Understanding Norwegian’s Upgrade Advantage: Is It Worth It?

Book a recent cruise on Norwegian? Then you might have received an email offering a chance to upgrade.

The email is for the cruise line’s “Upgrade Advantage” program. If you’ve never heard of the program, it’s actually fairly simple. Click the link in the email and you’re taken to a page where you select a bid that you’re willing to pay for an upgrade to a higher-grade room.

Once you make your bid, it will either be accepted or rejected. If accepted, then you’ll get your upgrade and be charged your bid amount. If rejected, you don’t pay anything.

Bidding On an Upgrade

After you open the portal for the upgrade, you’ll find details on how the Upgrade Advantage works. Scroll down and you’ll see your details of your cruise and the stateroom you have booked already.

Below this are your options for upgrade. You’ll find a profile of each cabin type available, a sliding scale where you adjust your bid, as well as a meter for the offer strength that ranges from “Poor” to “Excellent.” As you bid more money, the meter increases, indicating a better likelihood of being accepted.

For our cruise, we booked an inside cabin originally. The offers for upgrade went up to $400 per person for a balcony cabin and up to $200 per person for a oceanview cabin. Note that prices are on a per-person basis for the first two passengers, and are for the entire cruise — not per day.

So a couple bidding $200 for an upgrade will actually pay $400 total if the offer is accepted. This amount is on top of what you’re already paying for the cruise.

Note that you can bid on more than one upgrade, but you’ll only ever be charged for a single upgrade.

Having an Upgrade Accepted

After you submit your offer, you then have to wait to see if the offer is accepted. According to Norwegian, the offer can be anytime after it is submitted, up until two days before departure. We would guess that the higher you bid, the more likely that it will be accepted early.

The good news is that your card is not charged until the offer is accepted. At the same time, if the offer isn’t yet accepted you can still modify or cancel it.

Once your offer is accepted, your card will be charged. According to the company, these upgrades are final and non-refundable, so make sure it’s something you really want before you submit a bid!

Is the Upgrade Advantage Worth It?

The big question is if it is worth it to upgrade. That depends on several factors, namely how much you are willing to bid. We found that the highest bid available can lead to a much higher price than you would pay if you just bought the upgraded cabin directly.

For example, our recent solo cruise on Norwegian had a cost of $658 for an interior cabin before any taxes and fees. At the time, balcony cabins cost $1,098 — or $440 more.

On the Upgrade Advantage offer we were sent, we could bid as little as $50 per person all the way to $400 per person for the balcony cabin. Keep in mind that these are per person rates, and despite cruising solo on this trip, the price is still doubled as we have to pay as if two passengers were sailing.

In other words, if we were to bid $400 for the balcony cabin, then the total cost would be $800. That’s $360 more than if we had just simply booked the balcony cabin to start with.

That said, we could bid as low as $50 per person, or $100 total. If we were to get the upgrade for that amount (although this was rated as a “poor” offer according to the website), it would be a deal considering the extra cost of purchasing the balcony cabin outright.

Bottom line: Before you bid, be sure to know how much more it would cost you to purchase the upgraded cabin from the start and compare it with the price of the room you’ve already purchased.

Over the past few months, message boards have been buzzing with some Norwegian Cruise Line passengers saying they had been offered an opportunity to bid on an upgrade. Not all passengers received the email, and it was unclear exactly what was going on… until this week.

After several months of testing, Norwegian will roll out a program — known as Norwegian Upgrade Advantage — on February 8. Although initially available only to passengers aboard the Escape, Breakaway, Getaway, Epic, and Pride Of America , the bidding process will be offered fleet-wide by later this year.

How It Works

Once a passenger has made their final payment on a cruise, they will be given the opportunity to make an offer — called a “bid” — on an upgrade. (For the uninitiated, this means that if you booked and paid for an oceanview room, you can bid to be upgraded to a balcony, etc.) Senior Vice President of sales for Norwegian Camille Olivere told Travel Market Report that a “little dial” would show guests “the likelihood their bid is going to be accepted.”

