UAE-India travel: everything you need to know as PCR tests dropped for Emirates

India has updated entry requirements for incoming travellers, removing the need for vaccinated passengers from certain countries to present a negative PCR test result on arrival.

The rules now apply to travellers from 99 countries, including the UAE, Oman, Saudi Arabia and Lebanon .

Passengers who received both doses of their Covid-19 vaccination in India also no longer need to present a negative PCR result, meaning Indian residents returning to the country from the UAE are exempt from having to take a test when leaving the Emirates.

If you’re planning to travel to India in the near future, here’s everything you need to know before you go.

Do I need to quarantine in India?

Travellers arriving in India no longer need to quarantine after authorities revoked the rule on seven-day mandatory home isolation for passengers coming from overseas. Only travellers who are symptomatic, and subsequently test positive for Covid-19, will have to quarantine.

Instead, all travellers should self-monitor their health for 14 days from the date they arrive in India.

Do the new rules apply to vaccinated passengers?

The new rules apply to all arriving passengers, regardless of vaccination status.

Do children need to quarantine on arrival in India?

No, children do not need to quarantine on arrival, but parents should monitor their symptoms for 14 days after arriving in the country.

Do I need a negative PCR test to take a flight?

Vaccinated arrivals from certain countries no longer need to present a negative PCR test result when flying to India. Passengers who received both doses of a Covid-19 vaccination in India will also no longer need to present a negative PCR result, regardless of the country they are flying from.

There are 99 countries on the list from where PCR tests are not required, including the UAE. The detailed list can be found here and is updated regularly.

All other travellers must have a negative PCR test taken within 72 hours of departure. Travellers should upload the test results to the Air Suvidha portal before flying.

Children below 5 are exempt from testing rules both pre and post-arrival, but those aged 5 and above must follow the rules in place for adults. Any children who develop symptoms of Covid-19 at any point during their trip will have to take a PCR test, regardless of age.

What do I need to do before flying to India?

There are a few documents that need to be submitted by passengers travelling to India.

Firstly, there is a self-declaration form which can be submitted online via the Air Suvidha portal , this needs to be filled in before travel and must include details of any countries visited in the previous 14 days.

A declaration also needs to be completed for each passenger, certifying that the Covid-19 negative certificate submitted is authentic, and an undertaking to face criminal charges if it turns out otherwise.

Travellers also need to download the Aarogya Setu app on their mobile devices for Covid-19 track and trace purposes in India.

Will I be tested for Covid-19 on arrival in India?

Some travellers will need to undergo further PCR testing for Covid-19 on arrival in India. New regulations state that 2 per cent of total passengers on each flight will undergo random post-arrival testing at the airport.

These travellers will be identified by the airlines. After the on-arrival test, they can leave the airport and will only need to isolate if they test positive.

There will also be thermal screening by health officials in airports across the country.

Is India still using its 'at-risk' list for travel?

The most recent update to India's travel rules means that the previous "at-risk" list of countries from where travellers had to undergo additional entry rules no longer applies.

What happens if I test positive while in India?

If you develop symptoms and subsequently get a positive PCR test result, then you’ll have to go to an isolation facility where a doctor will assess you and advise on the follow-up process.

Close contacts of a positive case will be contacted, including co-passengers and anyone in the home or hotel where the person with Covid-19 has been isolating. Fellow passengers who were seated three rows in front and three rows behind anyone who tests positive will also be considered close contacts.

Until when are the new rules in place?

No end date has been set for the new home quarantine rules with official documents stating that the rules are in place until “further orders”.

India recorded 913 new Covid-19 cases on April 3 alongside 13 new deaths, according to Johns Hopkins University data.

The country has recorded more than 43 million total cases since the onset of the global pandemic, says Johns Hopkins.

Anything else I need to know?

Different states in India may also have their own rules for Covid-19 management, so travellers should check the rules in place for the destination they are travelling to.

A pre-travel RT-PCR test valid for 72-hours before departure will continue to remain mandatory for all passengers travelling from the Emirates to India.

However, the seven-day mandatory home quarantine has been scrapped in the revised travel guidelines for international passengers, issued by the Indian Union Ministry of Health and Family Welfare on Thursday, February 10.

A spokesperson for the Indian Embassy in Abu Dhabi confirmed to Khaleej Times that fully vaccinated travellers from the UAE cannot avail of the pre-travel testing exemption at this moment.

The exemption, however, is being offered to passengers from 82 countries across the world with which India enjoys 'mutual recognition of vaccination certificates of nationally recognised or World Health Organisation (WHO) recognised vaccines'.

"The new guidelines issued are self-explanatory," said the spokesperson.

"There are many countries which are not on the list as well. Passengers going from the UAE will no longer have to undergo mandatory home quarantine (from February 14) onwards," the spokesperson explained.

"However, these guidelines are subject to constant revise and change," he stated. He stated that every new guideline that comes in supersedes the previous one.

Countries such as Canada, Qatar, The United Kingdom, United States, New Zealand, Netherlands, Oman, Georgia, Bahrain, Bangladesh, and Cuba are included in the list of 82 countries which are part of India's 'reciprocal programme'.

Travellers from the listed countries only need to upload a certificate on the Air Suvidha portal confirming they have received both vaccine doses. However, passengers from the UAE need to provide a negative RT-PCR test report valid for 72 hours pre-travel.

UAE-India travel: What are the new rules?

  • All travellers must complete and provide factual information in the self-declaration form on the Air Suvidha platform
  • Provide travel history of past 14 days
  • Upload negative RT-PCR test report, conducted 72 hours before departure
  • Passengers must also give an undertaking on the portal or otherwise to the Ministry of Civil Aviation through concerned airlines before undertaking the journey
  • On-arrival, a sub-section of 2 per cent of passengers on the flight shall undergo random post-arrival tests
  • These passengers in each flight shall be identified by the concerned airlines. They will submit the samples and shall be allowed to leave the airport.

Dubai: Emirates airline has updated travel requirements for tourists visiting Dubai. The UAE had earlier announced that it will resume issuing tourist visas for fully vaccinated people from all countries as of August 30. The decision includes countries from which entry was previously banned.

Before you book

Check if you need a visa. Depending on your nationality you can get a visa on arrival, or you can apply for your prearranged visit visa from Dubai Immigration before you travel.

Before you travel

GDRFA or ICA approval is not required for tourists travelling to the UAE. Passengers arriving from the following countries must follow specific protocols: Bangladesh, India, Nigeria, Pakistan, Sri Lanka, South Africa, Uganda, Vietnam, Zambia, Indonesia.

  • A valid negative COVID-19 PCR test certificate with a QR code issued within 48 hours of the time the sample was collected from an approved health facility
  • A rapid PCR test report with a QR code for a test conducted at the departure airport within six hours of departure
  • Requirements for all passengers arriving in Dubai

PCR test requirement

All passengers travelling to Dubai from any point of origin (GCC countries included) must hold a negative COVID-19 RT PCR test certificate for a test taken no more than 72 hours before departure, except for travel from Afghanistan, Bangladesh, Indonesia, India, Pakistan and Sri Lanka:

  • The certificate must be a Reverse Transcription Polymerase Chain Reaction (RT PCR) test. Other test certificates including antibody tests, NHS COVID-19 Test certificates, Rapid PCR tests and home testing kits are not accepted in Dubai. Travellers must bring an official, digital or printed certificate in English or Arabic to check in – SMS certificates are not accepted. PCR certificates in other languages are acceptable if they can be validated at the originating station. Digital COVID-19 certificates are accepted upon arrival at Dubai International airport verification points.
  • COVID-19 RT PCR test certificates must be issued by an authorised facility in the passenger's departure country. Certificates that have already been presented for travel to another destination can't be used for re entry even if they are still within the validity period.
  • For passengers arriving from the following countries, it is mandatory that the COVID-19 PCR report includes a QR code linked to the original report for verification purposes. The QR code must be presented at check in and to representatives of the Dubai Health Authority (DHA) upon arrival in Dubai airports: Sudan, Lebanon, Egypt and Ethiopia.

Visa on arrival

Indian Nationals with a normal passport who are travelling to India via Dubai can obtain a visa on arrival in Dubai for a maximum stay of 14 days provided they: have a visitor visa or a green card issued by the US, or a residence visa issued by the UK or EU.

The visa issued by US, UK or EU has to be valid for a minimum of 6 months.

