Overstays:  Malaysian immigration authorities have exit controls at all official ports of departure and routinely fine and detain foreigners who overstay their social visit passes (visas).  If you overstay your visa, you will not be allowed to exit Malaysia until you resolve the overstay with the Immigration Department of Malaysia.

Carry your passport (containing the Malaysian entry stamp) with you at all times in case authorities question your immigration status.  Several U.S. citizens have been arrested during immigration sweeps based on inability to establish nationality and legal status in Malaysia.  Detentions may last from a few hours to several weeks.  Check your visa status periodically while in Malaysia and strictly follow immigration laws and regulations.

Visit the Embassy of Malaysia website for the most current visa information.

The U.S. Department of State is unaware of any HIV/AIDS entry restrictions for visitors to or foreign residents of Malaysia.

Find information on  prevention of international child abduction  and  customs regulations  on our website.

Safety and Security

Terrorism:  Terrorist groups and those inspired by such organizations are intent on attacking U.S. citizens abroad.  Terrorists are increasingly using less sophisticated methods of attack – including knives, firearms, and vehicles – to more effectively target crowds.  Frequently, their aim is unprotected or vulnerable targets, such as:

  • High-profile public events (sporting contests, political rallies, demonstrations, holiday events, celebratory gatherings, etc.)
  • Hotels, clubs, and restaurants frequented by tourists
  • Places of worship
  • Shopping malls and markets
  • Public transportation systems (including subways, buses, trains, and scheduled commercial flights)

Malaysia remains a transit point and, to a lesser extent, a destination country for members of terrorist groups including ISIS, Abu Sayyaf Group, al-Qa’ida, and Jemaah Islamiyah.  Information from credible sources suggests that there is a continued risk of armed terrorist and criminal groups operating and planning attacks against foreigners, including U.S. citizens, in the East Asian and Pacific region, including Malaysia.  Since 2013, Malaysian authorities have arrested more than 500 supporters of ISIS, including many individuals who planned to fight in Syria and Iraq.

Use caution in eastern Sabah because of the threat of kidnappings-for-ransom and violence from both terrorist and criminal groups, including the Philippines-based Abu Sayyaf Group (see the  Philippines Travel Advisory for more information ).  In addition to targeting coastal or resort islands themselves, criminal or terrorist groups may attempt to intercept boats ferrying tourists from the mainland to resort islands.

Due to safety concerns, U.S. government employees traveling for both personal and official travel to Sabah east of the north-south line drawn from the cities of Kudat to Tawau, including all islands, must obtain official written permission from the U.S. Embassy in Kuala Lumpur.  The exceptions are the cities of Sandakan, Lahad Datu, Tawau, the Sepiloolik Nature Reserve, and the Kinabatangan River areas, which require U.S. government employees to officially notify the Embassy prior to travel.

Malaysian law enforcement officials have enacted land and water-based curfews in the coastal areas of eastern Sabah.  Check local media or ask local police for the most recent curfew information if traveling to eastern Sabah.

For more information, see our  Terrorism  page.

Crime:   Petty theft and violent crime in Kuala Lumpur continue to be concerns. Purse snatchings, pickpocketing, smash-and-grab thefts from vehicles, and residential burglaries are the most common crimes committed against both locals and foreigners.  Avoid wrapping purse straps around arms or shoulders to avoid injury.  Violent and more serious crimes are less common; however, in October 2022, following local media reports of an increase in violent crime in the area of 430-440 Jalan Tun Razak, which houses multiple bars, clubs, and restaurants, the Embassy has advised U.S. government employees visiting establishments in this general vicinity to depart the neighborhood no later than 9:00 pm.

Taxi drivers in central Kuala Lumpur have perpetrated violent crimes against foreign tourists and local residents.  Use e-hailing services or book taxis in downtown shopping areas by phone or online, rather than hailing a taxi on the street, particularly after dark.

Criminals also target motorists stuck in traffic or stopped at a light with smash and grab robberies.  Keep valuables out of sight while driving or remove them from the car (including from the trunk) when parked.  GPS devices should not be left on the windshield or dashboard.

Demonstrations occur frequently.   They may take place in response to political or economic issues, on politically significant holidays, and during international events.

  • Demonstrations can be unpredictable, avoid areas around protests and demonstrations.
  • Check local media for updates and traffic advisories.

Local law pertaining to peaceful assembly  prohibits  non-Malaysians from participating in public protests.

International Financial Scams:   See the  Department of State  and the  FBI  pages for information.

Sophisticated internet romance and financial scams are prevalent in Malaysia.  Scams are often initiated through Internet postings/profiles or, less frequently, by unsolicited emails, letters, text messages, and messages on social media.  Scammers frequently pose as U.S. citizens who have no one else to turn to for help.  Common scams include:

  • Romance/Online dating
  • Money transfers
  • Lucrative sales
  • Gold purchase
  • Contracts with promises of large commissions
  • Inheritance notices
  • Work permits/job offers
  • Bank overpayments

Victims of Crime:  U.S. citizen victims of sexual assault are encouraged to contact the U.S. Embassy for assistance.  Report crimes to the local police via the emergency line at 999 (landline) or 112 (cell/mobile).  Alternatively, call the Royal Malaysia Police (RMP) Operations Center in Kuala Lumpur, 03-2115-9999 or 03-2266-2222 for advice on how to make a non-emergency police report.  Contact the U.S. Embassy at +(60) (3) 2168-5000 for assistance.  A police report is necessary for the Embassy to help victims follow up on incidents of crime.  In some tourist areas, the police have established small "Tourist Police” stations manned by personnel familiar with helping visitors to Malaysia.  Remember that local authorities are responsible for investigating and prosecuting a crime.

See our webpage on  help for U.S. victims of crime overseas .

