Amtrak Is Having Its First-ever Rewards Sale — What to Know

With the sale, reward points work out to just 3 cents each — with the option for earn up to 30 percent more for free.

Alessandra Amodio/Travel + Leisure

Amtrak’s first-ever points sale allows train lovers to buy Guest Rewards toward their next trip.

“Need additional Amtrak Guest Rewards points to complete a redemption? Just top off your account, and you'll soon be on your way,” the rail company wrote on its website about the promotion.

Until Feb. 29 travelers can buy Amtrak points and can earn up to 30 percent more as a bonus. These Amtrak Guest Rewards points can be purchased in 500-point increments with the following tiers to activate each bonus level:

  • Buy 1,000 to 3,500 points and get a 15% bonus
  • Buy 4,000 to 7,500 points and get a 20% bonus
  • Buy 8,000 to 50,000 points and get a 30% bonus

These points are only valid toward future Amtrak travel and not elite status earnings for the rail program’s Select, Select Plus, or Select Executive levels. Travelers will be able to purchase Amtrak points at roughly 2.9 cents per point at the best rate.

There’s a limit of 50,000 points purchased in a calendar year unless you’re a Select Executive member. Amtrak also says it may take up to 72 hours for the points to reflect on their balances, so buying Guest Rewards may not be a good idea unless your trip is far enough out.

However, this new offer allows travelers short of their next award ticket to get there at a discounted rate. For instance, a first-class Acela ticket from New York-Penn to Washington, D.C.-Union Station costs at least $250 one-way, while equivalent point redemptions will require 9,000 points.

Therefore, travelers can purchase the extra points required for their next train ticket while there’s an ongoing bonus. Besides buying points, travelers will receive them at a rate of 2 points per $1 spent on cash tickets. There’s also a 25 percent bonus for business class and a 50 percent bonus for Acela First Class reservations.

Key travel tips you need to know — whether you’re a first-time or frequent traveler

Clint Henderson

The holiday travel season is fully upon us. The Transportation Security Administration expects to screen a record number of passengers this Christmas, and the TSA already broke a daily record. They screened a whopping 2.9 million travelers on Nov. 26, 2023, alone ... the most passengers ever screened in a single day.

As millions of travelers take trips by plane , cruise ship or road , we've gathered some essential travel tips on how best to book and enjoy your journeys.

Whether you're an occasional road-tripper or a frequent globe-trotter, these TPG-backed top travel tips can help you avoid unnecessary headaches when you spend time away from home.

How to find travel deals

first travel

Flexibility is key when it comes to finding cheap airfare any time of year.

Changing your arrival or departure date by a single day can save you hundreds of dollars on airfare. If you don't mind altering your family's plans slightly, consider booking travel directly on major holidays like the Fourth of July, Thanksgiving and Christmas for cheaper prices and thinner airport crowds.

One of our favorite tools at TPG for finding deals is Google Flights . You can use the search field to find the cheapest (or best) flights. Google will also give you a historical view of how prices have ranged and will even send you email alerts if fares jump or drop on specific routes you've selected.

It also has some fun tools you can use to find a cheap destination. By clicking the "Explore" button on the sidebar and putting your departure airport, Google will give you a map or list view of the most wallet-friendly destinations.

first travel

However, Google isn't the only place to find deals: TPG publishes regular deal alerts. You can sign up for Twitter alerts and subscribe to our daily newsletter for the latest deals news.

Don't sleep on mileage awards, either. If you've been hoarding miles during the pandemic, it's time to spend them. Cash prices are high, so it can be a good time to burn those miles.

No matter how much you think you know about redeeming miles for flights , there are always new tips and tricks for turning those earnings into dream trips. Turn to TPG for guidance on sweet spots for redemptions. Sites like ExpertFlyer (part of Red Ventures, like TPG) supply additional redemption ideas or even business class upgrade inventory.

You may even want to consult a travel agent to get access to special deals that aren't available anywhere else. Travel agents can sometimes get you extra perks at hotels or even cheaper business-class airfare to your dream destination.

Be your own best advocate

Since there are still air traffic controller shortages and little room for error in the system these days, travelers have to be their own best advocates.

There are ways to get ahead of any possible travel nightmares.

First, be smart when booking. Try to find a nonstop flight rather than one with connections, even if it costs a little more. You'll eliminate the risk of missing connections and lessen the chance of having your luggage go in a different direction than you during a transfer.

You could also take one of the first flights of the day, as those are least likely to face afternoon thunderstorms and most likely to depart on time. Read our article 5 reasons to book the first flight of the day for all the data.

Related: Your flight is canceled or delayed – here's what you should do next

Download your airline's mobile app to keep track of potential flight delays in real time. The airline app is a secret weapon in case things go wrong. Not only will you know when boarding starts, but you'll also learn of any delays first. Some airlines allow you to even rebook yourself in the app.