Test on arrival

Passengers arriving in Dubai from the following countries will be required to take another COVID-19 PCR test on arrival at Dubai International airport:

Afghanistan, Angola, Argentina, Austria, Azerbaijan, Bahrain, Bangladesh, Bosnia & Herzegovina, Brazil, Cambodia, Chile, Croatia, Cyprus, Djibouti, Egypt, Eritrea, Ethiopia, Georgia, Ghana, Greece, Guinea, Hungary, India, Indonesia, Iran, Iraq, Israel, Ivory Coast, Jordan, Kenya, Kuwait, Kyrgyzstan, Lebanon, Maldives, Malta, Moldova, Montenegro, Morocco, Myanmar, Nepal, Oman, Pakistan, Poland, Philippines, Qatar, Rwanda, Russia, Senegal, Slovakia, Somaliland, Somalia, South Sudan, Sudan, Syria, Tajikistan, Tanzania, Thailand, Tunisia, Turkey, Turkmenistan, Ukraine, Uzbekistan, Zimbabwe.

Transiting in Dubai

All transit passengers must complete all the requirements of their final destination.

Transit passengers from the following countries must present a negative COVID-19 PCR test certificate for a test taken no more than 72 hours before departure: Bangladesh, India, Nigeria, Pakistan, Sri Lanka, South Africa, Uganda, Vietnam, Zambia, Indonesia.

All other transit passengers are not required to present this certificate unless it is mandated by their final destination.

Test exemptions

UAE nationals are exempt from taking a COVID-19 PCR test before departing for Dubai. They must be tested on arrival in Dubai, irrespective if they are holding a valid negative COVID-19 RT PCR certificate from the point of origin.

This also applies to:

  • Passengers accompanying a 1st degree UAE nationals' relative or domestic workers
  • Domestic workers escorting a UAE national sponsor during travel
  • Children under the age of 12 and passengers who have a moderate or severe disability are exempt from taking a COVID-19 RT PCR test
  • Moderate or severe disability includes neurological disorders and intellectual or developmental disabilities. For example: Acute spinal cord injury, Alzheimer's disease, Amyotrophic lateral sclerosis (ALS), Ataxia, Autism spectrum, Bell's palsy, Brain tumours, Cerebral aneurysm, Cerebral palsy, Down Syndrome, Epilepsy and seizures

All other passengers, including those who are visually impaired, hearing impaired or physically challenged must hold a negative COVID-19 RT PCR test certificate as per the requirements.

All residents can land

Emirates airline said in a tweet on Tuesday that all UAE residents can land in Dubai along with holders of other visas.

“As per the current update, all UAE residents, newly issued residence or employment visas, short stay/long-stay visa, visit visa, visa on arrival will be accepted for travel to Dubai. Passengers traveling with a UAE Resident visa must have GDRFA or ICA approval,” said the airline in response to a customer query.

Previously, only the holders of Dubai-issued residence visas could land in the emirate from India, Pakistan and several other countries.

Dubai residence visa holders can now travel from India to Dubai if they have the necessary approval from the General Directorate of Residency and Foreigners Affairs (GDRFA) and can produce negative Covid test results.

These are the only two requirements that travellers must fulfil. Their vaccination status will not be taken into account by airline representatives at check-in counters, the Khaleej Times reported.

The GDRFA is a government entity that regulates the entry and exit of international travellers from Dubai as well as the residency of foreign nationals in the city.

The Dubai government had earlier said that with regard to travel from India, only passengers with a valid residence visa who have received two doses of a UAE-approved vaccine are allowed to travel to Dubai. There are four vaccines approved by the UAE government — Sinopharm, Pfizer-BioNTech, Sputnik V and Oxford-AstraZeneca.

Dubai had last month announced relaxation of travel restrictions from countries, including India. The UAE, in late April, had closed its borders for travellers from India. This had come in the backdrop of the surge in number of Covid-19 cases in India during the second wave of the pandemic.

Responding to a customer on Twitter, an Emirates Airline support executive on Monday tweeted, “Dubai residence visa holders can travel as long as they present a printout of GDRFA approval, a negative PCR test taken within 48 hours of departure and a negative Rapid PCR test taken 04 hours prior to travel.”

“As per instructions issued by civil aviation authorities in Dubai, for passengers to disembark in Dubai, only three documents are required. They need to have a GDRFA approval, negative RT-PCR test result taken 48 hours before departure, and a rapid PCR test result from the airport,” an Air India official in the UAE was quoted as saying by the Khaleej Times.

Emirates airline will on Wednesday resume flights between the United Arab Emirates (UAE) and India as announced recently by the UAE-based airline. The announcement came after authorities in Dubai, on June 19, eased travel curbs for passengers from three countries, including India.

Following the easing of travel norms, Emirates had said in a statement, “We welcome the latest protocols and measures announced by Dubai’s Supreme Committee and Disaster Management to allow the safe resumption of passenger travel from South Africa, Nigeria and India to Dubai onwards. We will resume carrying passengers from South Africa, Nigeria and India in accordance with these protocols from June 23 onwards.” The UAE first suspended air travel to and from India in April as the latter battled a devastating second wave of Covid-19; the ban was later extended till July 6.

Here are the guidelines you need to follow if flying from India to Dubai:

(1.) Passengers with a valid e-residence visa, who have received two jabs of the Covid-19 vaccines approved in the UAE, will be allowed in Dubai. The following four vaccines have been approved in the UAE: Sinopharm, Pfizer-BioNTech E, Sputnik V and Oxford University-AstraZeneca shot.

(2.) All the passengers flying to Dubai from India need to show a negative RT-PCR report from a test conduct 48 hours before departure. Also, only QR-coded negative PCR test reports will be accepted.

(3.) Additionally, passengers flying to Dubai will have to take another Covid-19 test – a rapid PCR one – four hours before departure. They will have to undergo further RT-PCR testing upon arrival.

(4.) Passengers from India will undergo institutional quarantine till their RT-PCR test report is out, likely within 24 hours of the test.

Dubai airport’s Terminal 1 will reopen on Thursday after a 15-month closure. Flights were operated through Terminal 2 and Terminal 3 last year amid the Covid-19 pandemic.

While travellers will no longer have to submit their quarantine and vaccination information through ArriveCAN, they can continue to use the optional Advance Declaration feature in ArriveCAN (free as a mobile app or on the Canada Border Services Agency (CBSA) website) to save time at the airport by submitting their customs and immigration declaration in advance of arrival.

Egypt

Ethiopia

There are no longer any COVID‑19 entry restrictions for travel to Ethiopia.

Visa on arrival services are available for eligible passengers provided they apply for OK to board approval before travelling to Ethiopia.

Exemptions:

  • Transfer passengers
  • Passengers with sticker visas
  • E-visas with a confirmation page showing the passenger details along with a photo of the passenger will be accepted
  • Visa on arrival will only be granted to passengers who were born in Ethiopia, whose passport states Ethiopia as their place of birth
  • Children of Ethiopian nationals or Residence Card holders who are travelling with their parents, who will be allowed to enter the country with a visa on arrival eligibility or if they have a pre issued sticker or e-visa
  • Passengers with Africa Union IDs or Diplomatic IDs issued by the Ethiopian Ministry of Foreign Affairs, given the ID is valid
  • Passengers with Ethiopian Origin ID

France

There are no longer any COVID-19 entry restrictions for travel to France. This includes requirements for testing, vaccination, quarantine and entry forms.

Germany

There are no longer any COVID-19 entry restrictions for travel to Germany. This includes requirements for testing, vaccination, quarantine and entry forms.

Ghana

Greece

There are no longer any COVID-19 entry restrictions for travel to Greece. This includes requirements for testing, vaccination, quarantine and entry forms.

Guinea

From 25 June 2022, arriving and departing passengers will no longer be required to complete a health declaration form.

From 13 March 2022, all nationalities are allowed entry into Guinea provided they complete the following requirements on arrival.

Passengers who are fully vaccinated must present proof that they have complete the required doses of the any of the following vaccines:

  • Astra Zeneca
  • Sinopharm and Sinovac
  • Johnson & Johnson

Fully vaccinated passengers are not required to present a negative pre-departure COVID-19 test.

Passengers unvaccinated or partially vaccinated must present a negative COVID-19 PCR test certificate for a test taken not more than 72 hours before travel.

Travellers who present a COVID-19 recovery certificate dated less than six months are not required to present a vaccination certificate on arrival.

Passengers between the ages of 5 and 18 years are exempt from the vaccination requirement but must take a PCR test not more than 72 hours before entry into Conakry.

