Biden and Trump were both at the border today, staking out ground on a key 2024 issue

President Biden squared off against former President Donald Trump on Thursday on one of the issues expected to dominate the 2024 presidential election: immigration.

Both Biden and Trump visited two Texas border communities a few hundred miles apart that have been grappling with large numbers of migrants seeking asylum. Biden went to Brownsville, and Trump to Eagle Pass .

The trip was heavy on symbolism and short on new ideas to tackle the issue. Trump sought to paint a picture of uncontrolled crime and violence, which he blamed on Biden — while Biden sought to show he had agreed to a get-tough bill, blaming Trump and his Republican allies in Congress for blocking it.

It's only the second time during his presidency that Biden has been to the border. The trip comes as Biden goes on the offensive, trying to turn the tables on an issue that has been a liability for him.

Only 29% of respondents in a recent NPR/PBS NewsHour /Marist poll said they approve of the way Biden is handling immigration.

Biden has said Trump saw a political advantage for his party to block bipartisan legislation that would have tightened rules for asylum, expanded detention facilities and provided more money to hire more border agents. Had the legislation passed, it would have helped Biden show he was willing to get tough on the issue.

On Thursday, he urged Republicans to revive the package, and wrapped up his remarks by inviting Trump to work with him — something that is highly unlikely to happen in this election year.

"We can do it together. You know — and I know — it's the toughest, most efficient, most effective border security bill this country has ever seen. So instead of playing politics with the issue, why don't we just get together and get it done?" Biden said.

Trump sees the border as a winning issue for him

Trump — the front-runner in the race to be the Republican nominee in November — announced his trip to the border first. His team said Biden had chased him to the border and said that strategy would backfire.

Trump went to Eagle Pass, a community where the state government has been trying to play a bigger role in enforcement, and highlighted recent crimes committed by migrants in major cities.

Trump blamed Biden for the d eath of a 22-year-old nursing student in Georgia . An undocumented Venezuelan immigrant has been arrested for the crime.

"I spoke to her parents yesterday. They're incredible people. They're devastated beyond belief. But she was beautiful, just so beautiful in so many ways. And brutally assaulted, horrifically beaten," Trump said.

Biden's campaign said Trump was fear mongering and said that violent crime had fallen during Biden's time in office — something the White House highlighted with police chiefs the day before the border visit.

"All he cares about is stirring up hate, stirring up division ... going even further than the extremism that we saw when he last held power," said Michael Tyler, a Biden spokesperson.

The stakes for both leaders are high

Polls show a majority of Americans trust Republicans more than Democrats on securing the border.

A new Monmouth University poll found that 53% of respondents support building a border wall, the first time a majority of Americans have backed the proposal since Trump launched his first presidential campaign.

As he did in his first run for office, Trump has made border security a central theme for 2024. He has promised to launch the largest domestic deportation operation in American history if elected.

Evan Roth Smith, a Democratic pollster for the political strategy group, Blueprint, said that showed it's possible for Democrats to paint Republicans as "unserious about border security."

He said it's not unlike the opportunity Democrats seized to effectively campaign against Republicans after the Supreme Court overturned Roe v. Wade .

"We now have proof-positive in this latest election that Republicans are out over their skis again on immigration. They don't know what to do," Roth Smith said. "And they've handed Democrats something they can run on for months or maybe years."

The US vice president has been meeting with a top political rival of Benjamin Netanyahu in Washington today after urging Hamas to agree to the terms of a hostage deal and calling on Israel to do more to increase the flow of aid into Gaza.

The head of the UN's Palestinian refugee agency has warned the organisation is "functioning hand to mouth".

Addressing delegates at the UN General Assembly, Philippe Lazzarini said UNRWA will be in "uncharted territory" without additional funding.

There will be "serious implications for global peace and security", he added.

The United States and other countries including the UK paused funding after Israel accused UNRWA staff members of taking part in Hamas's 7 October attacks in Israel.

Last week, the EU said it was sending more money to the agency.

It said: "UNRWA has indicated that it stands ready to ensure that a review of its staff is carried out to confirm they did not participate in the [7 October] attacks and that further controls are put in place to mitigate such risks in the future."

Earlier this year, Sky News saw intelligence documents that Israel claimed were evidence that staff working for UNRWA were  connected to Hamas , although Middle East correspondent Alistair Bunkall said they contained no significant evidence for the claims - a conclusion similar to that reached by other outlets who had viewed the dossier, including the FT and Channel 4.

The UN said at the time that Israel had still not provided it with evidence to support the allegations.

The US State Department is "optimistic" about the potential of a maritime aid corridor to Gaza, spokesperson Matthew Miller has told reporters.

Air drops are set to continue, he added.

