The Pilot Butte Wild Horse Scenic Tour is something you and your family will never forget because Flaming Gorge Country's cherished wild horses are living examples of a wide-open landscape and untamed frontier spirit. Watch for wild horses between Rock Springs and Fourteen-Mile Hill, and all the way across the top of White Mountain.

You'll also have a chance to take in some of the best vistas in Wyoming. In fact, this route offers several scenic overlooks of the area's prominent features, such as Pilot Butte, Boar's Tusk, Killpecker Sand Dunes, Steamboat Mountain, North and South Table Mountains, Leucite Hills, Aspen Mountain, Wilkins Peak, and the Overland Trail and Union Pacific railroad corridors.

From Green River WY, turn north onto Wild Horse Canyon Road off of Flaming Gorge Way. From Rock Springs WY, travel 14 miles north on US Hwy 191 and turn left on County Road 4-14 (Fourteen Mile Road).

Watch for wild horses between Rock Springs and 14-Mile Hill, and all the way across the top of White Mountain. Although this is a relatively dry area with sparse vegetation, it is also home to a variety of wild animals, including pronghorn, elk, deer, rabbits, coyotes, hawks, eagles and sage-grouse, among others. Wildlife viewing is best in the early morning and late afternoon hours. The majority of wild horses in Wyoming are located in the southwestern part of the state. The appropriate management level for wild horses in Wyoming is approximately 2,490 to 3,725 horses. Approximately 1,100 to 1,600 wild horses can be found on the public lands managed by the Rock Springs Field Office. This is a fee-free area. Sites are ADA accessible

Wild Horses of Pilot Butte

Be a witness to the untamed West with a visit to Pilot Butte, where a herd of wild horses can be viewed and photographed. As you hear the thunderous sound of pounding hooves in the wide-open landscape, you will realize that the frontier spirit is still alive and well. 

With a population of about 1,500 head, chances are strong that you will be able to admire these wild horses during your visit. As descendants of the horses who were reintroduced to the area in the 1800s by cattle ranchers, you are witnessing the living story of the West.

The Pilot Butte Wild Horse Scenic Loop offers the best chance to see the wild horses. This 24-mile, self-guided tour takes about 90 minutes, traveling between Rock Springs and Fourteen-Mile Hill, and all the way across the top of White Mountain. Stay on the lookout for other critters like pronghorn antelope, desert elk, deer, rabbits, coyotes, hawks, eagles and sage grouse.

If you’re short on time, visit the Rock Springs Wild Horse Holding Facility , where wild horses are sheltered short term before adoption. At your own pace, you can view these magnificent animals year-round from a viewing kiosk that overlooks the facility. In the spring, you can see the adorable foals at play. For those looking for a unique way to see the wild horses register for the Run with the Horses Marathon! This race is run on the third Saturday in August each year. This race is truly one of a kind. To see the wild horses of Pilot Butte, take exit 104 off of I-80 in Rock Springs, go 14 miles north on Highway 191, and then left onto CR 4-14 (Fourteen-Mile Road) for 2.5 miles. Turn left onto CR 4-53, and follow for 21.5 miles to Green River. From Green River, exit I-80 to Flaming Gorge Way, and turn onto Wild Horse Canyon Road. Grab your camera and binoculars, pack plenty of food and water, and make sure to travel in a fueled-up 4-wheel-drive vehicle and always let someone know where you will be going.

To visit the Rock Springs Wild Horse Holding Facility, take I-80 from Rock Springs to the Elk Street exit (104) and go north one mile. Turn right onto Lionkol Road and go about a half mile to the facility.

this is a bit of a mis-nomer as it's really just a bunch of corrals of wild horses awaiting adoption... still cool but not really what I would call a "Scenic Loop"....and if you decide to continue along the road they are on... you'd better have a good 4WD vehicle...I climbed to the top by the radio tower, but I wouldn't have even tried it in anything but my Jeep

Bit step and rough coming in from Rock Springs. If you come in on either end of White Mountain Rd. it's a nice bladed county road. Definitely lots of horses to see.

Beautiful loop and up to 1600 wild horses to try and find along the way. We saw 4 different groups of horses and a few antelope. The road has some potholes but I would say any type of car would be fine to drive along. Would definitely do this loop again.

Pilot Butte had been a major navigation landmark during early cross-country travel by any means, including airplanes.

Thundering hooves pounding across the prairie. Untamed manes flying in the wind. Wild Horses have always invoked romantic images of the wide-open frontier. They are the ultimate symbol of freedom. Who of us has not read one of Walter Farley’s Black Stallion books?

As we drove along, we watched for piles of horse poop. A dominant stallion stud will mark his territory repeatedly in this way, clearly advising intruders “this is my home and—my bathroom”. While horses are the focus here, we kept an eye out for antelope, desert elk, deer, and coyotes. Hawks, eagles and sage grouse can frequently be spotted.

Side roads into the 392,000 acre Rock Springs District are just rugged two-tracks which often require four-wheel drive.