Any passenger who presents symptoms of COVID 19 (e.g. fever, cough, difficulty breathing, sneezing, poor general condition, etc.) on arrival will undergo a standard diagnostic test (PCR) and be isolated while waiting for the test results. If found positive for COVID 19, the traveller will be treated at a dedicated processing centre.

Hong Kong, China

From 1 March 2023, travellers are no longer required to wear masks on board flights to Hong Kong and at Hong Kong International Airport.

Hungary

There are no longer any COVID-19 entry restrictions for travel to Hungary. This includes requirements for testing, vaccination, quarantine and entry forms.

India

From 13 February 2023 (11:00am IST), travellers may be subject to random COVID-19 PCR testing on arrival in India.

From 13 February 2023 (IST 11:00am), pre-departure COVID-19 testing and registration on the Air Suvidha portal are no longer required for passengers travelling from China, Hong Kong, Japan, Republic of Korea, Singapore and Thailand.

However, all travellers arriving in India are subject to random COVID-19 testing on arrival at the airport.

Indonesia

Vaccination and Satu Sehat Apps are no longer mandatory requirements.

Masks are optional on board and at the airport in your destination.

The following categories of passengers are exempt from the entry restriction:

  • Indonesian nationals
  • Non Indonesian nationals holding diplomatic visa and official visa
  • Non Indonesian nationals holding limited stay permit (ITAS) and permanent stay permit (ITAP)
  • Non Indonesian nationals holding diplomatic stay permit and official stay permit
  • Non Indonesian nationals holding visit visas
  • Non Indonesian nationals holding limited stay visas
  • Non Indonesian nationals holding Asia Pacific Economic Cooperation (APEC) business travel card
  • Foreign nationals from 92 territories who are eligible for visa on arrival services and who are visiting Indonesia for tourism purposes

International to international transit/transfer through Jakarta (CGK) airport is now allowed for a maximum of 6 hours. International to domestic transfer is allowed and travellers must present all entry requirements at the first port of entry. 

International to international transit or transfer through Denpasar (DPS) airport is now allowed for a maximum of 8 hours. Between 02.00-07.00LT, the airport closure period, international to international transit or transfer passengers must clear CIQ and must fulfil DPS entry requirements.

Visa free entry or visa on arrival is only allowed through CGK, DPS, KNO, SUB, UPG, MDC, YIA, BTH, LOP, PDG, BPN, PKU, KJT, DJJ and BTJ.

Visa free entry for tourists only applies to citizens of South East Asian countries: Brunei Darussalam, Cambodia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Timor Leste and Vietnam.

Visa on arrival for tourists only applies to nationals of 92 territories : Albania, Andorra, Argentina, Australia, Austria, Bahrain, Belarus, Belgium, Bosnia Herzegovina, Brazil, Brunei Darussalam, Bulgaria, Cambodia, Canada, Chile, China, Colombia, Croatia, Cyprus, Czech Republic, Denmark, Ecuador, Egypt, Estonia, Finland, France, Germany, Greece, Guatemala, Hong Kong SAR, Hungary, Iceland, India, Ireland Republic, Italy, Japan, Jordan, Kazakhstan, Kenya, Kuwait, Laos, Latvia, Liechtenstein, Lithuania, Luxembourg, Macau(SAR), Malaysia, Maldives, Malta, Monaco, Mexico, Morocco, Myanmar, Netherlands, New Zealand, Norway, Oman, Palestine, Panama, Peru, Philippines, Poland, Portugal, Qatar, Russia, Romania, Rwanda, Saudi Arabia, San Marino, Seychelles, Serbia, Singapore, Slovakia, Slovenia, South Africa, South Korea, Spain, Suriname, Sweden, Switzerland, Taiwan, Thailand, Timor Leste, Tunisia, Turkey, Ukraine, United Arab Emirates, United Kingdom (British citizens only), United States of America, Uzbekistan, Vatican and Vietnam.

Passengers who have the following types of British passports are not eligible for visa on arrival services:

  • British Overseas Territories Citizen
  • British National (Overseas)
  • British Overseas Citizen
  • British Subject
  • British Protected Person

All eligible foreign nationals can apply for an e-visa on arrival (E-VOA) and pay the visa fees online before travelling to Indonesia at https://molina.imigrasi.go.id/ (Opens an external website in a new tab) 

Passengers who are eligible for visa free entry or visa on arrival can stay for 30 days and must comply with the following requirements:

  • Minimum 6 months passport validity
  • Return or onward ticket
  • Visa on arrival fee at IDR 500,000
  • Sufficient funds
  • Tourists can stay a maximum of 30 days and request a one-time extension for another 30 days at the nearest immigration office.
  • Exit Indonesia from any immigration checkpoint
  • Visa free and/or visa on arrival cannot be exchanged for a resident visa

Foreign nationals who have an emergency passport, temporary passport, travel document or laissez passer are not eligible for visa on arrival services.

Foreign nationals from countries not specified can visit Indonesia by applying for a visit visa or limited stay visa before arrival.

Visit visa and limited stay visa can apply to the following purposes:

A. Visit Visa

  • Tourism purposes
  • Emergency work activity
  • Business discussion
  • Purchase of items
  • Film activity
  • Food, medical and humanitarian support
  • Governmental duty including G20 activity or international meetings 144th Inter Parliamentary Union (IPU)
  • Joining ship in Indonesia territory
  • Marine industry development
  • Foreign worker candidate trial on the ability to work

B. Limited Stay Visa

  • As an expert staff
  • Gather together to work on ships, float equipment or installation operated in Indonesian territory and Economic Exclusive Zone Indonesia
  • Quality control of items or production
  • Inspection or audit of branch office in Indonesia
  • After sales activity
  • Installing or repairing a machine
  • Non permanent construction work
  • Undertaking a film production for commercial purposes and has been approved by the appropriate authorities
  • Foreign workers on a skills trial
  • Visa index C313 (non work purpose): foreign investment for period of 1 year
  • Visa index C314 (non work purpose): foreign investment for period of 2 years
  • Visa index C316 (non work purpose): study / education
  • Visa index C317 (non work purpose): family reunion

Guarantors must apply for visit visas and limited stay visas online (Opens an external website in a new tab)  to the Directorate General of Immigration based on the visit purposes.

Visit visas and limited stay visas are granted by the Director General of Immigration in the form of an electronic visa (eVisa). Visit visas with an eVisa Number ending in DN cannot be used for entry, as this code is for a visa extension for foreign nationals who have entered Indonesia and are currently staying in Indonesia (On Shore Visa). Visit visa numbers to enter Indonesia should end with LN (Off Shore Visa).

Diplomatic visa and official visa are regulated by Ministry of Foreign Affairs.

Holders of diplomatic and service passports from 91 countries (Opens an external website in a new tab)  can enter Indonesia with the free visa facility if the visit purpose of the visit is related to diplomatic or official visits with supporting documents:

  • Carrying a diplomatic duty note or visit statement issued by the Ministry of Foreign Affairs of Republic Indonesia and or foreign state ministry
  • Invitation letter issued by the Ministry of Foreign Affairs of Republic Indonesia for those attending meetings and or conferences in Indonesia

Iran

There are no longer any COVID-19 entry restrictions for travel to Iran. This includes requirements for testing, vaccination, quarantine and entry forms.

Entry to Iran is allowed only for Iranian nationals and foreign nationals who have any of the following:

  • Residence permit
  • Entry visa (merchants)
  • Work permit visa;
  • Medical visa
  • Investment visa
  • Exit and return stamp from Iran Immigration

Eligible passengers must apply for the Entry Visa online and receive approval before travelling to Iran.

There are no longer any COVID-19 entry restrictions for travel to Iraq. This includes requirements for testing, vaccination, quarantine and entry forms.

Passengers holding a paper visa and one-way or return tickets require OK to board approval. To get OK to board approval, they must submit copies of their passport, flight booking reference and visa 48 hours before their date of travel. The required documents must be submitted to:

Jordan

There are no longer any testing, vaccination or quarantine requirements.

All passengers must register on the Visit Jordan portal (Opens an external website in a new tab)  prior to departure and complete the required form to get a QR code. The QR code must be presented at check-in and to authorities on arrival in Jordan.

Exceptions:

  • Jordanian passengers and their families, spouses and children regardless of their nationalities
  • Transit passengers

Passengers travelling to the Maldives as tourists must have a confirmed hotel reservation for their stay at registered tourist facilities.

