I-95 closed in Norwalk, Connecticut after tanker fire. What to know about driving around the area.

Update 5/5/24: All lanes  reopened Sunday on I-95 in Norwalk, Connecticut

NORWALK, Conn. --  I-95 in Norwalk, Connecticut is closed in both directions and will not reopen for several days after a fuel truck crashed and burst into flames  under an overpass Thursday morning. 

Officials called it a chain-reaction crash. Just before dawn, a car swerved in front of a truck pulling a flatbed trailer as a fuel tanker approached the Fairfield Avenue overpass  just past Exit 15 south . 

"To avoid it, this tractor-trailer swerved to the right and he hit the other tractor-trailer, which ripped open the back of his gasoline tanker," said Stephen Shay, with the Norwalk Fire Department. 

Work began early Friday morning to demolish the damaged overpass . Connecticut Gov. Ned Lamont said crews will use shears to lift it, which could take at least 24 hours.

State of emergency in Connecticut

Lamont has declared a state of emergency as drivers struggle to navigate detours, meaning a standstill for traffic and a slowdown for business.

"I worry about supply chain issues ... I think it will definitely impact the local merchants," Lamont said.

Local roads were a chaotic mess as thousands of drivers traveling one of the busiest interstates in the U.S. are being diverted around the accident scene.

Northbound lanes are closed to all traffic at exit 14, and southbound lanes are closed at exit 15. Travelers are advised to use I-84 as an alternate route through the state.

Metro-North has extra crews on call in case additional trains are needed.

Norwalk Public Schools are closed Friday because of potential traffic backups. All practices are canceled through the weekend, but athletic games, drama performances and proms are still allowed to take place.

Connecticut officials are urging employers to let employees work from home if possible.

I-95 overpass must be demolished

Flames spread down the highway and roasted the overpass. The fire caused significant damage to the structure and the gas, phone and cable utility lines running underneath it. 

"This bridge is less than 10 years old, but the damage was pretty severe due to the amount of gasoline that was in the tanker. It ignited directly underneath the bridge structure. The seal did begin to overheat and warp," a Connecticut Department of Transportation official said at a news conference . "Unfortunately, it's not able to be safely reopened in either direction underneath that bridge."

"The bridge was damaged, the heat from the burning fuel compromised some of the bridge, so that bridge is going to have to come down," Lamont said.

Later, he said on X, "The overpass near Exit 15 on I-95 in Norwalk needs to be demolished and the road needs to be repaved. Expect this area of the highway to remain closed through at least Monday. Avoid driving in the area."

State emergency management director Bill Turner said, "Anyone that drives into that area, in that geographical footprint, will receive a wireless alert on their cell phone advising them to avoid the area."

The closed stretch of I-95 serves 160,000 vehicles per day, according to the governor's office.

"The traffic jams are horrendous"

"Thank God no serious injuries, but it has resulted in the closing of I-95 North and South and that is incredible in terms of the traffic jams and what's happening there," said Lamont. 

Hours after the fire was put out, the charred remnants of two trucks and a passenger vehicle sat on the shuttered highway between Exits 15 and 16. 

Northbound lane closures  started at Exit 13 in Darien , according to the Connecticut Department of Transportation.  

"I know what an incredible inconvenience this is for people and all I can ask you to do is stay away from that area as best you can. The traffic jams are horrendous," said Lamont. 

Drivers from Bridgeport to Port Chester, New York received text alerts to avoid I-95 and trucking companies were told to use I-87 and I-84 instead, Lamont said. 

"For a lot of truckers, we are on the clock. So we can only work 14 hours and drive 11 hours. So this impact, it slows down the delivery time for our loads," said Avril Jenerette, a trucker. 

Drivers should expect delays on the Merritt Parkway, which trucks are not allowed on, while crews work to clear 95.

"Our highways team is working closely with Connecticut's DOT on the tanker fire that has closed I-95 in Norwalk. Please heed local authorities on detours and avoid the area if possible. Thank you to the first responders who are dealing with the fire and keeping other drivers safe," Transportation Secretary Pete Buttigieg posted on social media. 