If your flight is canceled, you'll want to beat everyone else on your flight who is also looking to get rebooked.

We recommend heading for the customer service desk (or lounge desk if you have access). You could also get on the phone with the airline or contact them via social media if there's a delay . Sometimes, an airline's Twitter representative will help you faster than a phone or in-person agent can. You have to use every tool at your disposal when things go south.

Many airlines also now have live chat capabilities to help navigate delays and cancellations.

I always have an alternate plan (or two) in the back of my mind in case a flight gets canceled or delayed. I also look to see what other airlines are flying the route I'm booked in case something goes awry. This way, I'll know what to ask for if I need to be rebooked.

Also, save all the receipts for the expenses you incur during delays or cancellations. You'll want excellent documentation in the case of meltdowns like the one Southwest passengers experienced during the holidays .

If you're stuck at an airport for an extended period, seek out your airport's secret quiet spaces for a brief escape from the travel chaos.

Get Global Entry and/or TSA PreCheck

first travel

One of our favorite ways to speed through the airport and avoid those summertime mega lines is via Trusted Traveler programs like TSA PreCheck and Global Entry .

Essentially, the government pre-screens you for security and thus you save a bit of time during your travels. You'll need to apply ahead of time and pay a fee. The great news, however, is that many credit cards will give you a statement credit for these fees. TSA PreCheck is a $78 application fee for five years, and Global Entry is $100.

Related: 7 ways to get Global Entry, TSA PreCheck and/or Clear for free

TSA PreCheck allows you to speed through airport security without removing your shoes, laptops or liquids. With Global Entry , you can breeze through customs when you return from an international trip.

If you have the time, going for Global Entry rather than simply TSA PreCheck makes sense. Global Entry requires an interview with Customs and Border Patrol ahead of time, but once you're approved, TSA PreCheck will be included.

Get Clear for the ultimate security trifecta

first travel

The other security tool we recommend you have in your travel toolbelt is Clear .

Related: Why you should get TSA PreCheck and Clear

The expedited security program allows you to bypass long security lines by using a separate lane at many airports. You'll approach a kiosk where your identity is confirmed via an iris scan or fingerprint. A Clear employee will then escort you to the front of the security screening line.

A Clear membership combined with TSA PreCheck will enable you to go to even shorter lines at some airports with designated Clear/PreCheck lines. Clear isn't perfect at all airports where it's so popular, and there are now long lines (cough, Atlanta). However, it will still generally lead to shorter lines overall.

Make copies of your important documents

Make digital and hard copies of all your important travel-related documents. Start by photographing your driver's license, your state ID and/or your passport.

You should have copies of your IDs in your phone's library in case you get separated from the actual document. Sometimes, it also helps in a pinch if you are asked for ID, and you didn't bring the hard copy. For example, I was recently asked for my ID to enter One Vanderbilt to have dinner at the new American Express Centurion Lounge in New York. The receptionist would have accepted a photograph of the ID if I didn't have the physical document.

TPG also recommends having an actual photocopy in a separate place. Editor Kristy Tolley says she stores a hard copy in a separate place from where she keeps her passport in case she loses a bag. "I also leave a copy of it at home if I'm traveling alone," she said.

Check expiration dates

first travel

If you aren't 100% certain of the expiration date of your passport and other travel documents, go check them now. Renewing passports takes time, and some countries require six months of future passport validity to allow entry. Remember that child passports expire every five years, which can sneak up on you.

Related: How and when to renew your passport

Double-checking the expiration dates for your driver's licenses and state IDs is also a good idea. Remember that TSA checks the expiration dates on your documents when they screen you for security. Don't forget to check the expiration dates for your Trusted Traveler programs like Global Entry, Clear and TSA PreCheck, too. It can take a while to get a Global Entry interview appointment if you need one to renew.

Few things are worse than getting to the front of the security line and realizing the PreCheck mark is gone from your boarding pass.

Finally, check the entry requirements if you are traveling internationally. Some countries require visas that you must acquire before arrival.

Consider travel protection

When booking your travel, try to use a credit card that offers some built-in travel protection . Many credit cards, including TPG favorites like the Chase Sapphire Reserve or The Platinum Card® from American Express , offer this when you use those cards to purchase your airfare and similar.

Related: Best credit cards for trip delays and cancellations

If the coverage offered by your credit card isn't enough, you might also want to purchase travel insurance . These policies can sometimes go beyond trip cancellations to cover things like medical evacuations. Warning: Read the fine print on any extra policies very carefully to ensure it covers the situations that matter the most to you.

