Argentina’s Tourism Agency to Focus its 2023 Campaign on Sustainability and The Country’s Natural Landscapes

Argentina’s National Institute of Tourism Promotion (INPROTUR) is looking to promote sustainable tourism as well as the country’s vast, natural landscapes on a global scale in 2023

Argentina will be concentrating on promoting nature tourism and sustainability in 2023, according to Ricardo Sosa, Executive Secretary at INPROTUR . The country particularly wants to highlight travel programs during the so-called “shoulder seasons” and foster immersive nature experiences.

A trump card of this programme is ‘La Ruta Natura’ or The Natural Route. This is the first comprehensive programme for the development and promotion of nature tourism in Argentina. Its main objective is to consolidate Argentina as a world-class destination, promoting a tourism culture based on nature preservation for both domestic travellers and foreign tourists and accompanying the development of territories and communities to ensure responsible tourism.

17 circuits for La Ruta Natural

By intertwining the natural attractions and experiences of each region with its cultural, historical, recreational or gastronomic attractions, La Ruta Natural (The Natural Route) seeks to enhance lesser-known circuits and destinations, articulate consolidated destinations with emerging destinations in integrated circuits and improve the territorial and seasonal distribution of tourism activity.

One of the main tools to work with the promotion and dissemination of La Ruta Natural is a dedicated  new website  launched by the Ministry of Tourism and Sports in cooperation with INPROTUR. The site invites travellers, tourism agencies as well as national and foreign operators to discover the attractions on offer.

With the launch of La Ruta Natural programme, the government and INPROTUR are proposing 17 different detailed tours around the country. That includes 150 destinations and 50 experiences that help tourists explore the country in a more sustainable, natural way. 

The 17 circuits ar e “The Patagonian Steppe”, “The Puna Route”, “The Route of Valleys, Gorges and Yungas”, “The Gran Chaco Route”, ” The Littoral and Great Rivers Route”, “The Ibera Route”, “The Atlantic Rainforest”, “The Delta Route”, “The Route of the Pampas and Atlantic Coast”, “The Central Mountains”, “The Route of the Deserts and Volcanoes”, “The High Andes Route”, “The Andean Patagonia”, “The Route of the Patagonic Sea”, “The Southern Patagonia Route”, “The end of the World Route”and “The Route of Antarctica”. Bird watching, encounter with animals, astronomical tourism, adventure, paleontological tourism are some of the proposed activities of La Ruta Natura.

Reinventing seasonality

In the north of Argentina, the focus is on “glamping”, the more sophisticated and luxurious version of camping; Immersing travellers in an exceptional natural landscape is one of the ideas. As an example, a glamping site is due to open near to Iguazu Falls and Jujuy in 2023.

Promoting travel during the shoulder seasons is a priority for the Argentinian government. Spreading the tourist season all year round is also part of the strategy to promote a more sustainable Argentina. INPROTUR will for example showcase the famous ski resort destination of Bariloche outside the winter season. Other destinations with a particular focus will be the country’s 11 UNESCO World Heritage Sites as well as gastronomy.

Argentina has also indicated that in the last six months, the country welcomed half of the total number of tourists of the year 2019. Focusing more on the exceptional nature offered by the destination as well as good sustainable practices will contribute to speed tourism recovery in 2023.

The Republic of Argentina is situated on the Atlantic Ocean at the southernmost tip of South America, a position it shares with Chile on the Pacific Ocean (Fig. 1 ). It has an area of 2,791,810 km 2 (1,077,923 mi 2 ) and an estimated population of 45,808,747 in 2020 (INDEC 2020 ). According to the World Bank, while the country’s GNP in 2019 was 445 billion ( https://datos.bancomundial.org/indicador/NY.GDP.MKTP.CD ), there was no official information as to the contribution that tourism makes. The country has significant mineral reserves and a strong industrial sector, but agriculture (developed by the great influx of primarily Italian immigrants and particularly cattle breeding) forms the basis of its wealth. At the end of the eighteenth century, landowners selling cattle to meet the growing demand for meat in Europe became wealthy and began to spend a large part of their year overseas. Travelers Will Get Money Back for Visiting Argentina

There’s plenty of reasons to book a trip to Argentina: the hiking , the scenery, the dancing, the cowboys , the food, and, of course, the wine . Well, now you can add one more to the list, because Argentina's government recently announced that all international tourists will receive a direct and automatic reimbursement of the Value Added Tax (VAT) from their hotel and lodging stays across the country.

The new refund initiative, which is a joint agreement between Argentina’s tax authority, AFIP, and the Ministry of Tourism, started January 2 and applies to all forms of accommodations ranging from five-star hotels to rural ranches and vineyard resorts. It even covers any tax associated with breakfast services if they are part of the cost of lodging. This is great news considering Argentina’s 21 percent VAT has long been one of the highest in the world , so the elimination of it for visitors will definitely result in significant savings. For example, a three-night stay at the Vines Resort & Spa in Mendoza including breakfast would cost around $2,705. With the VAT refund, you're looking at savings of about $470.