  • Help you find appropriate medical care
  • Assist you in reporting a crime to the police
  • Contact relatives or friends with your written consent
  • Provide general information regarding the victim’s role during the local investigation and following its conclusion
  • Provide a list of local attorneys
  • Provide our information on  victim’s compensation programs in the U.S.
  • Provide an emergency loan for repatriation to the United States and/or limited medical support in cases of destitution
  • Help you find accommodation and arrange flights home
  • Replace a stolen or lost passport

Domestic Violence:  U.S. citizen victims of domestic violence are encouraged to contact the Embassy at +(60) (3) 2168-5000 for assistance.  Victims of domestic violence, sexual assault, and child abuse may receive comprehensive care at the One Stop Crisis Centers (OSCC) located in all government hospitals.  The OSCC provide survivors medical care, temporary shelter, legal aid, and counseling.

Tourism:  The tourism industry is generally regulated and rules with regard to best practices and safety inspections are regularly enforced.  Hazardous areas/activities are identified with appropriate signage and professional staff is typically on hand in support of organized activities.  In the event of an injury, appropriate medical treatment is widely available throughout the country.  Outside of a major metropolitan center, it may take more time for first responders and medical professionals to stabilize a patient and provide life-saving assistance, and first responder capabilities may vary.  When participating in trekking or other activities in extremely remote areas, particularly in the eastern states of Sabah and Sarawak on the island of Borneo, it may be difficult for first responders to reach patients quickly.

U.S. citizens are encouraged to purchase medical evacuation insurance.  See our webpage for more  information on insurance providers for overseas coverage.

Local Laws & Special Circumstances

Criminal Penalties:  You are subject to local laws.  If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned.  Individuals establishing a business or practicing a profession that requires additional permits or licensing should seek information from the competent local authorities, prior to practicing or operating a business.

Penalties for using, possessing, or trafficking in illegal drugs in Malaysia are more severe than those in the United States, and convicted offenders can expect long jail sentences and heavy fines, or death.

It is illegal to take pictures of certain buildings such as military facilities, government buildings and offices, and Ministry of Health facilities including public hospitals and clinics.

Driving under the influence could land you immediately in jail.

Certain white-collar crimes are punishable by caning.

If you purchase or collect local plants or wildlife without authorization from the Malaysian government, you may be prosecuted and sentenced to heavy fines, expulsion and/or imprisonment.

It is illegal to distribute religious literature of another faith to Malaysian Muslims.  Special religious authorities and local police occasionally conduct raids on popular nightspots and hotels to deter activities among local Muslims that contravene religious customs, including drinking alcohol and adultery.

Furthermore, some laws are also prosecutable in the United States, regardless of local law.  For examples, see our website on  crimes against minors abroad  and the  Department of Justice  website.

Arrest Notification:  If you are arrested or detained, ask the police or prison officials to notify the U.S. Embassy immediately.  See our  webpage  for further information.

Counterfeit and Pirated Goods: Although counterfeit and pirated goods are prevalent in many countries, they may still be illegal according to local laws.  You may also pay fines or have to give them up if you bring them back to the United States.  See the  U.S. Department of Justice website  for more information.

Currency:  Currency exchange and Western Union money transfers are readily available.  Credit cards are accepted throughout the country, but you should be aware of the risk of fraud.  If possible, ensure your credit card remains in your presence during every transaction.  ATMs can be a safer means of obtaining Malaysian Ringgit.  PINs in Malaysia are six digits long, and some travelers have reported having difficulty retrieving cash from ATMs using four-digit PINs.

Faith-Based Travelers:   See the following webpages for details:

Faith-Based Travel Information

International Religious Freedom Report  – see country reports

Human Rights Report  – see country reports

Hajj Fact Sheet for Travelers

Best Practices for Volunteering Abroad

LGBTQI+ Travelers:  Malaysia’s penal code criminalizes homosexual acts, termed “carnal intercourse against the order of nature,” leading to punishment of up to 20 years in prison and/or whipping, and police periodically raid LGBTQI+ frequented nightclubs and events.  Foreign same-sex marriages or civil unions are not recognized as legally valid.  Several states in Malaysia have instated Islamic Sharia laws, applying to male and female Muslims, criminalizing same-sex activity with up to three years imprisonment and whipping.  Transgender individuals have been arrested and charged with "indecent behavior,” and received fines and prison sentences of up to three months.  Transgender individuals may also be denied entry to Malaysia at the discretion of the Malaysian immigration authorities.  LGBTQI+ individuals may face discrimination or even violence, especially in more conservative rural areas. See  LGBTQI+ Travel Information  page and section 6 of our  Human Rights Report  for further details.

Travelers With Disabilities:  The law in Malaysia prohibits discrimination against persons with physical, sensory, intellectual or mental disabilities, but the law is not regularly enforced.  Social acceptance of persons with disabilities in public is as prevalent as in the United States.  The most common types of accessibility may include accessible government facilities, information, and communication/access to services.  Expect accessibility to be limited in public transportation, older lodging, and older public infrastructure, and common in newer lodging, communication/information, and newer public infrastructure.  Accessibility is more limited in rural areas.

Malaysia has an active civil society and NGO community focused on disability welfare and protection. They are usually able to provide information and assistance in employment services, assistive devices and equipment, chore services, companion-based services, day services, and support network for parents.

See our Travelers with Disabilities page.

Students:  See our  Students Abroad  page and  FBI travel tips .

Women Travelers:  In cases of sexual assault, victims should go directly to the nearest major public hospital which will offer “one-stop” response including medical care and testing, forensic testing, access to the police to make a criminal report, legal assistance, counseling, and temporary shelter.  See our travel tips for  Women Travelers .

For emergency services in Malaysia, dial 999 (landline) or 112 (cell/mobile).  Callers to 999 emergency number are directed to whichever government hospital the dispatcher chooses.

Ambulance services are:

  • Widely available but training and availability of emergency responders may be below U.S. standards.
  • Not equipped with state-of-the-art medical equipment.
  • Injured or seriously ill travelers may prefer to take a taxi or private vehicle to the nearest major hospital rather than wait for an ambulance (45+min).

We do not pay medical bills.  Be aware that U.S. Medicare/Medicaid does not apply overseas.  Most hospitals and doctors overseas do not accept U.S. health insurance.  Malaysian hospitals will not bill your insurance directly.  You must provide payment and seek reimbursement.