Thousands of gallons of fuel spilled

The truck was carrying 8,500 gallons of fuel and 75% either burned or spilled onto the highway, officials said. 

Hazmat crews responded to the spill and had concerns about material getting into the Norwalk River, but testing revealed no impact on air or water quality.

CHICAGO — Millions of Americans returning to the office but getting there primarily by driving instead of taking public transit led to a significant increase in traffic congestion last year, according to a new report. The typical U.S. driver lost 51 hours to congestion in 2022, about an hour each week. That's 15 more hours lost to congestion than in 2021, and all that time wasted in traffic jams hit pocketbooks hard, costing the average American driver $869 in lost time, according to 2022 Global Traffic Scorecard by the mobility analytics firm Inrix. But traffic congestion across the country is still only about half of what it was before the Covid-19 pandemic, as the report indicates the amount of time drivers lost on average in bumper-to-bumper gridlock was about 50 percent below 2019's.

The Inrix report said the lessening traffic congestion patterns resulted from higher gasoline prices and the shift to hybrid work, with many office workers continuing to telecommute and work remotely at least some of the time. "2022 was shaping up to be a year of re-emergence and a return to a new, post-pandemic behavioral norm, but that halted with the rise in oil prices, supply chain disruptions, and inflation," said Bob Pishue, transportation analyst at INRIX. "We continued to see a rise in global vehicle-miles traveled, a return toward traditional morning and evening peak commutes, growth in public transportation use, and continued gains in downtown travel," Pishue added. "However, we have yet to fully rebound to pre-pandemic levels, and while we do anticipate a gradual increase over the coming years, we may see a small decline in 2023 should a global recession strongly take hold." Chicago drivers suffered the worst congestion among U.S. cities, wasting an average of 155 hours in commuting traffic last year, with an annual of cost per commuter of $2,618, followed by Boston (134 hours, $2,270), New York (117 hours, $1,976), Philadelphia (114 hours, $1,925) and Miami (105 hours, $1,773). Los Angeles, San Francisco, Washington, Houston and Atlanta rounded out the top 10 U.S. cities with the most commuting time lost to congestion. Globally, only London had worse congestion than Chicago in 2022, with drivers there wasting an average of 156 hours in traffic congestion for the year. Paris ranked third, with drivers there losing an average of 138 hours to congestion. Interestingly, Chicago and Miami are the only U.S. cities in the top 20 where congestion is worse than it was before the pandemic. In Miami, the amount of time drivers lost to congestion last year soared 30 percent from 2019 levels, while Chicago's time lost is 7 percent higher than in 2019. Inrix says the company uses anonymous data from smart phones and GPS devices in cars, trucks and other vehicles, as well as data from other sources, to measure the congestion status of every segment of road for every minute of the day.

Multiple crashes reported as valley rain, mountain snow make for another frustrating drive

SALT LAKE CITY, Utah (KUTV) — A cold front moving across the Wasatch Front on Tuesday created yet another morning of traffic headaches.

Valley floors were seeing rain up and down the Wasatch Front, with the heaviest hitting the Salt Lake Valley early on, and impacting Davis County as the morning continued. While not as intense at the slushy drive the day before, there was still a danger from ponding water.

Those commuting through mountain routes were dealing not with rain, but with snow.

In Davis County, crashes began popping up around 6:30 a.m. as a round of hail swept through the area.

Utah Highway Patrol Sgt. Cameron Roden said the weather contributed to about 10 slide-offs, thankfully none of which resulted in serious injuries.

Farmington was a particular hotspot for incidents where Highway 89 converges with I-15. Both freeways were seeing slowing and backups as a result.

I-15's traffic had slowed in both directions just north of the interchange, where crashes had happened in both the northbound and the southbound lanes.

While congestion had mostly begun to ease by 7:30 a.m., there were still multiple incidents being reported, with traffic slowing at each one.

Higher elevation roads were predicted to see weather-related issues through the day, according to the Utah Department of Transportation

UDOT issued Road Weather Alerts for multiple highways, including major interstates.