It was like a road sign. We turned left at the huge pile of horseshit. No nicer way to say it. The dirt two-trackwound through pungent sage and wild flowers. Dust billowed out behind The Turtle V. The occasional rabbit dashed in front of us. Our view encompassed an area larger than Massachusetts. The tune of Home, Home on the Range came to mind.

We pulled out the barbecue, set up the chairs, poured a glass of wine, while we waited for what would be a spectacular sunset.

Stopping on a low bluff where an existing fire ring showed we were not the first, there was not a single sign of civilization as far as the eye could see. A few antelope grazed nearby, and a small band of horses huddled for the night on the next ridge. The silence was palpable.

Horses first roamed the grasslands of North America during the Pleistocene Epoch about 10,000 years ago. Then, for unknown reasons, they vanished until the 1500’s, when Hernando Cortez and his Spanish Conquistadors reintroduced them. Today’s herds are descendents of those Spanish steeds, mixed with ranch horses that were turned out or escaped. The potpourri of breeds include Through Bred, Morgan, Standard Breed, Arabian, Bashkir Curly, Pinto, Appaloosa, Quarter, and several work horse breeds. There are even some Clydesdales mixed in. The result is the classic wild horse, big, strong, beautiful confirmation, and well—wild looking.

A small herd had moved closer in the morning, perhaps out of curiosity. We sipped hot coffee and the whole world was ours. Thanks to private landowners who do not fence their property, horses and other wildlife are allowed to wander freely as necessary for food, water and shelter from winter storms.

Figuring that finding a band of horses in the 392,000 acre Rock Springs District area might take days, we returned to Rock Springs and contacted Richard Nobles, owner of www.GreenRiverWildHorseTours.com . Rich happens to have the only license to guide people into the Rock Springs District backcountry. While there is a fair chance of seeing a few horses on the main Loop, the larger herds are more often located in canyons and draws where there is water and better grass. Side roads to these locations are just rugged two-tracks which often require four-wheel drive, and there are dozens of possibilities, so having a guide who knows where he’s going greatly increases your chances of spotting larger herds.

The White Mountain Horse Herd is managed by the BLM, and the population can increase as much as 40% in a good year. Wild horses have no natural predators other than an occasional mountain lion. The Wyoming population of wild horses is approximately 6,000, 2,500 of which roam the Rock Springs District traversed by the Pilot Butte Wild Horse Scenic Loop. The BLM conducts a periodic census and removes animals that could result in over grazing and death from starvation, dehydration and the elements.

Following Rich’s 1975 Pinzgauer, we headed across the top of White Mountain. After several dead-ends, Rich maneuvered his 4X4 troop carrier across some deep arroyos we weren’t even sure our own four-wheel drive Tortuga Expedition Camper could manage gracefully. We parked and stealthily walked up to a ridge. There they were; over 100 gorgeous animals in ten to twelve bands!

The moment the lead stallion spotted us the alert was sounded. The head mare leads, and the dominant male protects the rear. As the different pods galloped up an embankment and across the sagebrush, we stood with mouths open and shutters clicking. Two big stallions stopped briefly to reestablish who was boss. Even Rich was surprised at how many we had found in one place. It was an exciting experience, and Rich’s knowledge of the area and the herd was invaluable.

Back on the gravel road, we continued to Hwy 191, the northern start of the Loop Tour. There are several scenic overlooks where informative plaques describe some of the area’s prominent features such as Pilot Butte, Boar’s Tusk, Killpecker Sand Dunes, and the Uinta, Wind River, and Wyoming mountain ranges. The Uinta Mountains are unique because it is the only range in America trending east to west. The Wind River Range contains the oldest rocks in North America, pushed up from a fault 17 miles below the surface some 3.9 billion years ago. The Wyoming Range is the highest in the state.

The Pilot Butte Wild Horse Scenic Loop Tour starts in either Rock Springs or Green River Wyoming, just off I-80. It totals about 50 miles, with roughly 24 miles of gravel, and takes about 2.5 hours to drive. While the graded loop can be traveled in any type of vehicle, the gravel section is maintained only from May to October, and high-clearance vehicles are recommended. That said, we found the road to be in excellent condition, quite passable for pick-ups, large RVs or even trailers, but check before you head out. There are no services on the route, and cell phone reception is sketchy at best.

You can blitz the area in two and a half hours. Three days was not enough in this magical place. As you read this, plans are being developed to construct a giant wind farm, which will kill the silence, totally disrupt the herds of horses, and likely result in the closure of the main access road.

On our final morning we spend a few hours just soaking in the stillness. As the cliffs of Pilot Butte reached for the first rays of sun, we could well understand its name. It had been a major navigation landmark during early cross-country travel by any means, including airplanes. We broke camp and reluctantly returned to the main gravel route. A stallion, mare and her colt crossed nervously in front of us. At least for now, the beauty and freedom of the Wild West was very much still alive.

Stopping on a low bluff to camp for the night, there was not a single sign of civilization as far as the eye could see.

White Mountain HMA

A full range of colors is present - this herd has a lot of color in it, many of which are paints. Other colors are bay, sorrel, red roan, black, or gray. The Wyoming horses have a diverse background of many domestic horse breeds. They are most closely related to North American gaited breeds such as Rocky Mountain Horse, American Saddlebred, Standardbred, and Morgan. 