Medical Insurance:   Make sure your health insurance plan provides coverage overseas.  Most care providers overseas only accept cash payments.  See  our webpage  for more information on insurance providers for overseas coverage.  Visit the  U.S. Centers for Disease Control and Prevention  for more information on type of insurance you should consider before you travel overseas.

We strongly recommend supplemental MEDEVAC insurance to cover medical evacuation.

Always carry your prescription medication in original packaging with your doctor’s prescription.  Check with the  Royal Malaysian Customs Department  to ensure the medication is legal in Malaysia.

Vaccinations:  Be up-to-date on all  vaccinations recommended  by the U.S. Centers for Disease Control and Prevention (CDC).

Further health information:

  • World Health Organization
  • U.S. Centers for Disease Control and Prevention  (CDC)

Air Quality:  Visit  AirNow Department of State  for information on air quality at U.S. Embassies and Consulates.

The air quality varies considerably and fluctuates with the seasons.  It is typically at its worst in the dry season from July to October due to large agricultural fires in the region.  People at the greatest risk from particle pollution exposure include:

  • Infants, children, and teens
  • People over 65 years of age
  • People with lung disease such as asthma and chronic obstructive pulmonary disease (COPD), which includes chronic bronchitis and emphysema;
  • People with heart disease or diabetes
  • People who work or are active outdoors

The U.S. Embassy maintains a list of doctors and hospitals .  We do not endorse or recommend any specific medical provider or clinic.

Medical Facilities and Services:

  • Adequate health facilities are available throughout the country but health care in rural areas may be below U.S. standards.
  • Private hospitals usually require advance payment before admitting a patient.
  • Medical staff in rural areas may speak little English.
  • Generally, in public hospitals only minimal staff is available overnight in non-emergency wards. Consider hiring a private nurse or having family spend the night with the patient, especially a minor child.
  • Psychological and psychiatric services are limited, even in the larger cities, with hospital-based care typically only available through government institutions.

Medical Tourism and Elective Surgery

  • Medical tourism is a rapidly growing industry. People seeking health care overseas should understand that medical systems operate differently from those in the United States and are not subject to the same rules and regulations.  Anyone interested in traveling for medical purposes should consult with their local physician before traveling and visit the  U.S. Centers for Disease Control and Prevention  website for more information on Medical Tourism.
  • Visit the  U.S. Centers for Disease Control and Prevention  website for information on Medical Tourism, the risks of medical tourism, and what you can do to prepare before traveling to Malaysia.
  • We strongly recommend supplemental MEDEVAC insurance  to cover medical evacuation in the event of unforeseen medical complications.
  • Your legal options in case of malpractice are very limited in Malaysia.
  • Although Malaysia has many elective/cosmetic surgery facilities that are on par with those found in the United States, the quality of care varies widely.  If you plan to undergo surgery in Malaysia, make sure that emergency medical facilities are available and professionals are accredited and qualified.

Pharmaceuticals

  • Exercise caution when purchasing medication overseas.  Pharmaceuticals, both over the counter and requiring prescription in the United States, are often readily available for purchase with little controls.  Counterfeit medication is common and may prove to be ineffective, the wrong strength, or contain dangerous ingredients.  Medication should be purchased in consultation with a medical professional and from reputable establishments.
  • U.S. Customs and Border Protection and the Food and Drug Administration are responsible for rules governing the transport of medication back to the United States.  Medication purchased abroad must meet their requirements to be legally brought back into the United States.  Medication should be for personal use and must be approved for usage in the United States.  Please visit the U.S. Customs and Border Protection and the Food and Drug Administration websites for more information.

Assisted Reproductive Technology and Surrogacy

  • If you are considering traveling to Malaysia to have a child through use of assisted reproductive technology (ART) or surrogacy, please see our ART and Surrogacy Abroad page .
  • Although surrogacy agencies/clinics claim surrogacy is legal in Malaysia, there is no legal framework for foreigners or same-sex couples to pursue surrogacy in Malaysia.  As a result, surrogacy agreements between foreign or same-sex intending parents and gestational mothers are not enforced by Malaysia courts.
  • If you decide to pursue parenthood in Malaysia via assisted reproductive technology (ART) with a gestational mother, be prepared for long and unexpected delays in documenting your child’s citizenship.  Be aware that individuals who attempt to circumvent local law risk criminal prosecution.

Water Quality

  • In many areas, tap water is not potable.  Bottled water and beverages are generally safe, although you should be aware that many restaurants and hotels serve tap water unless bottled water is specifically requested.  Be aware that ice for drinks may be made using tap water.

Adventure Travel

  • Visit the U.S. Centers for Disease Control and Prevention website for more information about Adventure Travel .

General Health Language

The following diseases are prevalent:

  • Chikungunya
  • Leptospirosis
  • Use the U.S. Centers for Disease Control and Prevention recommended mosquito repellents and sleep under insecticide-impregnated mosquito nets.  Chemoprophylaxis is recommended for all travelers even for short stays.
  • Visit the U.S. Centers for Disease Control and Prevention website for more information about  Resources for Travelers  regarding specific issues in Malaysia.

Travel and Transportation

Road Conditions and Safety: Road safety is a very serious safety concern.  Prior to the COVID-19 pandemic, Malaysia averagesd approximately 2219 traffic fatalities a day, placing it among the top 1020 most dangerous countries in which to operate a vehicle worldwide.  Undisciplined motorcycle and motor scooter operators are the principal cause of traffic accidents and constitute nearly two-thirds of all traffic fatalities.  Motorcyclists tend not to obey traffic laws and often travel without regard for their safety or that of other motorists.  As such, use turn signals well in advance of turning to alert motorcycles.

Bottlenecks are common in major cities because road building has not kept pace with the spread of motorized vehicles.  Multi-lane highways often merge into narrow two-lane roads in the center of town and cause congestion.  Many streets are narrow and winding.  Traffic is heavy during the morning and afternoon rush hours and slows down considerably when it rains.  Monsoonal rains can quickly flood roads located in low-lying areas.