‘Total Disgrace’: Anger, Frustration as Mass Heating Failures Across Russia Leave Thousands in the Cold

PODOLSK, Moscow region – Residents across Russia affected by unprecedented winter heating outages in recent days have expressed their growing frustration and urged local authorities to restore heating in their homes.

In Podolsk, a town some 30 kilometers south of the capital Moscow, at least 149,000 residents — nearly half of its population — were left in the cold when a heating main burst at a nearby private ammunition plant.

“It’s a total disgrace. There is no heating and no hot water. We have to sleep in sleeping bags,” Yuri, a local resident, told The Moscow Times.

“I have no words to describe how bad the situation is," said Yuri, who declined to provide his surname. "We have had no heating for almost six days."

The Moscow region, where temperatures have plunged to as low as minus 20 degrees Celsius in the past week, as well as the Far East Primorye region , the cities of Moscow and St. Petersburg , Penza , the southern Voronezh and Volgograd regions and others, have all been affected by heating outages this winter.

In the Tver region, a group of residents filmed an appeal to President Vladimir Putin, saying that they “are freezing from the cold” in the village of Novozavidovsky.

“We're literally being killed by the cold,” a woman in the video said, adding that they have been sending requests to local authorities since September after their houses were connected to a boiler room whose power was reportedly insufficient.

“This is some kind of torture and extermination of the population 100 kilometers from Moscow,” she added.

Residents of the Moscow region town of Elektrostal lit a fire in the street to draw the authorities’ attention to the heating problem.

“It’s impossible to stay in our houses. We're freezing!” a group of women in the video said.

Suffering from subzero temperatures, residents are placing the blame on local authorities and utility services for failing to take necessary precautions and not taking action to resolve the situation.

“We are sending complaints everywhere but no one listens to us. We have portable heaters working in every room, but the temperature inside is still 10 degrees Celsius,” Yelena from Podolsk said.

“There is a clinic and a hospital, as well as kindergartens, where there is no heating. And we have no answers, no assistance, no explanation,” Yelena added.

Placing the blame

Podolsk authorities opened temporary heating centers and declared a state of emergency.

Local authorities linked the heating problems to the fact that the town is heated by a boiler plant owned by the Klimovsk Specialized Ammunition Plant, a private ammunition factory and one of the largest weapon cartridge production enterprises in the country.

“The facility is under tight security conditions, which limits our ability to oversee winter preparations,” the Moscow region’s Vice Governor Yevgeny Khromushin said last week. “We were unaware of the problem for nearly a day.”

An unidentified Moscow region official and two senior executives at the plant were arrested on suspicion of providing unsafe services, Russia’s Investigative Committee, which probes major crimes, said  Tuesday. 

Investigators said that Podolsk’s deputy mayor was accused of misusing authority by issuing a readiness certificate for the boiler house at the plant.

In the neighboring Tver region, authorities opened a criminal case over the laundering of over 84 million rubles ($938,993) in residents' heating bills, the Astra Telegram channel reported this week, citing unidentified sources. Investigators claim the heads of the local water intake and boiler house misappropriated the payments for personal use.

Reacting to the heating failures, Putin on Tuesday asked Emergency Situations Minister Alexander Kurenkov to provide heat and electricity to the affected residents. 

The outages appear to be the latest effect of several decades of crumbling infrastructure, which has been linked to endemic corruption and mismanagement.

The overall decay of Russia's municipal infrastructure surpassed 70% in 2022, the pro-Kremlin newspaper Izvestia reported .

According to Sergei Pakhomov, head of the State Duma’s Construction, Housing and Utilities Committee, water pipes that were 90 years old or even older were still in use as recently as two years ago in some cases.

Housing, utilities and communal services are a common source of problems for Russians during the winter.

In St. Petersburg,  extensive ice coverage on city streets and sidewalks is a chronic source of  complaints , with many people ending up in the hospital over the years due to slipping and falling accidents.

In the Siberian republic of Khakassia, two villages were left without electricity last month due to apparent issues with outdated infrastructure.

In the winter of 2020, five people in the Perm region were killed after a pipe burst.

When asked about the latest heating outages, Kremlin spokesman Dmitry Peskov acknowledged the problems and linked them to poor municipal infrastructure, saying that people “had to endure a lot of inconvenience in the cold and without electricity.” 