If said bid is accepted, they — or their travel agent — would pay the agreed upon amount (and any corresponding fees, one assumes) and be given a new room assignment. Guests will not, however, be able to choose the exact stateroom into which they will ultimately be placed.

While the offer is emailed to guests, those booking through a travel agent will have their booking representative informed if the offer is accepted. The agent will then receive a commission based on the upgrade. “It offers the ability for guests to pay a reasonable price,” said Olivere, “and also gives the agent more commission on the additional revenue. It’s all done online and the agent automatically gets the additional commission.”

9 Expert Tips for Getting a Cruise Cabin Upgrade

Perhaps one of the most elusive perks are cabin upgrades. Some cruisers claim to regularly receive stateroom upgrades when cruising. Others have sailed multiple times with no such luck. Well, getting a cabin upgrade on a cruise is not entirely up to chance. There are several ways you can increase your odds of getting a better stateroom category on your next trip. Here are our 9 expert tips to help you score a cabin upgrade on your next cruise. 

9 Expert Tips to Score a Cruise Cabin Upgrade

Similar to a hotel, cruise ships offer a variety of different accommodations. These cabins (or staterooms) differ in terms of location on the ship, dimensions, amenities, and other features. The most common selections include inside cabins, outside (or Oceanview), balcony, and a range of different types of suites.

Of course, as rooms get larger or feature more amenities, the costs increase.

Cruise Cabin Upgrade

Distinct from hotels, cruise lines generally allow cruisers to pick their exact cabin prior to cruising. In doing so, you will know precisely on what deck the room is located as well as all of its features.

Within different cabin categories, there are often several subcategories, based on the cabin’s location. More desirable cabins within a category (mid-ship and upper decks) cost more than similarly outfitted rooms on lower decks or all the way forward or aft on the ship. This means that there can even be a big discrepancy in pricing for rooms in the same category.

So, it is much easier to get a cabin upgrade to a better subcategory than going from one category to another. For instance, you are more likely to be moved from a lower deck balcony to a higher deck balcony.

Still, that doesn’t mean you can’t get upgraded across categories. We have successfully upgraded to much better cabin locations. In addition, we have been upgraded from an inside cabin to a balcony cabin, so it is possible.

Yet, you need to be realistic.

Look for a Promotion

One of the easiest ways to score a cabin upgrade is to take advantage of a cruise line sale or promotion.

Often, cruise lines run discounts where they offer a category (or two) upgrade for certain room types. Given the different tiers within a category, these promotions often allow cruisers to get more desirable room locations at a reduced cost.

So, this might mean that you can get a mid-ship balcony for the same price as a forward balcony. This (usually) doesn’t mean you can go from an inside cabin on deck 1 to a balcony cabin on deck 8.

Although, it is still possible that some of these cruise line promotions will put cruisers into a better room across categories. Some cruise lines do offer sales with upgrades from an outside view stateroom to a balcony cabin. Keeping your eye out for these promotions is a simple and easy way to secure a free cruise cabin upgrade.

Monitor Current Cruise Fares

We tend to book our cruises far in advance. We generally book 12 months (or more) in advance, especially for new ships. When you book early, you can often score some of the lowest prices for popular cabin categories. This is especially true on new and popular ships.

Royal Suite Class

Odds are, the prices for various room categories will increase over time. That is not a guarantee, but it is often the case.

Normally, cruise lines will honor promotions or price changes up to the day of final payment. Typically, this final payment window is around 90 days prior to sailing.

Why does this matter?

If the price dips for certain cabin categories, you can try to take advantage of the new pricing. So, you could get a new and better cabin for no additional costs. 

For instance, say you booked an ocean view cabin for $1000 per person. Then, you find a promotion in which balcony cabins on the same cruise are now going for $1000. This might make you feel a bit cheated.