Traffic Laws: Traffic in Malaysia moves on the left side of the road, and most vehicles are right-hand drive.  By law, you must use your front and back seat belts and must not use your cell phone while driving unless it is hands-free (e.g., Bluetooth).  Turning left at a red light is not legal unless otherwise marked.  Carry your passport or Malaysian identification card at all times when driving.

If you are involved in a traffic accident:

  • Call the police immediately. Depending on the severity of the accident, you should call either the emergency number 999 (or 112 from a mobile phone) or the Royal Malaysia Police Operations Center in Kuala Lumpur, 03-2115-9999 or 03-2266-2222.
  • Stay in your car and wait for the police to arrive before exchanging information with other parties involved in the accident.

Reports of road rage incidents, especially after midnight, are rising.  Avoid confrontational behavior if you are involved in an accident.  If you are threatened, stay in your car and lock the doors.  If able, lleave the scene and file a report with the local police within 24 hours.

Sobriety Checkpoints: Laws against drinking and driving are strictly enforced and carry serious penalties.  Police operate sobriety checkpoints in many entertainment districts frequented by expatriates.  At these checkpoints, all drivers must submit to alcohol breath tests.  If you fail a breath test, you will be arrested.

Driver’s License Requirements: International Driving Permits (IDP) may be used in conjunction with a valid U.S. license.  The IDP must be obtained outside of Malaysia.  If your IDP or U.S. license has expired, you will need to obtain a local driver’s license.  Some classifications of visa holders may also be eligible for driver’s license “conversion,” a quicker process to obtain a local license.  For additional information on this process, please contact the Malaysian Ministry of Transportation directly.  The Ministry of Transportation recommends contacting a local driving school to arrange the paperwork.  In order to obtain a local license, you will also need a valid long-term visa or work permit.

Many car rental agencies in Malaysia are willing to rent vehicles for a short term to U.S. citizens with valid U.S. driver’s licenses.  Nevertheless, if you plan to drive in Malaysia, obtain an IDP before leaving the United States. More information on how to obtain an IDP is available on the  Driving Abroad  section of the Department of State website.

Public Transportation: There have been fatal and other serious accidents involving long-distance tour buses in Malaysia, particularly at night or in adverse weather conditions.  If you plan to travel by bus, choose a reputable company, and avoid overnight routes.

Taxis are metered, but many drivers refuse to use the meter and instead charge a much higher rate, particularly during peak hours, when it is raining or when the passenger’s destination is to or through a heavily congested area.  By regulation, metered fares increase by 50 percent between midnight and 6:00 a.m.; meters are programmed to display the higher fee automatically during these hours.  Many individuals prefer to book taxi and car services through widely-used smart phone apps both for convenience and fare transparency.

See our  Road Safety page  for more information.

Aviation Safety Oversight: The U.S. Federal Aviation Administration (FAA) has assessed the government of Malaysia’s Civil Aviation Authority as not being in compliance with International Civil Aviation Organization (ICAO) aviation safety standards for oversight of Malaysia’s air carrier operations.  Further information may be found on the  FAA’s safety assessment page .

Maritime Travel: Mariners planning travel to Malaysia should also check for  U.S. maritime advisories and alerts .   Information may also be posted to the   U.S. Coast Guard homeport website , and the  NGA broadcast warnings .

I cancelled the flights in good time but could only get a partial refund. I was not warned of this.

Not good. Flight was purchased for my father who needed medical assistance to board and transfer due to a heart condition. No one at Hong Kong from Cathay was there to assist and he barely made the connection. When I talked to him he could barely breath and was not sure he was going to make it. Really poor service even though the ticket stated he needed a wheelchair assistance.

The boarding experience was as expected and went well. The plane's economy seating plan is not designed for a positive customer experience but rather for company profit. When the passenger in front of me reclined, the distance from the screen to my face was the span of my hand (thumb tip to pinky fingertip). There is no such thing as personal space in this setting. This results in the domino effect, for when I recline the person in back of me reclines and so it goes. This is not to say that reclining is the answer as the experience is not increased, but simply managed.

While I was in great pain, the seat was sufficiently comfortable to allow me to rest and not be in so much pain.

Very poor check-in experience, and flight meal service was very disappointing with no drinks service or hot meal.

Not impressed with check in desk staff at Vancouver airport. Not a professional mind service and not cared or tried to help. Don’t think I would fly with them again

Seats were very comfortable. Crew were excellent. Food very good.

Flight crew was especially thoughtful and attentive, made sure our seats were comfortable so we could rest on the long flight

One of the worst flight in business class by qatar airways and I’m no stranger with qatar airways businesses class, I travelled with the extensively in the past 12 years

Very comfortable flights. Not so many new releases in terms of films.

The best so far coz this time it was all male steward on the economy cluster. They were polite, efficient & genuinely courteous. They do not judge you when you ask for more food & peanuts.

Delayed for 45 minutes. Don't know what's the issue. Other than that, food was not to my satisfaction. However it's okay.

My first course flight (Aor-Kul) was cancelled in the morning, and they asked me to board the night flight hence I need to transit overnight for the 2nd flight (Kul-Myy) that supposed to be on the same day. The overnight stay was not provided, (I'm traveling with my spouse, a daughter (5 y.o.) and an infant (2 months old). Hence I booked Sama Sama Hotel at my own expense (fortunately using my enrich miles points). Other than this issue, all services is good.

Orange juice change to mineral water . Should keep the orange juice.

Entertainment system was too old, crew were unorganised during boarding

No recognition for one World Emerald member. Business class seat has flat bed

No recognition for one World Emerald member. I got row 1 in business class and it was pathetic. No leg space, cramped space, less recline

Elderly individual shud be given priority to board the plane together with passengers with children and disabled. Otherwise things are OK.

Cabin crew as always are leaps and bounds the crowning glory of MH. Friendliness and natural warmth are such incredible traits. Food was very good on this flight also; and flexibility in meal time to accomodate rest was a plus point. Early arrival and landing as the first morning inbound at T4 LHR meant I was off the plane and in the queue for an Uber in less than 15 minutes!