Travel from Maldives

Passengers travelling from Maldives must confirm the COVID-19 PCR test requirements of their destination country and present the test result certificate at check in. Please contact your resort’s guest relations department for assistance with COVID-19 PCR testing, if required.

Passengers travelling from Maldives must complete the online  Traveller Declaration Form (Opens an external website in a new tab)   within 96 hours before their flight’s departure. Obtain a QR code and present it to the officials at the entrance to check in, and to Immigration officers on departure.

Saudi Arabia

Senegal

Only passengers who meet the following conditions will be allowed on flights to Senegal.

  • Residents of countries that are not affected by the temporary restriction of non-essential movement to Senegal or have not imposed restrictions on the movement of Senegal nationals
  • Nationals of members states of the West African Economic and Monetary Union (UEMOA) and from Economic Community of West (CEDEAO)
  • EU citizens
  • Third-country nationals regularly established in Senegal and holding a residence permit issued by the competent services of the Republic of Senegal

Seychelles

Passengers holding a Seychelles passport must be allowed to board without any additional checks or requirements. They are exempt from obtaining an Electronic Travel Authorization (eTA). It is crucial to uphold their constitutional right of return, ensuring their unrestricted travel to Seychelles.

Passengers who hold dual citizenship with Seychelles and are traveling with a passport issued by a country other than Seychelles are exempt from the eTA requirement. However, they must provide documentation confirming their Seychelles nationality for verification purposes. Once the necessary documentation is provided, they should receive an "Ok to Board" message.

All other foreign passport holders must complete the Electronic Travel Authorization (eTA) process before departure. They can obtain the eTA at https://seychelles.govtas.com/

Singapore

From 13 February 2023, there are no longer any COVID-19 testing, vaccination and quarantine requirements for travel to Singapore.

All passengers travelling to Singapore must comply with the current public health and entry requirements. 

Passengers who have no travel history to any country or region classified by the Singapore Ministry of Health as a Restricted Category country or region in the last 7 days before travel to Singapore will not be required to serve a Stay-Home Notice (SHN) upon entering Singapore, regardless of the passenger’s vaccination status. Such passengers will also no longer be subject to any COVID-19 testing, whether pre-departure or in Singapore. Similarly, every flight into Singapore may carry unvaccinated passengers.

As of 9 February 2023, there are no countries/regions in the Restricted Category.

All travellers must submit their  Singapore Arrival Card (SGAC) (Opens an external website in a new tab)  within 3 days before arrival in Singapore. If passengers have not submitted their SGAC before departure, air operators should advise them to do so to facilitate a smooth arrival process in Singapore. 

Please note that there are no fees for completing the SGAC online.

To avoid tests and quarantine, travellers must fulfil the public health requirements. Travellers who cannot meet the public health requirements and refuse any test(s) and/or quarantine may be turned away from Singapore.

Yellow fever vaccination:

If you have visited any country at risk of Yellow Fever transmission (Opens an external website in a new tab)  in the past six days before arrival in Singapore, you must present an International Certificate of Vaccination for Yellow Fever. 

Travellers who can’t present a yellow fever vaccination certificate must quarantine for up to six days on arrival. Quarantine also applies to those who are ineligible to receive the vaccination e.g., children aged one year and below and individuals with contraindications.

Sri Lankan nationals / dual citizens who are travelling on Sri Lankan passports / Sri Lanka emergency travel document holders are allowed entry into Sri Lanka.

Foreign nationals are allowed entry to Sir Lanka if they have any of the following documents:

  • Landing endorsement
  • Residence visa

Visa on arrival is also available except for nationals of Afghanistan, Cameroon, Ghana, Ivory Coast, Myanmar, Nepal, Nigeria, North Korea, Pakistan and Syria, who must have an approved Electronic Travel Authority (ETA) in advance to be accepted for travel to Sri Lanka.

Tunisia

Nationalities who are eligible for travel to Tunisia can now be accepted for travel, including nationalities who are eligible for visa on arrival services.

Passengers will be accepted based on meeting all requirements.

All non-resident passengers are required to have a return ticket. All non Tunisian residents (holding valid residence cards) are not required to have a return ticket.

Visa on arrival must be pre approved with an application submitted by the sponsor to Immigration HQ in Tunisia.

Travel from Tunisia

All passengers except Libyan nationals who are transiting through Tunisia to Libya should have an OK TO BOARD to be accepted on Emirates flights.

All passengers are advised to arrive at check in 4 hours before departure with all the correct documents required for their destination of travel.

Documents must be printed and soft copies will not be accepted.

Check in counters will close 90 minutes prior to departure.

The boarding gate will open 60 minutes prior to departure.

Türkiye

Passengers are no longer required to undergo COVID-19 testing before travelling to Uganda.

Visa on arrival services in Uganda are suspended for majority of countries.

All travellers holding ordinary passports from countries whose citizens are required to have visas to enter Uganda will be required to apply for visas online (Opens an external website in a new tab)  prior to travel, and will receive an approved notification that they must print and carry with them as travel authorisation.

Before planning your trip to the UK, you must check the rules for transiting via Dubai from the countries you have visited.

If you are travelling between countries with different rules, you need to follow the most restrictive requirements.

This means that rules that are not otherwise mandated by the UK government for entry may therefore apply to your trip. This can include the following:

  • Passengers who have been in or transited through certain countries may not be permitted to enter or transit via Dubai.
  • Passengers transiting via Dubai from certain countries may be required to provide a valid negative COVID-19 PCR test certificate for a test conducted at an approved facility within a defined number of hours before departure from their origin, regardless of vaccinated status. This can also include a second PCR test performed at the airport of origin only a few hours before departure.

Masks are optional on board but must be worn at the airport in your destination.

Zambia

Travellers must fill out a traveller’s health declaration form and present it on arrival in Zambia.

Zimbabwe

There are changes to travel eligibility and the COVID-19 testing and vaccination requirements.

Passengers will be accepted for travel if they have a vaccination certificate or a negative COVID-19 PCR test certificate for a test taken not more than 48 hours before departure for Zimbabwe.

Passengers who do not present a valid vaccination certificate or negative COVID-19 PCR test certificate will not be accepted for travel.

Passengers who are not fully vaccinated must have a valid negative COVID-19 PCR test taken not more than 48 hours from the time of departure for Zimbabwe. Children below 12 years old are exempt from the pre-departure COVID-19 testing requirement.

Returning residents who do not present a valid negative COVID-19 PCR test certificate or a vaccination certificate will be required tested for COVID-19 on arrival at their own cost.

Vaccination requirements

Fully vaccinated passengers are not required to take a pre-departure COVID-19 PCR test.

All vaccines will be accepted as long as you have received all the required doses before travel.

Passengers must complete the health declaration form (Opens a PDF in a new tab)  and the data entry form (Opens a PDF in a new tab)  .

Returning residents who do not present a valid negative PCR test certificate will be required to quarantine for 10 days at their own expense.

Tourists who do not present a valid negative PCR test certificate will be denied entry.

Travel from Zimbabwe

All passengers travelling from Zimbabwe except children below 12 years old must have a valid negative COVID-19 PCR test certificate issued not more than 48 hours before departure or must be fully vaccinated and have a vaccination certificate.

Exercise increased caution in the United Arab Emirates due to   the threat of missile or drone attacks and terrorism.

Country Summary:  The possibility of attacks affecting U.S. citizens and interests in the Gulf and Arabian Peninsula remains an ongoing, serious concern.  Militant groups operating in Yemen have stated an intent to attack neighboring countries, including the UAE, using missiles and drones.  Missile and drone attacks in early 2022 targeted populated areas and civilian infrastructure.

Due to risks to civil aviation operating within the Persian Gulf and the Gulf of Oman region, including the United Arab Emirates, the Federal Aviation Administration (FAA) has issued an advisory Notice to Air Missions (NOTAM). For more information U.S. citizens should consult the  Federal Aviation Administration’s Prohibitions, Restrictions and Notices .

While residents and visitors generally find a safe and secure environment in the UAE, the country continues to face the threat of terrorism.  Terrorists may attack with little or no warning, targeting tourist locations, transportation hubs, markets, shopping malls, and local government facilities.

Entry, Exit and Visa Requirements

COVID-19 Requirements: There are no COVID-related entry requirements for U.S. citizens.

U.S. citizens are subject to all UAE immigration laws.