Well, the simplest thing to do is to contact the cruise line to get the new rate for a better cabin.

Cruise line cancellation and change policies do vary by brand. So, you will want to check the fine print on your initial booking. Most times, you will be able to book the better room for the lower price. Of course, you could also keep the same room for the new sale pricing if you’d prefer a lower cost vs. an upgrade.

Book a Guaranteed Room

While we stated that cruise lines let you choose your exact cabin type and location, they also offer what is known as a “guaranteed rate”. For popular cabin categories, cruise lines offer the chance to pay a lower fare to ensure you get a room in that particular category. The tradeoff with a guaranteed room is that you do not get to select the exact room number and location.

In theory, the cruise line can give you the lowest tiered room in that category. These are often located on lower decks in the back or front of the ship.

However, in many instances, we have been rewarded with mid-ship balcony cabins on ideal decks. These subcategory rooms are always more expensive than the lowest tiered balcony stateroom. So, taking the guaranteed rate was a cheap way to get a cruise cabin upgrade within the same category.

Now, it is possible that you can get bumped entirely from one category to another for a guaranteed rate. Though, that has never happened to us.

Loyalty Status

Once you take your first cruise, you will likely be hooked. That is what happened to us after taking our initial voyage together on Royal Caribbean’s Legend of the Seas back in 2007. So, regardless of which cruise line(s) you frequent, you should definitely sign up for the loyalty program. There are associated perks!

Pay attention to your inbox, as you will receive special discounts and promotions from these loyalty programs.

As you work your way up a brand’s loyalty program, you will be entitled to several onboard and booking benefits. Among some of the freebies are discounts on cabins, as well as past cruiser rates on select voyages and ships.  

In addition, frequent cruisers will receive “reduced rate” upgrades after a set number of sailings. So, being loyal to a particular cruise line can earn you free cruise cabin upgrades.

Travel Reward Programs and Points

Outside of the cruise lines’ specific loyalty programs, there are other clubs and reward programs that can also provide you with benefits on a cruise. For example, we both have cruise line credit cards that earn points for our two favorite cruise lines.

You can redeem these points for several different onboard experiences. Along with free companion fare and onboard credit, cabin upgrades are normally one of them. Often, we redeem our free cruise points for a short cruise. Then, we spend a few hundred dollars to upgrade to a better room category.  But, you can still use these rewards to simply upgrade an existing reservation.

Other programs can offer similar perks. You will want to check the terms and conditions of any program before you decide to become a member. Both of our credit cards have no annual fees. Further, while the rewards are pretty typical for non-cruise purchases (the equivalent of 1% back), we do get better bonuses for purchases with the cruise line.

Personally, we are skeptical of any payment plan or other program that advertises great savings but charges fees or requires regular payments into a “travel account”.

You will need to do your own research to determine if these types of rewards programs are right for you.

Enter an Auction for a Cruise Cabin Upgrade

While not free, a more recent development among major cruise lines are cruise cabin upgrade auctions. Yes, it is exactly what it sounds like. These programs allow cruisers the option to put a bid in for a better cabin.

The exact terms and conditions for these programs vary slightly across the cruise lines. Still, most cruise lines, such as Royal Caribbean and Norwegian Cruise Line , offer these types of programs.

Normally, your bid is for two people for the entire duration of the cruise. Some allow you to bid on multiple room categories at once to increase your odds of getting a better cabin. You will not get charged anything unless your bid is accepted. However, if your bid is accepted, you usually are not allowed to decline at that point.

Now, most programs do have a minimum bid requirement. So, you can’t bid a dollar and expect to get moved from an outside cabin to a mini-suite. Yet, some strategic bidding can certainly help you rack up substantial savings.

Cruise Cabin Upgrades

These auctions are also not guaranteed for all sailings and all ships.

We have taken advantage of these programs in the past with great success.