Those who frequently travel abroad may want to consider purchasing an annual travel insurance policy instead of buying one on a trip-by-trip basis. Some TPG staffers purchase annual policies because of the cost savings for multiple trips. Some will find having an annual policy is easier than juggling separate policies or various credit card coverage terms and conditions.

Tips for your luggage

first travel

TPG has a ton of tips when it comes to luggage.

First and foremost, try to be on "team carry-on" whenever possible. If you don't check baggage, you are much less likely to become separated from it. Many of us at TPG refuse to check luggage except under extreme circumstances.

Of course, other folks with families or those embarking on long journeys may still want to check bags. If that's the case for you, you can still do many things to lessen the chance you get separated from your stuff. For example, make sure your luggage is in good working order, your contact info is attached, the bag is within the weight limits, you get to the airport early (but not too early) to check it and confirm your luggage is tagged to the right destination or connection.

Related: 7 tips to keep the airline from losing your luggage

After last year's baggage delays and luggage disasters , we strongly suggest you put Apple AirTags (or the Android equivalent ) into your luggage so you can track your items if they go missing .

If you check a bag, keep extra medicine or medical supplies in your carry-on bag in case your luggage goes missing or gets delayed. "As a diabetic, I keep a tiny emergency kit in my backpack with enough supplies to keep me going in an emergency," TPG writer Tanner Saunders said.

Former TPG credit card writer Ryan Smith also offered words of advice regarding luggage. "The last items you pack in your carry-on will be most accessible, so use this for your passport, ID, ticket, headphones or whatever else you need during the trip," he said. By making sure those items you'll use most are easiest to reach, you'll save yourself the hassle of having to dig around (or partially unpack) your bag to grab what you need.

Finally, be sure and get compensated if your bags are late or lost. Many airlines will give you points or even cash for delayed bags, and the government has rules on compensation if your bags are lost.

Staying safe on your journeys

first travel

From potentially getting robbed while on the road to experiencing bad weather or natural disasters while traveling, there are many scenarios that could arise when you're away from home.

To mitigate those risks, pay attention to U.S. Department of State warnings about a destination you plan to visit and check local sources for the latest news from that country or region for additional context. Although the State Department tends to err on the side of caution with its warnings, it's still best to be aware of what you may face during your trip.

Also, know the local number in case of emergencies. In many places, including Mexico and much of Europe, if you dial 9-1-1 on your cellphone, you will be connected to emergency services just like in the U.S. However, you should know the local emergency numbers of whichever country you visit.

Let people at home know your itinerary and stay in touch with them throughout your trip. If something goes amiss, at least someone will know where you're supposed to be or the last place you visited.

If you're arriving at night, contact your hotel or home-share host to ask about the best way to get there at the time you're arriving and the safest ways to travel at night in that area.

Also, be strategic about how you check into a hotel. Some solo travelers request two keycards to imply someone else is on the trip. Giving thought to the hotel room's security swing bar can also make sense, with some taking steps like placing a hand towel over it to make it harder to dislodge from the outside.

Some final tips

first travel

  • For cruisers, TPG principal cruise writer Gene Sloan suggests arriving in port at least a day in advance (if not several days ahead of time). This will eliminate the risk of missing your ship's departure time and help you get acclimated to the local time zone.
  • When taking road trips to out-of-the-way destinations, go old school and bring paper maps with you or download offline maps from Google. Using a paper map or an offline version means you always have a way to navigate around your chosen destination, even if you lose cellular service.
  • One other note, you should reserve airport parking ahead of time during peak travel times. Some airport parking areas fill up fast around holidays, so reserving your spot ahead of time will save you from wasting time looking for a space when you need to catch a flight. You can also sometimes save by booking online in advance, too.

Bottom line

first travel

Whether you're fresh to the world of traveling or a seasoned expert, you can always learn new tips to maximize your time away from home. The more research and preparation you do before your trip, the better your experience will be — especially if things go wrong, as they sometimes do.

Some of our favorite tools are deal alerts, Google Flights , sign-up bonuses and credit card rewards . Learn those tools and use them for better travel every time.

Extra legroom, preflight service, and complimentary beer and wine are just a few of the enticing reasons why travelers are willing to splurge on first class tickets. Although flying first class may initially appear to be a significant strain on your budget, the undeniable benefits of a more luxurious flight experience with added amenities cannot be overlooked. So whether you’re flying to Los Angeles or New York, first class may be worth it after all.

To find out, we found the average airfare for economy and first class seats across 4 major U.S. airlines and 12 of the busiest domestic flight routes. Keep reading to see if you should splurge on a first class ticket the next time you travel.