"Despite all the titanic efforts to update all housing and communal services systems, there's still a certain part that remains considerably deteriorated. These programs will continue, but it is impossible to update all pipes and all housing and communal services systems in 10-15 years,” Peskov said.

As for now, those affected by heating issues appear to lack optimism that the problems will be solved efficiently.

"It's been a week since we've had heating, and the temperature in my apartment is around 11 degrees Celsius,” Podolsk resident Lidiya told The Moscow Times.

“Unfortunately, no one knows when it will be repaired,” she said.

For over three decades, Monroe County District Attorney Sandra Doorley made a career out of prosecuting individuals suspected of violating the law.

Last week, her own integrity was called into question when body-worn camera footage captured Doorley wielding her position in defiance of a Webster police officer who tried to stop her for speeding down Phillips Road.

"I'm the DA," Doorley told the officer moments after she parked in her garage and called Webster Police Chief Dennis Kohlmeier, pleading with him to tell the officer to "leave me alone."

"If you give me a traffic ticket, that's fine," she continued. "I'm the one who prosecutes it."

Doorley issued an apology video Monday. New York Governor Kathy Hochul has called for an investigation by a prosecutorial misconduct commission. Other community members want Doorley's resignation.

Who is Sandra Doorley?

The incident has come after a long career in Monroe County.

Doorley, 60, started in the district attorney's office in 1992, serving nearly 20 years in various high-ranking positions before she was elected to the top role in 2011. She holds the honor of Monroe County's first female district attorney.

While she first ran on a Democratic platform, Doorley switched to the Republican Party in 2015. She was re-elected by voters three times, including last November when she ran unopposed.

Doorley served as president of the District Attorneys Association of the State of New York in 2020. She lives in Webster with her husband and a Goldendoodle named Finn. She has two daughters.

Sandra Doorley: Career highlights and criticisms

Doorley leads a staff of about 95 attorneys across the county, but her administrative duties haven't kept her from the courtroom. In an interview with Spectrum News last month, she described preparing for trials as her "happy place."

Across her career, Doorley built a reputation for prosecuting cold cases using DNA evidence. The most recent example is the conviction of Timothy Williams in the 1984 rape and murder of 14-year-old Wendy Jerome last month. The case went unsolved for nearly 40 years. The prosecution was the first of its kind in New York: Williams was arrested using "familial DNA," which police used to narrow a list of suspects.

Doorley was also lead prosecutor in the high-profile murders of two Rochester police officers: Daryl Pierson in 2014 and Anthony Mazurkiewicz in 2022.

Doorley served as homicide bureau chief in the three years running up to her role as district attorney. In 2019, her office prosecuted 20,000 cases, ranking it among the top district attorney's offices in New York based on caseload.

Others oppose her more traditional law-and-order approach.

In 2019, Doorley's challenger for the district attorney seat, Shani Curry Mitchell, ran on a platform of criminal justice reform ― looking past incarceration as the primary response to crime. Mitchell argued that policies within Doorley's office, such as low-level marijuana possession charges, led to the arrest of more African Americans and exacerbated racial inequities in the jail population.

In 2020, following the death of Daniel Prude, protesters called for Doorley's resignation, saying she fails to prosecute police misconduct in Monroe County.

Doorley would disagree; the year prior her office prosecuted former RPD Officer Michael Sippel of a misdemeanor assault when questioning a man on a city sidewalk. She also personally prosecuted former Greece Police Chief Merritt Rahn, who was convicted of trying to cover up the crimes of some of his police officers.

Doorley also faced criticism from social justice advocates over her stance on bail reform , which she said would lead to a cycle of "catch and release" for area criminals. And for years, the district attorney has spoken against the Elder Parole Act, a bill that would extend parole eligibility to individuals 55 or over who have served at least 15 years of their sentence ― calling it "anti-victim."

Over the weekend, the body-worn camera video of Doorley's traffic stop emboldened her critics, who called it evidence of a two-tiered system of justice, where race, class, and status determine how you are treated by the law.