For our Norwegian Bliss Alaska cruise , we originally booked an inside cabin. This cabin category was priced over a thousand dollars less per person than our preferred balcony stateroom.

Of course, the Princess was not ready to cruise on this brand new ship in Alaska in an inside cabin. So, when Norwegian Cruise Line offered us the chance to bid for an upgrade, we jumped at the opportunity.

With a bid that was merely $5 more than the per person minimum requirement, we received an upgrade from an inside cabin to a mid-ship balcony stateroom. This cruise cabin upgrade easily saved us close to $1200 off the published rate for that room category.

Use a Travel Agent

There are several great reasons to use a certified cruise travel agent to help with your cruise vacation planning process. Even seasoned cruisers like ourselves often rely on these experts for the best promotions and costs savings.

Often times, travel agents can provide additional perks that are not promoted by the cruise line. These can often add up to hundreds of dollars in value. Additional add-ons such as onboard credit, free gratuities, or free beverage packages are some of the typical offerings.

Cruise cabin upgrades are also possible with travel agents.

Travel agents might be able to offer special group rates. Or, travel agents might be able to offer additional perks that make paying for a more expensive cabin a wash.

On several trips, we have used a travel agent to get deals that include everything from close to $800 worth of onboard credit to free gratuities and more.

So, while we paid for the higher room category, we earned additional perks that had more value than the cost to upgrade our room category. When you add up how much the cruise lines charge for additional amenities, like drink packages, internet, or gratuities, you often save more money paying for the higher room category needed to qualify for the perks. That is if these perks are of value to you.

Sail Off-Season

Taking a cruise during non-peak times is great for several reasons. Fewer crowds (and less kids), cheaper rates, and the greater likelihood of a cabin upgrade.

If you cruise during the “off season”, the odds are in you favor that you might be able to improve your cabin. This is especially true if you book a guaranteed room. These off-peak cruises will also be included in sales and promotions more frequently.

Cruise Cabin Upgrades

Typically, cruise ships tend to be the most empty in January and September when sailing from U.S. ports.

Given the reduced passenger capacity these times of year, some lines might simply upgrade repeat cruisers a subcategory or two for no additional cost. Or, you might be able to score an even better upgrade for a small fee with the pre-cruise auctions.

Ask Onboard

If all else fails, you can always inquire onboard about a possible cabin upgrade. Now, it is completely up to the hotel director’s staff to offer you an upgrade, if there are available cabins. Many popular cruise ships sail at close to full capacity, especially during peak times. So, it is possible that the best cabins are already snagged by paying customers. But, travel plans change, people miss connector flights, or issues do arise that result in passengers not making it onboard the ship.

So, waiting until you are onboard to inquire about a cabin upgrade is totally reasonable. Note, the cruise line may also request a fee or cabin differential for the upgrade. Of course, you can always turn down the offer if you don’t want to pay the specified price for the upgrade.

What's Included on Virgin Voyages

Some avid travelers suggest waiting until the first port of call to inquire about a cabin upgrade . The rationale goes that any individuals that did not embark on Day 1 of the cruise might still make it to the ship at its first port of call. After that particular day, any of the unoccupied cabins will most likely remain open for the remainder of the trip.

1. Is the offer amount per person per day or for the entire duration of the cruise? The offer amount is per person for the entire duration of the cruise. Offers are based on two occupants per stateroom - only the first and second guest will be charged.

2. Does the upgrade include any additional promotions? The upgrade does not include any additional promotions. However, you get to keep whichever promotions you already have.

3. What happens if I am part of a group or traveling with another reservation? Each offer is considered individually, and NCL cannot guarantee that all reservations traveling together will be upgraded, if any. Under the circumstance that all reservations are upgraded, NCL cannot guarantee that all the upgraded cabins will be close together.

4. Can I reject the upgrade after it is accepted? No, once your bid is accepted, your card will be charged immediately, and the upgrade amount paid is final and non-refundable.