Infographic showing the average price difference between economy and first class seats by airline

When it comes to booking your flight, it can be challenging to determine which airline offers the best deal for your desired seat. Using Google Flights data, we analyzed average one-way ticket prices for both economy and first class seats across 4 major airlines that offer consistent first class seating options –– Alaska Airlines, American Airlines, Delta Air Lines, and United Airlines –– to determine the airlines where you’ll pay the highest and lowest premiums flying first class.

We found that on average, passengers traveling within the U.S. can expect to pay a premium of $262.97 per flight (one-way) or over $525 (round-trip) when opting for a first class ticket .

While Alaska Airlines has the highest average first class ticket price, Delta Air Lines stands out as having the highest premiums for first class tickets. Passengers flying with Delta Air Lines can expect to pay an average of $419.62 for a one-way first class ticket and $135.07 for a one-way economy ticket. This translates to a significant price difference of $284.55.

Luxury doesn’t come cheap, as Delta Air Lines recently unveiled new first class seats with privacy partitions, adjustable neck cushions, and additional storage space to compete with other legacy airlines.

Alaska Airlines ($281.25) and United Airlines ($250.25) also demonstrate notable price differences between their first class and economy seats.

Alaska Airlines is unique in that the airline serves food in its first class cabins on flights as short as 550 miles while most other legacy airlines serve food on flights longer than 900 miles.

On the opposite end, American Airlines is the airline with the lowest premiums for a first class ticket. On average, American Airlines passengers will pay $134.58 for a one-way economy ticket and $370.43 for a one-way first class ticket, resulting in a $235.85 price difference .

Table showing the average price difference between economy and first class seats by flight route

Whether you find yourself traveling frequently for work or embarking on the same vacation route annually, we wanted to provide you with a complete picture of ticket prices for the top 12 busiest domestic routes in the U.S.

On the New York (JFK) to Los Angeles (LAX) route, the average one-way economy ticket is $188.29, while the one-way first class ticket averaged $846, resulting in a price difference of $657.71 . For frequent flyers, this price discrepancy can accumulate rapidly over time and can go a long way toward a downpayment on a home, repayment on student loans, or other financial goals.

Similarly, the Los Angeles (LAX) to Maui (OGG) route exhibited a significant price discrepancy between economy and first class tickets. The average one-way economy ticket for this route is $194.29, while the average one-way first class ticket is $745.29, resulting in a price difference of $551 . These price disparities align with the trend seen in LAX, which experienced a notable 42% increase in the average domestic airfare in 2022.

Several routes also had high price differences between first class and economy seats, such as Los Angeles (LAX) to Chicago (ORD) ($327.55) and Newark (EWR) to Orlando (MCO) ($252.83) .

On the flipside, certain routes such as Los Angeles (LAX) to San Francisco (SFO) featured a comparatively smaller price difference between economy and first class tickets. With an average one-way economy ticket price of $94.73 and an average one-way first class ticket price of $187.45, the price difference amounts to only $92.71 . While you may want to pocket $100 and skip the first class seat, there are other ways to upgrade to first class on your next flight.

Table showing the cheapest airline for first class tickets across the busiest U.S. routes

If you’re on the hunt for the cheapest first class airlines then look no further! We found the cheapest airlines for first class tickets across the busiest domestic flight routes. This way, you can filter your routes by the airline the next time you purchase plane tickets using Google Flights.

Alaska Airlines stands out as the most economical option for popular routes such as Los Angeles ( LAX) to San Francisco (SFO) and Las Vegas (LAS) to Los Angeles (LAX) with one-way first class tickets priced at $159 and $164.71 , respectively. First class seating on Alaska Airlines allows you to check in 2 complimentary bags, enjoy free alcoholic drinks, and relax in seats with generous recline and outlets.

American Airlines offers the cheapest first class flights for routes like Los Angeles (LAX) to Maui (OGG) ($650), New York (JFK) to Los Angeles (LAX) ($684), New York (LGA) to Chicago (ORD) ($240.71), and Atlanta (ATL) to New York (LGA) ($210.57) .

If you’re flying coast to coast, investing in a first class ticket can help you get cozy in your seat, recline, and maybe even fall asleep. Plus, who wouldn’t want to enjoy a glass of red wine 35,000 feet in the air?

If you’re a fan of United Airlines , enjoy some of the cheapest first class flights from Denver (DEN) to Las Vegas (LAS) ($246.50) or Phoenix (PHX) ($246.50), Los Angeles (LAX) to Chicago (ORD) ($483.21), and Newark (EWR) to Orlando (MCO) ($343.36).

Learn how to upgrade to first class on Alaska Airlines , American Airlines , Delta Air Lines , and United Airlines in our detailed guides!

To identify the cheapest first class airlines, we obtained ticket price data from Google Flights , focusing on the 12 busiest domestic flight routes within the U.S., according to OAG .