"Our goal is clear: to establish a comprehensive aid strategy that includes air, land and sea routes to maximize the flow of humanitarian aid into Gaza and ensure that aid is distributed to everyone in Gaza who needs it," Mr Miller said. 

The maritime option is still in development, he added, while declining to give details on where shipments would be offloaded in Gaza.

He did not say whether the US military would be involved, either. 

The Biden administration is continuing to press Israel to open another border crossing to get aid into the northern part of the enclave, Mr Miller said.

More than half a million people in the north are feared to be on the brink of famine.

"Parents are facing impossible choices about how to feed their children," Mr Miller said. 

"Many don't know where the next meal will come from, or if it will come at all.

"That's why the United States is focused on increasing and sustaining aid in Gaza through as many channels as possible." 

It's been a long and agonising 150 days for the families of hostages still inside Gaza, and every hour right now must feel like a lifetime as negotiations for a new ceasefire progress slowly, writes Alistair Bunkall , Sky News's Middle East correspondent .

Liran Berman's brothers, Ziv and Gali, were taken from Kfar Aza on 7 October. The twins are being held separately in Gaza, according to testimony from released hostages who saw them.

"They were separated early on, but I still think they sense each other. Twins have a special bond so they can sense each other," Liran told me as we met near the Israeli parliament in Jerusalem.

"We have no video of the kidnapping, we have no visual confirmation from Gaza, only from the released hostages. So we have nothing. 

"They are very strong, they have the ability to brush problems off of them, they are very humorous, but they are in hell. 

"But in hell they have the ability, I hope, to cope with everything."

Talks are ongoing in the Egyptian capital, Cairo, but Israel has refused to send a delegation so far in protest at Hamas's refusal to release information on which hostages are dead or alive.

"I'm very focused," Liran said. "I try not to listen to the news -  only official announcements. 

"Hope will die last, we have nothing but hope, and it gives us a lot of strength. 

"We know only through a deal will my brothers come back."

The wait is taking its toll on the families, who have been living for almost five months with little information on the whereabouts or status of their loved ones.

"I don't have the luxury of letting myself down," Liran said. 

"I have two little kids, I have a wife. I'm not the best husband, I'm not the best father but I'm doing whatever I can to keep myself focused on the release of my brothers and I will treat myself once they are here.

"It's not easy - it's not easy at all. The most difficult times are at night. You are alone with your thoughts. I sleep only with medication. I worry about the day after, about the effects of what I'm doing to myself but I'm not in a position to let it go right now."

Though there has been criticism and widespread protests by families of the hostages who feel the government should be doing more, Liran is supportive of the Israeli government's efforts to get his brothers home.

"I'm confident Israel is doing all it can to release the hostages," he said.

"Life moves on, sadly, people move on, there are other conflicts in the world. 

"This is a humanitarian crisis. My brothers are civilians - they got kidnapped from their beds on a holiday in their pyjamas. 

"They have nothing to do with the Israeli-Palestinian conflict - nothing. Life is moving forward - people have a tendency to forget, but we won't let anyone forget."

UN aid agency UNRWA employed more than 450 "military operatives" from Hamas and other armed groups, an Israeli military spokesman has claimed.

"Over 450 UNRWA employees are military operatives in terror groups in Gaza. Over 450. This is no mere coincidence. This is systematic," Rear Admiral Daniel Hagari told reporters. 

"We sent the information that I am sharing now, as well as further intelligence, to our international partners including the UN," he said.

There are "reasonable grounds to believe" that Hamas's attacks in Israel on 7 October included rape and gang rape, the United Nations has said.

A UN team has also said there is "clear, convincing" information that some of the Israeli hostages taken to Gaza were subjected to sexual violence.

There are "reasonable grounds" to believe that such abuse may be ongoing, the team added.

The team, led by UN special envoy for sexual violence in conflict, Pramila Patten, visited Israel between 29 January and 14 February.

The 24-page report said: "Credible circumstantial information, which may be indicative of some forms of sexual violence, including genital mutilation, sexualised torture, or cruel, inhuman and degrading treatment, was also gathered." 

Hamas has repeatedly rejected accusations of sexual violence. 

There was further information about "some forms of sexual violence against Palestinian men and women in detention settings, during house raids, at checkpoints". 

The detention centres were in Israel. 

The White House has given an update on hostage talks, saying a temporary ceasefire in Gaza is essential to a deal. 

Talks are ongoing and the elderly, sick and women are priorities in the next hostage release, a spokesperson said. 

The US also called on Hamas to accept the terms currently on the table. 

Negotiations to secure a truce are currently under way in Cairo, Egypt. 

The US State Department has described the humanitarian situation in Gaza as "simply intolerable".

Antony Blinken, the secretary of state, is expected to meet Benny Gantz, a member of the Israeli war cabinet, in Washington tomorrow.

Mr Gantz is due to hold talks with Vice President Kamala Harris this evening.