Location:  The White Mountain Herd Management Area (HMA) encompasses over 393,000 acres of which over 240,000 acres are BLM-administered public lands. The majority of the HMA consists of checkerboard land ownership within the Union Pacific Railroad grant. Consolidated public lands with state school sections and small parcels of private land make up the remaining lands in the northeast section of the HMA.  

Size:  More than 393,000 acres.

Topography/Vegetation:  The HMA is a high plateau that overlooks Rock Springs. Precipitation ranges six-ten inches, predominately in the form of snow. The area is unfenced except for portions of boundary fence and right-of-way boundaries along Interstate 80 and Highway 191 North. Vegetation in the HMA is dominated by sagebrush and grass, with saltbrush, winterfat and greasewood intermixed. Horses typically use a high amount of grass species, the most favorable being needlegrass, Indian ricegrass, wheatgrass and sedges.

Wildlife:  The area supports significant wildlife populations including elk, deer and antelope. Domestic cattle and sheep utilize the area lightly in the summer and moderately in the winter.

Pilot Butte Wild Horse Scenic Tour

The 24-mile self-guided Pilot Butte Wild Horse Scenic Tour can begin in either Green River or Rock Springs. Travelers should plan on approximately 1.5 hours to complete the tour, most of which is on a gravel road.    Watch for wild horses between Rock Springs and 14-Mile Hill, and all the way across the top of White Mountain. Although this is a relatively dry area with sparse vegetation, it is also home to a variety of wild animals, including pronghorn, elk, deer, rabbits, coyotes, hawks, eagles and sage-grouse, among others. Wildlife viewing is best in the early morning and late afternoon hours.  The majority of wild horses in Wyoming are located in the southwestern part of the state. The appropriate management level for wild horses in Wyoming is approximately 2,490 to 3,725 horses. Approximately 1,100 to 1,600 wild horses can be found on the public lands managed by the Rock Springs Field Office.

From Rock Springs: Take exit 104 off of I-80 and travel north on Elk Street/Highway 191 approximately 14 miles to County Road 4-14 (Fourteen-Mile Road). Turn left onto 4-14 and travel 2.5 miles, then turn left onto County Road 4-53. Follow 4-53 south for 21.5 miles to Green River.

From Green River: Exit I-80 to Flaming Gorge Way. Turn north onto Wild Horse Canyon Road.

Pioneer Historic Byway

Follow the route of Idaho’s pioneers on this 127-mile journey through through the towns of Franklin and Preston where you can see many quaint homes and churches now listed on the National Register of Historic Places. More recently, Preston gained recognition as the filming location of the hit movie “Napoleon Dynamite.” Other highlights include Chesterfield Town Site, Gray’s Lake Wildlife Refuge, and Soda Springs Geyser.

Oregon Trail-Bear Lake Scenic Byway

This 110-mile scenic drive passes by stunning Bear Lake, which straddles the Idaho-Utah border. A great viewpoint is the 7,800-foot summit on Hwy. 89, high above Garden City, Utah. Along the way, don’t miss a true pioneer landmark - Paris Tabernacle. Other highlights include Bear Lake State Park, Minnetonka Cave, Soda Springs Geyser, Lava Hot Springs, and the National Oregon/California Trail Center.

Fort Henry Historic Byway + Lost Gold Trails Loop

In 1810, an early white settlement was established by Andrew Henry near St. Anthony. Today, this 81 mile route, best traveled between mid-April and November, takes you past herds of deer and elk and on through game bird habitat on the way to the Fort Henry Monument. A 48 mile side loop through Spencer and Dubois commemorates the area’s mining trails and offers opportunities to visit opal mines.

Mesa Falls Scenic Byway

From this 29 mile byway in the Targhee National Forest near Ashton, you can hear the thunder of both Lower and Upper Mesa Falls, two of the last undisturbed waterfalls of consequence in the West, on the Henry’s Fork of the Snake River. Trails, boardwalks, viewing platforms, plentiful parking, and accessible restrooms enhance the experience at Upper Mesa Falls.

Teton Scenic Byway

Wander over Pine Creek Pass through the lush rolling farmland of eastern Idaho- land of the famous potatoes-to the ranchland of the Teton Valley on this 69 mile byway. Along the way, the Grand Tetons will peek out from beyond the foothills and draw you in for a closer look.

Sacajawea Historic Byway

This 132 mile scenic drive across Hwy. 28 from eastern Idaho through the Lemhi Valley to Salmon offers a glimpse into the historical legacy of Sacajawea and the Lemhi Shoshone tribe. At Tendoy, consider driving up to Lemhi Pass.

Salmon River Scenic Byway

Follow the Salmon River between Lost Trail Pass and Stanley where three scenic byways meet. En route are the magnificent Sawtooth Mountains, Land of the Yankee Fork State Park, and the towns of Salmon and Challis.

Lewis & Clark Backcountry Byway

See where Lewis and Clark unfurled the U.S. flag for the first time in the West as you travel this 39-mile gravel road from Tendoy, a 3-hour round-trip.