5. What happens with the promotions I already have? You get to keep the promotions you already have. However, no additional promotions will be added to your reservation.

6. Can I choose the location or specific features of the upgrade cabin? No, your cabin location and attributes will depend on availability. NCL cannot guarantee a specific cabin number assignment within the upgraded category.

7. How much do I pay if my reservation includes more than 2 guests? If your reservation includes multiple passengers (between 2 and 9 passengers), the offer amount submitted will be per passenger but only for the first and second passenger on the reservation.

8. Can I modify or cancel my offer after I submit it? You may modify or cancel your offer up until 5 hours prior to departure, provided that your offer has not already been accepted by NCL and provided your credit card has not been charged.

9. When will I know if my offer got accepted? Your offer can be accepted anytime from the moment it is submitted up until 0 days prior to departure.

10. If I have two reservations can I bid only once and if accepted, cancel the second reservation and move the guests into the upgraded cabin? No, if you have two cabins you will need to submit two separate bids and they will be considered independently. NCL cannot guarantee that both reservations will be upgraded. In the case that one of the reservations gets upgraded, you cannot move the other guests into the upgraded cabin. All reservations cancelled within the penalty period will be subject to cancellation fees.

11. What happens if I am a single guest? You will be charged based on double occupancy.

12. What happens if I am booked on a spa cabin? If you are currently in a 'Spa' cabin and submit an Offer to upgrade to a higher category, we cannot guarantee that you will be assigned to another 'Spa' cabin within the upgraded category. If your offer is accepted and you do not get assigned to another 'Spa' cabin, you will be forfeiting the complimentary access to the Spa.

13. What happens if my offer is not accepted? If your offer is not accepted, you will not be charged any additional amount, and you will stay in the stateroom you originally booked.

14. What happens if I purchased travel protection? If you have Norwegian's Travel Protection on your current booking, you will be automatically charged to cover the upgrade cost. If you have travel protection via your travel professional, please contact them to add your upgrade to your coverage.

15. How can I change the credit card I used to submit an offer? In order to change the credit card number, you will need to cancel and re-submit your offer(s) using the new payment information.

16. Is the offer amount I am submitting additional to the cost of my original reservation? Yes, any amount you offer for an upgrade is in addition to the cost of your original booking.

Why it pays to upgrade your cruise ship cabin

Cruise ship cabins have improved since the days when you bumped into walls on your way to your bathroom. However, there is still a difference between staying in a small, windowless interior space versus a room with its own balcony or even a lavish suite. For many people, it makes sense to upgrade to the best cabin they can afford.

Consider a cruise cabin your hotel room for the week, and start with a deep think about how much time you will actually be in your room (or rooms). If you plan to do every shipboard activity, party until the wee hours and use your cabin only to sleep, shower and shave a lower-priced cabin with or without a window or porthole might better suit your needs — especially if you're on a tight budget.

If, on the other hand, you want your own private place to escape from the crowds and the frenetic pace of cruise activities without missing any ocean and coastal views, you're likely better off upgrading to a balcony cabin or a suite with a balcony — even if it adds hundreds or thousands of dollars to your cruise vacation budget. You'll have more private space to lounge around reading a book, watching movies or ordering room service.

Here are several reasons why it pays to upgrade your cruise ship cabin.

Access to suite perks

At the top end of cruise accommodations are suites. Be aware that "suite" is a flexible term on cruise ships. It could mean only a 250-square-foot room, with or without a curtain separating a bed and sofa area. With a bigger budget, you might be able to book a multi-room, multi-bathroom apartment — or even a spectacular suite that's a house-sized oasis.

Space is reason enough to upgrade to a suite, but other perks come with the experience. On some big ships, suites are located in a separate complex with a private restaurant, sun deck, swimming pool and a lounge open only to guests in the fancy accommodations.

If you want a coveted king-sized bed, you are most likely to find one in a suite. Bathtubs and whirlpool tubs, also cruise rarities (most cabins just come with showers) are other typical suite perks.