One traveler who just spent three weeks in the country told Condé Nast Traveler that the change was noticeably helpful during her trip. "It's been a huge help given Argentina is eye-wateringly expensive by South American standards," said Ashley Lane. "It's particularly helpful in the major cities. But, since you can only use a foreign debit or credit card it's harder once you get to Patagonia because not all accommodations take card."

To take advantage of the rebate system, you must prove you live abroad by showing a valid passport or identification card and pay for the stay with a non-Argentine credit card or via bank transfer from another country. To make it even easier for travelers, the process takes place at the time of billing, so there’s no lengthy paperwork or extra time necessary.

This announcement comes after the recent drop in value of the Argentinian peso , making it an even more affordable time to travel. And not only is it good news for tourists, but locals as well. “With this new initiative, we hope to encourage more visitors, which will in turn help boost jobs in the tourism industry,” said Gustavo Santos, Argentina's Minister of Tourism, in an email release.

How much of a boost? Well, according to the officials’ forecasts they’re expecting an additional 95,000 tourists in 2017 alone and already saw about 5.74 million visitors in 2015, it said in the release. That increase is expected to create 8,000 new jobs and give the economy a bump by about $70 million, something desperately needed by the struggling economy that recently reported an unemployment rate just under 10 percent and inflation at around 40 percent.

What to do with the extra savings? Well, for starters, we'd recommend a hunting and fishing expedition through rural Argentina.

ARGENTINA RECEIVES $33M GRANT FROM INTER-AMERICAN DEVELOPMENT BANK TO PROMOTE NATURE TOURISM

Argentina’s ministry of tourism and sports has received a loan of $33 million dollars from the inter-american development bank (idb) to promote the country’s nature tourism sector..

Through the La Ruta Natural programme, Argentina’s Minister of Tourism Matías Lammens is looking to position Argentina as a world-class nature destination, optimising quality and safety by developing infrastructure for public use, improving the environmental management of tourism, and professionalising the sector by supporting and assisting providers and enterprises linked to the product.

“Nature tourism is the great demand in this new tourism era and our country has unique wonders,” said Argentina’s Minister of Tourism Matías Lammens. “We are taking on the challenge of strengthening infrastructure to promote sustainable development in territories and communities.”

The grant will help fund a variety of improvements including the introduction of trails and new routes; cycle paths; bridges; viewpoints; shelters; camping areas, docks, among others, taking into account criteria of climate adaptation and mitigation, and sustainability, promoting the use of ecological building materials and renewable energies.

The La Ruta Natural programme launched by Argentina’s Ministry of Tourism, for the development and promotion of nature tourism, covers all regions of the country through 17 trails. While on the route travellers can experience camping under the stars, walking on glaciers, travelling through the jungle of Misiones, hiking in the Puna, visiting national parks, meeting animals, do bird watching, kayaking, a family trip or a weekend getaway.

Argentina’s spectacular nature

The 17 routes are as follows:

-Ruta de la Selva Misionera (Misiones Rainforest Route) goes deep into the heart of Misiones to discover the Argentinean tropics connecting the mighty Iguazú Falls with the Misiones jungle including several national parks.

-Ruta Iberá is one of the world’s largest wetlands combined with one of the best ecotourism and wildlife watching destinations in Argentina. Highlights include the Esteros del Iberá with its abundance of fauna.

-Ruta Gran Chaco Route covers the subtropical nature of the Chaco region with forests, marshes, rivers, palm groves and pastures.

-The Route of the Valleys, Ravines and Yungas is one of the most beautiful and unforgettable regions of Argentina in the mountains of the northwest. It is the land of the Pachamama which links the desertic Quebrada de Humahuaca or the Calchaquíes Valleys to the lush jungle of the Yungas.

-Ruta Puna offers spectacular landscapes formed by volcanoes, salt flats and deserts of all colours at 3,000 metres above sea level. Some of its attractions require experienced guides, equipment, transport and a certain amount of physical preparation.

-In western Argentina, the Route of Deserts and Volcanoes invites visitors to travel through film-like landscapes with red, orange and white deserts, volcanic fields, torrential rivers crossing imposing canyons and dunes reminiscent of the Sahara. It includes World Heritage Sites, archaeological and paleontological sites and the emblematic Route 40.

-Ruta de la Sierras Centrales is very close to some of the most visited holiday destinations in Cordoba and San Luis but surprise visitors for its nature of native forest-covered sierras, its flamingo-filled lagoons, desert landscapes and high altitude pastures ideal for hiking, climbing, horseback riding, bird watching and astro-tourism.