For each of the 12 routes, we collected data on the cheapest available one-way ticket for both economy and first class seating across 4 U.S. airlines for 7 days. This data collection was conducted for both peak and non-peak departure dates, ensuring a comprehensive representation of pricing trends. The collected prices were then averaged together to get an average one-way ticket price for both economy and first class seating. We excluded certain U.S. airlines from our analysis for the following reasons:

  • Hawaiian Airlines: While Hawaiian Airlines does offer first class seating, its flights are primarily limited to travel in and out of Hawaii; therefore, we did not have enough price data for this airline across the 12 busiest domestic routes analyzed in the study.
  • JetBlue: While JetBlue does offer first class options with its Mint service, Mint fares are only available on select cross-country and international flights; therefore, we did not have enough price data for this airline across the 12 busiest domestic routes analyzed in the study.
  • Southwest: While Southwest does offer Business Select seat options, they are not equivalent to true first class accommodations offered by other airlines.
  • Spirit and Frontier: These budget airlines were not included as they do not offer first class seating options.

The data for this study was collected in June 2023.

Flying first class is a luxurious experience unlike any other, but it can come at a hefty price tag. On average, one-way first class tickets cost roughly $260. Delta Air Lines and Alaska Airlines charge some of the most expensive prices for first class tickets. On the other, hand, American Airlines is one of the cheapest first class airlines and is perfect for popular routes like New York (JFK) to Los Angeles (LAX). Keep our list of the cheapest first class flights handy when you book your next work trip or domestic getaway!

5 airlines worth splurging on for the best first-class experience

  • Jaclyn Sienna India travels often to scout airlines and locations for her luxury travel company.
  • Her criteria for a great flight include service, privacy, food quality, and cultural immersion.
  • Air France, Emirates, and Qatar Airways are among the airlines that give her the best experience.

Insider Today

This as-told-to essay is based on a conversation with Jaclyn Sienna India, the founder and CEO of Sienna Charles based in Beverly Hills. It has been edited for length and clarity.

I’ve been interested in travel since I was a teenager. I started working at Le Bec-Fin , a highly-awarded French restaurant in Philadelphia, when I was 18. It was elegant and luxurious, and the checks were in the thousands. I was obsessed with listening to the diners talk about where they traveled.

After working there for five years, I wanted to bring that level of service to travel. In 2008, I started Sienna Charles , a luxury travel and lifestyle concierge service.

I’m always traveling to do research for my clients — I’ve been to 90 countries and travel more than 200 days each year. Wherever I am, there’s a hotel to visit, a restaurant to try, or a person to meet.

Service is a top priority for me when deciding on an airline, and the people an airline hires are what make it a great trip. My favorite airlines truly understand what the client wants.

When flying to a new destination, you should try the airline for that region. Fresh, delicious food is also important.

With these criteria in mind, here are my five favorite airlines to fly.

1. Air France

Air France ’s first-class cabin, La Première, only has four seats per flight, and it feels like you're flying private . I’ve taken it with my husband, but we’ve also booked it for a family of four.

It offers one of the best flights to Europe because of the thoughtfulness in the way the seats are designed, the materials used, and the privacy you’re given. The food and the wine selections are also really elevated.

Air France thinks about the entire journey, from pick up to drop off. It handles your transportation to the airport , for example, and if you’re waiting in the lounge in Paris, there’s incredible food and a spa where you’re offered a 30-minute treatment.

Some airlines have taken away blankets and pajamas for business-class passengers, but Air France still gives them out. The airline is also primarily staffed by French people, so you can begin to immerse yourself in French culture as soon as you board.

2. Emirates

I will take Emirates as far as possible — from New York to Milan, Milan to Dubai, and Dubai to India. It also transports you to the airport and has fully enclosed first-class suites.

On Emirates flights, I combine working, eating, and sleeping. It feels truly private, so I don’t mind relaxing. I feel comfortable enough to wear a face mask and my pajamas, which I don’t in other, more exposed seating arrangements.

The airline also really focuses on its caviar service , which I love. Its commitment to food quality is high, and you can tell the difference in the product. It also has great Champagne .

3. Singapore Airlines

I always take Singapore Airlines when I’m in Asia. Like many of my other favorites, Singapore Airlines planes have room for double suites for couples and private suites with sliding doors. Its private suites also have full closets.

It offers an amazing entertainment experience. There’s a really fast internet connection and a 32-inch screen in the suite. I don’t watch TV on board, but the number of movies and education offerings in flight is pretty exceptional.

It also works with many great partners to create food menus and pays a lot of attention to its food offerings.

4. Etihad Airways

I’ve flown in Etihad’s first-class apartments , which really feel like an apartment on a plane. They're really special.