Suites tend to come with larger balconies than you'll find in standard balcony cabins. In top suites, these spaces are huge, complete with outdoor living rooms, dining areas and hot tubs.

Depending on your ship, additional perks might include everything from cushy robes and designer soaps to free drinks and specialty dining. Your suite accommodations will likely come with the services of a special concierge desk to help you book shore excursions, spa treatments and dining reservations. You might even have a butler at your beck and call.

If you are thinking of upgrading to a suite, carefully read how much space you'll actually get, and evaluate whether the perks are something you will actually use.

Spa cabins have decor designed to inspire Zen and even romantic moments. These extra-fee cabins are usually located near the spa and fitness facilities — no need to traipse through the whole ship in your bathrobe or gym shorts. Spa cabins typically are balcony cabins or suites with more space than standard cabins.

Cabin amenities might include a bathtub and special soothing bath products, upgraded bathrobes, designer water and even beautiful scents. You will have complimentary access to the spa's thermal suite, where you will find an array of wet and dry experiences such as a sauna, steam room, hydrotherapy pool and aromatherapy showers.

You'll enjoy priority access in terms of booking massages, and discounted spa treatments might also be included. The same goes for fitness classes; you'll be able to sign up fee-free before the classes are open to others on the ship. You might also have small fitness items like yoga mats available to you for in-cabin use.

If you are a big spa fan or gym rat, these suites are worth the upgrade.

Balcony cabins — standard cabins with a step-out space for sitting — are among the most popular accommodations on cruise ships both for views and the fact that you can open your door to let in the sea breezes and hear the waves. (A recent innovation are balcony cabins featuring large windows that open the the push of a button, rather than doors leading to actual outdoor space.)

If you have a standard step-out balcony, it will be furnished with chairs and a small table for drinks. Some larger balconies have loungers and an actual dining table where you can enjoy a private meal.

Some cruisers consider a balcony an unnecessary upgrade. They are just as content to book a cheaper cabin and don't mind jockeying for a lounge chair on the open decks. However, others relish having the option of being able to head outdoors directly from their cabins, even in their bathrobes, to enjoy the sea.

On itineraries where stunning coastal scenery — such as the glaciers in Alaska and fjords in Iceland and Norway — is a particular focus, a balcony is worth the upgrade.

Be aware when considering an upgrade to a balcony that not all of these accommodations are spacious. They might even be the same size as standard windowed cabins, and the balconies they offer aren't always all that big. On the smallest ships, your knees could be up against the railing when you sit. Aft cabins with views of the wake and, often, larger balconies, are some of the most sought-after cabins on the ship.

More space when traveling with kids

With space a commodity on cruise ships, a mistake some families make is cramming everyone into the tight quarters of standard accommodations — the kids on bunks that drop down from the ceiling or sofa beds, with parents (or grandparents) sleeping on the regular bed. Such closeness may not be conducive to family harmony, particularly when you are sharing one bathroom and limited closet and drawer space.

A better choice, if your ship has them, are family cabins that are designed to sleep five or six and provide more room to spread out. On some ships, these accommodations have the bonus of a half bathroom in addition to a full bathroom. These cabins are sometimes located near children's facilities, so you can send the kids right down the hall to participate in camp-like activities.

Families also might consider booking two adjoining cabins, which gives older kids and adults some privacy and delivers two full baths. If you need the space, check the price of family suites, which might be only a few hundred dollars more than basic family cabins and include perks reserved for suite guests.

Bottom line

An upgraded cabin is almost always better than the most basic room on board. The only thing stopping you from splurging on a larger space, a private balcony and extra perks is your budget.

If you change your mind once you've booked, you'll find several ways to upgrade your cabin to a higher-category room. However, there are times when you should just say no to that cabin upgrade offer , especially if what the cruise line thinks is a nicer room is not what you'd consider better accommodation.