-Around Buenos Aires, the Route of the Plains and the Atlantic Coast helps discovering natural attractions of the Pampa plains, the sierras and the Atlantic coast of Buenos Aires. La Ruta del Delta is also very close to Buenos Aires and other big cities, is a trail along the Paraná River and its islands. The lower delta of the Paraná River is a unique ecosystem with natural reserves and little-known national parks.

-Between rivers, streams, beaches and palm groves, the Route of the Littoral and the Great Rivers follows the course of the Paraná, Paraguay and Uruguay rivers, crossed by countless streams such as the Gualeguay. The route is perfect for river and water sports.

-Many routes include Patagonia such as the Andean Patagonia Route, the Southern Patagonia Route or along the Patagonian coastline with the Patagonia Sea Route and the Ruta de la Estepa, an immense region between the coasts of Patagonia and the Andes Mountains. Special trails take travellers through lakes, mountains, forests, steppes, waterfalls, glaciers and rivers and an endemic fauna.

-In the extreme south of Argentina, the Ruta Del Fine del Mundo (End of the World Route) takes travellers to a land surrounded by sea and snow-capped mountains, and multicoloured peat bogs, including the famed Tierra del Fuego National Park as well as Ushuaia.

-The Aconcagua is the most famous landmark of the High Andes Route through the Andes mountain range. It is perfect for climbing, horseback riding, trekking, snow sports, hiking, bird watching and photographic safaris.

-The Ruta del Continente Blanco (White Continent Route) begins in Tierra del Fuego, the closest territory to Antarctica. Since 1961, Argentina has been part of the Antarctic Treaty System, which, among other things, regulates tourist activity to guarantee the preservation and care of Antarctic ecosystems.

Argentina Creates Ministry of Tourism

Recognizing the importance of tourism, Argentina recently created its first Ministry of Tourism. The creation of the Ministry is part of the country’s move toward mainstreaming tourism as an industry that delivers economic growth, job creation and sustainable development.

Argentinean President, Cristina Fernandez de Kirchner announced the move, which separated the Ministry of Tourism from the existing Ministry of Industry and Tourism. She also named Carlos Enrique Meyer, previously Secretary of State for Tourism, as Minister of Tourism.

“Tourism is well-positioned to be a major generator of revenue and is fundamental for the generation of employment in the country,” President Kirchner said. “This activity deserves its own portfolio, which will allow it to maintain and increase the growth we’ve seen since 2003.”

According to the UNWTO, Argentina received 4.3 million international tourist arrivals and $3.9 billion in tourism receipts in 2009 (export revenues).

Argentina's Minister of Tourism confirms the recovery of inbound tourism in Argentina in 2022

The Minister of Tourism and Sports of the Nation, Matías Lammens, maintained that "during 2022" the recovery of inbound tourism began and highlighted that "more than 700,000 tourists have already arrived this summer.

"Now we have the great objective of reaching post-pandemic numbers, which will generate more foreign exchange and jobs in every region of the country," Lammens guaranteed.

He commented that "the surplus in the tourism balance is taking place in the context of the reactivation of inbound tourism, where our country is the regional leader together with Colombia. According to the latest official reports, more than 700,000 tourists have already arrived at our destinations this summer, with an economic impact of more than 580 million dollars".

According to the latest report from the National Directorate of Markets and Statistics of the National Ministry of Tourism and Sports, more than 484,000 trips by tourists residing abroad to Argentina during the month of December 2022, which implies a year-on-year increase of 321%, with more than 457,000 trips abroad by tourists residing in Argentina.

As a result, Argentina maintains a surplus in the tourism balance -one of the goals set by the Ministry headed by Matías Lammens- for the second consecutive month: 483,000 trips to Argentina by tourists residing abroad and 450,000 trips abroad by tourists residing in Argentina during November 2022 were recorded.

The report of the National Directorate of Markets and Statistics of the Ministry of Tourism and Sport of the Nation is based on migration records provided by the National Directorate of Migration (DNM) and the International Tourism Survey (ETI).

Traveling is part of the Argentine lifestyle, and the United Sates is a popular travel destination for both business and pleasure.  Argentina has consistently ranked within the top 10 to 15 countries for inbound tourism into the United States. Argentine travel to the United States has grown by double digits during many years.

The peak of Argentine travel occurred in 2017 when over one million Argentines visited the United States, with expenditures totaling US$4.8 billion.  However, due to an economic crisis, Argentine travelers to the United States dipped in 2019 to 854,442 passengers.  This decline was compounded by the fact that the Government of Argentina (GOA) imposed a 30 percent tax in 2019 and in September 2020 an additional 35 percent tax on purchases made abroad using Argentine credit and debit cards, which included tourism services.  In 2020, the Argentine government placed several travel restrictions and closed the borders for more than seven months due to the pandemic. When the Argentine government began loosening restrictions and authorized no more than 25 percent of direct flights to the United States, many Argentines jumped at the opportunity to travel, resulting in 197,748 passengers visiting the United States.  In the following year, not all scheduled flights were authorized, nevertheless, 301,794 Argentines traveled to the United States and spent $1.37 billion in total expenditures, representing 52.6 percent growth for the market.