  • Passport Validity:  A passport valid for at least six months beyond the date of entry is required to enter the UAE. The UAE government does not accept 12-page emergency passports for entry to the UAE. The UAE government also does not accept passports with the “X” gender marker for travel to, in, or through the UAE. Travelers with these passports will be denied boarding or entry.
  • Personal travel of 30 days or less:  A U.S. citizen with a regular (non-emergency) passport with an M or F gender marker may obtain a no fee visitor visa upon arrival. The UAE government does not accept passports with the “X” gender marker for travel to, in, or through the UAE. Travelers with these passports will be denied boarding or entry.
  • Stays longer than 30 days:  Visitors on a 30-day visa may request a visa extension, which is at the discretion of immigration officials. Anyone planning to work or study in the UAE must obtain the appropriate visa.
  • Medical Exam:  A full medical exam is required for work or residence permits. The exam and tests for HIV/AIDS, viral hepatitis B, tuberculosis, leprosy, and pregnancy must be performed after arrival. U.S. citizens have been detained and deported for testing positive for HIV, active tuberculosis, or hepatitis. Medical exams performed outside of the UAE will not be accepted.
  • Travel on Diplomatic or Official Passports:  U.S. citizens traveling to or through the UAE on diplomatic or official passports are required to obtain a visa before travel (transit passengers only require a visa if exiting the airport). This requirement is strictly enforced by UAE officials and those not meeting the requirement will be denied entry. U.S. military travelers should not assume military ID cards will be accepted, but should consult the Foreign Clearance Guide.

Land Exit Departure Fee:  All travelers who depart the UAE by land and who are not citizens of a Gulf Cooperation Council (GCC) country must pay a departure fee. The fee is 35 UAE dirhams and is payable only in the local currency.

Please verify this information with the  Embassy of the United Arab Emirates  before you travel.

Exit Controls:  The UAE maintains tight exit controls. All travelers must exit the country with the passport on which they entered. Travelers should visit a UAE immigration office prior to departure to obtain an exit pass if they plan to leave the UAE without the passport on which they entered.

Travelers both departing the UAE and transiting will be barred from exiting the UAE if there are any criminal or civil legal cases against them. Travelers have been arrested at the airport and have had their passports seized due to outstanding financial cases, unsettled legal disputes, and late credit card payments, including for cases that were previously unknown to the traveler. In such cases, some individuals have been arrested and detained for long periods of time. Individuals will be barred from leaving the UAE until legal cases are settled in full. This affects all persons whether they are in the UAE as residents, tourists, or transit passengers with no intention of exiting the airport. UAE residents can verify with UAE authorities whether they have an exit ban due to outstanding cases in Dubai or Abu Dhabi. The Government of the UAE requires that all persons residing in the country have a national identification card. U.S. citizens who are working or living in the UAE should visit the  Emirates Identity Authority website  for more information on card registration procedures and requirements.

Cancellation of Visas:  All UAE visas must be formally cancelled through the General Directorate of Residency and Foreigners Affairs (GDRFA) before a new visa can be issued. This includes visas that have already expired or have never been used. Travelers may be denied entry to, or not permitted to depart, the UAE if previous visas have not been properly cancelled. Dual Nationality:  The UAE does not recognize dual nationality. The UAE recognizes only the citizenship of the passport on which a person enters the UAE. The embassy may be prohibited from providing certain consular services to those who did not enter the UAE on a U.S. passport.

The UAE has imposed HIV/AIDS travel restrictions on all foreigners seeking residency. Travelers for tourism are not tested or requested to provide information about HIV/AIDS status. Current restrictions:

Weapons and Law Enforcement Equipment:  The transportation of arms or items that may be considered law enforcement or military equipment is strictly prohibited without written approval from the UAE government. Do not transport any arms or items that may be considered law enforcement or military equipment. Such items include, but are not limited to:

  • Weapon parts and tools
  • Functional, inert, or decorative ammunition, even one bullet
  • Empty or spent shell casings
  • Any other military or police equipment

U.S. citizens, military personnel, and U.S. government/military contractors found to be carrying such items, even in the smallest quantities, will be arrested and face strict criminal penalties, including imprisonment, large monetary fines, forfeiture of the items, and deportation , even though airlines and U.S. authorities allowed shipment on a U.S.-originating flight.

Other prohibited items:  Importation of the following items is also prohibited under UAE law: pornographic material, non-Islamic religious pamphlets for missionary activities, e-cigarettes, fireworks, ivory, chemical and organic fertilizers, laser pointers, radar jammers/other unauthorized communication devices, products and medications containing cannabidiol (CBD), endangered animal species, and any objects, sculptures, paintings, books or magazines which do not adhere to the religious and moral values of the UAE. Possession of any of these items can lead to detention and lengthy jail sentences.

Safety and Security

Terrorism: Terrorist groups and those inspired by such organizations are intent on attacking U.S. citizens abroad. Terrorists are increasingly using less sophisticated methods of attack – including knives, firearms, and vehicles – to more effectively target crowds. Frequently, their aim is unprotected or vulnerable targets, such as:

  • High-profile public events (sporting contests, political rallies, demonstrations, holiday events, celebratory gatherings, etc.)
  • Hotels, clubs, and restaurants frequented by tourists
  • Places of worship
  • Shopping malls and markets
  • Public transportation systems (including subways, buses, trains, and scheduled commercial flights)

U.S. citizens in the United Arab Emirates should exercise a high level of security awareness. The possibility of terrorist attacks against U.S. citizens and interests in the Gulf and Arabian Peninsula remains a serious concern. The UAE’s normalization of relations with Israel in September 2020 increased the potential for attacks in the UAE, including by Iran-backed entities. Separately, rebel groups operating in Yemen have stated an intent to attack neighboring countries, including the UAE, using missiles and unmanned aerial systems (drones). Yemen-based Houthi rebels claimed responsibility for missile and drone attacks against the UAE on January 17 and 24, 2022, targeting populated areas and civilian infrastructure.  The January 17 attack resulted in multiple impact sites in Abu Dhabi and three fatalities. The Houthi rebels have publicly stated their intent to continue such attacks. In the event of a missile and/or drone strike, follow the guidance found here .

Both historical and current information suggest that the Islamic State of Iraq and Syria (ISIS), al-Qaida, and affiliated organizations continue to plan attacks against Western targets; these attacks may employ a wide variety of tactics, including suicide operations, assassination, kidnapping, hijacking, and bombing.

Boating: The UAE and Iran have had a long-standing dispute concerning jurisdiction of Abu Musa, approximately 20 miles from Dubai. Fishing or sailing in these waters may result in seizure of vessels and detention of passengers and crew in Iran. Obtaining consular assistance in Iran for U.S. citizens is difficult and can only be done through the Swiss Embassy in Tehran , which acts as a Protecting Power, providing limited U.S. consular services.

Crime: Violent crimes and crimes against property are rare. U.S. citizens should take the same security precautions in the UAE that one would practice in the United States or any large city abroad.

Harassment and Assault: U.S. citizens, especially women, should take precautions against the possibility of verbal and physical harassment or sexual assault when walking alone, consuming alcohol, or riding in a taxi cab. Taxi passengers should avoid sitting in the front seat of a taxicab and should be sensitive that "small talk" can be misinterpreted as over-friendliness or even a form of propositioning by some taxi drivers. Taxis driven by women for the exclusive use of female passengers are available in some airports and by dispatch. Female travelers can identify these dedicated vehicles by their pink roofs.

Some victims of sexual assault have been prosecuted for violating laws against sexual relations outside of marriage. The law puts a high burden of proof on the victim to demonstrate that sex was not consensual. In cases where the victim has failed to demonstrate so, both parties have been prosecuted, and sometimes sentenced to jail time, followed by deportation.

Internet romance and financial scams are prevalent in the UAE. Scams are often initiated through Internet postings/profiles or by unsolicited emails and letters. Scammers almost always pose as U.S. citizens who have no one else to turn to for help. Common scams include:

  • Romance/Online dating
  • Money transfers
  • Lucrative sales
  • Gold purchase
  • Inheritance notices
  • Work permits/job offers
  • Bank overpayments

Victims of Crime: U.S. citizen victims of sexual assault are encouraged to contact the U.S. Embassy for assistance. Report crimes to the local police at 999 and contact the U.S. Embassy at +971 2 414 2200. Remember that local authorities are responsible for investigating and prosecuting crime.

Domestic Violence:  U.S. citizen victims of domestic violence may contact the Embassy or Consulate General for assistance.