I had purchased extra leg room for all legs of the flight but due to a delay in leaving Perth I was put on another flight but with Emirates. My luggage was initially lost but later found and my suitcase was broken. I ended up losing my upgrades

Biz class is way below what other airlines offer. The food was mediocre at best. A WiFi was intermittent and movies were dated. Honestly the best part of the trip was that the Mabuhay lounge in SFO was closed and they gave us pass to Air France lounge. My advise, fill up there before boarding plane.

No power on an 11 hour flight? What a joke. Crew did not come by enough to get trash or offer water.

There is a problem with the sound while watching movie or listening to the music ( the sound is static & goes on and off). Aside from the sound, the experience was good & stewardesses are nice.

Everything could better always late always rescheduled flight is worse and costs me a hotel room! The dirtiest planes I’ve ever flown on slowest to board . Just awful will never fly again with them

Not leave 12 hours late. This airline is horrible always late does not refund upgrades for cancelled flights inept counter staff.. needs to be shutdown

The charges for overweight luggage were not clear, I think I paid twice, I didn’t argue because I was traveling alone & already felt exhausted.

Was on premium economy. Aside from the space that was less than expected, everything went well

Overall very good experience, staff is very friendly and helpful

Upgraded to a business class by an auction and it was the cheapest bid.

We were told at check in that my wife and I will be sitting together. We were not. Our mistake was we did not check our seat assignments on the boarding pass until we got on board. At that time there was no solution because the flight was fully booked.

Bad experience, delay like no tomorrow. Original schedule departure time at 9:30pm, delayed until 12:05am only depart.

Great. Very satisfied with a direct flight from Penang back to HK international. Stewards in the cabin were very friendly and helpful. Would not hesitate to fly with Air Asia in the future.

Second time flying on AirAsia. They’re fine for a low cost carrier, so I don’t expect high level hospitality. They could have informed us that the flight would be delayed even if by a few minutes, instead of the passengers asking the gate agents why we’re not boarding 8 minutes before takeoff. And given some of the passengers on this particular flight were problematic, the crew did great handling such people.

Meh, it was AirAsia. It's not about a quality.

Great flight. Achieve my objecttive of travelling with less hassle .

They didn't have a single blanket for hire for a long haul overnight flight. This wasn't good enough even for a budget airline

Kayak shares with you the best price! and in my case it was Air Asia flight. Air Asia flight was on time, the boarding was seamless with FACES technology at KLIA2 and the pilot made a great smooth landing upon arrival. Excellent trip!

I left the city late and fortunately the flight was also delayed 50mins

Air Asia’s standard has dropped tremendously post pandemic. The whole organisation feels ‘soul-less’

By the time the “sell “ cart came around to row 17 they were out of several items. This happened both leaving and arriving in Kuala Lumpur. Poor planning.

2 delayed flights - hotel layover in a different country- lost baggage.

Silly to not even offer people water for free when they are paying so much for tickets.

You get what you pay for. It’s functional and gets you from point A to B in good comfort. However, food options are limited and cash only, Crew is a hit and miss .. they get your attention if you reach out.

Good leg room ... air conditioning was a bit warm don't Book row 8 ... no windows

They got to the terminal late, with no one on the arriving flight, boarded us late, and left us sitting there for 2 hours before they got us off the ground. They knew they were going to be late, yet they never got an updated flight plan from their head office until long after the flight was supposed to leave. They could have cut the delay in half, of at least let us stay in the terminal. Really just horrible planning.

The worst kind of budget airline. To be honest....the plane was not that bad. Would have been good to have some food choices and some water. What was by far the worse is the passengers/customers that this airline attracts. Coughing and spluttering all over one another with no masks. Just disgusting. Pay for a better carrier and get a better class of passenger.

5D4N in Hong Kong: Why I’m Glad that My First Trip out of Malaysia is Hong Kong!

hk travel to malaysia

It never crossed my mind that I’d be travelling overseas for the first time in my life in 2023. Guess where I flew to? Hong Kong, everyone! To quote Hilary Duff, ‘This is what dreams are made of.’ Well, dreams sure are made of unexpected things and butterflies in the stomach. So, buckle up as I take you on an exciting 5D4N adventure in Hong Kong.

Fun fact: Hong Kong in Chinese literally translates to “fragrant harbour”!

During and after the flight

During the flight.

hong kong muslim travel cathay pacific airline

Setting off with Cathay Pacific Airways was a whole new experience for me. I had the best four hours in the night sky accompanied by tasty and, most importantly, halal in-flight meals.

After the flight

The flight landed at around 9 pm (Hong Kong time), and it felt surreal when I set foot outside the plane. We received a warm welcome from the Hong Kong Tourism Board. Afterwards, we hopped on a half an hour’s journey to where we’ll be staying for the next few days: InterContinental Grand Stanford Hotel overlooking Kowloon Bay and Hong Kong Island . The room was luxurious and came with a halal in-room dining menu specially made for Muslim visitors!

Where and how to get the internet?

hong kong muslim travel hong kong sim card

Yes, I get it. You just arrived in a foreign country and need to update your family that you have safely landed in one piece. In that case, I recommend getting a sim card from any of these stores at Hong Kong International Airport ( HKIA ): 1O1O (CSL Mobile) store, 7-Eleven , China Mobile Hong Kong store , or a Travelex currency exchange counter . The price depends on the type of pass you are purchasing. I got a 3GB, 5-day, 4G pass for HKD88 (~MYR50.89).

Hong Kong Muslim Travel Guide

hong kong muslim travel hk ferris wheel

We kicked off the day by visiting the scenic Central and Western District Promenade . I immediately spotted the Hong Kong Observation Wheel , a 60-metre ferris wheel overlooking the Central Harbourfront. We walked along the promenade, and the views were simply breathtaking.

hong kong muslim travel double duck

It wasn’t long before we were greeted by the adorable sights of Double Ducks — they came back to HK after ten years of hiatus! If you didn’t know yet, the two ducks are symmetrically put side by side, resembling the Chinese characters for ‘happiness’ (囍) and ‘friends’ (朋).