You have your own chef. When he asked what I wanted for breakfast, I said truffled scrambled eggs — then he whipped them up for me from scratch.

The apartments also have a living room and a bed. It’s another airline that offers a private chauffeur service to the airport.

5. Qatar Airways

Qatar Airways has an on-demand à la carte menu, so you can ask for whatever you want, and it feels less pre-planned. The airline highlights local ingredients on its menu.

I like that it knows people are working and relaxing while on the plane, so there are different settings within the suite for those two environments. While this airline is amazing, it's not as grand as the other four.

Biden-Harris Administration announces $5.8 billion from President Biden’s Investing in America agenda for drinking water, wastewater and stormwater infrastructure upgrades

Unprecedented $21.9 billion from Bipartisan Infrastructure Law is transforming communities across the nation

February 20, 2024

WASHINGTON – Today, Feb. 20, 2024, in Pittsburgh, Pennsylvania, as part of the fourth Investing in America tour, Vice President Kamala Harris and U.S. Environmental Protection Agency Administrator Michael S. Regan will announce over $5.8 billion from President Biden’s Investing in America agenda for states, Tribes, and territories to invest in drinking water and clean water infrastructure upgrades. The funding is part of the over $50 billion investment in water infrastructure upgrades from President Biden’s Bipartisan Infrastructure Law – the largest such investment in American history. Today’s announcement will support essential water infrastructure that protects public health and treasured water bodies across the nation. Almost half of this funding will be available as grants or principal forgiveness loans, ensuring funds reach underserved communities most in need of investments in water infrastructure.

“President Biden and I believe that every person in our country should have a right to clean water no matter where they live or how much money they make. That is why our Administration made clean water a national priority and delivered the largest investment in America’s water infrastructure in history,” said Vice President Harris . “Today, I am proud to announce more than $5.8 billion from our Investing in America agenda for states, Tribes, and territories to upgrade water infrastructure in communities across our nation. With this investment, we are continuing our urgent work to remove every lead pipe in the country and ensure that every American has access to safe and reliable drinking water.”

“President Biden’s Investing in America agenda continues to transform communities for the better with this latest infusion of funds for critical water infrastructure projects,” said EPA Administrator Michael S. Regan . “With $50 billion in total, the largest investment in water infrastructure in our nation’s history, EPA will enable communities across the nation to ensure safer drinking water for their residents and rebuild vital clean water infrastructure to protect public health for decades to come.”

“Across our Commonwealth, too many communities are struggling to fix leaking pipes and aging infrastructure that stand in the way of bringing clean water to Pennsylvania families," said Governor Josh Shapiro. “With this funding from the Biden Administration, we will be able to continue making critical investments in our infrastructure in order to build a better future for our communities. Together, we can ensure access to clean water and uphold Pennsylvanians' Constitutional right to clean air, pure water, and a healthy environment." 1

"Upwards of 37 public schools in Western Pennsylvania have lead contamination in their water. I came to Congress to represent the Black, brown, and poor communities that have been deemed as “sacrifice zones” for polluters. Generations of folks in communities like mine have grown up in and are now raising children in zip codes that have water funneled through lead pipes next to rivers and streams too polluted to swim in. That’s why earlier this year, we secured $84.5 million to remove lead water lines, and are continuing to fight for environmental justice” said Rep. Summer Lee (PA-12). “I’m proud to work with the Biden Administration to bring home an additional $99 million for clean water and $75 million for clean drinking water from the Environmental Protection Agency to Pennsylvania–which will mean less kids getting sick and more families having the security of knowing their environment isn’t posing an imminent threat to their health.”

“Exposure to any level of lead puts everyone, especially kids, at risk,” said Rep. Chris Deluzio (PA-17). “I am so glad President Biden’s Infrastructure Law is investing directly in communities in Western Pennsylvania to remove dangerous lead pipes and ensure folks have clean and safe drinking water.”

Communities across the country are facing water infrastructure challenges. Many cities and towns have aging water infrastructure – old, broken or lead pipes carrying drinking water and wastewater treatment plants in need of major upgrades. Some communities struggle to maintain adequate stormwater infrastructure to effectively manage flood impacts from climate change and others need to upgrade their water treatment to address emerging contaminants like PFAS.

EPA is announcing a $5.8 billion investment through the Clean Water and Drinking Water State Revolving Funds (SRF), one of EPA’s signature water investment programs. This multi-billion-dollar investment will fund state-run, low-interest loan programs to address key challenges, with $2.6 billion going to the Clean Water SRF for wastewater and stormwater infrastructure and $3.2 billion going to the Drinking Water SRF for drinking water infrastructure. Today’s announcement includes allotments for Bipartisan Infrastructure Law General Supplemental funds and Emerging Contaminant funds for SRF programs for fiscal year 2024. EPA anticipates announcing allocations for billions of dollars in additional resources for the Bipartisan Infrastructure Law Lead Service Line Replacement fund later this spring.