The growth is ongoing and during 2022, Argentina’s numbers increased by 73.9 percent resulting in 524,841 travelers and an estimated $2.36 billion spent in expenditures.  The projection for 2023-2024 is to equal pre-pandemic numbers, and when the economy stabilizes, travel and tourism to the United States is projected to increase considerably. 

The number of travelers varies depending on the season.  Peak travel times tend to be during the Argentine summer holidays (December to February) and winter school holidays (July).  Some also choose to travel during the week of September 21, as many children receive a spring holiday. 

The top destinations visited by Argentines are Florida (particularly Miami and Orlando), New York, California, and Washington, D.C.  The U.S. gateways are Atlanta, Dallas, Houston, Miami, and New York City.

To enter the United States, Argentines must possess a valid passport and U.S. visa.  Many Argentines also hold European passports and are only required to complete the ESTA form.

How did China hack the UK Ministry of Defence?

China denies hacking UK armed forces' SSCL payroll data services, which are operated by French tech giant Sopra Steria.

China stands accused of hacking the UK Ministry of Defence (MoD) in a major cyberattack on armed forces’ SSCL payroll data system.

The data breach compromised the names and bank details of current military personnel and veterans, Sky News reported.

When addressing the House of Commons today (7 May), UK Defence Secretary Grant Shapps said a “malign actor” was responsible for the attack, but that the government “cannot rule out state involvement”. He added that there was “no evidence that any data has been removed”. 

Shapps has announced a “multi-point plan to support and protect personnel”, an MoD spokesperson told Army Technology .

The MoD has been working urgently to grasp the scale of the cyberattack over the last three days since discovering the data breach.

The UK government has yet to name a suspected culprit. Former head of the National Cyber Security Centre (NCSC) Ciaran Martin said “there’s nothing unusual or untoward about the government not saying who they think is behind the breach at this stage” in a  thread on X .

Who is responsible for the MoD’s payroll contract?

UK Prime Minister Rishi Sunak, meanwhile, refused to blame China directly, but more broadly said he “set out a very robust policy towards China to protect ourselves against the risks that China, and other countries, pose to us”. 

Sunak’s spokesperson added that “in relation to the specific contractor involved in the incident, a security review of that contractor’s operations is under way and appropriate steps will be taken after that”. 

SSCL, a joint venture between the UK Cabinet Office and French tech company Sopra Steria , holds the overarching payroll contract for MoD payroll data.

SSCL is responsible for “delivering the MoD’s vision to transform core payroll, HR and pension services for 230,000 military personnel and reservists and 2 million veterans”, according to Sopra Steria’s website .

Labour’s Shadow Defence Secretary John Healey today (7 May) claimed that SSCL is the culpable contractor.

It remains unclear if Sopra Steria directly operates the payroll element of the SSCL contract or if it is overseen by a downstream contract.

Shapps, however, added that the breach was due to the “potential failings” of the contractor. 

Army Technology has approached Sopra Steria and SSCL regarding the reported attack and whether its systems were targeted.

While the attack seems to have followed the pattern of a typical supply chain breach, Sopra Steria has previously been targeted by the Ryuk ransomware variant.

In 2020, a Russia-linked ransomware attack was estimated to cost the Paris-headquartered company between $48m and $60m .

What does Beijing stand to gain?

Earlier today (7 May), Chinese Foreign Ministry spokesperson Lin Jian described the allegations as “absurd”, stating that Beijing “opposes all forms of cyberattacks”.

Potentially sensitive data on key MoD individuals is an invaluable asset for Beijing amid rising tensions between China and the US, the UK and other Western powers.

The allegations of state-sponsored cyber espionage come as Chinese President Xi Jinping visits Europe for the first time in five years.

Xi landed in France on Sunday (5 May) and has committed to “refrain from selling any weapons ” to Russia – at least according to French President Emmanuel Macron.

The latest cyberattack also aligns with China’s capability in human intelligence.

Beijing’s Ministry of State Security has the widest reach of any global intelligence agency and has frequently used cyberattack strategies to sow doubt and gain leverage over rival states.

This payroll data breach is the latest in a series of alleged Chinese state-sponsored cyberattacks on UK.

In March, Deputy Prime Minister Oliver Dowden revealed two incidents, one involving a breach of the UK’s Electoral Commission and the other a series of targeted attacks on China-sceptic MPs.

Attention remains fixated on the MoD’s response to China’s alleged act of cyber warfare on a military and government institution.