Tourism:  The tourism industry is generally regulated and rules with regard to best practices and safety inspections are regularly enforced. Hazardous areas/activities are identified with appropriate signage and professional staff is typically on hand in support of organized activities. In the event of an injury, appropriate medical treatment is widely available throughout the country. Outside of a major metropolitan center, it may take more time for first responders and medical professionals to stabilize a patient and provide life-saving assistance. U.S. citizens are encouraged to purchase medical evacuation insurance . 

Local Laws & Special Circumstances

Criminal Penalties: You are subject to local laws. If you violate local laws, even unknowingly, you may be expelled, arrested, or imprisoned. Individuals establishing a business or practicing a profession that requires additional permits or licensing should seek information from the competent local authorities, prior to practicing or operating a business.

As each emirate has its own independent judicial system, legal procedures and penalties vary throughout the country.

Arrest Notification:  UAE authorities do not routinely notify the U.S. Embassy or consulate of a U.S. citizen’s arrest.  If you are arrested or detained, ask police or prison officials to notify the U.S. Embassy or consulate immediately.  If you are not allowed to do so, ask a friend or family member to contact the U.S. Embassy or consulate. See our webpage for further information.

Alcohol:  Alcohol is sold only in very limited areas including certain restaurants and hotels. Public drunkenness and driving under the influence, regardless of one’s blood alcohol content level, are considered very serious offenses. Persons arrested on alcohol-related offenses are regularly detained for many days as they await a court hearing. Penalties may include hefty jail sentences, substantial fines and, for Muslims (even those holding U.S. citizenship), lashings. Note: The possession and consumption of alcohol is prohibited in the emirate of Sharjah.

Drugs: UAE law imposes the death sentence for convicted drug traffickers. Possession of even trace amounts of illegal drugs (including in the bloodstream) can result in lengthy prison sentences of up to 15 years. Bail generally is not granted to those accused of drug crimes.

Possession or consumption of marijuana in any form, including detections of trace amounts in the bloodstream, is illegal in the UAE, even if a doctor’s medical card is presented. Products containing cannabidiol (CBD) are illegal in the UAE. Possession or importation of CBD products, including those found in prescription and over the counter medications in the United States and other countries, are prosecuted in the same manner as marijuana possession. The UAE's anti-narcotics program also includes poppy seeds on its list of controlled substances. The importation and possession of poppy seeds in any and all forms, including as dried decorative plants, are strictly prohibited.

Persons may be charged and convicted even if the controlled substances were ingested outside of the UAE as long as traces are still present in the bloodstream upon arrival in the UAE. If suspected of being under the influence of drugs or alcohol, individuals may be required to submit to blood and/or urine tests and may be subject to prosecution.

Travelers with questions regarding the items on the list of controlled substances should contact the U.S. Embassy in Abu Dhabi or the U.S. Consulate General in Dubai .

Codes of Behavior and Dress: Public decency and morality laws throughout the UAE are much stricter than in the United States. Penalties for public displays of affection or immodesty may be imposed. Sexual relations outside marriage are illegal in the UAE and convicted individuals have been punished by lengthy jail sentences. Pregnancy outside of marriage can result in arrest and detention. Doctors may ask for proof of marriage during pre-natal visits, and those giving birth in the UAE must present a marriage certificate to receive medical care and register the child’s birth. Failure to do so has resulted in the arrests of both unmarried mothers and fathers, as well as deportation.

Individuals may be arrested, fined, and/or deported for committing any of the following acts: making rude gestures, swearing, touching another person without his/her permission, and making derogatory statements about the UAE, the royal families, the local governments or other people. Travelers should keep in mind the cultural differences among the many people who coexist in the UAE and should be cognizant that unwitting actions, including clothing choices, may invite unwanted attention.

Debt and Financial Crime:  Crimes of financial fraud, including passing bad checks and non-payment or late payment of bills (including hotel bills, hospital bills, traffic or parking fines, and late payment of credit cards, utility bills, etc.), are regarded seriously in the UAE and often result in imprisonment and/or fines. A personal check written as a guarantee for the payment of a personal or business debt may be submitted to a local bank for collection at any time for the full amount of the check. If the account holder does not have sufficient funds, he/she may be charged with passing a bad check. Bail generally is not available to non-residents of the UAE who are arrested for crimes involving fraud. Debtors can be held in prison until their debts are paid or until an agreement is reached between the parties. Passports may be seized by the UAE government to guarantee that debtors settle their cases. Financial cases may be further complicated by debtors being unable to work in the UAE without passports while still being held responsible for their debts.

Photography:  Taking photographs of UAE military facilities, sensitive civilian sites, airports, some beaches, or foreign diplomatic missions – including the U.S. Embassy or Consulate General – may result in arrest, detention, and/or prosecution by local authorities. Travelers should be aware of signs which indicate where photography is prohibited. Note that it is illegal to take photographs of other people without their consent. In addition, engaging in mapping activities, especially mapping that includes the use of GPS equipment, without coordination with UAE authorities, may have the same consequences. (This does not apply to use of publicly available online maps.)

Drone Operation: The flying of drones is prohibited in certain areas and may result in arrest and imprisonment. Individuals should not operate drones without prior approval from local authorities.

Social Media:  The UAE has strict laws regarding use of the internet and social media. Individuals have been arrested and criminally convicted for posting information on social media sites (such as Facebook, Twitter, YouTube, etc.) that local authorities determined was disturbing to the order of the UAE. Users of social media should be cautious about online posting of information that might be deemed to insult or challenge the local or national government. Individuals should avoid posting insults or derogatory information about governments, institutions, or individuals.

Charity and fundraising activities are closely regulated by the UAE government, and it is against the law to conduct any private fundraising activity online (including those conducted on popular fundraising websites for personal causes).

The UAE National Media Council has rules for conducting business as a social media influencer in the UAE. Influencers must apply for trade and e-media licenses in order to promote brands on social media in the UAE. 

Terrorist Organizations List: On November 15, 2014, the UAE government announced a list of 85 groups it considers to be terrorist organizations. Individuals who are associated with groups on the UAE list could be detained at UAE borders, have their assets frozen, and/or be prosecuted for membership in a terrorist organization.

Religious Proselytizing: While individuals are free to worship as they choose, and facilities are available for that purpose, religious proselytizing is not permitted in the UAE. Persons violating this law, even unknowingly, may be imprisoned or deported.

Employment in the UAE: Although it is common for a local sponsor to hold an employee's passport, it is illegal to do so under UAE law. Many contractual or labor disputes can be avoided by clearly establishing all terms and conditions of employment or sponsorship in the labor contract at the beginning of any employment. Should a dispute arise, the UAE Ministry of Labor has established a special department to review and arbitrate labor claims. If an employee leaves his/her job without properly canceling the employment visa, the employer can file charges that can lead to imprisonment, fines, and/or deportation. The U.S. Embassy and Consulate General do not intercede in employment disputes.

U.S. citizens have become involved in commercial or financial disputes that have prompted local firms or courts to take possession of the U.S. citizen's passport, effectively preventing the individual from leaving the UAE. In addition, local firms have been known to file criminal complaints, which may lead not only to travel restrictions but possible criminal penalties, including jail time. A list of local attorneys is available from the U.S. Embassy in Abu Dhabi and the U.S. Consulate General in Dubai.

Document Authentications: U.S. citizens intending to reside and work in the UAE are generally required by the UAE government to present authenticated personal documents for themselves and accompanying family members such as marriage and birth certificates, adoption and custody decrees, certificates of good behavior from police, and educational documents to include diplomas and certificates. The authentication of U.S. documents is done completely in the United States. For information, contact the State Department’s Office of Authentications . Determining the exact requirements with one’s prospective employer is strongly recommended before arrival in the UAE.

LGBTQI+ Travelers: The UAE government does not accept passports with the “X” gender marker. This applies to travel to, in, or through the UAE. Although the U.S. Embassy and U.S. Consulate General are not aware of any recent arrests or prosecutions for consensual, same-sex relations and cross-dressing, they remain illegal in the UAE. Travelers with Disabilities: While in the UAE, individuals with disabilities may find accessibility and accommodations somewhat different from what they find in the United States. The law prohibits discrimination against persons with disabilities in employment, education, air travel and other transportation, access to health care, or the provision of other state services, and the law is enforced. The UAE government refers to persons with disabilities as “people of determination.” Social acceptance of persons with disabilities in public is as prevalent as in the United States. The most common types of accessibility may include accessible facilities, information, and communication/access to services/ease of movement or access.