The weather was scorching hot when we arrived and one of the ducks had to be deflated for a body check. Nonetheless, we still had a ducking good time seeing its super cute partner across the promenade. Just so you know, the exhibition already ended by the time this article was written, but it’s a must visit if it ever comes back to Hong Kong again!

After a refreshing walk along the harbourfront, we headed straight to the must-visit Central Market , around an eight-minute drive from the ferris wheel. It is located on Queen’s Road and one of Hong Kong’s oldest wet markets. The building consists of three floors which include various shops selling local souvenirs and food, as well as fashion and art exhibitions.

hong kong muslim travel central market hk

If you’re planning to visit this place, I suggest taking a snap or two under the iconic butcher lamps hanging right at the entrance of the market. And do check out the HK Tram Store on the second floor of the building. They’re selling tram-themed souvenirs and postcards which can be wonderful gifts for your loved ones back home.

The adventure continued with us taking the longest outdoor covered escalator in the world: Hong Kong’s Central–Mid-Levels escalator and walkway ! It was a great experience for all of us. We had the chance to see residents in the city going around their daily lives as we rode the open-air, slow-moving escalator.

Our next stop was Jashan Indian Cuisine , where we had hearty Indian meals for lunch. The taste was superb! Is it halal? Yes, this restaurant is halal certified, so worry not about having to go through the menu carefully.

We then resumed our journey to Jamia Mosque , the oldest mosque in Hong Kong, for Zuhr prayers. This green mosque on Shelley Street in Central Mid-Levels is also known as Lascar Temple and is within walking distance of the MTR Central Station . You will find the beautiful arched entrance of this mosque by the street before you get to climb a set of stairs leading to this sacred building.

After fulfilling our daily obligations, it’s time to have some  fun at the Happiest Place on Earth — Hong Kong Disneyland ! The Castle of Magical Dreams has undergone a huge transformation and now boasts 13 towers, each representing different Disney princesses and queens.

hong kong disneyland entrance and performance

We were lucky enough to be able to watch the 20-minute live outdoor musical party, “Follow Your Dreams,” featuring Mickey Mouse and friends too. Before the fun continued, we performed Asr prayer in the Quiet Room behind Toy Story Land , specially designed for worshippers to perform their religious prayers. You can find two spaces for ablution as soon as you walk in.

What to do when your stomach’s rumbling in Hong Kong Disneyland? Head to the Tahitian Terrace , a halal-certified restaurant serving hearty Asian dishes and plant-based meals. Do give it a try; you won’t be disappointed.

Tell me you’ve been to Disneyland without telling me you’ve been to Disneyland — a picture of you against the most awaited nighttime spectacular: “ Momentous. ” Here, we had the  experience of a lifetime, watching 20 minutes of large-scale projection mapping technology, choreographed and illuminated fountains, theatrical lighting, and astounding fireworks displays.

We began our second day with an artsy walk down the streets of Central Hong Kong. This street art hunt was led by a representative from HKWALLS , a non-profit arts organisation in Hong Kong. Though the city is known for its towering skyscrapers, there are always colourful pieces of creativity tucked between the urban tropes, an ode to Hong Kong’s appreciation and support of both local and international artists.

After our memorable art-filled walk, we took the bus to our next destination: Masjid Ammar and Osman Ramju Sadick Islamic Centre . The mosque, also known as Wan Chai Mosque, is the third mosque built in Hong Kong. It has a beautiful interior and comfortable praying halls for both men and women. Psst, the clean toilets in the mosque also come with bidets!

The main highlight of this place is on the fifth floor of the building — the Islamic Centre Canteen . Not only is it halal-certified, but it’s also the only place in Hong Kong that serves halal dim sum! Most of the dishes here are rich in taste and beyond satisfying.

Next stop: the Cathay retail shop at Cityplaza Mall. FYI, it’s the airline’s first retail space selling a premium selection of exclusive Cathay merchandise. If you present your digital or physical boarding pass (within one month of arrival) to them, you’ll enjoy a 5% discount on any Cathay exclusive products. I’d recommend aviation geeks to visit this shop as they have a wide collection of Cathay miniature aeroplanes for you to choose from.

After some merch shopping, we went for an immersive media art experience at Arte M . The exhibition displays hand-picked highlights from the d’strict’s ARTE MUSEUM from Korea . The current exhibition explores the reinterpretation of nature beyond time and space. My favourite would be the breathtaking Aurora Beach exhibition. I’ll let my pictures tell you why!

Before returning to our hotel room, we dined at JAJA Restaurant , an Instagrammable vegetarian restaurant in Hong Kong. This pink-themed eatery offers tasty vegetarian meals and an eye-catching interior that serves as the best Instagram fodder.

Your trip to Hong Kong is incomplete without visiting the famous Ocean Park . We had the chance to greet their adorable mascot, Whiskers, before riding the iconic cable cars that take us from the waterfront to the summit and back. The Hair Raiser and Arctic Blast rides are the must-tries in this park. Other recommendations include the Rapids, North Pole Encounter, and the not-to-be-missed Game Booths!

ocean park hair raiser and game booths

Afterwards, we visited a dedicated prayer room specially meant for Muslim visitors. The room is next to the Guest Relations office before admission. The space is comfortable enough to be used by three people simultaneously.

For lunch, I had Yunnan rice vermicelli in soup with braised beef brisket, a bowl of salad, and a glass of Fanta drink, all at Ocean Park’s largest food kiosk – the Clown Corner .

FYI, there are other halal restaurants at Ocean Park to add to your bucket list. They are Café Ocean , Dive Into A Float (Marine World) , Panda Café Food To Go (Amazing Asian Animals) and Popcorn Cart (Aqua City) .

The next stop on our itinerary was the Kowloon Mosque in Tsim Sha Tsui . It is the largest mosque in the country and can accommodate up to 3,500 visitors! The white mosque consists of three prayer halls, a community hall, and a library. The Islamic architecture sure is a pleasant sight to the eyes. I truly admired the white marbled walls against both the maroon carpets on the floor and the intricate ornaments at the ceiling.