Bipartisan Infrastructure Law in Action

Since 2022, the Bipartisan Infrastructure Law has injected $21.9 billion into water infrastructure projects across the country protecting public health, preserving water resources, and creating jobs. To view stories about how the unpreceded investments from the Bipartisan Infrastructure Law are transforming communities across the country, visit EPA’s new Investing in America’s Water Infrastructure Storymap . To read more about some additional projects that are underway, see EPA’s recently released Quarterly Report on Bipartisan Infrastructure Law Funded Clean Water and Drinking Water SRF projects .

In the greater Pittsburgh area, water utilities are working hard to remove lead service lines from operation and reduce exposure to lead from drinking water. The Wilkinsburg-Penn Joint Water Authority used $9.5 million from the FY23 State Revolving Fund to replace approximately 1,000 lead service lines in low-income residential neighborhoods.

The  Bipartisan Infrastructure Law dedicates more than $15 billion to replacing lead service lines. Through the  Lead Pipe and Paint Action Plan  and Get the Lead Out Partnership , the Biden-Harris Administration has made accelerating the removal of lead service lines a top priority, with a goal of replacing 100% of lead service lines, a key element under the proposed Lead and Copper Rule Improvements . The DWSRF general supplemental funding announced today may be used to achieve this goal. In addition, in the coming months, EPA will allocate additional resources exclusively for lead pipe removal and replacement through the Bipartisan Infrastructure Law Lead Service Line Replacement fund.

Background

The Drinking Water State Revolving Funds and the Clean Water State Revolving Funds have been the foundation of water infrastructure investments for more than 30 years, providing low-cost financing for local projects across America. SRF programs are critically important programs for investing in the nation’s water infrastructure. They are designed to generate significant and sustainable water quality and public health benefits across the country. Their impact is amplified by the growth inherent in a revolving loan structure – payment of principal and interest on loans made are available to address future needs.

For more information, including state-by-state allocation of 2023 funding, and a breakdown of EPA State Revolving Fund funding available through the Bipartisan Infrastructure Law, please visit the Drinking Water State Revolving Fund website and the Clean Water State Revolving Fund website .

On the World’s Largest Cruise Ship, Thrills and Space to Chill

Our reporter joined thousands of passengers on the inaugural sailing of Royal Caribbean’s Icon of the Seas. Yes, the water rides were wild. But the most surprising thing she found? Some actual peace and quiet.

One man got down on his knees and kissed the rug emblazoned with the ship’s logo. Another lifted his wife and swung her around, ecstatic to be among the roughly 5,000 passengers to embark on the inaugural sailing of the world’s largest cruise ship, the Icon of the Seas.

For months, the 250,800-ton ship, which can carry nearly 8,000 people, has been making headlines — including some that have criticized its size and potential to damage the environment . But the passengers who plunked down $1,800 to $100,000 and boarded the ship at Port Miami in Florida on Jan. 27, said nothing could have prepared them for the vessel’s sheer scale.

“It’s stunning,” said Christina Carvalho, a 43-year-old accountant from Oakland, Calif., as she stood on the ship’s Royal Promenade, gaping up at “The Pearl,” a gigantic kinetic art installation. “It feels even bigger than I expected.”

While Royal Caribbean has packed the ship with amenities to craft “the ultimate family vacation,” the company’s design team has tried to defy negative stereotypes like crowded decks and long lines. Instead of steel walls, the interior is open and airy, with floor-to-ceiling windows to bring passengers closer to the water and make the central thoroughfare feel less like a shopping mall.

first travel

“Over the years our customers told us that despite being on the ocean, they did not feel connected to it, so with Icon we wanted to bring water everywhere,” said Jennifer Goswami, the director of product development at Royal Caribbean International.

I was on board the Icon of the Seas for five days of its seven-night inaugural sailing to the eastern Caribbean. Here are some of my takeaways:

Passengers board a ship, taking photos with their cellphones.

Embarkation

Embarkation starts through Royal Caribbean’s app. After some glitches, it took me 10 minutes to scan identification documents, fill out a health form and pick a time slot for boarding.

On the day of the sailing, I headed to Port Miami expecting chaos, but as I got out of the taxi, I was greeted by a porter who took my bag and ushered me to the terminal. I scanned my app, showed my passport and went through security in less than 10 minutes. I lingered, waiting to see if others had as smooth an experience as I did, but there was just a steady flow of passengers ascending the gangway.

The ship has the feel of a city, with eight distinct “neighborhoods.” My favorite, Central Park, was filled with 20,000 plant species; it was the perfect place to stroll or read on a bench. The Royal Promenade, with karaoke and a piano bar, could get crowded and noisy at peak times.