The UAE has several modern cities with good services and accessibility of lodging, public transportation, sidewalks, and buildings. Outside of newly constructed areas, accessibility is not comparable to the United States and navigating with a visual impairment or using a wheelchair is difficult due to sidewalks in disrepair or without curb cuts, poor road crossings, and inaccessible buildings and public transport. Public transportation in Dubai is wheelchair accessible. However, the buses that connect Dubai with the other emirates in the UAE are not wheelchair accessible. Adequate health facilities are available, but health care in rural areas may be below U.S. standards. While most common conditions can be appropriately treated in the UAE, complex medical conditions may be better treated in the United States. Providers may recommend a large number of procedures and tests, some of which may be unnecessary.

  • Hospitals usually require advance payment or proof of adequate insurance before admitting a patient, except in emergencies.
  • Travelers should make efforts to obtain complete information on billing, pricing, and proposed medical procedures before agreeing to any medical care.
  • Patients bear all costs for transfer to or between hospitals.

Ambulance services are widely available.

We do not pay medical bills.  Be aware that U.S. Medicare does not apply overseas. Most hospitals and doctors overseas do not accept U.S. health insurance.

Medical Insurance:  Make sure your health insurance plan provides coverage overseas. Most care providers overseas only accept cash payments. You may be denied care, even in an emergency, if you are unable to provide a cash deposit up-front. See  our webpage  for more information on insurance overseas. We strongly recommend  supplemental insurance  to cover medical evacuation.

Medication:  Many prescription and over-the-counter medications are prohibited in the UAE, and possession of such substances without the appropriate approval is generally treated the same as possession of illegal narcotics. All tourists and residents of the UAE should seek prior approval, via an online form, before carrying certain types of medications, narcotics, or chemical substances to or through the UAE. The service can be accessed directly on the Ministry of Health and Prevention’s  website . Travelers can also find updated lists of prohibited medications requiring prior approval on the same website.

Travelers with prescription medication must have their prescriptions issued by licensed doctors and authenticated by the appropriate authorities. In order for a U.S. prescription to be fully authenticated, it must be authenticated by the Secretary of State of the U.S. state in which the prescribing doctor is licensed, then by the U.S. Department of State, and finally by the UAE Embassy in Washington, DC.  Additional information on authentication of documents  can be found on the State Department’s website and on the  Embassy and Consulate General website . Always carry your prescription medication in original packaging, along with your doctor’s prescription.

  • Air pollution is a significant problem in UAE. Consider the impact seasonal smog and heavy particulate pollution may have on you, and consult your doctor before traveling if necessary.
  • People at the greatest risk from particle pollution exposure include:
  • Infants, children, and teens
  • People over 65 years of age
  • People with lung disease such as asthma and chronic obstructive pulmonary disease (COPD), which includes chronic bronchitis and emphysema;
  • People with heart disease or diabetes
  • People who work or are active outdoors

Travel and Transportation

Road Conditions and Safety: Traffic accidents are a leading cause of death in the UAE. Drivers often drive at high speeds. Unsafe driving practices are common, especially on inter-city highways. On highways, unmarked speed bumps and drifting sand create additional hazards. Pedestrians should also use great care on the roads of the UAE – over 25 percent of road fatalities are pedestrians.

The police emergency number and ambulance number is 999 . Response time by emergency services is adequate; however, medical personnel emphasize transport of the injured to the hospital rather than treatment on site.

Traffic Laws: Country-wide traffic laws impose stringent penalties for certain violations, particularly driving under the influence of alcohol. In the UAE, there is zero tolerance for driving after consuming alcohol.

Persons involved in an accident in which another party is injured automatically go to jail until the injured person is released from the hospital. Should a person die in a traffic accident, the driver of the other vehicle is liable for payment of compensation for the death (known as "dhiyya"), usually the equivalent of 55,000 U.S. dollars. Even relatively minor accidents may result in lengthy proceedings, during which both drivers may be prohibited from leaving the country.

In order to drive, UAE residents must obtain a UAE driver's license. Foreign driver’s licenses are not recognized for residents of the UAE; however, U.S. citizen visitors who are not UAE residents can drive using a valid driver’s license issued by his or her state. An international driver’s license may be required in some emirates. The UAE recognizes driver's licenses issued by other Gulf Cooperation Council (GCC) states only if the bearer is driving a vehicle registered to the same GCC state. Under no circumstances should anyone drive without a valid license.

If you are in an accident, UAE law mandates that you remain at the scene until authorities arrive. The use of front seat belts is mandatory in the UAE. Driving is on the right side of the road. Speed limits are posted. Making a right turn on a red light is not permitted unless there is a special lane to do so with a yield sign. Parking is not allowed where the curb is painted black and yellow. Digital cameras are used extensively on Emirati roads for registering traffic violations, including speeding. Fines can be substantial and must be paid prior to departure from the UAE. Individuals with outstanding traffic fines may be detained at airport immigration.

Aviation Safety Oversight: The U.S. Federal Aviation Administration (FAA) has assessed the Government of the United Arab Emirates’ Civil Aviation Authority as being in compliance with International Civil Aviation Organization (ICAO) aviation safety standards for oversight of the United Arab Emirates’ air carrier operations. Hi Ravi! Because of your transit in the Middle East, you need to give your swab sample for a molecular test on arrival at Kochi Airport. However, you will be able to exit the airport without having to wait for the test result. If the test result comes negative, you will be advised self-monitoring of health. There are no other restrictions. For return travel to USA from India and transit in Dubai, you need to take an RT-PCR test within 72 hours prior to boarding in India.

Thank you for your reply. For the travel to India, Emirates has sent me an email that has a requirement like this:

“All passengers must submit an undertaking form on the online portal agreeing to follow advice by the appropriate government authority to undergo home quarantine or self‑monitoring of their health for 14 days or as mandated”

This is mentioned in addition to the self declaration form requirement at the Air Suvidha portal. Also, the link they provide above takes me to the Air Suvidha portal only. Only problem is, there is no such ‘undertaking form’ there. Can you please tell me where to find this form?

Also, I will be there in Kochi for 10-11 days only. For such a short duration stay, is there a requirement for home quarantine for 7 days in Kochi? (since I will have a negative COVID PCR test result from the US, and I have also been fully vaccinated)

US citizens are eligible for visa on arrival in the UAE given they have confirmed flight tickets for return travel or onward travel and their passport must be valid for 6 months from the time of arrival in the UAE. Hi Sera! It is not mandatory for travelers from the US to upload the vaccination proof on Air Suvidha. You can carry it. If you are found asymptomatic during thermal screening at Mumbai Airport, you are not needed to take any test on arrival. As per the guidelines for travel to the US, you need to take a COVID-19 viral test at an ICMR-approved lab within 72 hours prior to your scheduled departure from Mumbai and carry the original vaccination proof.

There are other regulations, like they need to take a Rapid PCR test at Hyderabad Int. Airport within 6 hours of their scheduled departure. A Rapid PCR test costs nearly Rs 5000 per person. Apart from this, they do also need to take a COVID-19 PCR test within 48 hours prior to their scheduled flight to Dubai.

Your spouse is not eligible for Dubai’s visa on arrival because of her expired US visa. She must apply for a 48-hr UAE visa prior to her onward and return trips, or a multiple-entry tourist visa (valid for 30 days from the first entry to Dubai). Both travelers (your spouse and daughter) should take an RT-PCR test within 72 hours prior to traveling to Dubai from the US. Both and my wife are Indian Citizens, have a valid visa but it expires in less than six months from the date of journey. We are flying Emirates from JFK to Dubai, stay in Dubai for 3 days, and then take the flight to India via Sharjah during the onwards journey. I have a flight from SFO to CCU in early December and return back in January. Transit time in Dubai on the journey from USA to India is 16 hrs and on return is 20 hrs (more than 10 in each case) . The flight from SFO to DXB is emirates while from DXB to CCU is FLy dubai. On the return both are emirates. Have the following questions

Hi Deb! If you have only one PNR for the entire itinerary from SFO to CCU, it is enough to take an RT-PCR test and get the report issued within 72 hours prior to the first leg of the journey. If there are separate PNRs for SFO to DXB and DXB to CCU, you may consider taking an RT-PCR test at Dubai Airport. Please note additional vaccination is not required in Dubai. You can check out and re-check in at Dubai Airport if you are eligible for a visa on arrival or have a pre-approved transit visa. Planning travel from New York to Abu Dhabi and Abu Dhabi to Delhi (9 hour layover, separate tickets / PNR); same sequence for the return flight. Any issues with the India leg (inbound and outbound) with respect to UAE air bubble arrangement? Don’t want to be denied boarding on the way there or on the way back. Appreciate the guidance!