The State Department said it was focused on increasing and sustaining aid into Gaza through as many channels as possible.

It said Mr Blinken raised the matter in a phone call with Israel's minister of strategic affairs, Ron Dermer, on Monday. 

Matthew Hollingworth, the World Food Programme's Gaza director, has warned of a "man-made" famine with "nowhere else in the world today with this many people at risk" of severe hunger.

Israel's foreign minister has recalled the country's ambassador to the United Nations, claiming the UN has been attempting to "keep quiet" a report on mass rapes allegedly committed by Hamas in its attacks in Israel on 7 October.

Gilad Erdan, the ambassador, said "not even one discussion" was going to be held, which he described as a "shameful silence".

Foreign minister Israel Katz said in a statement: "I ordered our ambassador to the UN, Gilad Erdan, to return to Israel for immediate consultations regarding the attempt to keep quiet the serious UN report on the mass rapes committed by Hamas and its helpers on 7 October.

"Despite the authority granted to him, the UN secretary general did not order the convening of the security council in light of the findings, in order to declare Hamas a terrorist organisation and impose sanctions on its supporters."

Pramila Patten,  the UN's special envoy on sexual violence in conflict, is due to present the report publicly later.

The United Nations declined to comment.

In a separate statement, ambassador Mr Erdan said: "It took the UN five months to finally recognise the shocking sexual crimes committed during the Hamas attack on 7 October.

"Now that the report on the sexual atrocities and sexual abuse that our hostages in Gaza are going through, the shameful silence by the UN that is not holding even one discussion on the issue screams to the heavens."

Alistair Bunkall, Sky News's Middle East correspondent, wrote in December that evidence that many women were subjected to rape and assault by Hamas fighters on 7 October had grown.

Benny Gantz, an Israeli politician and retired army general who is part of the Israeli war cabinet, is beginning a series of meetings with senior US officials.

As we reported earlier (14.17) he has travelled to Washington apparently without the approval of Benjamin Netanyahu, Israel's prime minister. 

He was due to meet America's national security council coordinator for the Middle East and Africa, Brett McGurk, at 6pm UK time.

He is also due to see Jake Sullivan, the US's national security adviser, and Vice President Kamala Harris. 

COGAT, the Israeli agency that coordinates aid for Palestinians, said that 277 trucks were "inspected and transferred" to Gaza on 3 March,  writes Tom Cheshire , Sky News data and forensics correspondent .

It came after US Vice President Kamala Harris had said: "The Israeli government must do more to significantly increase the flow of aid. No excuses."

The latest UNRWA data (UN agency for Palestinian refugees) shows that after an increase in December and January, aid supplies to Gaza had dropped in recent weeks. 

Some days have seen barely any trucks make the crossing, even though on 26 January the International Court of Justice ordered Israel to ensure that aid and services reached Palestinians. 

On 17 February, just four trucks entered Gaza.

Yesterday's shipment represents a big increase, therefore.

COGAT claimed that yesterday's shipment was the largest number of trucks since the war began, although UNRWA data indicates that it was the second biggest.  

But it is still far below what used to be the norm. 

Before the war, an average of 500 aid trucks entered Gaza each day.

That figure has fallen by 90% since the war began.

Israel has blamed the UN for failing to distribute aid and has said there is no limit to the amount of aid that can enter via Israel.

The UN has said it is becoming more difficult to distribute aid as civil order has collapsed.

One video, verified by Sky News, emerged this weekend showing an aid truck being ransacked near Rafah, on the border with Egypt.

The UN had previously said it was stopping deliveries to northern Gaza, after trucks faced crowds trying to climb aboard, as well as gunfire.  

"In most cases, when food does get taken directly from convoys, it's because of utter desperation, with people even eating it on the spot," Jonathan Fowler, an UNRWA spokesperson, said.

That was before last week's aid convoy disaster, in which more than 100 people were killed, according to Palestinian officials.  

The US had grown increasingly frustrated with Israel's stance.

On Saturday it carried out an air drop of supplies in coordination with Jordan.

The move was perhaps largely symbolic.

Only 38,000 meals were dropped – nowhere near enough to make a meaningful contribution to Gaza's food shortage.  

Some 500,000 people are at "catastrophe" levels of food insecurity, the UN has said.

That is a technical term used by aid organisations and defined as: "Even when using all of their coping strategies, people have almost no food and cannot support their basic needs. Starvation, death and destitution are apparent."

And a total of 2.2 million people are facing "crisis" or worse levels of food insecurity, according to the UN - effectively the entire population of Gaza. 

Israel's COGAT said on Monday that, thanks to its facilitation, Gaza now has 20 working bakeries – up from 10 two weeks ago.

It claimed they were able to provide "over 2.5 million breads, rolls, and pita breads a day for the local population".