The seven swimming pools are designed for different vibes and demographics: The Hideaway is an adults-only infinity pool, with D.J. sets and cocktails; another adult pool has an adjacent children’s splash pool. Empty lounge chairs were plentiful for sunbathers across the ship.

On our first sea day, I was so surprised by the relative absence of crowds that I walked the ship trying to find them. But with so many venues, including 40 restaurants, bars and entertainment spaces, passengers were constantly moving around.

Seeking a quiet space one afternoon, I found the Aquadome , a tranquil lounging area with wraparound windows. Fellow passengers napped there.

Entertainment and activities

From a sunrise surf simulator lesson to late-night dancing in the nightclub, the ship seems to offer something for everyone, most of it free. The water park with six slides was a big draw. One ride, the Crown’s Edge, is not complimentary: Starting at $49, it tosses you (in a harness) above the sea, leaving you dangling.

There is a fitness center, jogging track, a basketball and soccer court, a putt-putt course, pickleball, rock climbing and dancing. A wellness center and spa offers treatments for an additional cost. All can be reserved on the app; for popular attractions like the Crown’s Edge it’s helpful to book ahead because places fill up fast.

For nightly entertainment, “Aqua Action” was a standout, with aquatic entertainers performing under a 55-foot waterfall, as was the comedy club.

first travel

Not surprisingly, some passengers felt overprogrammed. “There’s almost too much to do,” said Nancy Carter, 54, a nurse from Brighton, England. “It’s hard to plan your day and even when you are busy doing something, you feel like you are missing out on something else.”

At the Surfside neighborhood, there are pools and restaurants for both adults and children so that families can spend time together. For parents wanting alone time, the Adventure Ocean child-care facility has play areas and programs for ages 6 months to 12 years that is included in the fare.

There’s a social center for teenagers, too, with games and music. “It’s a great place to meet new people and make friends,” said Madison Foxx, 14, from Morrisville, N.C. Her mother, Ashley, a 38-year-old federal prosecutor, said the ship kept her two children entertained and allowed her both alone time and quality family time.

“I can relax and the kids are happy and busy all day," she said. “Then we have many special moments together.”

One of the biggest surprises was the array of dining choices.

The Windjammer Cafe and the main dining room were the busiest all-inclusive options. My daily go-to was the Aquadome food hall, with crepes made-to-order and a Greek food stand. Another favorite of mine was Pier 7, a restaurant in Surfside that served raw-tuna Buddha bowls, mango-lime shrimp tostadas and other dishes.

first travel

Meals at specialty restaurants, such as Giovanni’s Italian Kitchen and Hooked Seafood, come at an additional cost, or are included in some food and beverages packages that range from $9.99 to $115 per day. Reservations are recommended.

The Empire Supper Club offers an eight-course meal paired with cocktails. At $200, the tasting menu included Wagyu rib-eye, rabbit and sea bass topped with parsnip and red beets.

Cabin prices — which recently increased, because of high demand — range from $2,699 per person for an interior cabin to over $100,000 for a three-story townhouse with an indoor slide and backyard. Some family accommodations have connecting rooms and large terraces.

Though only 204 square feet, my ocean balcony room did not feel cramped thanks to minimalist design and the views.

Environment

Royal Caribbean says it set a new standard for sustainability with this ship, installing advanced water-treatment and waste systems, among other features. But some environmental groups say that building a vessel this size is not compatible with the cruise industry’s long-term sustainability goals.

On board, I saw staff sorting through the trash to take out misplaced items to recycle, and single-use plastic appeared to be minimal; passengers were given reusable cups at drinking stations.

That the water slides remained on, even after they were closed to passengers, caught me by surprise. It seemed like an unnecessary waste of energy. (Royal Caribbean did not respond to a request for comment.)

Passengers I spoke to did not seem too concerned about the ship’s potential to harm the environment, with some arguing that land and air travel are not climate-friendly either.

Our seven-night itinerary started with two days at sea. The first stop was on Day 4 at Basseterre, the capital of St. Kitts and Nevis. Excursions ranged from a hike up Mount Liamuiga to a food-and-rum tour, with prices from $39 to $249. I chose a sailing and snorkeling excursion ($155) and enjoyed the secluded bay, but the beach was crowded and touristy.

Video player loading

An anticipated excursion for Ms. Foxx, the federal prosecutor, and others was Coco Cay, Royal Caribbean’s private island. When I asked about her visit — I called later, having to disembark before the excursion — Ms. Foxx said her children loved the slides and snorkeling.

And would she sail on the Icon of the Seas again?

“Yes, but I might wait a bit,” she replied. “I want everyone to get a chance to try it out.”