Hi Sankar! As the transit time is less than 10 hours, they don’t need to take a rapid RT-PCR test. Please note the USA-bound travelers from India and other countries will be required to take an RT-PCR test within 24 hours, instead of the current 72 hours, from next week.

Hi Alkesh! What you got to know about international flights to India is the suspension of normal/regular international flights. Since March 2020, normal international civil flight operations have remained suspended. It has no impact on air bubble flights that the airlines are currently operating.

Hi Amit! You need a pre-approved transit visa if the transit time is more than 10 hours in Dubai during travel from India to USA. You will have to take a test on arrival if you are found symptomatic in thermal screening or if you are among the 2% of the total passengers identified for random testing.

But I am getting concerned whether the Emirates flight might get canceled (example: United and Delta airlines canceled domestic flights). I know we cannot predict what may happen in two weeks, but do you think the chances of Emirates canceling its flight are high (despite them operating in air bubble)? Hi Biren! Travelers from India, among the restricted countries, are required to leave Dubai Airport’ terminal if the transit time or layover is over 10 hours in Dubai. In this case, you can apply for Dubai Connect online at least 24 hours prior to your scheduled departure from India. A request for Dubai Connect is subject to the UAE immigration approval. If approved, you will get complimentary accommodation outside the airport, complimentary visa on arrival and free airport transfer service.

If denied, you will have to arrange accommodation outside the airport and must apply for a visa on arrival or have a pre-approved Dubai transit visa. In case you are unable to provide evidence of accommodation (hotel or a friend/relative’s residence in Dubai) outside Dubai Airport (DXB), you are likely to be denied boarding at the departure airport in India.

As per the UAE’s current regulations, travelers from India with the transit time/layover more than 10 hours at Dubai Airport must take a COVID-19 PCR test within 48 hours prior to scheduled departure from India and a (additional) Rapid PCR test at the departure airport within 6 hours of scheduled boarding. These two test reports must be negative and have a QR code.

You either need to take an RT-PCR test within 48 hours before your flight to Dubai or a medical certificate with a QR code if you recovered from COVID-19 within one month before your arrival in Dubai. The requirement for rapid RT-PCR testing within 6 hours at the departure airport has been scrapped.

Hi Sarath! In our knowledge, Indian passport holders having an expired US visa can travel to India via the Middle East. But your case is absolutely different. There is no prior visa stamp on your current passport. Please be advised to check the same with Emirates, and if possible, obtains a NOC from the embassy for hassle-free travel.

As per the United States’ requirement, you should take an antigen or RT-PCR test any time the day before your international flight from Mumbai. Let’s assume your international flight from Mumbai is scheduled on March 26. You need to take the test any time on March 25. You can take a rapid antigen test.

Hi Senthil! Since three of you will be traveling together with the same PNR, it is ok to add them as co-travelers in the self-declaration form. As per the norm, you should fill out and submit the self-declaration form within 72 hours before traveling from SFO.

Emirates Group announces 2023-24 results

For the financial year ended 31 March 2024, the Emirates Group posted a record profit of AED 18.7 billion (US$ 5.1 billion), up 71% compared with an AED 10.9 billion (US$ 3.0 billion) profit for last year. The Group’s revenue was AED 137.3 billion (US$ 37.4 billion), an increase of 15% over last year’s results. The Group’s cash balance was AED 47.1 billion (US$ 12.8 billion), the highest ever reported, up 11% from last year.

Combined Group profits for the last 2 years, at AED 29.6 billion, surpass pandemic losses of AED 25.9 billion during 2020-2022.

Sheikh Ahmed bin Saeed Al Maktoum, Chairman and Chief Executive, Emirates airline and Group said: “The Emirates Group has once again raised the bar to deliver a new record performance. Throughout the year, we saw high demand for air transport and travel related services around the world, and because we were able to move quickly to deliver what customers want, we achieved tremendous results. We are reaping the benefit of years of non-stop investments in our products and services, in building strong partnerships, and in the capabilities of our talented people.

“Huge credit is also due to the UAE’s visionary leaders, especially HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. It is thanks to their leadership and the nation’s progressive policies that the Emirates Group is able to flourish. Both Emirates and dnata have forged successful business models leveraging Dubai’s unique advantages, in turn generating enormous value for Dubai and the communities they serve around the world.”

HH Sheikh Ahmed added: “The Group’s excellent financial standing today places us in a strong position for future growth and success. It enables us to invest to deliver even better products, services, and more value to our customers and stakeholders.”

Many major projects are already underway, including: a multibillion-dollar aircraft fleet and cabin renewal programme; new catering, cargo, and ground handling capabilities; advanced technologies to support the Group’s operations; expanded training and people development programmes; and initiatives to progress the Group’s sustainability agenda.

In 2023-24, the Group collectively invested AED 8.8 billion (US$ 2.4 billion) in new aircraft, facilities, equipment, companies, and the latest technologies to support its growth plans.

The Group’s total workforce grew by 10% to 112,406 employees, its largest size ever, as Emirates and dnata continued recruitment activity around the world to support its expanding operations and bolster its future capabilities.

The Group took significant strides in its sustainability journey during 2023-24, putting into action numerous initiatives focussed on the environment, its people, customers, and communities.

Environmental topics were high on the agenda during the year, as the UAE hosted the world’s biggest conference for climate action, COP28, in Dubai.

In 2023-24, Emirates signed new supply agreements to uplift sustainable aviation fuel (SAF) at its Dubai hub for the very first time, and also in Amsterdam and Singapore. The airline operated the first A380 demonstration flight using 100% SAF in one engine, collecting data to support industry efforts to enable a future of 100% SAF flying.

Recognising that airlines today have the limited viable solutions to meaningfully reduce carbon emissions, Emirates established a US$ 200 million fund to support R&D projects that focus on reducing the impact of fossil fuels in commercial aviation. It also became a founding entity of Air-CRAFT, a UAE-based research consortium for renewable and advanced aviation fuels; and joined The Solent Cluster, a UK initiative focused on producing low-carbon fuels for a variety of sectors, including aviation.

dnata continued to invest and induct more electric and hybrid vehicles to its global fleet of ground support equipment (GSE), adding new baggage tractors, cargo loaders, and pushback tractors to its USA operations. It also converted and refurbished diesel-powered GSEs in Italy to run on Hydrogenated Vegetable Oil and electric power. dnata’s UAE businesses including dnata logistics, Arabian Adventures, Alpha Flight Services and City Sightseeing Worldwide, transitioned to biofuel for its landside fleet of vehicles.

During the year, dnata became the first combined air services provider to receive the International Air Transport Association’s environmental management (IEnvA) certification for its commitment to sustainability across its UAE businesses; and Emirates achieved IEnvA Stage One and the IEnvA Illegal Wildlife Trade module certifications, for its efforts in environmental stewardship and anti-wildlife trafficking.

The Group ramped up investments in people development, rolling out a comprehensive programme of learning and training options for its workforce in partnership with top universities and key industry partners. A Gender Balance Council was established to champion and promote gender equality within the Group.

The Emirates Group has expanded its ESG reporting in its latest 2023-24 report and are adopting aspects of the GRI standards. It plans to evolve its reporting to meet ISSB and CSRD requirements in the coming years.

Sheikh Ahmed said: “We enter our 2024-25 financial year on strong foundations for continued growth. Emirates will receive delivery of 10 new A350 aircraft in 2024-25, adding to our fleet mix and supporting the next phase of its network growth. dnata will continue to leverage synergies and scale across its business divisions to grow its footprint and capabilities. In tandem, we are investing resources to minimise our environmental impact, develop our people, look after our customers and the communities we serve.”

“The business outlook is positive, and we expect customer demand for air transport and travel to remain strong in the coming months. As always, we will keep a close watch on costs and external factors such as oil prices, currency fluctuations, and volatile environments caused by socio-political changes. Our business model has been tested before, and I am confident in our resilience and ability to respond quickly to opportunities and challenges.”

He added:“Looking further ahead, the Dubai government has announced plans to start the next phase of expansion at Al Maktoum International Airport, which will eventually be the new hub for Emirates and dnata’s operations. This AED 128 billion (US$ 35 billion) investment will significantly expand and enhance Dubai’s aviation and logistics infrastructure, supporting the city’s growth, and Emirates’ and dnata’s growth.