Within walking distance of the mosque is Hong Kong’s most wanted halal pastry shop – Imperial Patisserie. Some of their top products include the nine flavours of Michelin palmiers, crispy cookies, honeycomb egg rolls, mooncakes, and Tonggwoji.

hong kong muslim travel imperial patisserie

Before I forget, just like all the halal meals mentioned previously, the pastries sold by Imperial Patisserie are certified by The Incorporated Trustees of The Islamic Community Fund of Hong Kong .

The journey continued at Harbour City , Hong Kong’s shopping paradise. But before that, we visited the Ocean Terminal’s Observatory Deck . From here, we witnessed a 270-degree panoramic view of Victoria Harbour. Remember the Double Ducks and Hong Kong Observatory Wheel? You can also see them from this deck!

Back to our shopping business, Harbour City is made up of over 450 branded shops that welcome you with the best shopping experience in the country. You will spot numerous high-end fashion outlets in the area, including Gucci, Prada, Dior, Ferragamo, and more.

gaylord indian restaurant

To wrap up our third day in the Fragrant Harbour, we had a nice dinner at Gaylord Indian Restaurant , another halal-certified and must-visit eatery in Hong Kong. Not only that but it is also recommended by Michelin Guide for serving authentic and traditional Indian cuisines for 50 years now.

On the fourth day of our adventure, we embarked on yet another artful journey at M+ Museum in West Kowloon Cultural District . The museum, a spellbinding showcase of visual art, design, and moving images across 33 galleries, is dedicated to showcasing a pre-eminent collection of Asian cultural visuals from the twentieth and twenty-first-century. My personal favourites were “Death of Nerve” and “Dots Obsession – Aspiring to Heaven’s Love.”

Afterwards, we went to Cupping Room , an award-winning small-batch specialty coffee roastery with an awesome view outside, for a light brunch. I loved the elegant and modernist ambience of the space, especially the unique see-through glass table that exhibits traditional cooking utensils underneath. The toasts with avocado and mushroom were delectable, and the ‘Dirty’ coffee I had was amazing.

One of the main highlights of our Day-4 journey was visiting Cathay Pacific Halal Kitchen inside the Cathay Pacific Catering and Services building. We had great exposure to how the halal in-flight meals were prepared. What struck me was how the team designated a halal-only meat cold room and halal-only cooking utensils (knives, chopping boards, etc.), which are not to be mixed with any non-halal meats and ingredients.

The chef then brought us to their Halal Kitchen to witness the cooking processes ourselves. I salute all the kitchen crews who put hygiene as their top priority when preparing the meals.

Before the food tasting session, we were introduced to all the halal in-flight meals prepared for Economy Class, Premium Economy Class, and Business Class passengers. And yes, we got a chance to taste them all! My honest review was that while they tasted great, I wished all the bowls were bigger.

An interesting takeaway from this session: all in-flight cuisines to and from Indonesia , Bangladesh , Malaysia , and the Middle East are prepared according to the halal method. What about the other destinations? You may place your request via the Cathay Airlines’ online Manage Booking page or contact their local reservations office at least 24 hours before your flight.

ladies' market hong kong

After the yummy-tasting experiences at the halal kitchen, it’s time for another round of shopping at Hong Kong’s famous Ladies’ Market ! The market runs along Tung Choi Street in Mong Kok and is dotted with stalls selling affordable goods and Hong Kong knick-knacks. The key here is to bargain hard and smart! Whatever the price the owner told you on the first round, always aim at about half the cost of the first offer. If they refuse, go, or make it seem like you’re going to another stall. They will surely call you back.

It was almost 8pm when we were finally able to fill our tummy with yet another appetising meal from Hong Kong’s first-ever fiery Piri-Piri chicken concept restaurant — Flaming Frango ! This halal-certified eatery is located on Elgin Street in Central, Hong Kong. They served us their best signature dishes: Piri-Piri Chicken, Piri-Piri Chicken Wings, and the Flaming Frango Chicken Burger served with a side of Piri-Piri fries and homemade Coleslaw. The taste? *Chef’s kiss.*

It was the last day in Hong Kong. After breakfast at the hotel, I took a taxi to Hong Kong International Airport (Terminal 1). It took around 30 minutes from the InterContinental Grand Stanford Hotel, and the trip cost me HKD270 (~MYR156.62).

Another highly recommended option for you to go to the airport would be to take the MTR Airport Express : one of the world’s leading airport railway systems. This train service is very swift and convenient. It’ll only take around 24 minutes to reach the airport from Central.

Before and during the flight

Before the flight.

There are a lot of eateries you can try out to kill time at the airport. Some halal-certified ones include Old Town White Coffee and Popeyes Louisiana Kitchen . Other food outlets that caught my attention were the Gordon Ramsay Plane Food to Go , Burger King , BLESS , and Bari-Uma & SinsaEat Korean Kitchen . For those who have the realisation that you haven’t gotten anything for your loved ones from the trip, chill; you can always shop for some quality souvenirs at the airport too!

 hkia terminal 1 prayer room

Before my flight, I performed the Zuhr prayer at the dedicated Prayer Room near Gate 42 of the airport. The room was neat, clean, and equipped with basic fixtures and furniture for common use. Plus, you can easily find a space for ablution and qibla direction as soon as you walk in. Though it’s a unisex praying room, the area was large enough for everybody.

window view cathay pacific airline

Cathay Pacific Airlines served me the best meal during the flight – chicken rendang with nasi lemak! What a way to welcome me back to Malaysia. The fact that I didn’t have a photo of the meal says a lot about how good it was. I only realised I didn’t take a picture of it after I finished half of the meal. And I still regret it.

The overall 5D4N trip was, in fact, an unforgettable experience for me. I would love to return to Hong Kong soon, but I’m bringing my BFFs next time! It’d be much more fun having my loud bunch around. And it’d be great to escape the heat and see Hong Kong in autumn or spring.

Special shout out to Cathay Pacific and Hong Kong Tourism Board for inviting me on a once-in-a-lifetime trip! All images are credited to Izzati Haron.