If you think you'd be happier in an upper-category cabin, it's always a good idea to book it right away so you have control over which type of room you'll have and the exact ship location you will most enjoy on your vacation.

We are booked on the Getaway in November and have been offered to upgrade for a better cabin. As we have never had this offer on past cruises what do we do? I have seen several US citizens mention upgrade bids before but not familiar to me and my friends in the UK.  Do we offer the lowest bid shown or is it normal to offer much more? How and when will we find out if we are successful?

On my last two cruises the shops were sailing pretty much at 100% and upgrade bid success was rare however we board NCL Epic on Sunday and a lot of minimum bid upgrades were accepted.  One guest from a balcony cabin bid 645€ and won the 2BR Have suite, I went from an inside cabin to a club balcony for 160€. Prices quoted are per person based on two persons in the cabin.

You should examine your heart to avoid being disappointed if it's rejected. Normally you get more value than what you pay for in a bid, so best not to be super frugal. I think it is a real treat to have this bidding opportunity.

Best not to use the exact bottom number or overly round numbers because you tend to tie with other offers. Come up with a number and imagine it fails - do you feel bad you didn't increase it a bit? I am typically a cheapskate, but bid generously and won all my bids.

Well I've just chanced my arm with the minimum bid. Not really bothered if it's unsuccessful but happy days if it is  😁

I would imagine so. How could you be outbid if you bid the maximum? I'm pretty sure they review the bids and give it to the highest bidder. I don't think it's a lottery.

Just asking because the Max bid is about $2,000pp but to book the cabin on its own is about $11,000pp. It’s a good value for me but NCL would be losing out.   

I was thinking the bidding system gets people interested in a room, they grow impatient and end up booking it on their own. If that tactic doesn’t work then NCL let’s the room sail empty.

I would say it's just NCL trying to guarantee that a cabin is filled. Remember, they don't go to bids until 2 weeks before the cruise so they can quite happily get some bids in the locker, then if the cabin doesn't go at full price, they go to the bids and just get the most they can. Having guests who paid $800 for a Haven cabin is better than having it empty. 

I generally choose a cabin that I'm happy with when I book initially. When the bidding opportunities come out if there is something that I may be interested in I figure how much I am willing to bid to move up to another category - and it's usually barely above minimum.

Couple of things to keep in mind. When you bid you are bidding into a guarantee room and could be assigned any room in the category. You keep the perks you initially had, not new perks because of room category - haven may be different... Once you bid and they accept you are in the new room and do not have the option of getting your old room back.

If you have a cabin that is in demand you may have a better chance of moving up, even if your bid may not be the highest in the category. Move ups are generally part of a chain which makes NCL the most dollars.

The last time I was offered upgrade bidding, the amount of minimum bid was more than the cost of just calling and booking the category directly - and that way I was able to choose my cabin.

I originally booked an inside cabin (don't judge me).  My upgrade offer was $50 minimum ($100 for two) to an ocean view.  That was the lowest of the "poor" readings available on the dial.  It wasn't worth even $100 for me to get a window.  I was rewarded for my patience when today I called NCL and upgraded to a nice forward facing ocean view on deck 12 (Encore) for a buck forty.  You really can't beat that.  The very nice/helpful reservations agent told me that the new room has to cost more than the existing room.  Life is good.   😎

A "maximum" bid is often more than the cost of just booking the higher room at retail price. If you are willing to pay that, then just rebook in the higher cabin class.

A "maximum" bid is only fulfilled if there is availability in that cabin class. There are no guarantees in life.

I just received my upgrade offer by email and my cruise is 110 days away, so much earlier than the normal 8- days.  Also they used to only let you bid 2 categories higher, but i am staying in an inside room and I can bid on outside room, balcony and club balcony.  On the NCL site the difference on the cruise between inside and balcony is $750 per person, so I think having a bid accepted in the 200-300 range would be a big savings.