Why Mainland Chinese Flocked to Hong Kong’s New Global Visa

The city created a visa to lure professionals from around the world. Most of the takers were Chinese seeking better jobs, better schools and greater freedom.

By Joy Dong

Reporting from Hong Kong

To some foreign expatriates, Hong Kong has lost its appeal as an international city and no longer feels like home since Beijing took a heavier hand in its governance. But for many former mainland Chinese like Angelina Wang, it has become a more attractive place to live and work.

Ms. Wang, in her early 30s, was feeling stuck in her job at a state-owned finance company in Shenzhen , a mainland city just across the border, when she read about a Hong Kong visa for professional workers. She quickly applied. As soon as she landed a job in Hong Kong — at higher pay — she told her boss that she was quitting and moved there.

“Salary in Hong Kong is higher than that in Shenzhen,” Ms. Wang said. “A lot higher.”

Ms. Wang was among about 55,000 mainland Chinese who have been granted this new “top talent” visa since December 2022. Hong Kong’s semiautonomous status within China means that Chinese citizens need visas to live and work in the city.

Among visa holders now working in Hong Kong, many were employed in finance, information technology and commerce services, according to a survey by the city government in November. They had a monthly median income of 50,000 Hong Kong dollars, or about $6,400, more than twice the median income in Hong Kong.

Mainland Chinese interviewed by The New York Times cited several reasons for seeking the visa. Some said Hong Kong provided better pay and career opportunities, as well as better schools, greater freedom, and greater respect for women and people who are L.G.B.T.Q.

The wave of working professionals is a welcome development for Hong Kong. Beijing imposed a sweeping national security law on the city in 2020 in response to pro-democracy protests , and on Tuesday the Hong Kong government enacted another security law that gave the authorities even more power to punish dissent. During the Covid-19 pandemic , Hong Kong rolled out some of the world’s toughest travel restrictions, hurting its economy . About 200,000 people left the city from the middle of 2019 to the end of 2022, according to city figures. The population has since ticked up by about the same amount to 7.5 million.

The visa program that Ms. Wang applied to, called the Top Talent Pass Scheme, was designed to appeal worldwide. So far 95 percent of the applications have come from mainland China. The visa lasts for two years and can be extended as long as the holder remains employed by a local company or is self-employed by the time the visa expires.

The top talent visa is the easiest visa for mainland Chinese professionals to obtain. Visa holders don’t have to be employed when they arrive. They can qualify by having either a bachelor’s degree from one of the world’s top 185 universities or an annual income over $320,000.

One factor propelling mainlanders to seek the Hong Kong visa is China’s economy, which is experiencing a sharp real estate downturn. Ms. Wang, who works as a risk manager, said she was making better money in Hong Kong.

Another attraction is Hong Kong’s open financial system, which provides more appealing job opportunities for people who work in banking or finance.

In the eyes of Chang Liang, a fund manager from Shanghai working in Hong Kong with a top talent visa, access to global markets offers advantages for people in his field.

“My business requires me to travel overseas frequently,” he said, and it’s easy to catch flights from Hong Kong. “The ease for travel is the major reason for my application for the Hong Kong visa,” he added.

Hong Kong’s schools are another draw for mainland Chinese. Three-quarters of 1,200 workers with various visas who were surveyed last fall by the Hong Kong Top Talent Services Association planned to enroll their children in Hong Kong schools. They said they believed that the schools offered a better education than their children’s schools on the mainland, with a stronger focus on English learning.

About 36,000 children of top talent visa holders have been granted dependent visas to live in Hong Kong, according to the latest government data.

On the social media platform Xiaohongshu, conversations with the hashtag “transferring to a new school in Hong Kong” have been viewed over eight million times.

Another talent visa holder, Elsa Chen, who is in her late 30s, landed a job as a brand specialist at a Hong Kong firm. She was planning to bring her 6-year-old son from Foshan, a midsize city in Guangdong Province, because of the schools.

“His class is packed with more than 50 students, but in Hong Kong, an average class has only about 20 students,” she said.

Apart from citing tangible differences between Hong Kong and mainland China, several holders of top talent visas spoke of less visible ones, like the rule of law.

As a British colony, Hong Kong was long allowed to exercise a high degree of autonomy over its governance and laws — a system that China promised to continue after Britain handed over control in 1997. This status has come under question in the past several years. Still, some of the migrants said they saw Hong Kong as an escape from mainland China.

Phoebe Ho, 27, said she had faced frequent sexual harassment in her job as a marketing officer at a major state-owned company in China. She felt unable to push back. She got the visa hoping to broaden her career options and find a better work culture.

Ms. Ho, who is lesbian, also noted that Hong Kong recognizes the rights of gay partners , even though it does not officially recognize same-sex marriage.

Will Wu, a banker from northern China, decided to leave China during the harsh Covid lockdown in 2022. He initially hoped to emigrate to Canada, but moving to Hong Kong under the top talent visa was easier.

“If China is a big ship, then Hong Kong is a lifeboat,” Mr. Wu said.

He did not get as big a salary boost in Hong Kong as he had hoped, moving into another finance job, but he still thinks the move was worth it. Hong Kong, he said, “is not a particularly free place, but you know people here share an ideology that respects law.” He hopes to stay long enough to become a permanent resident, which typically takes seven years.

The ordeal of Covid was also the last straw for Luka Liu, a logistics specialist, and his wife, Lorraine Liu, an accountant. The couple, both 27, had been thinking about leaving China. They had grown tired of having to attend Communist Party study sessions at their workplaces, a common activity in both the public and private sectors in recent years.

But the authorities in Hong Kong continue to hew closer to Beijing’s rules. In February, they added a new national security assessment as part of the visa application process to ensure that people they define as a threat to Hong Kong cannot enter.

“If our conversation today is being monitored, or we are interrogated by our company or community, we won’t hesitate to take our passports to go anywhere with freedom,” Mr. Liu said.

“You can stop me from speaking out,” he added, “but you can’t change what I think and do.”
